Ginny's tired of the twins. Honestly, it's not like she would ever admit that out loud, and they're still her brothers, so she still loves them, but ever since they became of age, their pranks have gotten worse. When Ginny told them to stick with Muggle pranking, they had told her that Magic was far superior for pranking.
Above all, she wants to prove them wrong.
She can't use magic, of course, but she's sure that she can pull a better prank on them without one. She wouldn't want to hurt them, of course, but she wants something that'll last a long time and will also humiliate them, at least a little bit.
Ginny thinks it's time for them to be knocked down a peg.

She can't do it alone, though.
The idea comes to her as she watches Tonks change her hair color at will. Ginny knows that Muggles can do that without magic, and she wonders if she could somehow trick Fred and George into dying their hair. When she brings up the idea to Tonks, Tonks grins so wide that Ginny's pretty sure it's her using her metamorphmagus powers.
Together, they sneak off to Muggle London.

Honestly, it's easier than Ginny expects to put the hair dye in their shampoo bottle. Tonks had described a prank she had only seen in movies, and Ginny thought that dying Fred and George's hair pink would be glorious.
It doesn't take long for Ginny to make the hair dye mixture and put it in their shampoo bottle. Fred and George are the only ones who use that brand, after all, so she's pretty sure only they will be hit.
Hopefully, they rub it in well.

The next morning, Ginny goes down to breakfast, as if everything's normal. Within twenty minutes, she hears Fred and George scream from upstairs.
When they come downstairs, it's glorious to see the hot pink of their hair.
