Author Note: This is the last chapter of Reconstruction. Originally, I thought of ending this book later but I realized that the next couple of parts needed to be ironed out and should be placed in a new book, so that I can explore the aftermath of this chapter.


No matter how much I think about it, I still don't understand why Sakura is training under Tsunade.

Naruto stroke the worn out pages of her novel and pushed her bottom lip backwards and forwards. Now that the license exam was over, she could now focus on the news Shizune had given her. When did she ever want to be a medic nin? Sakura is the last person in Konoha to become a medic nin! Her personality and fighting style doesn't suit the support role. She rubbed the sides of her head.

"Something seems to be bothering you, Uzumaki-chan."

Tearing her eyes away from her novel, Naruto jolted when Yaoyorozu looked at her with concern eyes. Her friend took a seat right beside her and offered her a tiny, barely noticeable frown. Concern colored her friend's eyes and the whiskered teen paused. Is it that obvious that something is on my mind? She licked her bottom lip and took several deep breaths.

"What makes you think that there is something on my mind, Momo?" She closed her book and gazed at the window. The evening sunrays tickled through the window and birds soared away from the trees, chirping like there was no tomorrow. I shouldn't think about the news but I have time to think about what Shizune-neechan told me. They passed their exams, which meant it was time for her to celebrate passing their exam.

But how could she smile and laugh when her former teammate chose a path that never really suited her.

Yaoyorozu cleared her throat. "You have been reading the same page for the last hour, Uzumaki-chan."

Have I been reading the same page? Naruto blinked and glanced down at the novel. It was the same line she read before her mind drifted back to the news Shizune delivered to her. Maybe it would have been better to think about it during therapy. She slammed her head against the couch, which only made the frown on her friend's face wider.

"It's nothing that you should worry about, Momo," She offered a larger smile to her friend before placing the opened book on top of her head. I shouldn't even think about it because what Sakura wants to do is none of my business. Her shoulders relaxed against the couch, pressing against the soft cushion, and Naruto let out another sigh. "And it is nothing that I should think about because I'm going to be fine."

"Uzumaki-chan, I know I'm not Todoroki-san or even Hyuga-san but even I can tell something is really troubling you," Yaoyorozu observed. Naruto pressed her lips into a thin line as the strawberry-scented hair of her friend brushed against her shoulders. The couch wheezed as her friend shuffled closer to her. "I realize you struggle to open up but I'm willing to listen to whatever is troubling you."

I don't think I can tell Hinata-chan even if she was here because of how much she hates Sakura. She groaned and closed her eyes. Shouto wasn't going to be any help either because he was emotionally involved too. But do I really want to vent out to Momo? She doesn't need this cloud of anger around her…I am barely keeping myself together. The aches in her body was slowly seeping in alongside the tell-signs of tiredness.

She needed another therapy session before that second date arrived.

"There might be something on my mind," she finally admitted. Naruto closed her book, placed it on her lap and darted her eyes to the kitchen. He really can't let someone take control, can he? A sigh escaped her lips as Bakugou snatched the knife from Kaminari's hand. The electric Quirk User gawked and then darted his eyes at her, pleading for her to take her cousin away from him.

Naruto shook her head. If I bring him here then he will go on a rant about how stupid I'm being for caring about the fact Tsunade took Sakura in. She rubbed the sides of her head and looked away from the two teens. Her cousin was definitely not someone she needed right beside her. If he even knew something was bothering her then he would make her whole situation worse.

"Is it about Sakura?" Yaoyorozu's voice was soft and thoughtful as her black eyes focused on her. Naruto blinked and then jolted. How did her friend know? She had never made it a point to talk about the girl to her classmates. Did Hinata-chan tell them? She shook her head. Hinata would never betray her like that. She would never tell them about what her teammate did to her.

Hinata was and will always be loyal to her.

The blonde cleared her throat. "How did you figure it out?"

"Hyuga-san looked very upset when Shizune-san informed you about her," Yaoyorozu explained. Naruto sighed and slumped her shoulders as the black-haired teen looked at her with hesitant eyes. "You also froze up when Shizune-san informed you that your Hokage decided to take the girl in as an apprentice."

That obvious huh? She licked her lips and closed her eyes. Her heart throbbed, twisted and then crashed to the ground as furious, upset green eyes flashed before her eyes. How long had it been since that day? Three years? Two years and half? It didn't matter. Nothing really mattered because something good came from her former teammate's actions.

She found a family in Japan and that was all that mattered to her.

"You know Hinata-chan has always been overprotective over me," Naruto commented, chuckling. Her classmate gazed at her with unreadable eyes and bit her bottom lip like she was holding herself back. Maybe she is. She clasped her hands behind her neck and sighed. "She has always disliked Sakura but…now it seemed to have gotten worse."

I don't care about Sakura but I'm worried if it affects Hinata-chan's future as a kunoichi. She grimaced. A shinobi should be capable of being indifferent. Besides the fact Sakura is a medic-nin means that Hinata will have to be forced to interact with her at one point. A groan escaped her lips and Naruto slumped deeper into the couch.

Yaoyorozu regarded her. "Uzumaki-chan, I don't know your former teammate and I don't know Hyuga-san well…but I do know Hyuga-san, well enough to know she only hates people who hurt you in some way or form."

I think you know Hinata well if you can see that. Naruto smiled ruefully and stared up at the ceiling. The fan swung and spurn while the chatter of their classmates filtered between them. I should tell Hinata-chan that she was right about Sakura. Bitterness seeped into her, almost overwhelming her and the whiskered teen squashed it down.

"Hinata-chan must be slipping if you can clearly see her anger," she sighed and closed her eyes. "It's okay now that she is in Japan but she has to work with Sakura at one point in the future, so she needs to be in her best behavior. She needs to remember that Sakura was an immature child and that she should be held accountable for her current actions…not her past one."

Yaoyorozu frowned and inspected her with concerned eyes. "Uzumaki-chan, you don't really believe that…do you?"

"What makes you think I don't believe it?" Naruto asked, curling her lips into a smile. You're useless. Those words pierced through her chest and the ache inside of her heart intensified. I'm not the same girl anymore. She clenched her jaw, took several deep breaths and regarded her pensive classmate. "Sakura was only 13-years-old and not many 13-year-olds are mature."

Fine, it's not alright, Naruto! You promised me that you would bring him back and that didn't happen! I knew I shouldn't have relied on you!

Those words would forever repeat in her mind, never ever allowing her to believe that happiness should be hers.

"If it was about immaturity then Hyuga-san wouldn't react this way and you wouldn't be overthinking things," Yaoyorozu observed. Naruto winced and the black-haired teen gazed at her with wobbly lips and eyes filled with concern. "She did something big, didn't she? Sakura did something to hurt you, didn't she?"

Almost everyone in Konoha hurt me in some way and form. She tucked her hair behind her ear and took several deep breaths. Parents influenced their children and Sakura had been no different at the time. But you would think being on a team would have made her a bit more nicer to me. Naruto took in another deep breath and kicked her legs onto the coffee table.

"She always did find a way to hurt me in some way or form but what happened that day…was the final straw."

That was the only thing Naruto could tell her friend before going back to her room.


"You're a 100% certain that a shinobi helped this Villain?"

Tsunade skimmed through the report and darted her eyes to Hinata. The Hyuga heiress straightened her back and bobbed her head, jaw clenched with what could only be irritation. For the shinobi to disappear from her line of sight is definitely something that hurt her pride. She balled her hands into a fist and flickered her eyes to the bottle of expensive sake that the Japanese Government had gifted her.

A sign of goodwill but the government and Naruto's parental family would never forgive or forget what that stupid Souta did. We still need to figure out a plan that would benefit the both of our communities. She slumped her shoulders. The future Kazekage also seemed to have the same problem as he still hadn't return back to his own village for his inauguration.

"The Uzushiokage's son deactivated a transformation seal," Hinata stated. Tsunade grimaced and flipped open the report. A picture of a scarred-face man with snowy-white hair and turquoise eyes greeted her. "And from what I observe with Uzushiokage's son and niece, they seem to know the villain very well."

I wonder why he looks so familiar to me. Tsunade pickedup the photo and traced the turquoise eyes before moving down to the burnt skin. Irritated heterochromatic eyes flashed behind her eyes and the Fifth Hokage paused. I don't know much about Naruto's boyfriend and his family…but it would be highly ironic if this is his brother. She shook her head and put down the photo.

"He must have a difficult life," Tsunade commented. Her lips tugged into a small frown and she slid her hands together. His scars are definitely self-inflicted and he will probably scare most of the medic-nins in Konoha. She took a deep breath and shook her head. "I wonder how horrible his life must have been for him to cause these injuries on himself."

Hinata frowned. "Naruto-chan has a belief that the villains in Japan are born from horrible circumstances."

"I heard from the Hero Public Safety Commission that she made a name for herself through a viral video because of her belief," she acknowledged. The Hyuga heiress grimaced and closed her eyes. The fact that Naruto is making a name for herself here means that Japan won't give her up that easily. She dropped her shoulders and poured some sake into the glass. "If she continues on this path then we might be able to escape from her grandfather's fuck up, relatively unscratched."

The Hyuga heiress grimaced. "You still need to figure out a way to get income from Japan and get more benefits for Konoha, don't you?"

"So far it seems like we're benefiting more than Japan," Tsunade observed. Hinata blinked and tilted her head as the Fifth Hokage picked up another folder from the pile of paperwork. The criteria are great but finding the right people for these programs and clinics is going to be difficult, because we need someone that won't be biased at all. She inhaled. "Naruto doesn't know it but her grandmother requested for a clinic to treat children and adults like Naruto."

If I can bring Narumi-san and have her pick and recommend the right people for her program, then it would be perfect. She handed the file to Hinata and observed the blue-haired girl. The Hyuga Heiress would be perfect for the program, wouldn't she? Being friends with Naruto would mean she knows how to be patient and she is a sensitive child, if I recalled. She hummed and inspected the girl.

It would be a good idea to introduce the Hyuga Heiress to Narumi and have the woman inform her if Hinata would be perfect to be the head of this program.

Tsunade sighed. I'll need to schedule a meeting between them before we have to return back to Konoha. Nodding, the Fifth Hokage leaned against the chair and licked her lips before gazing at the blue-haired teen. A frown played on her lips and Hinata's eyes flickered to the door before coming back t her. Something is definitely bothering her. Those eyes were definitely not focusing on the file.

"Something seems to be bothering you, Hinata," The Hyuga Heiress squeaked and then dropped her shoulders before putting the file back onto the table, earning a tiny sigh from the Fifth Hokage. "I thought a program like the one that Naruto's grandmother requested, would be of an interest to you but it seems like I'm wrong."

The Hyuga Heiress inhaled. "I apologize Hokage-sama but Shizune-san's actions has put me on edge."

"What did she do?" She asked, curling her lips into a frown. I hope Shizune didn't decide to act on her own. Clear liquid streamed down into her sake cup and Tsunade licked her lips. With everything that happened in the past couple of months, this was definitely her reward for putting up with this crap. I just want to retire. Tsunade gulped down the sake in one shot.

Hinata took a seat on the chair and rubbed her knuckles. "Shizune-san informed Naruto about Sakura's apprenticeship with you."

Why couldn't Shizune believe me when I say that I've plans to tell Naruto? She smacked her head against the table and groaned. Her first apprentice may have mean well but there was a time and place to inform the nine-tailed jinchuuriki. I didn't want her to find out now. Tsunade tightened her grip around the sake bottle.

"She shouldn't have told Naruto without my permission," she growled. Hinata nodded and eyed the sake bottle before shaking her head. If you want to drink then I would let you drink a little…god knows we all need one with this mess. Tsunade relaxed her shoulders and rubbed her knuckles. "I wanted to be the one to break the news to her. I wanted her to know when I was certain she could handle this kind of news."

Silence hovered between them. The Hyuga heiress shivered and trembled, pale eyes gleaming with thoughtfulness and a little bit of irritation. I can't blame her, not when Hinata has seen the worst sides of Naruto. Tsunade looked down at her cup. Between Sakura and Hinata, it was the Hyuga Heiress who had the better personality for the occupation.

It was just a waste that the Hyuga Clan valued tradition over what could be their heiress' talent.

"I am concerned over the fact that this news is going to cause Naruto-chan to backslide," Hinata whispered. Tsunade loosened the grip on the sake bottle and regarded the Hyuga Heiress for the longest time before closing her eyes. "Aizawa-san told me that there is always a potential for Naruto-chan to revert back to that state again and I'm worried that this will be a trigger for her."

She took a deep breath. "Hinata…"

"This is the first time in years that I saw Naruto-chan this happy," Hinata declared. Her voice trembled before hardening again and pale-lavender eyes gazed at her with tears glistening behind her eyes. "This is the first time in years that I have seen Naruto-chan being true to herself and just be happy…what if she stops smiling again? What if she stops eating and start having self-doubts again?"

There is a difference between then and now. She rubbed the sides of her head and took several deep breaths. Naruto only had Hinata and Sasuke growing up alongside Hibiki's family when that final blow was delivered to her psyche. We also didn't have the right clinic to treat her when it came to wounds to the mind. Tsunade poked her tongue against her cheek and picked up the file.

Her eyes lingered on the photo of Minato's mother before moving onto the photo of her own distant relatives. She has a family that is going to see her through this mess, and she seems to have more genuine friends. Tsunade cracked her knuckles and closed the file before gazing at the shaking young woman in front of her.

"Hinata when Naruto broke down, she only had you to lean on and that placed a huge burden on you," she took a deep breath and swallowed down the bitterness that seemed ready to claw up her throat. If Sakura hasn't passed the test then I would have used that as a huge point against her. She clicked her tongue. "But now Naruto has her maternal family alongside her parental family to help her through this."

The blue-haired teen relaxed her shoulders and loosened her jaw before sinking down into her seat. Tsunade offered the Hyuga Heiress a warm smile before letting out a sigh. It is good that I can always be certain that Hinata will have Naruto's back. She leaned against her seat and gazed up at the ceiling.

"I know I should start relying on her family members but for the longest time, she only had me," Hinata admitted. Tsunade closed her eyes and took in a deep breath. Her ribs screamed and ached from the stretch while her heart clenched. My own grandmother struggled to help my grandfather through this illness…and she was older than Hinata. She grimaced. "I can't help but worry for her. She was already upset when she found out that Sakura is a chunin before her."

Tsunade frowned. "Why was she upset? I know Naruto and Sakura aren't on the best of terms but Naruto must have realized that Team Ten needed a third member in their team."

"She understood that but Naruto knows Sakura very well," Hinata grimaced and Tsuande leaned her whole body forward. Her eyes fixed on the fiddling hands and the thinned lips of the Hyuga Heiress. "Sakura likes having her ego stroke and lashes out whenever Naruto says something that breaks her ego. If you hadn't given Naruto that promotion then Sakura would hold it over her."

I noticed that horrible trait in Sakura. She grimaced and rubbed her jaw before looking down at her files. It was good to have confidence but not to the extent that Sakura had. She will be her worst enemy if she doesn't acknowledge it. Tsunade rolled her eyes and leaned against her chair. Well if the pink-haired teen refused to acknowledge her ego and her bad traits, then she had no reason to tell her.

It was that ego that made Sakura competitive and drove her to be a medic but it would be interesting if she found an apprentice that broke that ego. Unfortunately the only one that can do, has no desire to be a medic while the other one is Sakura's best friend. Tsunade sighed. Why couldn't there be more talented medic nins? It would be nice for her apprentice to realize her horrible traits.

"If Naruto hasn't decided to dissolve Team Seven, I was going to do it myself," Tsunade commented. Hinata blinked and the Fifth Hokage focused her gaze on the chunin before darting her eyes onto the file. "Sakura needs to learn and understand that those times in Team Seven is gone and if Naruto ever wishes to gain her freedom then she has to lead teams and show her capabilities."

Team Seven was always going to be a hindrance to their development as people and shinobi.


"Father, I have a request."

Kenji looked away from the piles of paperwork as his son closed the door. No smile decorated Eisuke's face and those green eyes carried a hardness that really didn't suit his son. He was always a smiling child. His red-haired son always had a smile on his lips and a childish glint in his eyes but this sight made his heart trembled with concern.

"A request?" He cleared his throat and parted his lips when his son sunk down to the ground. Curiosity climbed up into his body, kicking away all the concern in him, and Kenji regarded his solemn son. Why on earth was Eisuke doing this pose? His son was never one for manners. He lowered his papers. "What kind of request do you wish to make, Eisuke?"

His son jerked his head at him and straightened his back. And Asa thinks my son can't even stand still. He shook his head and stood up from his seat. I wonder what on earth does my little naïve son wants. The wooden floors creaked from his weight but it was not enough to make his 23-year-old son trembled. A smile tugged on his lips but Kenji bit his lips.

If he even gave him a hint of smile then his son would presume he agreed to the request without even thinking about it.

"I want to request a meeting with the Fifth Hokage, HPSC and the Prime Minister," Eisuke answered. Confidence danced in his tone and those green eyes burned with determination. Why would he want to meet them? He knitted his eyebrows and tilted his head as his son continued to gaze at him with unwavering eyes. "Father, I want to make a proposal to them as the heir of the Uzumaki Clan."

He raised an eyebrow. "A proposal? What kind of proposal do you wish to make?"

The fact you want to bring the Uzumaki Clan into this proposal means a big deal. Thinning his lips, he eyed his oldest child and then darted his eyes to the photo of his grandfather. What on Earth could his son proposed that required him to put their clan name on the line? This proposal had to bring honor to their clan because he didn't see any point of calling them in.

"Do you know of the viral video that has made Naruto rather…famous?" His son asked. Kenji regarded the young man before bobbing his head at him. How can I not know about it? HPSC had a field day because Naruto was willing to point out the obvious to the public. He thinned his lips and gestured for his son to continued on. "Maybe we could do a special program where we can send the villains to the Elemental Countries in order to live in society again. Japan can pay for their living expensive and if they want to—"

"—Eisuke, I know I'm the last person to say this but Villains have done horrible things," Kenji eyed his son and Eisuke clenched his jaw. He rubbed his knuckles and regarded his son carefully. "I know you've everyone best interest but having them go to the Elemental Countries for reformation is a mockery to what their victims faced."

Your Uncle and even your mother will explode if they knew what you are telling me. He took a deep breath and stared at his son. Tomoyo had been kidnapped for her Kekkei Genkei and allowing those assholes a chance back into society, was a mockery to the years of therapy that the young woman faced. His wife had lost a sister to a villain and his son wanted to do this for them.

People would hate them for their decision.

"Father, if we could potentially reform some of the villains who wants to make a change…then shouldn't we give them an opportunity?" His son asked. Kenji thinned his lips while Eisuke looked at him with a tightened jaw. "I know Mom will be upset because she still hasn't forgiven that woman for her actions, but there are some villains that deserve a chance to reform. They have circumstances that led them to be like this."

Why does my son have to be the one with a bleeding heart? Why can't he be like Inei or his older cousins?

"And what about the victims of those villains? Their families?" He demanded. "How do you think they will feel if they find out that the Japanese Government allowed them to walk free in another country without facing the consequence of their action? How can we even be certain that they won't do this again?"

Eisuke closed his eyes. "I know I have to consider the victims of those villains and their families but Father, I'm not saying that they shouldn't face the consequence of their actions. If they are remorseful but committed a huge crime…then shouldn't they be banished over there? Shouldn't they have a chance in a new life? Why can you and the older members of a clan have a new life but they can't have that chance?"

I did kidnap some people because of a job and Rin did torture some people for information. He clicked his tongue and regarded his red-haired son. If they had done it here then it would have been seen as a war crime. Something unforgivable in their eyes. It wouldn't have mattered to them that they did it because of a job. But am I willing to risk the clan for this? He exhaled.

"You are practically putting them a death sentence," He warned. His son blinked and the hazel-eyed man knelt down till he was at eye-level with the young man. Green eyes flashed with hope and Kenji grunted. "In order to do what you wanted, we would have to put a patrol officer over there to keep an eye on them. The Elemental Countries would need a person well-trained in psychology and they currently don't have that."

Eisuke stared at him. "But they will have one soon?"

"If Tsunade could find a person that ticks all of Akimoto's boxes then they would study under her or get a scholarship to the best university in Japan," Kenji confirmed. Eisuke licked his lips and the red-haired man eyed his son with suspicious eyes. "You still want to go forward with this insane exchange plan of yours?"

The young hero bobbed his head and Kenji regarded his son with a frown playing on his lips. I'm insane for doing this but I know if I don't at least bring Tsunade into this then he will take into his own hands. He grimaced. Something must have happened for his son to suddenly have an interest in helping criminals. An interest that his son never ever had before today.

I will probably need to see either Tomoyo or his girlfriend, if I want to find out if something happened with him and a villain.

Kenji sighed.

"I will arrange a meeting between you and Tsunade, and if she agrees to your proposal, then I will try and convince the Japanese Government of this proposal," Kenji declared. His son grinned and the red-haired man thinned his lips. "But remember if this proposal goes through and it fails at any point then you will take responsibility of your actions."

The smile on his son's face widened and Kenji closed his eyes.

If Tsunade agreed to this proposal then this would definitely be a reconstruction of the way Villains would be treated in the future.
