Disclaimer: Ritsu Kageyama and Fubuki are owned by ONE.

Bryant: Mob. Tatsumaki. When you think of powerful ESPers in anime, you probably think of these two.

Thea: But everyone forgets about their siblings!

Bryant: Fubuki, the Blizzard of Hell.

Thea: And Ritsu, the Awakened ESPer.

Bryant: I'm Bryant Reese.

Thea: And I'm Thea Price.

Bryant: And we're here to analyse these two fighters and find out who would win, a WI Battle!

-Line Break-

Fubuki:

Bryant: Throughout the Hero Community, there are several names that pop up. You might know Tatsumaki, the 2nd Rank S Class Hero.

Thea: Oh yeah, she's the loli, but not loli!

Bryant: Yeah, sure, whatever. But with such a highly known and respected S Class ESPer-

Thea: Kinda respected.

Bryant: It can be hard to stand out with your own psychic abilities. Few know this better than Fubuki, the 1st Rank B Class Hero.

Thea: What makes this even worse is the fact that she's Tatsumaki's younger sister!

Bryant: While Fubuki did love her sister and admired her very much, she didn't look at Tatsumaki with such feelings all the time.

Thea: Tatsumaki being the 2nd Rank of S Class ended up making Fubuki feel pretty insecure about herself, and she thought that if her sister wasn't around, she would've been the best ESPer in the Hero Association.

Bryant: Her feelings of insecurity weren't only for her sister though. In fact, despite the fact that Fubuki wasn't weak, and could easily make it up to the high ranks of A Class, she never upgraded her Class as she felt that she could never measure up to the likes of Amai Mask and Iaian. To ensure that she can hold on to the highest ranking that she could, Fubuki became the leader of her very own group, named the Blizzard Group. Or Blizzard Bunch, whichever.

Thea: The Blizzard Group was more than just a way for her to hold onto her power though, they were her friends. And when the time comes that they need help, she's more than willing to step in.

Bryant: Like her sister, Fubuki is an ESPer with many incredible abilities. She's an expert on Psychic Combat, using the surrounding area to her advantage. Breaking up roads, throwing rocks, and manipulating her surroundings. She can sense other ESPers with high enough psychic abilities, levitate, and even fly in quick bursts of speed. She can also create both freezing winds and powerful psychic barriers that are strong enough to block the attacks of Overgrown Rover, who's energy blasts are capable of killing Demon-Level threats and even vaporizing city blocks. Though it is worth noting that she was struggling to do so, even going as far as to begin bleeding from her eyes. She can also increase her physical abilities with her psychic abilities, as well as the physical abilities of others.

Thea: During battle, she relies on her signature psychic attack, being Hell Storm. A powerful tornado which uses the wind within as well as nearby debri to inflict damage. She also uses her Hell Cluster attack to crush her opponents with debris, and her Psychic Strike attacks lets her knock out opponents with telekinesis by just chopping the air. She also has several techniques for protecting herself, like Psychic Binding. This move can suppress the powers of another ESPer. She can even use it on her sister, but only for a few seconds. But being able to hold down Tatsumaki at all is pretty big.

Bryant: And finally, she can use Psychic Whirlwind to create a protective whirlwind that can harmlessly redirect psychic attacks, even ones that are much stronger than hers. And if they step into the whirlwind, they can temporarily lose their abilities so as long as they stay inside.

Thea: And considering that her defensive abilities are powered by the same energy she uses offensively, this means she can output the same energy needed to destroy a city block and even cause an earthquake in City Z.

Bryant: This might sound like a highball, but this actually has merit. She was able to help in the battle against the Monster Association, defeated Psykos with her Psychic Whirlwind, resisted mind control, held her own against the brainwashed Blizzard Group, and even stood up to Tatsumaki to defend Psykos so she could interrogate her. A battle which caused earthquakes that damaged the newly improved Hero Association Headquarters, though it is worth noting that Tatsumaki was in pretty bad shape. And even with that advantage, Tatsumaki was still far too powerful for Fubuki to defeat.

Thea: Luckily she was saved by Saitama, who had become a pretty good friend of hers. And the Blizzard Group showcased their loyalty to Fubuki by being ready to fight Tatsumaki directly. Now that takes balls! Fubuki may not be able to stand up to Tatsumaki, but she is still impressive.

Bryant: Fubuki can dodge attacks from Do-S, who can be scaled to Bushidrill, who can be scaled to Iaian, who can be scaled to Genos, who can be scaled to Speed of Sound Sonic, who we will compare to Flashy Flash.

Thea: Too many scalings.

Bryant: In his battle against Gale Wind and Hell Flame, they were able to move fast enough to make explosions look like they're not moving at all. Considering this and the estimated distance they traveled by, this means that Flashy Flash's casual movement speed should be around 105 million miles per hour.

Thea: No way Fubuki can move this fast.

Bryant: Well, saying that Fubuki is as fast as Genos or Sonic is absurd, as she was completely unable to dodge. But this does give us an official number. So, let's break this down. Fubuki was unable to see them move, so we can assume that she was much slower than Genos and Sonic. Sonic was much slower than Gale Wind and Hell Flame, but could keep up enough to see them. So, considering all this, we can assume that Fubuki is around a thousand times slower than Flashy Flash.

Thea: Okay, that makes much, much more sense. But that still puts Fubuki at around 105 thousand miles per hour! That's still fast! And remember, Fubuki can stand up to Overgrown Rover's energy blast, at least one of them. He's strong enough to destroy an entire city block, and potentially kill Bang and Bomb, who are on par with each other. And Bang can tank a hit from Melzalgald and Elder Centipede, the second one being able to destroy a city when he was smaller and weaker! And then there's the fact that Fubuki's Psychic Whirlwind was able to defeat Psychos, who's on par with Tatsumaki. Tatsumaki was able to stop the bullets of Boros's ship which destroyed City A instantly. And the bullets have no explosive properties, which means she stopped the total force needed to destroy the city in one go all on her own.

Bryant: Unfortunately, Fubuki isn't perfect. She can be overwhelmed by superior psychics, and while her Psychic Whirlwind is capable of defeating these kinds of opponents, that doesn't mean it's flawless. It can be countered by another ESPer who knows about the same technique, as proven by Tatsumaki. She also can act a little arrogant, though this can be a cover to hide her insecurity. Also, she's physically weak, and can't accomplish as much with just her physical strength. She also has more experience fighting in a group than fighting by herself, and if her brain suffers any damage, her powers become weaker.

Thea: Still, Fubuki is one heck of a fighter. She became inspired by Saitama to try and become a real hero, even upgrading her class to A Class while encouraging her group mates to do the same after reforming the Blizzard Group. She may have stumbled a bit, but you can bet she'll be stepping up to the plate when it matters.

(Fubuki) I won't hand over the position I worked so hard for!

Ritsu Kageyama:

Bryant: Shigeo Kageyama, aka Mob, was a relatively unimpressive person. He struggled in school, he wasn't very popular, he was crap in sports, and he tended to be a social wreck when it comes to large crowds. However, his younger brother Ritsu was his opposite in every way.

Thea: Mob was apathetic, Ritsu was emotional. Mob was crap in sports, Ritsu was pretty fit. Mob wasn't that popular, Ritsu was on the student council. Mob was a social wreck, Ritsu was a smooth talker. Mob had overpowered abilities, Ritsu didn't.

Bryant: Right, when Ritsu and Mob were kids, they got into a fight with a group of highschoolers. Mob accidentally used these powers, and ended up hurting his brother. As a result, despite it being a complete accident, Ritsu ended up becoming afraid of his brother, developing an inferiority complex towards him. To try to hide this, Ritsu pretended that these feelings were nothing more than admiration, and did his best to ensure that his brother wouldn't be too stressed out.

Thea: But that would soon change. After pulling a douche move and brutally framing the school delinquent Onigawara, Ritsu ended up feeling so guilty, he ended up with his own psychic abilities. And with the help of the formly evil spirit Dimple, he learned to fine tune them. But that ended up making him a massive jerk though, and he began using his powers to just do whatever he wanted. Just going around, beating people up.

Bryant: Fortunately, he was able to snap out of this power hungry state after being praised and forgiven by his brother, and Ritsy soon began to realize that having psychic abilities wasn't the only thing that mattered.

Thea: Ritsu ended up being a better person, and has jumped to help others several times. But considering that he's going up against the likes of the terrorist group Claw, he's going to need more than a redemption arc.

Bryant: And luckily, he has what he needs to fight these battles. Ritsu possesses many incredible abilities, and while he needed the help of Dimple to use his powers at first, he has since learned to use them with extreme proficiency. He prefers mixing his powers in fights, launching his opponents and rubble through the air. He can also defend himself with psychic barriers and float through the air, though he can't actually fly. Ritsu can also use his psychic powers to enhance his strength, speed and durability.

Thea: Ritsu can become tough enough to survive being smashed into solid concrete and through buildings, and strong enough to send people flying. He can sense spirits and other psychic auras when they're nearby, paralyze opponents by holding them in place with his telekinesis, and is resistant to possession and mind manipulation.

Bryant: Ritsu is strong enough to easily defeat many other ESPers and even hold his own against some of the higher members of Claw, though not completely defeat them. Even more impressively, he can be scaled to Teruki. While Ritsu might be weaker, he is able to fight alongside him easily. Teruki can move at high enough speeds to dodge bullets easily, and can destroy buildings.

Thea: But that's still a little vague, and another ESPer name Sho has stated that Ritsu has a lot more potential. For us to know just how strong Ritsu is, we're going to have to scale him to someone else. Maybe Mob?

Bryant: …

Thea: Yeah, you're right. Even Mob himself stated that Ritsu is weaker than Mob, and he's way too nice to say an insult like that to his brother if it wasn't true.

Bryant: …

Thea: Wait, don't tell me.

Bryant: Actually…

Thea: HE CAN SCALE TO MOB?!

Bryant: Not completely, but he's around the same level. Specifically, Mob at 100%.

Thea: You can't be serious.

Bryant: I'm semi-serious. Because like Mob, Ritsu's intense feeling of fear manifested as his own explosion meter, the same as Shigeo. When he reaches 100%, his psychic powers are increased to an incredible level. While Ritsu has never actually gone up to Mob at 100%, he has been able to withstand his ?%. While they didn't have a real battle, Ritsu was able to withstand ?%'s incredible power and even snatched a bouquet from its hand before it could react.

Thea: How is this possible?!

Bryant: Now, hold on. I know we said that Ritsu at 100% is on par with Mob at 100%, but it's not completely true. Keep in mind, while he did withstand ?% and its power, and while he did steal the bouquet before it could react, he was mostly likely only able to do this thanks to Mob holding ?% back. It's also likely that he can't completely match 100% Mob at full power as he hasn't been developing his power as much as Mob has, and he has only ever used this form once. Still, Ritsu should be at least able to match Mob's lower level feats.

Thea: Well, what kinda feats are those?

Bryant: That is something that's a little hard figure out. So, maybe it would be smarter to take the statement back from earlier, though it does hold weight. We can instead compare him to Serizawa, who can vaporize large portions of several walls. By comparing Serizawa and his boss Toichiro to the holes and the walls, assuming the walls are made of concrete, and assuming that they're the same size, the smallest amount of energy needed to do this is about 12.6 billion joules of energy. And it's likely that Serizawa is capable of so much more, as this was him holding back. Assuming he only used 10 percent of his power, this means Serizawa can deal an attack equal to over 14 megatons of force. As Serizawa was able to force Mob into 100%, but was ultimately overpowered by Mob at this level, this is a pretty good range to put Ritsu in.

Thea: Damn, not bad! But while Ritsu may be able to stand up to Mob, his 100% can only last about a minute before running out, and he's left exhausted. On top of that, he can't defend and attack at the same time like Mob can.

Bryant: And finally, he's no peacekeeper, often being the one to throw the first punch. Considering that he can't use 100% easily, and the fact that he hasn't been using his psychic powers for very long, this isn't always a good idea. Still, Ritsu is a loyal brother at the end of the day. Always ready to stand and fight for what's truly right. And he is more than willing to lay a smackdown on any he deems scum.

(Ritsu) This game will keep running because I am letting it run.

Bryant: Alright, the stage is set, time to start this dance.

Thea: Battle ready, set, GO!

A tall, pretty woman walked down the street. She looked to the side, a fur scarf around her neck. Coming up to a specific house, she walked up to it and knocked on the door. A boy with spiked hair and a yellow sweater opened the door a few seconds later.

"Can I help you?"

"Is Shigeo Kageyama here?"

"No, why?"

"My name is Fubuki. I was hoping to recruit him into the Blizzard Group. I heard he's a powerful ESPer."

"I'm afraid my brother isn't the kind of person to join a group to fight." the boy said firmly.

"Then I suppose I shall have to make him."

"Oh really? My name is Ritsu Kageyama, and if you even try, I will defeat you." the boy said as they walked out to the street and faced each other. Fubuki looked at him with a fierce glare, Ritsu returning.

"Show me what you can do." she said.

Keep your mind clear and your body ready!

Fight!

Fubuki raised a hand and slammed it down onto the ground. A powerful wave of psychic energy surged through the ground towards Ritsu. He quickly slammed his own hand down on the ground, sending his own energy wave. The two slammed into each other, creating a massive blast of energy around and sending rocks around. Ritsu raised his hand and caught the debri with telekinesis before throwing them towards Fubuki. The debri hurtled towards her like bullets.

"Impressive." Fubuki raised both hands, erecting a barrier between them. The rocks slammed into the barrier, before being sent back towards Ritsu. He quickly smashed the ground in front of him with his telekinesis before using the shards to create a stone shield, blocking the attack.

"How about this?!" Ritsu said as he gathered psychic energy in his hand, hurling it towards Fubuki. Fubuki erected another barrier, blocking the attack before sending the barrier towards Ritsu. His eyes widened before he was slammed into and sent flying. He grunted as he slammed into the street.

"Stay down child." Fubuki said as she zoomed towards Ritsu. Ritsu pushed himself up, only for Fubuki to rush up to him, putting a hand in front of his face. She sent another powerful wave of psychic energy through her arm, blasting Ritsu, who just barely managed to cover himself with another shield. Ritsu got up after being sent several meters away, slightly winded.

"Surrender. You can't beat me." Fubuki warned. Ritsu growled as he picked up a chunk of the road.

"Try this!" he yelled as he hurled it towards Fubuki. The rock sailed through the air towards Fubuki. She struck it with psychic power, causing it to crumble. She gasped as Ritsu sailed through the dust cloud, punching her in the face, sending her staggering back. Ritsu grabbed her by her scarf and pulled her in for another punch. He slammed an elbow into her stomach before swinging another punch, only to stagger past her as Fubuki parried his next punch. Ritsu turned to try again, only for Fubuki to send him flying with another psychic blast. The blast continued to push Ritsu back before he brought his arms apart, dispersing the wave. Fubuki took off her scarf, tossing it to the side before holding her hands out.

"Impressive. But you still can't win." Fubuki said as debri began to whip around. Ritsu put up his fists, only to raise his brow as he noticed wind around him kicking up.

"Hell Cluster!" Fubuki yelled. Debri sped towards Ritsu, catching him off guard before they packed around him, crushing the boy, causing him to cry out in pain.

"Give up. Or I'll crush you!" Fubuki warned. Ritsu growled before breaking free, sending a wave of psychic energy around. Fubuki crossed her arms in front of her face as wind blasted past her. Ritsu flew up to Fubuki and punched her in the stomach again. Fubuki gasped as the air flew out of her mouth.

"How's about this?!" Ritsu said as he launched her. Fubuki shot through the air before managing to stop herself. She floated in the air, looking down at Ritsu as she recovered from the attack. Ritsu raised his hand, sending debris flying towards her. Fubuki swiped her hand to the side, blocking the attack. Ritsu crouched down before jumping up, shooting towards Fubuki. Fubuki spun, creating a whirlwind that slapped Ritsu to the side and into a house. Fubuki made a gripping motion and thrust her hands up, bringing the house up. Clutching her fist, the house was crushed into itself, becoming a ball. Satisfied, Fubuki dropped the ball onto the street.

"That should be enough. It wasn't enough to kill him, but he should be out of commission for now." Fubuki said to herself. She turned away, but stopped as she felt a massive boost of energy.

"What?!" she gasped as she turned back to the ball. It exploded, sending rubble all over the place. She quickly put up a shield, blocking the rubble and wind. Ritsu straightened himself as psychic energy surged around him.

100%

"Time to teach you a lesson!" Ritsu said as he pointed a finger towards Fubuki. The remains of the house gathered above him, coming together into a tight ball and hurling itself towards Fubuki. She raised her hand and swiped it down, cutting the boulder in half. Ritsu dashed towards her, quickly hitting her with a barrage of punches before hammering her down with a smash. Fubuki slammed into the ground, getting up shakingly after.

"Incredible." Fubuki gasped, looking up. She quickly threw herself back, dodging Ritsu as he slammed down where she was. Ritsu hefted up the rubble and sent it forward. Fubuki gritted her teeth as she put up another barrier.

'This isn't good. I'm completely helpless against such a high amount of energy!' Fubuki thought. She flew into the air again as Ritsu tried to blast her with another psychic blast.

"Time to end this." Ritsu said as he raised his hand. Fubuki shrieked as she felt herself being crushed, trying to protect herself by creating a shield around her. Ritsu swung his hand down, sending Fubuki down to slam into the street, creating a crater. Fubuki looked up to see Ritsu slowly walking closer to her. Gasping, Fubuki began using all her psychic energy to shield herself from the intense pressure. Her eyes became red, and began to bleed.

"He's, too much!" she groaned. She looked at Ritsu, who was trying to make a fist. He scoffed and threw her to the side, breaking down the wall. Bleeding, Fubuki managed to stand up, looking at Ritsu. She swung a hand towards him, sending another wave of psychic energy. Blue light surrounded Ritsu, forming a shield that blocked the hit.

"Is that all?" Ritsu taunted. Fubuki glared back. She struggled to lift a hand, but pointed it towards Ritsu.

"Psychic Whirlwind!" she yelled. Ritsu looks around as wind kicks up, surrounding them.

"Whatever you're trying, it won't work." he said, looking at Fubuki through the gales.

"Think again." Fubuki gasped. Ritsu looked at her in confusion, only to gasp himself as the psychic aura around him fades.

"What?! What's happening?!" Ritsu looked around him frantically.

"You were right." Fubuki said as she flew forward. Ritsu looks up, only for Fubuki to send him through a wall with a swipe of her hand, knocking him out completely. Fubuki looked after Ritsu coldly as the whirlwind died down.

"It was time to end this." she said.

KO!

Fubuki sighed as she put her hand down.

'This, was not worth it.' she thought tiredly.

"Who are you?" an empathetic, but stern voice called out. Fubuki turned to see another boy, this one with blank eyes reminiscent of a certain baldy and a bowl cut. Fubuki opened her mouth to answer, only to pass out and flop on the ground. Mob looked at Fubuki before lifting her up with telekinesis. A gust of wind made him look up. A bald man dressed in a hero costume walked up to Fubuki.

"Sorry about this, kid. She gets a little ahead of herself at times." Saitama said as he grabbed Fubuki, holding her in a bridal carry. Mob said nothing, simply staring at him. Saitama stared back. They stared at each other for a few more seconds before Saitama turned and leapt through the air, disappearing from sight. Mob turned to Ritsu and hurried over to his brother to tend to him.

-Line Break-

Thea: You know, maybe this could be a crossover in and of itself!

Bryant: Maybe, but what would it even be about?

Thea: I dunno, Mob and Ritsu becoming heroes?

Bryant: That's something that would be hard to write. But anyways, Ritsu certainly had a lot of things going for him in this battle.

Thea: Ritsu can scale to casual 100% Mob, who can catch lightning. We can assume that Ritsu's speed is about ¾ Mob's level, since he should be able to hold his own, but isn't as powerful or as fast. This puts Ritsu's max speed around 165,00 miles per hour. That's definitely faster than Fubuki. And at his best, he should be able to overpower Fubuki considering their respective scalings.

Bryant: But while these are incredibly important, and certainly meant that he could beat Fubuki, Fubuki actually ended up being the superior.

Thea: Fubuki has way more training and experience than Ritsu, thanks to having and using her powers for way longer. Ritsu didn't really have training, as his time with Dimple was almost entirely about Dimple controlling his output.

Bryant: What's more, while it's hard to tell whether or not Fubuki is actually weaker than 100% Ritsu, she's still leagues above base Ritsu, which was the form he was fighting in most of the time. Meaning she had more than enough time to take him out, as 100% is extremely difficult to summon for Ritsu, as he doesn't have the same pent up emotions Mob does for his explosions.

Thea: And even if she couldn't match 100% Ritsu, she would still be able to hang in there. She was able to block an attack from casual Overgrown Rover after all.

Bryant: Overgrown Rover's attack was capable of killing Silver Fang, who could take a hit from Elder Centipede. Comparing Elder Centipede's size to that of an average Chinese Red-Headed centipede and using the resulting ratio to the speed of said centipede, then he must be capable of dealing a force of about 892 megatons. Since he was stunned by Genos's blinding attack, he didn't actually hit them head-on, and Overgrown Rover's attack probably wasn't at it's best, it's likely Fubuki could block an attack that's about 1% of what Elder Centipede is capable of, and that's assuming Overgrown Rover is weaker than Elder Centipede. This still puts her around the same ballpark as Ritsu, letting her hold on until his explosion runs out.

Thea: And that's not even mentioning how she's capable of sealing his powers and redirecting his psychic attacks with Psychic Binding and Psychic Whirlwind. And we're lowballing Fubuki, if you can't tell.

Bryant: Fubuki is portrayed as being significantly weaker than Tatsumaki, Genos, Sonic, Saitama, and many other characters, especially since she's only B-Class, the second lowest class, so it might be weird to think she's this powerful, but Fubuki was stated be capable of being in some of the highest ranks of A-Class, and she was able to hold her own in the invasion of the Monster Association against Dragon Level Threats, despite the fact that that itself was a mission assigned to S-Class Heroes, and while there were many A to C-Class Heroes, the entirety of the group was to make up for the few S-Class Heroes who weren't there.

Thea: Fubuki just took the Whirl-win!

Bryant: ...Eh, 6 out of 10.

Thea: Which means the winner of this WI Battle is Fubuki!

This was a little back and forth. It's honestly a fight that I think can be wrong about, but I'm not entirely sure, so I went with what I figured out, and I think I did a good job. I thought Ritsu would win when I found out about his explosion, but Fubuki ended surprising me. She's not Tatsumaki, but she meant it when she said she could be one of the best if Tatsumaki didn't exist. Anyways, let me know what you think of this battle. As per the usual, leave a review! Azure out!

A crowd cheered as they looked over a massive stadium. Two teenagers walked up to the stage, ready for a fight. They look over each other as the announcer calls out their name. One had dirty blonde hair, spiked up like an explosion. He had a black mask over his face, a black sleeveless shirt, and jeans. The most notable thing on his person were the grenade shaped gauntlets on his arms. Standing across him was a girl with long golden hair. She had a golden bracelet on one arm, and the other was a prosthetic. The two grinned wickedly at each other as they took their stance, ready for a fight.
