Ironwood or RWBY/JNR? I actually can't see why the can't strategize for both. See, Ironwood may be able to get the Staff far away from Salem as possible, but RWBY/JNR can continue the fight on the ground, maybe even go to Vacuo. And it could be a huge blow to Salem's plans, as she travelled all the way to Atlas for nothing. Now, where evacuations are concerned, I don't think he needed to halt evacuations.
As for the classic Doctor Who villains, it would be cool to see some again. Like that parasite in The Wheel of Space.
