Osaka was in chaos despite being untouched by the rampage of the towering zombie-looking bringer of destruction, evacuations were underway and people were taking shelter as military forces set up defenses everywhere in the city.
Things were so out of control to a point where the Prime Minister could not try to calm the chaos, he was busy attending multiple meetings that had taken place over the last 10 hours with the military leaders and with other politicians.
Despite the best efforts of Osaka city's leader and his aids to calm people down, news of the events in Fukushima had already thrown the whole city and the other cities of the nation into mass panic.
Even protestors had taken to the streets, demanding for change and for an organization backed by Japan and the rest of the United Nations that kept the activities of giant monsters in check in order to make sure that history did not repeat itself when it came to monster attacks.
To make matters worse, the protests were quickly becoming riots and districts in parts of the city were becoming war zones, making it look as though a Japanese Civil War identical to the one in Syria and the conflict in Ukraine would begin spiraling into reality.
For those observing the situation, the best thing they could hope for was that a certain Russian leader did not decide to take advantage of the chaos by sending in the Russian military in an invasion somehow.
Inside the walls of the government building in the main district of the city, the meeting room was in chaos as secretaries raced everywhere, delivering reports of the situation to either the Prime Minister or military leaders.
All the while, an extensive emergency meeting was taking place with almost no end in sight. While the emperor himself had come to offer insight on what was starting to unfold all over the country, the main topic was Shin Godzilla and how to beat him.
"That thing decimated all of Fukushima!" A junior general said urgently, "How can we beat this thing? I don't care if American bunker busters were able to draw blood from that bastard, what options do we have? "
"We need a stronger and more cohesive strategy." A cabinet secretary said.
"WHAT IS THE REINCARNATED 1954 GODZILLA'S WEAKNESS!" A military sergeant shouted, "CAN IT BE EXPLOITED AND WHY CAN'T IT BE NOW?"
"Are we thinking rationally or are we taking things too far?"
The meeting seemed to be going nowhere with the military and government officials arguing on how to handle the crisis, all the while, Prime Minister Nakamura sat at the head of the table, shaking his head and glancing at the still-present Koshi Kamatakura who seemed to be calm despite the fact the bombings of Hiroshima and Nagasaki just repeated themselves.
Nakamura was thinking it all over, pondering how to best handle and resolve the crisis.
This was Japan's darkest hour, the nation was on the brink of destruction and the one thing that had come to destroy it had not yet resumed its offensive, thus giving everyone time to either prepare for annihilation or come up with a way to turn back the tide of the apocalypse itself.
But even if anyone found a way, was it too late and was the world doomed either way? It didn't have to be that way.
After minutes of listening to the squabbling and bickering, Nakamura picked of a gavel and banged it on the table while shouting for quiet in his loudest voice possible. Just like that, the commotion shimmered down and all eyes in the room focused upon the most important political figure in the history of Japan.
"Now that I have your attention," Nakamura said, "do any of you have any ideas on how we can defeat the reincarnated 1954 Godzilla?" A government scientist advisor named Tarasaki raised his hand, "I have two ideas."
"What are your ideas, Doctor Tarasaki" The Prime Minister asked.
"First of all," Tarasaki said, "The one thing that can stand a chance against this monster is the current Godzilla. He fought Shin head on and did land a few hits off that thing before it went all out. As for our weapons, the only effective weapons were America's bunker buster bombs which drew blood from the monster so we could always try to continuously deploy those weapons.
"Number two: The monster's weakness happens to be its nuclear energy supply. When it headed back to the sea while in its second form, witnesses reported that its backside started glowing as if it was overheating. Then last night, when our friend went all out with his powers, it fell asleep shortly afterward. The reason? So it can recharge and not overheat."
"So the beast's weakness is its own energy." Nakamura said, taking in what Tarasaki said, "If Shin Godzilla doesn't act fast to deal with its heating issue, it will do a reactor scram like a nuclear reactor and freeze up. But can this thing be destroyed?"
Tarasaki nodded, "Yes. But while we can unleash everything we have in a joint effort between our nation and America, the one thing that can defeat the enemy is, will be and has to be the real Godzilla."
"Kamatakura." Nakamura turned to the ex-Prime Minister. "What do you think of this strategy: Let the two Godzillas go at each other while providing military support bombing the bad one at the same time?"
Kamatakura shrugged, "No idea, but I guess it could work in the end. But we gotta make a move before Shin does, send in all the armed forces and the air force while coordinating the strikes with the Americans."
"People." Nakamura turned to everyone in the room, "Lets formulate our strategy that will save Japan and the rest of the world from annihilation at the hands of a horrifying reincarnated Ghost Godzilla. What should we call the coming operation we're starting to form?"
One secretary raised his hand, "I suggest that we call it: Operation Serizawa."
"All in favor." Everyone in the room raised hands. "Then lets get to work." Nakamura nodded, "Start making phone calls, phone up every military leader in the country, call the Americans and the British. Call anyone who will partake in what might be the biggest military operation in our history, this will be Japan's last desperate stand against a seemingly unbeatable foe!"
