Taipei, September 8, 06:04EDT
"This is Cat Grant reporting live from Taipei, where the historic peace summit between South Rhelasia and North Rhelasia has completely broken down. As a last resort, Prime Minister Tseng of South Rhelasia and North Rhelasia's General Singh Mahn Li have agreed to bring in an independent arbitrator. But who are they? Speculation has run between the Secretary General of UN to Superman. But the man of steel is unlikely as I'm told the mystery arbitrator will arrive by car, not cape, at any moment."
By a pillar, a redheaded man in a suit with a briefcase stood watching the crowd before tapping his ear. There was a beep from the other end, /Aqualad/
"Red Arrow," Roy identified himself, "I need access to the Justice League's database; I need the exact height of the: League of Shadows assassin known as Cheshire."
/Checking…Cheshire is 1.67 meters/
"Um…"
He heard a chuckle from the other end, /She is five-foot-six, and extremely dangerous. Do you require back-up?/
Roy scoffed, "Please, the last thing I need is the Jr. Justice League." He tapped his glasses and people began to highlight blue as they scanned the crowd. A red flash came, and he turned in the direction if flashed. He zoomed in, watching a woman in a navy baseball cap in a booth.
/Just our computer/ he heard Kaldur chuckle. /Good luck my friend. Aqualad out/
The comms clicked off and Roy shook his case. The handle popped off, and his bow unfolded as he pulled out an arrow and notched it as a car with a police escort pulled up. Looking in the direction of his target, he watched as Cheshire climbed up to the roof of the booth she'd been in disguise at. The assassin pulled something heavy up and he watched as she hefted a rocket launcher onto her shoulder. Lifting his bow, he fired the arrow hitting the assassin in the hand as she pulled the trigger. At the impact, she jerked, causing the rocket to fly up into the air before it began to descend. Notching another arrow, he aimed it at the falling rocket and fired, causing an explosion in the air rather than on the ground, where people could've been injured, or even killed.
Screams pierced the air as people began to panic; the initial shock of the event finally passing. Guards began to move towards their respective leaders, dragging them away from any potential harm. Red Arrow could hear a reporter shouting something, but he didn't pay much attention to what they were saying as he ran out to intercept the assassin.
As she fought several of the guards, he fired an arrow, hoping to knock her out. Unfortunately, she used a blade to slice it in half as she kicked the last guard in the face. Continuing his charge, Roy tackled Cheshire off the guard she'd been about to stab, knocking them both to the ground. An elbow hit his nose, and Roy grimaced as he heard his glasses crack. Thankfully it wasn't his nose. The archer grunted as his back slammed against the concrete and he looked up as the assassin straddles his chest, raising a knife above her head to stab him. A gunshot rang out, causing his ears to ring as he saw the blade get knocked out of her hand as arm guards surrounded them.
Through her mask, he heard Cheshire growl in irritation as she raised her hands in surrender. A guard ripped Cheshire off of him, handcuffing her. "We have just witnessed a live attempted assassination," he heard the reporter start again, "Thankfully, no one seems to be hurt, including our mystery arbitrator…" she trailed off as the door open and Red Arrow had to keep his jaw from dropping, "Lex Luthor?"
Spotting them, the so called "arbitrator got on the phone, calling someone as the police began to arrive, quickly moving around to grab the assassin and shove her in the back of one of the cars. One of the men began to grab him with a pair of cuffs, and he started to protest when someone spoke up, "Hold on a sec."
Looking to the voice, Roy came face to face with a pale, amber-eyed girl with pure white hair. She looked at him curiously before Luthor walked over, hanging up his phone, "We have conformation that this is Green Arrow's pal, Speedy," the billionaire said.
"It's Red Arrow now," he retorted.
"He must be questioned," one officer argued.
"Lex Luthor vouches for him," the man smiled. "Release the sidekick."
Roy yanked his arms back once he felt the cuffs come off. Rubbing his wrists he glared at Luthor, "Ex-sidekick; and I don't need any favors from you Luthor."
"Someone seems eager to spend the night in a jail cell," the girl giggled.
Luthor gave the girl a slight warning look before turning back to the archer, "I don't pretend to be an angel, but it just so happens that this time I'm on the side of the angels."
"Sure you are," Roy grumbled following the man inside the building. As they opened the doors, arguments could immediately be heard, "HIRING ASSASSINS LI? HAD YOU NO ONE TO DO YOUR OWN DIRTY WORK?"
"I NEED NO ASSASSINS! SUCH IS THE METHOD OF A SOUTHERN COWARD!"
"Well, this'll be fun," the girl smirked.
"Why should either side trust Lex Luthor?" Red Arrow spat.
"Because LexCorp is founded on peaceful enterprises for benefiting all humanity," Luthor replied.
"Cut the act! LexCorp's been providing weapons to armies on both sides of the border; you're making a profit off this war."
"War income is pocket change compared to the billions made in peace. And isn't peace better, even if that scoundrel Lex Luthor makes a few bucks off it?"
"You know," the girl interrupted, while filing her long nails, "the longer you two stand around arguing, the more time the assassins have to kill you and for those two idiots to go to war."
Luthor chuckled, "Very true, which does beg the question: who hired them?"
Roy's brows furrowed at the question and he looked to the arguing men, "And were you really the target?" he muttered in realization. "Your death could be used to sabotage the summit."
"Allow me to hire you to find out," Lex offered.
"Your money has blood on it," Roy snapped.
"Then you're offering your services, but for free? I can live with that. "Syrenia, stay with the hero."" he said straightening his tie as he started to walk to the leaders. "Gentlemen, gentlemen, can we not attempt to smile for the cameras?"
The white hair girl groaned, crossing her arms and leaning against the wall. "I couldn't have stayed home."
Roy turned to the girl, raising a brow. Why did Luthor bring a teenage girl here? "Who are you?"
The girl looked at him, raising a pale brow, "Weren't you listening? He just said my name."
"Who are you to Luthor?" he rephrased. "Why on Earth has be brought a kid here?"
"You don't look much older than me pal," she smirked. "But, as for why he brought me here; well, he's my dad." Seeming to ignore his surprise, the girl gave a small jump, punching his arm. "Now come on, we have an assassin to interrogate."

Mt. Justice, 6:25EDT
Amber grit her teeth as she worked to brush a large knot out of her hair. Walking to the living room, she continued to brush as she darted around M'gann as she made something to the pantry to pull out a small muffin and shoving it in her mouth as she continued to pull on the knot before finally getting it out. Sighing in relief, she tossed the brush in the general direction of the couch as she grabbed her back full of journals and rummaging through it before finding her glamour charms and putting them on.
"Ready Amber?" M'gann asked as she flew over the lung baggies floating behind her.
"No," she said.
"I'm sure it'll be fine," the Martian girl reassured as they made their way to the hangar, where Superboy stood waiting with Red Tornado, Kaldur, and Martian Manhunter. "Ready Superboy? I packed out lunches!"
The boy didn't answer, simply crossing his arms as Manhunter began to speak, "The beginning of the scholastic season carries great resonance, we want to wish you all well."
"Guess it's not a Kryptonian thing," Superboy muttered.
"Maybe not, but Superman doesn't always think things through before acting," a new voice spoke as Captain Atom entered the room. "Are you three ready to go?"
"You may wish to change," Kaldur advised.
"Oh, is spent hours choosing this outfit!" M'gann said as her unform was replaced with a pink blouse, skirt, flats and white socks. "What do you think? Can M'gann M'orzz pass as an Earth girl now?"
"Uh…"
"Just kidding!" she grinned changing from green to Caucasian. "Meet Megan Morse! What's your new name Superboy?"
Manhunter transformed into his human identity, "I chose the name John Jones for myself and John Smith for Red Tornado. You could be a John too."
"Pass."
"Well, with whatever name you do decide on, you have to make sure you like it, cause you're going to be stuck with it till you're an adult and then you can change it," Captain Atom warned as he changed to his civilian form.
"Conner's always been my favorite name," M'gann suggested.
The clone shrugged, "Sure."
"A last name will also be required," Kaldur pointed out.
"How about, Kent?" John recommended.
"You sure?" Atom asked this teammate.
Before he could get an answer, the Martian girl jumped, "Oh! In honor of the late Kent Nelson!"
"Uh…sure."
"Ok, whatever, guess it'll be an honorary thing or something," the newly named Conner muttered.
"What name did you choose Amber?"
"I chose Amber Adams," she smiled.
"Wait…since you two are siblings, shouldn't you have the same last names?" M'gann realized.
"Amber Kent?" she muttered, trying the name before frowning, "No, I don't like it."
"Siblings can have different last names," Captain Atom interjected. "Both names are fine. Now, Conner, you should change your shirt."
"He's right!" M'gann said jumping onto the new topic. "You don't wanna give away your secret identity!"
Sighing, Superboy took off his shirt and flipped it inside out. "Does this work?"
M'gann, completely ignoring the shirt in his hands, looked at him. "Works for me."
Amber shook her head, resisting the urge to facepalm. God, if M'gann wasn't so infatuated with her brother, she'd see that it was obvious the shirt was inside out. "No, it doesn't work," she spoke up. "It's obvious the shirt is inside out, and it's likely someone will mention it and ask you to fix it. I recommend you go get a regular shirt."

"So, are we going to interrogate the assassin?" Syrenia asked as they walked into the police office, after stopping to let the archer to strip his suit to reveal his uniform underneath his clothes.
"We aren't, I am," Roy grumbled. How on Earth did he get stuck with this talkative nightmare? He didn't even want to help Luthor, but, unfortunately, the peace summit depended on keeping him alive. Though he didn't know how that ended up with him playing babysitter to his spawn.
"Oh like hell you are!" she argued, pushing him aside and walking right past the police officers as Red Arror picked up the pace to keep up with her. She stomped up to a door and strode in, revealing the assassin on the other side of some bars in the room appearing to be practicing martial arts.
"Ah, the hero, I was wondering when you'd come to interrogate me," Cheshire smirked giving Roy a wink. Her seductive smile turned to a momentary grimace as she saw the girl who came with him. At least he wasn't the only one who was annoyed. "And Daddy's Little Princess is here too, pity," she sighed dramatically returning to her katas. "I was hoping we'd have time alone. I mean, during the fight we got awfully close."
"Who hired you?" Syrenia said, crossing her arms.
"Shadows."
"And who hired them?" Red Arrow asked.
Cheshire turned to him with a wink, "I didn't ask."
"So what's the end game? The Peace Summit or Luthor himself?" Red continued pressing.
"Two birds," Cheshire started twirling on her heel elegantly and aiming her fingers toward him like a gun, "one stone." She gave a smirk, flipping a piece of long, black, unruly hair back, "Anyways, where are your little sidekick friends? They're always fun to play with, especially Ar-chery girl. I like her."
"She—they, aren't in my League," Red Arrow retorted.
Cheshire approached the bars, wrapping a palm around one before grabbing the front of his quiver harness with her other, dragging him closer to the bars. "And you think you're in mine?" she inquired as her other arm slid up to join her fingers and interlace just behind his neck.
"I don't."
Cheshire's dark eyes met him and a smirk briefly crossed her face, "You sure about that?"
As soon as she had him, she let go and dropped to the ground. "Oh shit," Roy grumbled just before the wall exploded. The blast knocked him back into the wall, knocking the air out of his lungs.
"It had to be you!" he heard Cheshire bark.
"Beggars can't be choosers little girl. Coming?"
Getting to his feet, Roy cursed as he saw the assassin escaping. He was about to follow when he remembered the fricking civilian. Gritting his teeth, he turned to make sure she was ok, before blinking as the girl grabbed his arm, leading him to the roof. Looking over the city, they spotted the assassins racing across the rooftops. "Stay here!" he ordered firing a line. Swinging his bow over the line, he used it to zipline down to the escapees.
Syrenia rolled her eyes, watching the archer chase after. She reached up tapping her ear. "Hey Chesh, your boy toy's taken the bait. Make sure you don't completely lose him." Ending the channel, the girl scowled as she saw the state of her hair. "Great, how am I gonna explain this?"

Happy Harbor
A wry boy in a white t-shirt with a green and yellow logo and brown jacket skated through the crowd of students, chuckling as he heard the startled shouts of fellow students he almost ran over. Kicking on the ground, he picked up the speed of his skateboard. He finally broke from the main crowd, only to almost lose his balance as he spotted a girl with long black hair contrasting against her porcelain skin that cascaded down her back fading to a brilliant blue color.
The teen was dragged violently back to reality as his shirt tightened around his neck and he was hefted off the ground, his board rolling away as he met the gaze of a tall, muscular teen; an angry teen who was holding up by one arm and pointing at his shirt with the other. "What is this?"
"What's your problem?" a new voice snapped and the boy hanging from the other teen's hand sighed in relief as a tall, dark-skinned teen larger than the one holding him approached. "Put my man Marvin down."
"Conner!" All heads turned and Marvin's eyes widened as the girl he saw earlier stomped over and looked up at the guy holding him. With one hand she reached up and yanked the arm holding him up down in one swift movement. Her azure gaze turned to him and Marvin nearly yelped as he saw the annoyance in her eyes. "What happened?"
"Uh…I don't think he likes my shirt."
The girl raised a brow, looking to the guy, Conner if I recalled correctly. "Seriously?" The guy looked away and she shook her head, "Sorry about my brother, he is…not the brightest at moments."
"What did you—" the boy growled before stopping as the girl returned the glare, crossing her arms.
"Are we really doing this?" she said and Marvin felt the hairs on the back of his neck rise in alarm. While her voice, which had been soft before now seemed cold as ice, and apparently the chick's brother noticed too cause his own brows rose, before the glare settled back on his face.
Conner's jaw twitched for a moment before he yielded. "Sorry," he muttered. It didn't sound sincere but he'd take it.
It was at this moment a redheaded girl stepped forwards with a shy wave, "Hi, we're new here. I'm Megan Morse, this is Conner Kent, and his sister Amber Adams."
"Triple alliteration, nice," Marvin said.
Conner and guy who confronted him began to size each other up when Amber stepped between the pair, pushing them apart. "How about we not fight?" she interjected gently. "First period is starting soon, and I'm sure none of us wanna be late for class."
The large guy looked at her before scoffing and stomping away as another girl and Marvin stepped closer. "Hi, I'm Wendy," the girl introduced herself. "I was new last year so I know it can be hard to fit in, but you two look like perfect Bumblebee material to me."
"Bumblebee material?" Amber said.
"The school mascot," Wendy smiled. "We're holding cheerleader tryouts after school today."
"You are?" Megan grinned. "We'll be there!"
"Awesome, look forwards to seeing you this afternoon!"

"The League of Shadows wants you dead," Red Arrow stated as he crossed his arms, looking at the arbitrator.
"Doesn't every League?" Syrenia retorted as she pulled her hair up.
"It's nit just Cheshire, it's Sportsmaster and Ra's al Ghul himself."
"Not surprising," Luthor shrugged tightening his tie, "Ra's is something of a competitor of mine."
The hero gave a sneer, "Maybe I should step aside and watch you two take each other out."
"Adorable Red Arrow, but for peace to be a thing he kinda has to be, you know, alive?" Syrenia pointed out. "And since Cheshire got out, how are you going to protect us?"
"Don't worry, I have a plan."
"I feel so safe."

"If Lex Luthor's unknown strategy for peace fails, the two Rhelasias could be looking at all out war before morning—" the news stream was cut off as the tv turned off and the teacher turned to the class, holding the remote.
"So, who can tell me more about Rhelasia?" he inquired looking out over the class. "Marvin?"
Upon hearing his name, the boy jumped from his doze, glancing around nervously as he tried to figure out what he missed. "Uh…, well Mr. Karr, at least it's not Fakeasia?"
There were a few chuckled from the students as the teacher shook his head. "Anyone else?"
"Modern Rhelasia was created in 1855 and ruled by the Bokun Dynasty before it was divided by the Great Powers into North and South Rhelasia after World War II," Conner answered.
Mr. Karr's brows shot up, impressed. "Very good."
"But why are they fighting?" Conner asked. "They're all humans—er, Rhelasians."
"Right, on both counts actually."
"It's no different on Mars," M'gann spoke to her friends telepathically. "The White Martian minority are treated like second-class citizens by the Green and Red majority—of course, I'm Green, but that doesn't make it right."
Amber frowned as she glanced at M'gann. Something about her statement…it didn't seem right. She brushed her concerns aside, as much as she wished to delve into this potential issue, she needed to focus on the topic at hand. "Mr. Karr, if they are essentially the same people, why are they fighting? Surely there must be a reasonable solution to this conflict rather than fighting?"
"Well…" he trailed off looking at his class register, "Amber. That's what the arbitrator is there for. Arbitrators are people designated to solve disputes between groups, oftentimes during periods where the two groups cannot see eye-to-eye. So hopefully Luthor can find something that will prevent war from starting."

"Reunification is unthinkable! Our peoples no longer have anything in common!" one of the leaders snarled.
"Gentlemen, I'm not saying that you need to reunify," Luthor reassured. "However, despite your differences, your people do still share many things, such as the exquisite art of the Rhelasian Tea Ceremony." The arbitrator gave a motion, and heads turned as a woman dressed similarly to a geisha entered the chamber from the back, striding forwards with a cart holding a tea set.
"That is far enough," a voice snapped, breaking the silence of the room and all eyes fell on a dark-skinned teen with pale hair in a dark tracksuit, "Cheshire."
Stifled gasps echoed in the room, as behind the arbitrator Red Arrow notched an arrow, aiming it at the assassin. Those close by could see a smirk cross the woman's face as she shoved the cart forwards. In the split second following, water from cups around the room began to shoot towards the cart as the archer fired his arrow. As the glowing blue wall formed, the arrow zipped by, hitting the cart and the room shook as an explosion resulted.
Some of the force broke through the watery shield that had formed to protect those on the other side. Knocking a few people off their feet and causing some of the larger statues to crumble." The smoke began to rise, revealing the state of the room. Aqualad panted, ripping off the remains of his tracksuit as Red Arrow ran up to join him warily watching the feminine figure sprawled on the ground several meters away.
Seeing her begin to move, Red Arrow pulled out another Arrow and set it on bowstring, ready to fire. "It's over Cheshire."
There was a laugh and the assassin sat up, long strands of dark hair falling out of her ornate bun as a wicked smile crossed her face as dark eyes met the archer's gaze, "You would think so." She rolled back, springing to her feet as a helicopter flew up to the window and various other assassins in dark uniforms leapt out as Sportsmaster followed.
"Take Sportsmaster, Cheshire's mine!" Red Arrow snapped lunging at the assassin.
She flipped back, a wide grin crossing on her dark lips as she pulled out a pair of blades, "So territorial and it's only our third date."
At the tables, Syrenia got up, stretching her arms. "And where do you think you're going young lady?" Luthor questioned.
The white-haired girl rolled her eyes, giving her father a fanged smile, "What? You really expect me to let all the heroes have all the fun?" Before she could get an answer, she climbed over the table and leapt off vaulting off an assassin's face with a stiletto.

"I can't believe you talked me into this," Amber said tugging on the short skirt that she and her friend stood in out on an open field.
"Come on Amber, it'll be fun!" the ginger reassured, practically jumping in place from excitement.
"Ok Megan, Amber, you guys are up," Wendy called.
Reluctantly, Amber let her teammate drag her out in front of the other girls. Standing side by side with her friend, Amber tried to mentally go through the routine. It didn't seem too complicated, and M'gann said it was fun, so maybe it wouldn't be so bad. Glancing at her friend, the redhead nodded and she took a breath to calm herself as they started the routine. "Float like a butterfly. Sting like a bee. Hornets. Hornets can't be beat! Bzz-ting! Ow!" Finishing their bit with a ridiculous and overly dramatic flip of their hands, they settled down and M'gann bit her lip nervously as the girls began talking amongst themselves.
"Do you think we're going to get in?" M'gann whispered.
Amber shrugged, "I am not sure. I do not know how these…try outs work."
A familiar form walked over, and Megan quickly turned to Wendy, "How'd we do?"
"I thought you guys did great, and I'm really sorry about this," the cheerleader took a step back and both girls gasped as ice cold water suddenly poured over their shoulders drenching them completely.
Up above, Amber heard wood snap as her brother shot to his feet, ready to attack. em"Conner no!"/em M'gann protested.
Realizing a mistake was made, Amber watched as Conner tried to stop his forwards stumble, and he failed dramatically. His rolled down the bleachers and flopped on the ground, holding pieces of the bleachers in his hands. She quickly jogged over, kneeling beside him. "Are you ok?"
"Fine," he muttered glaring up at the sky.
"I'm sorry," Wendy spoke up, "it's a stupid initiation ritual that I wish my teammates would abandon!" she finished tossing an accusatory glare to the other girls.
"Wait…initiation ritual?" Megan questioned before she jumped excitedly. "Hello Megan! That means we made the team! We did make the team right?"
"You're Bumblebees girls," another girl confirmed.
"Thank you! Thank you!" the redhead exclaimed hugging the other girls before rushing over to Amber, "Amber did you hear? We made the team!"
"That's good?" she replied helping her brother up.
"I'll get the bags," Conner said, shrugged her off and stomping back up the bleachers.
As he walked away, several of the girls came up, "So…is that your boyfriend? Cause he's hot, but kind of a freak."
"He's my brother," Amber deadpanned crossing her arms. Her jaw twitched in irritation. While this cheer thing sounded fun from the way M'gann talked about it, she was not sure she was agreeing so far. These strange girls had drenched them both, and left them no dry clothes and they had insulter her brother.
Amber truly hoped that this was not a trend, otherwise her more pacifist nature would not last long. God, she really needed some calming tea.

Kaldur parried Sportsmaster's attack as the assassin tried to get past him. A knee slammed into his gut, knocking the air from his lungs before a boot slammed into his chest. Flying back, Kaldur rolled his shoulder, moving with his landing back to his feet with swords raised, ready for another round. "Not bad 'Lad," Sportsmaster taunted holding up his katana, "better than your team did in Santa Prisca or Bialya."
Kaldur faltered, caught off guard. "H-how…"
""I have a source on the inside," Sportsmaster replied dismissively, twirling his katana as he started to circle him, "very inside."
Kaldur grimaced at the implication of those words. How could he know that? Who could have told him? Was there really a traitor in the team? There was no way. This had to be a trick; a means of sowing distrust in the team. He needed to end this battle to get to the bottom of this, immediately.
Raising his waterbearers, Aqualad pulled the water from the sprinkler system, allowing copious amounts of water to rain down around them. It began to glow, rising from the ground to form an eel-like monster at his command. It gave a roar, as if channeling his frustration and lunged forwards, engulfing several assassins and slamming more aside with its massive body as it slithered around the chamber.
Seeing the situation, Cheshire kicked Red Arrow away, racing over to Sportsmaster and throwing something at the eels mouth at it began to move towards him. Upon impact an explosion burst the monster apart filling part of the room with smoke causing the heroes to cough.
One lone assassin leapt from the smoke towards Luthor, sword raised. He didn't get the chance to use it as a stiletto flew through the air, hitting the assassin in the face. Landing on the ground, he reached to his belt to grab another weapon.
"Mercy," Luthor said. His assistant raised her arm and portions pulled back, tearing the sleeve of her suit as a gun replaced her arm and she fired. The blast hit the assassin the chest, causing the man to crumple to the floor before he could attempt another attack. Her gaze traveled to the opening as the smoke cleared, revealing that all other assassins had fled the scene. "Gives new meaning to the Arms Race doesn't she?"
Both leaders gave relieved sighs and started shaking Lex's hand. "That technology is most impressive."
"We owe you our lives."
"They owe him their lives?" Red Arrow grumbled.
"Yeah, what the hell?" Syrenia muttered walking over and picking up her stiletto. "I didn't see him throwing a stiletto at an assassin."
"It was unwise of you to enter the fray," Aqualad said stepping forwards to the girl.
"Don't bother Aqualad, she's not gonna listen," Red Arrow grumbled crossing his arms.
"Aw, you know me so well Red," Syrenia smirked flipping a piece of hair back.
"Syrenia Regina Luthor! Get over here this instant young lady!"
"Well shit," she muttered. "See you guys later, feel free to stop by and say hi."

"I can't believe we just did a solid for Lex Luthor," Roy muttered as he and Aqualad walked away from the summit.
"Not for Luthor, but for peace," Kaldur replied. "Beyond that Ra's and the League of Shadows wanted to sabotage the summit, the signing of the treaty renders the contract moot. It is over."
"Is it?" Red Arrow asked. "I heard what Sportsmaster said. Do you really think there's a traitor within the team feeding him intel?"

She waved her hand and Luthor pulled the drink away from his mouth as the copper color of the whiskey changed momentarily. He gave her a look as her grin showed her sharp fangs, "Granted it wouldn't be that obvious."
