The Vytal Festival is in full swing, with Team RWBY fighting to prove their skills. Dark forces are conspiring against the Huntsman and Huntress of Beacon Acadamy. However, unbeknownst to our heroes and those dark forces, an outside force is about to arrive, one that will change not only the destiny of our heroes, but all of Remnant.

I am very happy that you have been named as MDIA Director following my resignation. I am even happier that you are still taking advice and recommendations from me despite my return to agent status. As a fellow shifter I will not let you down. Considering that a mere 15% of Earth 63's population are shifters it is a pleasent surprise to know the organization is still being led by one. Legendary Pokemon are rated by power level, the tiers being C, B, A, S, and Z. be advised that this is only a general rating as some C and B tier legends are capable of contendning A tier legendaries with enough training. Please refer to the files marked "Legendary Countermeauses" for info on defensive options for C to A tier legendaries

C-tier: City level

One or Two C tier legends are capable of destorying a large city with moderate effort, most legendaries fall into this category, this also means their are multiple legendary Pokemon of this kind live on the planet

1. Regirock, Regice, Registeel Regidrago and Regieleki

2. Entei, Raikou and Suicune.

3. Articuno, Zapdos and Moltres

4. Latos and Latias

Note-Lati are a wildcard in terms of power level and abilities, most are C-Tier but some can reach B and even A Tier. See file marked "Lati Intel" for more information

B-Tier Legends are capable of causing destruction on a near continental scale, such Pokemon are capable of destroying entire regions in a few attacks.

S-Tier: Multidimensional

S-Tier Legendaries exist outside the normal rules of reality, they can cause damage across multiple universes at once.

Z-Tier: Outerversal

Z-Tier Legends are beyond even S tier Legends in terms of power, able to warp and alter reality on an practically infinite scale. They exist above the entiery of the Multiverse and manifest themselves in bodies know as "Avatars" to interact with the Multiverse. Their True Forms could destroy a universe simply by being there.
