It's Fred who has the idea in the first place. George is just dragged along into it. Fred got the idea from the rumors that surround Quirrell's turban. Even George has to admit, there's something funny about it. The stench that people claim is garlic is really strong.
George isn't above playing pranks on teachers — equal pranking for all, he says, but to actually go an assault Quirrell's turban feels different to him. What if they make his turban fall off and he has a really bad mole on the back of his head or something.
Still, Fred points out that there's snow on the ground, and more coming down, and it would be a shame to make a bunch of snowballs and not doing anything with it. Fred has him convinced.
So the two of them spend a while perfecting their snowball making technique. The key to have a charm last and continuously bounce off of Quirrell's turban is a good snowball. It'd be annoying if they just broke right away and they would have to keep on making and charming new ones. They want the snowballs to have a little bit of longevity to them.
They spend a long time in the snow, practicing making snowballs, and once they get the technique down, they practice charming them to fly without them there. It's hard work, and it's freezing outside. George thinks he has frostbite. Fred thinks George just needs to layer more.
Finally, though, they get the spell down. They just need to stock up on snowballs, cast the charm, and they're good.
Honestly, when they finally have everything going, watching the snowballs bounce off of Quirrell's head is amazing
...
When the end of the year comes around, George doesn't think he can look at snowballs again without thinking of throwing them in You-Know-Who's face.
