After a while of flying around the city, Vic then flew on the northwest side of Downtown and all the way over to the Hyman Memorial Stadium, where he lowered the helicopter behind the stadium to keep himself inconspicuous from the police. He had to be more clandestine about this.

Vic waited for about ten minutes behind the stadium until he saw that no police cars in trucks or choppers hovering in the sky. So he decided to fly back in the air and flew above the city. He saw that there were no more police cars or vans stirring around the streets down below.

Vic sighed in relief. He was already in enough trouble as it was. There wasn't a need for him to exacerbate this by getting the police involved. He decided to fly back to the Mendez Mansion to speak to the brothers. Vic watched as the blazing orange sun shone colorfully in the yellowish-red evening sky. The vivid sky also reflected beautifully in the ocean water.

Vic looked down ahead to see that he was getting closer to the Mendez Mansion over at Prawn Island. So he flew straight ahead about 100 feet above the bridge and made it on the main street of Prawn Island, landing the helicopter gently onto the road as the propeller gradually stopped rotating.

Vic exited the helicopter and walked up to the Mendez Mansion. He entered the building and walked through the hallway. By the time he walked in the living room, he found Lance having a conversation with Armando with Diego standing next to his brother.

"So we just help build the empire and we're good, right?" Lance asked Armando.

"That's all you have to do, amigo," Armando answered. "We are business partners after all."

Lance then turned to see Vic enter the room. "Vic!" Lance called giving his brother a handshake. "Just the man we were expecting."

"Whatever," Vic muttered. "What's going on?"

"I was just having a little discussion with the Mendez bros here on how we could help pay their debts after Martinez was behind getting their coke stolen," Lance told him. "So we had a little deal."

"Oh yeah?" Vic replied. "What deal?"

Lance then hesitated to tell Vic about this and rapidly turned to Armando. "T-t-tell him, Mendez," Lance said.

Vic turned to face the Mendez brothers. "What deal were you guys talking about," Vic asked them.

"El imperio de las drogas!" Diego told him. "¿Qué más, estúpido?"

"What he say?" Vic asked.

"Armando, por favor habla algo de este idiota," Diego told Armando. "Él no parece entenderlo."

"Tengo esto," Armando replied. He turned to Vic. "Your brother and we were discussing how you and I would expand our empire after Martinez stole our coke from us, and I gave you fellas a business proposition you can work with to pay us back."

"Okay," Vic replied. "What proposition?"

"You guys must build drug empires," Armando answered. "It will include smuggling and robbery as well."

Vic then felt exasperated. If he was ever going to work on illicit businesses, drug would be the dead last thing he would choose.

"Uh, Mendez," Vic told the Mendez brothers, "can you give me a second to have a word with Mr. Emptyhead over here?"

He pulled Lance with him and face him while they stood by the corner. He glared into his brother's face. "Lance, what the fuck are you thinking?" he whispered sharply.

"I was thinking that we could work to pay back the Mendez brothers," Lance whispered back. "If we do this, the Mendez brothers could accept us as their partners, and we could all rule this city together, the four brothers, kingpins of Vice City!"

"Forget it," Vic whispered sternly. "You already got us in trouble by stealing their coke, we are NOT going to work with drugs again."

"But Vic... " Lance protested.

"I said no," Vic whispered. He turned to the Mendez brothers. "Look, Mendez," he started to say, "I understand that you want your work done, but I don't touch drugs. It ain't my style."

"I understand, Victor," Armando answered. "Drugs are obviously not your style of business. But we had been ripped off in the past, and it's the only way we could climb back on top of our debts."

"Can't we just gamble or racketeer - you know, the type of businesses that doesn't get us in too deep?" Vic asked.

"Unfortunately, all of that is luck-based businesses," Armando replied. "If we want to move higher, we must choose a business that will succeed once we actually do the work for it, and the drug empire is all that is left. So I'm afraid you have no other choice."

Vic thought about it. He hated working with drugs, especially since it got him in trouble twice, but he had no other choice. After all, he still needed to make up for stealing the brothers' coke that Lance thought belonged to Martinez.

With a defeated sigh, Vic finally said, "Okay, but only for you guys, and after we're done, I don't want to be in this side of the business again."

"Excellent, Señor," Armando replied. "Diego and I will meet you guys outside. We have to get our artillery ready."

Vic watched as Armando and Diego walked away in the back room. They were ready to fight alongside Vic and Lance.


Vic and Lance were then shown walking outside of the mansion. "I'm not so sure about this," Vic said.

"Honestly, bro, you worry too much," Lance told him. "I hardly see how selling a bunch of drugs is any more different than murdering others with that assault rifle you've been carrying around with you since you came here."

"Of course you wouldn't," Vic retorted. "Your brain's all on them, I mean, y'know, if you even had one!"

Armando and Diego finally arrived welding assault rifles of their own. "We're ready to take back our empire!" Armando announced.

"Si," Diego added. "¡Estoy listo para joder a esos moteros!"

They guided the Vance brothers to their white Sentinel XS and all hopped in, with Vic as the driver.

"Where to?" Vic asked.

"There's an empire building just up north of the mall," Armando answered.

So Vic made a left turn on Prawn Island. and drove straight down the road leading to Vice Point. He made a sharp left turn on the next road and drove straight down the street to find the medium-venture empire building just right on the corner. Vic quickly pulled up front of the building. The other three got their weapons ready and hopped out.

"Time to take back what was rightfully ours!" Armando demanded.

"¡Esos hijos de puta van a comer plomo!" Diego shouted angrily.

"Time to take out the trash!" Lance shouted.

The four destroyed an Angel that was parked up front by continuously shooting at it, causing it to exploded, thus triggering a war as the Bikers popped out of the empire building, firing at the foursome.

"You're going down, Biker boys!" Lance shouted firing at the gang. "You can't mess with us, the four hermanos!"

The four brothers continued attacking the Bikers gang members and killed each and every one of them one by one. After they were all dead, the foursome headed inside the empire building and encountered more of the Bikers inside.

"Don't let them get away!" Armando announced. "Take them all out!"

The four brothers used their assault rifles to take out every last Bikers member inside the building. After every Bikers member was dead, the brothers used baseball bats to destroy every material inside.


"Time to take back our empire," Armando ordered as the brothers exited the building. "We'll make this one the small time robbery."

So the four hopped inside the black Sentinel XS, with Vic hopping behind the wheel. "Where to next, Mendez?" Vic asked.

"Let's take over another on on Electric Boulevard," Armando announced.

So Vic started the engine and drove down the road of Vice Point. He made a left turn on the far end of the street and drove through Electric Boulevard, where he found yet another empire building by the Bikers.

"¡Prepárense para morir, Ciclistas!" Diego growled at the top of his lungs as he and the other three hopped out of the vehicle to take over the empire.

They repeated the process by destroying their vehicle and firing at every Bikers member who popped outside.

"Lance Vance is gonna make you dance!" Lance cried out smugly to the Bikers.

The Bikers dropped dead on the ground, and the four brothers walked into the building to one again take out the Bikers inside and destroy the merchandise inside.

"This one will be medium venture robbery," Armando instructed. "Now we'll take over one more, but this time, we'll take over an empire at Washington Beach, courtesy of the Sharks."

So they returned into the Sentinel XS, and Vic made a Y-turn to go back to the direction he came from to get through Electric Boulevard and made a right turn on the end of the road, where he drove straight down the road of Vice Point until he finally reached Washington Beach, where the foursome saw the Sharks' empire building up ahead.

"Now we have just one more business to take over," Armando informed as he and the other three jumped out of the vehicle.

They saw the Sharks' Rancher parked up front and destroyed the vehicle, eliciting another gang war between them and the Sharks.

"¿Crees que puedes follar con Diego Méndez, putos?" Diego shouted as he and the other three attacked the Sharks. They killed them one by one and entered the building, attacking the Sharks inside and destroying the merchandise inside as well.


Their job was complete, and the four brothers walked out of the building. "We'll make this building the high-roller drug empire," Armando announced. "It was a great pleasure to work with you, Victor and Lance."

"Hey," Lance bragged, "I don't mean to blow my horn, but I know we got skills when it comes to pulling the trigger, ain't that right, Vic?"

"Sure," Vic responded dryly.

"And so our trustworthy partnership has made great success to our imminent business empires," Armando added. "Thank you boys for helping us move up in the underworld."

"Anytime, Mendez," Vic replied.

"So you are free to expand our empires by taking out more of the Bikers and Sharks," Armando said as he and Diego hopped inside the Sentinel XS. "We are beginning to have trust in you boys."

Vic and Lance watched as the Mendez brothers drove away.

"Man, I am beat," Lance said. "Hey Vic, whadaya say we call it an evening and pop?"

"Right behind you, bro." Vic agreed.

The two brothers decided to walk back into each of their apartments and rest. They had a very long day and wanted to save the rest of their energy for tomorrow.
