Nami stared in confusion.
She tilted her head to the side, still staring.
She blinked.
Nope, nothing changed.
She turned to Robin, who chuckled at her expression, even though she looked just as disturbed by the sight in front of them.
"Isn't this place close to Marine Headquarters? Not to mention Mariejois?" Nami finally asked.
"I suppose that there is so much pirating traffic, that the Marines have bowed to the inevitable?" Robin reasoned. She didn't mention that Sabaody was also home to the largest slave market in the world, frequented by Nobles from all over the oceans. Most of that pirating traffic was probably providing those slaves, the Nobles wouldn't want anything (not even Marines doing their jobs for once) to disrupt their sick pleasures.
A passerby overheard them and laughed. "Hey, you two!" He called.
"Yes?" Nami asked after a moment, suspicion in her voice.
"Hey, none of that. I just overheard you. There is an... unspoken peace agreement between pirates and Marines on Sabaody." He revealed. "As long as the pirates behave themselves, they can go about their business unhindered. Like you said, there's just too much traffic for the Marines to police them all." He waved off and left after imparting his wisdom, and a small warning to behave for the two newcomers.
"Hmm... they must rely on the dangers of getting to Fishman Island to take care of most of those who are going on to the New World, while they're confident in their ability to capture or at least hinder those that stay here in the first half." Robin mused.
"Hmm..." Nami hummed, and turned back to what started this conversation in the first place.
A Marine and a known pirate captain were currently sitting at the same table outside a café, sharing a meal and conversing amiably. Both their weapons were nearby, of course, but it was clear that neither was going to start anything if the other didn't first.
"Just when I think I've seen it all." She muttered, and moved off to continue her shopping.
