Tobias Fornell told his agents from anyone that cane be listening in to their conversations. "I already know who owns those warehouses with checking the computer. It's basically a shell company from overseas from Somalia, Paraguay of all places."

"No doubt the Cartel?" Gordon needed to say on the subject. "So what are we going to be doing now Fornell?" he needed to asked with the question.

"We wait and see what happens while we continue to talk anyone that might know something and including those that worked for the bogus news copter." he said with continued to walk out of the town hall to head for the vehicle in the parking lot.

When Tobias reached the rented vehicle. There was note on the window shield. "I am scared with needing protection or else I will be killed if I talk. Meet me at this address in one hour. Council member Jonas Wilkes.

"It looks like those council members are going to be crawling out from those rocks Tobias?" Gordon replied with his comment and a smiling Tobias.

"Yeah! And we are going have to be careful with this council member to get him into the Witness Protection Program?" he state with looking for anyone that might be watching them talking.

One hour later at the IHOP restaurant three miles away from the Town hall with all of the council members have gone home for the rest of the day.

Tobias had the other two to stay in the car to watch out for anything out of the ordinary. While Gordon walked behind the agent in charge Fornell into the busy IHOP searching for Wilkes and finding him in the back of the place sitting at a table by himself.

He looks up to see the two F.B.I. agents coming over to him. "I see that you have gotten my message. We need to make this quick." he hands Fornell a file filled with accounts, payments and shipments of trucks having delivered to those warehouses. "You will find everything in the file with the mayor to all of the council members on how much for given to us as bribes and payments given for the sales of weapons."

"Why now Mr. Wilkes?" Fornell asked with the question.

"This has been going on why too long before it's time someone gets killed. I also have a tape filled with conversations by the mayor talking to the Cartel leader in Paraguay. I don't wish to be here any longer and I am willing to up and leave right now. I am not married with my wife and daughter died five years ago in a car crash I have nothing left."

"Gordon take him to the regional office to the manager and have him take a look at the file and tape. I can tell you that he will be calling the Witness Protection Program right away. Wilkes pay your bill so that we can get out of here?" Tobias was stern with needing to get out of here before someone spots him.

24 Hours later ...

The F.B.I., DEA and D.O.D. had arrested all of the council members accept for Wilkes talking to the F.B.I. and taken only 12 hours ago to the Tombstone, Arizona safe house to be protected from the Cartel.

Even the mayor of Harrisburg caved into the pressures with all of the arrests. He said that he had further information though the F.B.I. HAD SUSPECTED that he was lying in order to save his neck. His plea bargain was turned down once the file was read a number of times with all of the transactions taken.

Special Agent Tobias Fornell was told by his boss in Washington, D.C. that he was very proud of him with finishing up with the case. Even though with the file and tape that there might be more arrests down the line. When he had arrived back home to meet with Emily coming home from her classes in communications.

He called Gibbs at home working in his basement wanted to visit him, Loreile and the boys. He had brought them treats along with egg rolls for Gibbs and his wife.

He parked his clicker on the side street with no spots available in front of his house wondering what was going on.

Grabbing the items from the back seat with walking up to his house. He didn't bother to knock since he said that the door was going to be not locked. Loreile was working on her laptop working on her stories. "Tobias how are you?" she had gotten up from her computer to hug the older man with his hair still in that damn ponytail.

"This is for the boys with sweets and egg rolls for you and Jethro. Where is the old man?" he kid talking about his friend like that...

"Basement where else?" She says as she takes the items from him to take out the sweets to see which one to be given before dinner.

Tobias head downstairs to be watching his friend working on a new boat with his goggles and materials.

"Hey! Don't you ever stop working on those damn boats?" Tobias needed to asked with his playful gesture.

"Nah! It's in my blood Tobias. How are you?" he asked with coming over to him with a hug and hand shake. "I am really proud of you to catch all of those bastards in Harrisburg?" he said with taking off the goggles off.

"With more to come once the D.O.D. and the other agencies figure out further who to arrest." he says with Gibbs offering a cup of Bourbon. "No thanks. I need to be going I dropped sweets and egg rolls giving them to Loreile to pass out. I will be meeting up with Emily later. Talk to you later on the ramifications of the other arrests."

"Thanks for coming Tobias and be very careful?" he tells him with Tobias agreeing to his comment.
