"Senators of the Republic, we have Jedi Masters Yoda and Mace Windu with us in our meetings today. I am told Master Windu is transmitting from Kamino, where this army of Clones being discussed was discovered by Master Obi-Wan Kenobi. You may proceed, Master Windu."

"Thank you, Chancellor Palpatine. These Clones were indeed brought to the attention of the Jedi Council by Master Kenobi, who reported his findings during his search for a bounty hunter called Jango Fett. Jango had fled to Kamino after the assassination attempt on Senator Amidala, where he was being paid for the use of his DNA for the Clone army.

"The Prime Minister of Kamino named Taun We assured me they had had no idea Fett was wanted for questioning by the Republic, or they would have contacted us at once for their data showed he had never left the compound. I sensed only sincerity and a desire for business from them as Taun We and Lama Su gave me a tour of their cloning facility, same as Master Kenobi.

"According to both of my hosts, the army they have created was particularly challenging and they are very proud that it is nearly complete. Their records show that they were approached many years ago to make this army, but the details on whom are sketchy at best."

"What do you mean by that, Master Windu?" The Neimoidian Viceroy demanded.

"They claim Jedi Master Syfo-Dyas commissioned the army and paid all the fees up front, which is impossible to do on a Master's salary. The description they gave does fit Master Syfo-Dyas, however he had been given an assignment by the Council to negotiate peace between the Jungle Felucians on Felucia at the time and his body was recovered from his crashed shuttle by the locals shortly after his last report in. The locals said they gave Master Syfo-Dyas a burial according to their traditions, which was to send his body down the river, so his body was never found again.

"Since we know he was on Felucia at the time, we as the Council believe someone who looked like Master Sifo-Dyas appeared on Kamino to create the army under his name to hide their real identity. The answer to why is in my analysis. I have observed these Clones since my arrival and while they are everything the Kaminoans say, in my opinion they are too obedient. There is no moral makeup inside of them to give them a sense of right and wrong like you and I, since they were genetically engineered to take orders without question.

"While that might sound like the perfect soldier, I can assure you it is not. Anyone in command could give orders to do bad things and the Clones wouldn't think twice about it, even if it meant compromising the Republic whom they were supposedly created for. Another red flag to me was how easily these Clones were influenced by the Force.

"Jedi would never use their abilities for malicious intent, however Sith would have no scruples about invading and controlling the weak minded for their nefarious purposes."

"Pardon the interruption Master Windu, but haven't the Sith been extinct for over a millennia?"

"As you will recall Chancellor, that rumor was disproved when Master Jinn perished in a duel on Naboo against a Sith whom Master Kenobi later defeated. There are always two Sith and there was no way to tell if the one Master Kenobi vanquished was the Master or the Apprentice.

"The Kaminoans truly believed the person visiting was Master Sifo-Dyas, therefore were not trying to deceive us because they had been tricked. When I asked to view the security footage from the day in question, we found that the entire day was missing. They did a full security sweep and checked all the footage from before and after the day went missing from their records.

"They could find no signs of anyone who did not belong or any forced entries into the buildings or their systems, though sabotage clearly had been committed. There were no clearance codes provided during that timeframe either that would have been able to erase such classified data.

"The Kaminoans are now on high alert and are double checking everything, including the sequencing they used to make clones of Jango Fett. With the security breach, they are recommending we do not use the Clones already grown until they are able to verify there was no contamination."

"This is an outrage! Missing security footage is nothing!"

"How will we fight the Separatists if we don't have an army?!"

"The Republic is going to fall!"

"Order!" Mas Amedda bellowed, cutting through the chaos.

"Thank you, Vice Chair Amedda." Palpatine smoothed his robes. "Let us all calm down by taking a deep breath. Senator Amidala, you have something you wish to say?"

"Yes, Chancellor. I was wondering if it would be permissible to lift the restrictions on speaking with the Separatists at this time and arrange a meeting at a neutral location to negotiate a ceasefire. If nothing else, it would buy the Kaminoans time and if all goes well then we won't have to worry about resorting to more bloodshed."

"A prudent idea. Let's put it to a vote, shall we? All in favor of lifting the ban?" He looked around as the majority raised their hands. "And against? The motion has passed. I think it would be advisable if you were our representative since it was your idea, Senator."

"I will make arrangements at once. May I request Senators Organa and Mon Mothma accompany me?"

"Of course, take whoever you wish. Do you have anything to add before this meeting adjourns, Master Yoda?"

"Pleased I am, that peace is being considered. Accompanied by Master Ti, Senator Amidala will be. Continue to observe the Clones and the Kaminoans, Master Windu shall. Offer assistance he will, whenever it is needed."

Palpatine nodded. "Anyone else wish to speak? No? I dismiss the Senate until our next gathering."
