There are many times regarding the monsters when you wonder if they creators are either really brilliant, or running out of ideas. This I'd argue is one of those times.

Chapter 29: Electric Boogaloo
A young boy was walking near the Washigasaki Lighthouse, looking for his dog Pochi. A kind-looking fisherman directed him to the nearby long grass. As the boy continued searching, an odd tentacle with a red light at its tip waved around, unseen by the boy. He followed some rustling brush, only to wind up falling off the nearby cliff. Luckily, it wasn't very high up, and the ground was only hard enough to cause pain, but no lasting damage. However, a bizarre laughing caught his attention.
He looked up at the cliff he had just fallen down, spotting a bizarre humanoid being with a jellyfish-like head. "Is that an alien?" Realizing the creature might have seen him, the boy quickly hid. The monster was no alien, but a Shocker cyborg named Jellydall, and he was the source of the weird tentacle, which extended out from his right hand. Jellydall didn't find the boy, but he did find the farmer from earlier, wrapping the tentacle around his head. Killing the man wasn't the evil cyborg's intention, however. Instead he simply stunned the man with a low voltage to render him unconscious.
The boy hurried to tell the nearest police officer. Though the police officer didn't believe there was an alien, he still agreed to investigate on the grounds that there might be a corpse. Of course, by the time they got there, there was no sign of Jellydall or the farmer. Of course, the other kids didn't believe him either. "Jeez," one boy said, "I never took Kouta for being such a liar." Kouta was determined to find proof that he wasn't lying, so he headed home and grabbed a wooden bat to go looking for what he thought was an alien. He also managed to get his brother's camera.
Jellydall caught Kouta searching around. While Kouta didn't see Jellydall, he did spot some Combatmen patrolling. Of course, he didn't know who they were, but he knew they looked suspicious, so he took some pictures anyway. Then he spotted Jellydall following the Combatmen. "So it was here. Now I have proof." Unfortunately, one of the Combatmen spotted him. "Hey, what are you doing here brat?" Kouta bit down on the Combatman's arm, only to get knocked to the ground. Jellydall then used his tentacle to knock Kouta out with an electrical surge.
One of the Combatmen picked up the camera, but Jellydall stopped. "No, leave it. The boy will be enough. They'll be finding out soon enough anyway. If they get proof of our actions, we might be able to move ahead of schedule." The Combatman nodded and placed the camera back down. "What about the boy?" "Leave him here as well," Jellydall replied, "He'll be unconscious for an hour thanks to my Electric Shock. For now let's move out." The Combatmen nodded and they all left.
With Kouta able to get his camera back to process the pictures, news of a "jellyfish-like alien" hit the stands rather quickly. The pictures all showed Jellydall's whole body quite clearly with no obstructions and in perfect focus. Of course, most people just assumed it was a well-done trick photograph. The racing club, however, had a different opinion. "On the one hand," Tobei said, "There's no way I can believe there was a jellyfish-like alien out there. On the other, there's no way a ten year old boy can make a fake photograph this good."
"There's also the fact that the paper mentions several villagers have gone missing," Ren noted. Naofumi nodded. "They claim that there are explainable circumstances, but we've seen this kind of cover-up before." "So do you think it's Shocker?," Goro asked, "The kid could have mistaken a Shocker cyborg for an alien. It certainly looks alien enough." Motoyasu nodded. "Goro's got a point. While we don't have any real proof that aliens exist, we know for a fact that Shocker is real." "Then we'd better go meet with this boy Kouta," Naofumi decided.
Soon enough Naofumi and Ren were at the fishing village where Kouta lived. They soon found his mother. "Hello there, Ma'am," Naofumi said, "We saw the picture your son took of the alien and we were hoping to ask him a few questions." "Well, that might be a bit difficult," the woman said, "My son's steps have been staggering since yesterday, and he's already meeting with a guest right now." The two Riders looked concerned, but fortunately the guest only turned out to be Eclair, who was also investigating the so-called "alien" on orders from the FBI.
"Ah," Ren said, "So your superiors are also convinced the alien is really from Shocker." Eclair nodded. "Take a look at this. That jellyfish creature isn't the only picture." Naofumi took the picture, depicting the Combatmen. "Yeah, those are Shocker grunts all right. Ma'am, whatever you may think, your son wasn't lying. He was just mistaken about what was really going on. Kouta, can you show us where you took these picture?" "Yeah," Kouta said.
Soon enough, the group reached the area near the lighthouse. "It was right in the tall grass over there," Kouta said, "But what makes you think it couldn't have been an alien?" "We've seen similar creatures like it before," Naofumi explained, "And they've all been very terrestrial, albeit man-made." "Naofumi! Ren!," Eclair called out, "We have tails on our backs! Combatmen!" "Looks like we're close," Naofumi noted, "Eclair, can you take care of Kouta? Me and Ren will deal with these thugs."
Eclair nodded, Kouta getting onto her bike. The two Riders started running down the Combatmen, before Jellydall appeared from the brush. "So you've arrived," he said, "Now both of you will die!" He launched his tentacle at them, the two of them jumping back down a nearby hill. They got up onto a nearby cliff. "Ready?," Ren asked. "Yeah," Naofumi said. They activated their belts. "Henshin!" They leapt into the air, transforming into Kamen Riders 1 and 2. They landed to confront Jellydall.
"A bit sloppy of you to let yourself by noticed by the media," 2 noted, "Just what is your scheme?" "There's no need for dead men to know," Jellydall replied. "I suppose dead men tell no tales," 2 retorted. As he battled the approaching Combatmen, 1 got wrapped up in Jellydall's tentacle. "Now my Electric Shock will take your life!" 1 chuckled as he easily resisted the attack. "Not quite! Me and 2 have the ability to resist up to fifty-thousand of electricity!" He shook off the tentacle and started battling Jellydall.
Soon enough, it became clear that Jellydall didn't have the advantage he thought he did. He leapt away from the fight. "It seems we'll be meeting again then, Kamen Riders! But next time will be the last!" Kouta ran up to 1. "That was amazing!" 1 nodded. "It's clear he's behind the villagers disappearing. The question is why." Eclair nodded. "And there's also the matter of why he allowed Kouta to keep photos of him."
As it happened, the current Shocker hideout was under the Washigasaki Lighthouse. Colonel Zol was with Jellydall, outlining the current agenda. "For our current operation, we need humans capable of enduring five-thousand volts of electricity," Zol explained, "Then we can turn them into Electric Humans. Jellydall, let's proceed with transforming the first one." Jellydall nodded and threw a switch on the nearby control board. The first test subject was unable to withstand the procedure. "A failure on the first try…," Zol muttered, "Dispose of him! And bring in the next one!"
The scientists got to work. "Once we have the humans we need that can store the proper amount of electricity within them," Zol said, "Our Electric Humans will kill anyone they touch. We will then send them to kill important figures in the Japanese government!" "Shall I go and get a few more test subjects just in case?," Jellydall suggested, "Most of the one I got from this batch didn't last long before being rendered unconscious." Zol nodded. "That's a wise idea. Go forth then. Bring us more humans to test."
Jellydall got a few more humans, including Kouta's mother. When she got brought back, Jellydall spoke with Zol. "She's the mother of the boy I allowed to post about us in the papers. Once he learns of her disappearance, the Kamen Riders are sure to catch wind of it and come looking for her." Zol smirked. "Well done. Once we lure them here, we can be rid of both of them!"
Needless to say, the racing club was not happy to hear what had happened. Before long, a message arrived via thrown dagger, indicating the Washigasaki Lighthouse. Naofumi clenched his fist. "If they really wanted to call us out, they should have just done so. Ren, let's go." Ren nodded. "Personally I'm getting tired of Shocker's cruelty. Let's remind them why it never works out for them."
Motoyasu arrived at the lighthouse first to check things out. After all, he knew that Shocker wouldn't have sent an invitation of there wasn't a trap involved. There didn't seem to be anyone at the lighthouse at first. He did spot Kouta's mother tied to a stake near the coast however. She spotted him as well, and shook her head as if to warn him not to approach. Motoyasu looked around and spotted Jellydall with a lead Combatman holding a long fuse. "When the Riders come to save her," Jellydall said, "They'll get blasted away by the dynamite!" "But they haven't shown up yet," the Combatman noted, "What should we do?"
Motoyasu smirked. "Knowing them, they'll have some kind of plan." Motoyasu quickly climbed up to where the woman was as the fuse was lit. He got to the top and started loosening the dynamite. 1 and 2 arrived and leapt in, 2 pulling the dynamite free and launching it away. "Get down!" Motoyasu got Kouta's mother to the ground and the dynamite exploded close to the shoreline. "Get her out of here!," 1 said, "We'll deal with Shocker!" Motoyasu nodded and lead Kouta's mother away.
1 dropped down to battle Jellydall while 2 dealt with the Combatmen. "You Shockers are such cowardly types," 1 taunted, "And your cruelty makes you far too predictable." "Don't you dare question our methods!," Jellydall yelled, making his attack. The two traded blows before winding up in the hideout, 2 joining them. Once the Combatmen were dispatched, Jellydall tried to tangle 1 in his tentacle. After struggling for a bit, 1 managed to break the tentacle off.
"2, I'll set him up!," 1 called out, striking Jellydall a few times. 2 got to the top of some nearby stairs, and waited until Jellydall was winded before leaping at him. "Rider Kick!" Jellydall stumbled back from the impact into the equipment before exploding on contact. The Riders soon found the captives and got them out of their cells. "Let's get out of here!," 1 said, "This place is about to blow!" As everyone evacuated, the lighthouse exploded from the shorting equipment, damaged from Jellydall's death.
The racing club arrived shortly afterward, letting Kouta reunite with his mother. Naofumi and Ren walked up on the happy scene. "We managed to free everyone else that was captured," Ren said, "And Jellydall's dead. A few files we recovered suggest that Zol was planning a mass assassination plot using Electric Humans. He was having locals abducted to try and find ones capable of withstanding five-thousand volts of electricity." Speaking of Zol, he was watching from the remains of the lighthouse. "You may have foiled my plan this time, Riders. But next I will definitely have you lives…"
