37. The United Federation Of Nations
In the middle of the day, there was a meeting taking place within the Government Bureau of Area 11. The meeting was being led by Nunnally who was pacing on information that was passed on to her from her brother Schneizel. Those in the meeting room where Suzaku, Gino, Anya, Guilford, Edgar, Claudio, David, Lloyd, Cecile, Lohmeyer and other officials.
"The Emperor has gone?" Guilford repeated surprised.
"He's disappeared?" Cecile asked taken aback.
"He has." Nunnally nodded with dismay. "I've just received word from Prime Minister Schneizel about it. It's important that we restrict this information to only those present here. He also said that this situation is only known to a handful of people in the homeland."
"What on earth happened to him?" Guilford asked.
"There is no news on the investigation," Nunnally said.
"Hold on a minute. Won't this affect our plans to attack the Chinese Federation?" Edgar asked.
"If His Majesty isn't present to issue a declaration of war then we can't do anything." Claudio pointed out.
"And there's domestic security," Lohmeyer added, looking at Nunnally. "If the Numbers were to learn of this situation you had better have new policies in place.
Nunnally felt pressured. "Well, I—"
Lohmeyer added to that by cutting her off and continued to speak in a disapproving manner. "People expect action from authority figures."
"Ah, miss Lohmeyer, do you think you'd like to handle it alone?" Gino chimed in.
Lohmeyer calmed herself. "Sorry, I meant no disrespect."
Suzaku started to think. "Isn't this for the best? With the Emperor gone, Nunnally should be safe for now. But…"
Ikaruga
Around the same time, aboard the Ikaruga that was floating by Horai Island. Lelouch was sitting in front of the monitor screen in his personal room where he looked over certain information on the recent actions taken by Britannia.
"I've done it!" Lelouch celebrated with a smirk. "The actions which Britannia has taken prove the Emperor is absent. It seems he has truly trapped in the other round." He leans back comfortably against his chair. "Though I am concerned about what he said before, I am content simply knowing that Nunnally is safe."
"I can't say I agree with that," Logan said, sitting on the couch behind him. "He knows more about that world than anyone else as of right now, the Emperor could return at any time for all we know." He reasoned with him.
Lelouch put his finger under his chin. "I suppose you have a point, all the more reason to take back Nunnally as soon as possible."
"Um… Master?" C.C who was also in the room spoke nervously. "What should I be doing now?"
"Uh… Well, right now just stay in this room until I say you can leave." Logan ordered her while looking and sounding uncomfortable.
"Yes, understood master," C.C said obediently as she wanders around the room.
They both looked at C.C unsure as Lelouch said. "Her mind is completely reverted. She's now only the slave girl before the power of Geass came."
"Yeah, her memories and immortality are gone," Logan said looking down. "It's like she a complete stranger with C.C's face."
Lelouch had a small smile. "Still, she's easier to deal with right now. And as her master, you could tell her to do anything. Even have her sing a song while hopping on one foot and wearing her clothes inside out." He noted.
Logan smiled as well. "You must really be in a good mood if you can joke around like that."
Lelouch shrugged. "On another topic, have you figured out any changes to your Geass?"
"Aside from the fact that it's in both eyes now, I can freely switch it on and off," Logan said as he demonstrated. "So, I have control over it like the Emperor had with his Geass."
"Hmm, our Geass' have always reacted strangely whenever we were near the Thought Elevator, we can only guess that your Geass evolved because of the tampering we did there." Lelouch theorized. "Did your powers change?"
"They're mostly the same. But I think I've gained a new one." Logan informed him.
Before Lelouch could ask what it was, a contact from Jeremiah appeared on the screen. "Master Lelouch."
Lelouch responded. "Yes, Jeremiah. What is it?"
"Princess Euphemia has requested your presence, it's about that matter," Jeremiah informed him.
"I see, so it's time," Lelouch said as he and Logan donned their masks and headed for the door.
Private Room
Inside one of the private rooms aboard the Ikaruga, Cornelia was handcuffed to a chair. The room had the basic essentials consisting of a bed, chair, desk and lap. But no windows and the door had a keypad lock. With Cornelia in this room was Jeremiah who was kneeling and Lelouch along with Soul. Unlike Logan, Lelouch removed his mask to show Cornelia his face.
"I see. So you were Zero all this time." Cornelia looked at him with anger. "Darlton was right, it was someone with a deep hatred for the Royal family."
Lelouch smiled condescendingly at her. "I'm glad to see you haven't changed. Or rather I should say, you're still easy to read."
"Tell me, Lelouch. What is it you're seeking with that accursed power?" Cornelia asked hatefully.
"What am I seeking? I'm seeking to save a sister that I adore." Lelouch falsely answered.
Cornelia glared at him. "How dare you…!"
"That's enough," Soul advised them. "Regardless of your shared history, currently you two are a prisoner of war and a captor. It's better that you only act as such."
"You're right." Lelouch harmlessly agreed. "It's better I don't get caught up in the details."
Cornelia turned to Soul. "And what of you Soul? What do you seek with that power?"
"I've only ever been seeking one thing, and it's the same as anyone else in this world," Soul answered her. "That is, I'm only doing what it is I feel that I must do, regardless of what I must face along the way."
"Is that so? Well, since you're in the mood to answering questions, tell me this; where is Darlton?" Cornelia asked.
"You don't have to worry about that. He's being held in a nearby room." Lelouch said. "We decided to keep the two of you nearby and at the same time separated."
"It's insurance to make sure neither of you tries something," Soul said. "Darlton would never try to escape without you and you would never leave one of your men behind. Meaning, you'll both stay put."
"Of course that would be your plan, you always have your way by manipulating others." Cornelia heatedly accused them.
"It's amazing how you can actually believe that you have any moral high ground against us." Soul accused back. "Are you not the woman who was willing the slaughter a whole ghetto filled with unarmed civilians just to draw us out?" He reminded her, which made her go quiet. "We act in ways that we believe is right no matter how much others hate us for it, how is that any different from yourself?"
Cornelia didn't respond to his words as she couldn't deny the point he had made and that only frustrated her. It was then that the door unlocked and started to open. Lelouch put his mask back on as the door fully opened and Euphie was revealed standing at the doorway.
"Euphie?" Cornelia gasped.
"Sister," Euphie whispered to her with a sad expression.
"We made a deal, and now we're keeping our end of the bargain," Soul said as he made his way out.
Zero followed as he told Euphie. "Take all the time you need."
Jeremiah followed and departed with a bow. "Excuse us."
With that, the three of them walked out and closed the door, leaving the li Britannia sister alone together for the first time in over a year. Euphie walked up to her sister and stopped in front of her, they both stared at each other, seeing how much they both have changed in the time they were apart.
"…Sister, I've missed you," Euphie said honestly.
"I've missed you as well, Euphie," Cornelia admitted. "It's been years since I've seen you."
Euphie nodded. "I only wished we could have been reunited under better circumstances."
"If you feel that way, then why?" Cornelia asked, looking her in the eyes. "Why are you doing this, joining hands with terrorists, becoming an enemy of your own family, your homeland, what's gotten into you?"
"It's not something I can easily put into words," Euphie said, not looking happy. "But honestly, I don't regret the choices I've made that have brought me here, and make no mistake, I am in my right mind."
"How can you expect me to believe that given our current situation?" Cornelia asked, not believing it. "Here I am a prisoner of war and your acting like everything is normal. How am I supposed to believe you're in your right mind when your acting this way? You were never like this before."
"But you should already know, I'm not the person I used to be," Euphie said. "No that's not right, there's always been apart of me that you simply never took the time to know."
"What are you talking about?" Cornelia questioned.
"Sister, to me being a Princess meant I was to always act as a Princess should, which meant there were things I couldn't say or do regardless of how much I wanted to," Euphie told her, speaking from her heart. "Even when I did speak my true feelings, you and all those around me were against it, both when I choose my Knight and again when I wanted to build the Specially Administrated Zone."
"But look at how both those things turned out, your Knight left you and your Zone fell apart." Cornelia reminded her.
"That maybe so, but as a result, I was able to learn from those things and grew wiser and more capable." Euphie pointed out. "Now I can think and act as a real leader who can help the people around me instead of being unable to do anything like before."
"And so what? You betrayed your people just for self-gratifying reasons like that?" Cornelia asked with narrowed eyes. "That's all it took for you to join Lelouch and his followers in spite of all they've done?"
Euphie frowned at her. "I'm sorry if that's how you see things, but even if I took the time to explain things in detail you still likely wouldn't understand. But as I said before, I don't regret any of the choices or actions I've taken thus far."
Euphie then turned around and headed for the door.
"Wait?!" Cornelia called out.
"I have to go, today is a day of significance and there are matters that I have to be present for." As the door opened Euphie turned and gave her a sad smile. "I'll come back and speak with you some more afterwards, so please wait here."
After saying those parts words, Euphie exited the room and left Cornelia who grits her teeth and clenched his fists her anger. "Lelouch."
Ikaruga Conference Room
Now in the conference room, all the core members of the Black Knights, consisting of ero, Soul, R.R, Kallen, Todoh, Oghi, Tamaki, Sugiyama, Yoshida, Minami, Inoue, Asahina, Urabe, Chiba, Lyra, Rakshata, and Diethard. Once Euphie entered the room, with Jeremiah beside her, everyone was present.
"Jeremiah?" Diethard noticed.
"Ah good, now that you've arrived, everyone is present," Zero said. "We can begin."
"Hold up, what's he doing here?" Tamaki asked what most of them were thinking, pointing to Jeremiah.
"Yeah, why is Orange here with us?" Asahina added.
Ohgi stepped forward. "Tell us, what's going on."
"Jeremiah Gottwald has joined our cause," Zero answered them.
Everyone (Aside from Soul, Kallen, Euphie, Lyra, and R.R.) looked surprised.
"What? Just what's that supposed to mean?" Chiba asked with a frown.
"Exactly what it sounds like." Zero replied. "I know you find this surprising, but he's an ally now, so accept it."
"Well, that's an interesting turn of events," Rakshata commented.
"Just wait a second Zero, you can't just spring this on us all of a sudden then tell us to accept it," Tamaki spoke out. "This guy used to be a Royal Soldier and led the Purebloods, we can't trust him."
"By that logic, you can't trust me either." Euphie stepped forward, silencing them. "Remember I was once a member of the Imperial Family."
"N-No that's…" Tamaki stopped.
"That's different, you've been with us for a while and proved you're trustworthy plenty of times," Asahina said.
"But this guy was an enemy to us until just now." Sugiyama pointed out.
"We can't trust a turncoat who just suddenly switches sides," Yoshida added.
"There's nothing sudden about it," Soul argued. "The fact is that Jeremiah has been working with us for quite some time."
"It's true, Jeremiah was working as a double agent who was acting as a subordinate for a secret intelligence Faction reporting directly under the Emperor while actually assisting us from the shadows," Lyra explained.
"For real?" Tamaki asked surprised.
"If that's true, why didn't you tell us?" Asahina asked.
"We can't breathe a word of this to make sure his true intentions remained hidden, we had to act as enemies to keep them from finding out," Soul told them. "Even Zero only recently found out."
"Is this true?" Todoh asked Zero.
"It is." Zero replied.
Jeremiah stepped forward and faced them. "Everyone, if you truly feel that I am untrustworthy then I do not blame you, but that I stand here for only one reason and that adhere to my loyalty. I swear to serve Zero and by extension, Euphemia as well."
Todoh then stepped forward as well and right in front of him.
"Jeremiah, are you saying that you are willing to join us because you desire to follow Zero?" Todoh questioned.
"That is correct," Jeremiah replied.
"And because of that, would it be correct to assume to we share a common goal?" Todoh continued.
"It would seem we do," Jeremiah said.
Todoh turned back to the others. "We all stand together to fight against Britannia. Our race, pasts and origins were never put into question or used as a reason to deny those who wish to join our cause." He told them all. "If he is to stand under our flag as well, then I will accept him."
The others looked at each other and thought about it, but it looked like most of them weren't as upset by this as they were before. Ohgi spoke. "That's right, it's better to have as many people willing to fight with us as we can, even if it's Jeremiah, I'm willing to accept him as well."
"Well, if Zero and the others vouch for him, then it's okay with me." Tamaki decided.
"I guess so." Sugiyama agreed.
"I agree," Urabe added.
"I'm glad, now then, there's something else I think you all should know about," Zero said.
Zero then turned their attention to a large screen on the wall and pushed a button which turned it on and showed an image. All those who weren't aware of this fact beforehand became shocked at what they saw.
"Cornelia?" Ohgi gasped.
On the screen was a split image showing a captured Cornelia in her room on one side and the other side showed Darlton also captured in a similar room.
"Zero, what does this mean?" Todoh asked.
"Earlier, myself along with Soul and a few others here left to go on a mission. While there we happened to find Cornelia and Darlton, naturally we apprehended them as well." Zero said.
"This is an incredible find." Diethard praised. "With Cornelia now in our possession, we have another advantage that we can use against the Britannias."
"Question is, are you okay with this?" Kallen asked Euphie. "She's your Sister right."
Euphie shook her head. "From the moment I switched sides, I always knew I'd have to face against my family at some point, I've already prepared myself for this."
"My, you're more hardened than you look," Rakshata noted.
"So, do we make an official statement to the Britannias?" Inoue asked.
"It's better we don't yet." Lyra pointed out. "We still have to take care of the urgent matters we've been preparing for that begins with today, messing up our schedule with sudden announcements will only be counterproductive at the moment."
"I agree, we'll wait before we let them know we have Cornelia." Zero decided. "Until then, I want everyone to go to their assigned posts, Xingke and Lady Kaguya are already on their way."
With that, everyone started to leave to go to their assigned positions but then, Soul called out. "Ohgi, you come with me, I have something I need to discuss with you personally."
"With me?" Ohgi asked confused.
Soul's Personal Quarters
Inside of Soul's personal quarters stood Villetta who was waiting for him to arrive. She was told to wait there and not to speak unless he gave her the okay. So she could only wait, not knowing what this was about.
Soon, the door opened, and Soul walked in, but to her surprise, Ohgi entered as well and he was just as surprised to see her.
"Ohgi?" Villetta thought surprised.
"Chigusa?" Ohgi thought, now becoming nervous as he had an idea of what this was about.
"Villetta Nu." Soul started. "A former member of the Purebloods who was granted a Noble title for discovering Zero's identity. But what the world doesn't know is that at an earlier point she was injured and suffered temporary memory loss, during that time she lived with and was under the care of a Japanese man." He looked at Ohgi. "I'm sure I don't have to say what his name is, do I?"
Ohgi started to sweat cold. "Who did you about that?"
"What an odd question. Does it matter how I know?" Soul asked. "The better question is why Ohgi? Why were you harbouring this woman and why did you keep it a secret from us? What were you trying to accomplish?"
Ohgi looked down, knowing he was found out and had to confess.
"When I found her, she was barely conscious and I heard her say your name and Zero's as well." Ohgi began, quietly. "I thought I could get information out of her, about the JLF Warship exploding and maybe… Some clue on your identities. But because her memories were gone, I didn't learn anything so instead, I kept her under surveillance in case she remembered anything."
"So then, you're saying that you were Schimming to uncover our secrets and identities behind our backs?" Soul questioned, frowning under his mask. "You are aware that can be taken as treason."
"Yeah, I know," Ohgi said, sounding ashamed.
"And I hate to be blunt, but even with her memories she wouldn't have been able to provide the information you were looking for," Soul said. "Villetta had nothing to do with that topic, she was actually investigating two Britannia collaborators working for me and Zero, but while sneaking around she was caught and gunned down by R.R and Diethard."
Ohgi's eyes widened in surprise. "Is that true?"
Villetta nodded and Soul signed her permission to speak.
"It is, I and Lord Jeremiah were trying to follow up on a lead that I thought would help discover Zero and Soul's identities, Diethard Reid was someone we asked to look into because he was good at finding information," Villetta explained. "But when I went to the Port I ambushed by R.R and Diethard had betrayed me to join the Black Knights, I was shot from both sides and fell into the water. That's how you found me."
"It's the truth."
Suddenly the door opened again and this time Jeremiah walked in. Villetta was surprised to see him now.
"Lord Jeremiah?" Villetta said.
"Villetta." Jeremiah addressed her before focusing on Ohgi. "Everything Villetta told you is the truth, I was there when we had Diethard investigate, it happened before we left for Narita."
"I see." Now Ohgi looked discouraged.
"Ohgi, you not only harboured an enemy and kept it secret but you betrayed our trust by attempting to look into classified and personal information, despite being the Deputy Commander of the Black Knights," Soul said. "You realize that under normal circumstances these actions demand server punishment."
"I understand," Ohgi said, accepting his fate.
"However, these circumstances aren't normal, thus I have an idea," Soul said. "If you are willing, we can keep this matter between us."
Ohgi looked up shocked. "What? But why?"
"Think about the situation, if the Deputy Commander and a senior officer were discovered committing these acts, it would cause an uproar among the senior staff and our chain of command, not to mention it would damage the trust of the organization which we can't afford at this stage." Soul explained. "Letting this information get out would only hurt us. So the only option is to keep it a secret."
"But then, what'll happen to me and her?" Ohgi asked still concerned.
"You won't be getting off scout free. The idea is, she will be placed under your direct supervision and must remain with you at all times aside from public affairs when she's not with you she will be monitored by the members of Intelligence and Espionage." Soul informed him. "Ohgi you will also be kept under watch until it's decided that you can be trusted. This is simply a precaution to make sure neither of you tries anything. Do you accept?"
"I do." Ohgi immediately replied.
"And Villetta, what is your answer?" Soul asked.
"I also accept," Villetta said, knowing she didn't really have a choice.
"Then this matter has been dealt with." Soul decided. "Jeremiah, escort Villetta to her room. Ohgi you go meet up with the others."
"Yes sir." Jeremiah acknowledged as he led Villetta away.
Ohgi also left as he still felt ashamed of himself. "I was lucky this was all I got. I was the one who acknowledged their leadership and convinced the others to follow and yet I tried something like that. hat's wrong with me."
Chinese Federation Conference Room
Back in the Chinese Federation, Zero and Soul are now holding a press conference with numerous world leaders. Todoh, Euphie, Xingke, Xianglin, Tianzi and Kaguya are also preceding the conference. Behind them was a large screen that showed a charter that had every nation of the world displayed on it.
"And so by ratifying this charter, it will get birth to an alliance that'll rival the Holy Britannian Empire. And its name shall be… The United Federation of Nations!" Zero declared dramatically.
Many of the world leaders gasped as they were taken aback, some even got up from their seats.
"It's wonderful, Master Zero!" Kaguya happily praised.
"There are exiled regime throughout the Britannian colonies. Some have agreed to participate." Xianglin announced.
"And not only can we include all non-Britannian Nations, including the Chinese Federation and the European Union, but also any Areas that have managed to break off as well," Euphie added.
"With this move, we've finally earned a just cause to launch a war of liberation." Diethard declared.
"A just cause to launch a war…" Todoh said to himself, sounding amused at the very concept.
"Our first objective will be to liberate Area 11, with that we will be able to follow up and continuously free as well as stabilize all other colonised Areas, leaving Britannia severely outnumbered," Soul announced.
"If the forthcoming operation to recapture Japan is indeed successful, then other undecided Nations will join us in a chain reaction." Xingke declared and Tianzi nodded in agreement.
"And it will succeed. But we must form the U.F.N. before Britannia could act. Time decides our victory or defeat. I ask only that you cooperate on the focus of our plan. I know representatives here must discuss the needs of their individual countries. But remember, what you decide will change the course of world history!" Zero once again dramatically declared which received grand applause from everyone seated.
Zero's Private Quarters
With C.C, back in the room all she can do is sit around. As she leans on the coffee table, she accidentally clicks a TV remote, which turns the TV onto a segment with Milly.
"Hi, everyone!" Milly happily waved. "How are you?"
C.C becomes spooked and hides behind the couch. "I'm so sorry!"
"It's an up-and-coming one-woman festival with Milly Ashford here!" Milly proclaimed.
"Well, you're not exactly alone, you know?" Her male partner standing beside her reminded her.
"Guess what, audience? We're going to the jungle right here in the city!" Milly announced.
"We are?" Her partner asked, not being aware of this.
"Animal time!" Milly declared. "That means hot topics with…"
At that point, the door opened and Zero walked in while pushing a trolley with a platter on it. Seeing him made C.C hide again with fear.
"I brought you some food," Zero said before removing his mask to reassure her. "It's only me."
C.C looks up, calmer now. "Where is Master?"
"He's taking care of somethings for now," Lelouch told her before lifting the tin on the platter to reveal a pizza on a large plat. "It's called pizza." He lifts up the plat and walks over to her to give her the pizza. "I think you'd be hungry by now. I really wanted you to have some so asked Sugiyama to help me out." C.C stands up and looks at it, first amazed then confused—Not knowing how to eat it—Which Lelouch noticed. "You don't remember, do you?"
Lelouch then picked up a slice for himself and took a bite in order to show her how to eat it as he ate the whole slice, soon C.C's stomach started growling showing that she was hungry, which made her blush.
"Go ahead. Try it." Lelouch placed the plat down on the table and C.C ran up to it and sniffed the pizza. "It's all right. You can eat."
"Okay." C.C takes a slice for herself and once she takes the first bite, she begins wolfing it down.
"It's good, isn't it?" Lelouch asked.
"Oh yes, yes." C.C replied, not caring that her mouth was full, simply loving the taste. "It's very really good."
"I thought so. I'm glad you like it." Lelouch said softly.
There was a sudden knock on the door. "It's me."
"Come in," Lelouch said.
The door to the room opened and Shirley stepped in. "Hey, Lulu."
C.C become afraid again when she saw someone new and hide again.
"Don't worry, it's fine," Lelouch reassured her. "She's here to help?"
"…Help?" C.C asked, looking up.
"I can't be here all the time and neither can Logan, so we're having Shirley here supervise you for the time being," Lelouch explained. "Do whatever she says alright?"
"O-Okay…" C.C nervously obeyed.
"So, I just need to look after her, right?" Shirley asked, wanting to be sure.
"Sorry to put this on you, but we can't ask anyone else for this," Lelouch said.
"Oh, it's okay, it'll be my first job as a Black Knight," Shirley replied with enthusiasm before looking at the TV screen and noticing Milly. "Oh hey, Prez's show is on."
Right now Milly was wearing a large penguin customer and looked like she was doing a skit. It made Shirley smile while Lelouch merely sighed.
"Prez, I'm not sure that's the way to start out a new career," Lelouch said.
"Really?" Shirley disagreed. "I think it's perfect for her."
Area 11 Government Bureau
Later that day, back at Area 11, Suzaku was sitting down at the government bureau's rooftop garden while his cat—Arthur was resting on his lap. While he was there, Suzaku just sat and thought about so many things going on in his mind that he didn't notice Anya show up and point her cameraphone toward him.
"Troubled mind?" Anya asked, getting his attention.
"Nothing but trouble," Suzaku admitted, looking down. "Even though I chose it myself. Decisions I made that brought me here."
"Do you still place trust in him? The you from eight years ago?" Anya asked curiously.
"Are you asking of the choices I made were foolish?" Suzaku asked.
"Memories that people have are always fake," Anya said emotionlessly. "No point in believing in them."
"I'd have to disagree with that," Suzaku said.
"But I know it." Anya opened up her phone's diary. "In my case, I kept a diary from nine years ago. I don't remember anything from it at all." She said which surprised Suzaku. "And there's more I don't trust. The data I store doesn't much any memories I have."
Suzaku's eyes widened in shock as he believed he knew why. "Could that be it? The Emperor's Geass?" He realized. "But why use it on Anya?"
"Even recent things, my memories don't match the recordings at all." Anya went on. "Like when fighting with the Chinese Federation they don't…"
While Anya tries to elaborate more, a giant throwing knife suddenly comes zipping at Suzaku's head, which he effortlessly catches. They are then confronted by the thrower, the Knight of Ten, Luciano Bradley.
Luciano Bradley wears a cloak like the other Knights of the Round: his one is coloured orange. Bradley has purple eye pupils and auburn eyebrows. His hair is auburn and worn in a mullet-like style with a single hair hanging down in the middle. He walks up to them with a smug expression.
"What do people value most, sir Kururugi, the traitor?" Luciano asked rhetorically. "Are their own life, of course."
Suzaku threw away the knife. "So I see that you've returned from the Belarusian front, Sir Bradley." He said, clearly not happy to see him as Arthur hissed at Luciano.
"It's the Knight of Ten," Anya whispered.
"I see your skill at courting with the new ladies are still intact. Princess Treachery wasn't enough for you?" Luciano taunted.
"Speak another untrue word of her name and you will have to face me in a duel, sir," Suzaku warned him.

Before he could go on, a large customer Knightmare Frame descended onto the ground of the garden and stood between them. This Knightmare was the Galahad: Its armour is light purple and black, and its frame design is a variation of the Gawain's. The Galahad possesses many features similar to the original, such as built-in Land Spinners, hands that feature miniature Slash Harkens, as well as being twice the size of an ordinary Knightmare. It is equipped with energy shielding and carries a Maser Vibration Sword on its back, which is larger than the Knightmare itself. The sword's sheath has an additional Landspinner and serves as the Galahad's Float System.
"They sent the Galahad?" Suzaku looked up surprised.
"Both of you, cease your squabbling!" The pilot of the Galahad ordered them, the pilot being none other then Bismark—The Knight of One.
"The Knight of One. But why would they send Bismarck Waldstein here?" Anya asked no one.
"Anya, a foolish question. Obviously, the Black Knights will invade Area 11 first. Luciano!" Bismark answered her question. "I brought the Valkyrie squadron for that here as well." He said as a squadron of Vincent Ward Knightmare Frames floated in the sky above him. "I've also readied Gareths for this event."
A large number of Gareths were flying toward the government bureau as well. They have similar gold trim at various points, but their overall design is quite different from their prototype, Gawain. Their Hadron Cannons (the Primary Weapon) are attached directly to their wrists in place of hands. They have eight Slash Harkens mounted in two quad-barrel launchers attached to the hips. They also have fourteen Missile Launchers, four on each leg and six on their chests. Finally, they have two 3-barrel Machine Cannons mounted on their shoulders. However, like the Gawain, they have an integrated Float System.
"Now is the time for us to join our forces under the command of Prince Schneizel. So save your solo fronting for the battlefield." Bismark ordered them.
"I understand it well. Whatever you say, My Lord." Luciano willingly complied.
A.S.E.E.C Knightmare Hanger
Later, Suzaku and Anya return to the Knightmare Hanger where everyone is in the middle of work. As he meets with Lloyd and Cecile, Nina arrives as well and requests that the F.L.E.I.J.A. be mounted on the Lancelot.
"Mount the F.L.E.I.J.A. onto the Lancelot?" Cecile repeated confused.
"Well, the intention was for Suzaku to pilot the Guren but…" Lloyd admitted, trailing off.
"The Guren?" Suzaku repeated, surprised.
"Sorry, he's right." Cecile smiled apologetically with a blush. "I got so carried away I forgot. It's just Lloyd and I… got so wrapped up in our little hobby, we…"
"Hobby?" Suzaku asked.
"Rakshata's mechanisms are quite easy to tinker with. Now it's so souped-up, it can't be flown." Lloyd explained, finding the whole thing funny. "End result, you're our little Devicer again."
"Excuse me, professor Lloyd," Nina spoke up. "Now that you mentioned the Lancelot."
"You wouldn't mix up a strategic weapon with a tactical one, would you?" Lloyd asked her.
"I have thought it through. Any matter caught within the primary area of effect field will be annihilated by the F.L.E.I.J.A.'s rapid sphere collapse." Nina explained happily.
"Hold on. You want Suzaku to fire a weapon like that?" Cecile asked, finding it apprehensive.
"He'd kill his own people. A massacre." Anya pointed out, also not liking it.
"Suzaku, you don't consider yourself an Eleven anymore, right?" Nina pleasantly asked. "That's why I want to entrust the F.L.E.I.J.A. to you."
"You give me that burden?" Suzaku asked, trying hard to let not his emotions show on his face.
"You were Princess Euphemia's knight, so naturally," Nina said, her overall soft tone, however, suggests that she is being forced to say it which Suzaku noticed.
"Hmm, Nina, darling. A fine quandary might just kill Suzaku. And take you along, as well." Lloyd told her which only made her more nervous.
Suzaku then walked up to Nina and asked. "Nina, can you make a countermeasure for the F.L.E.I.J.A.?"
"A…Countermeasure?" Nina repeated, surprised he would ask that.
"A weapon of this magnitude isn't something to be taken lightly," Suzaku said, looking serious. "A way to stop is something that must be made to stop it if necessary."
"He has a point, it's actually customary for scientists to create an unstoppable weapon but also invent the only thing that can stop it." Lloyd pointed out. "Before inventing the Shield that cannot be pierced you first invent the Spear that can pierce the Shield."
"Nina, there is a chance that the F.L.E.I.J.A. could accidentally be fired in a civilian-populated area. Taking out not only the enemy but innocent people as well." Suzaku pointed out. "As long as that possibility exists, without a way to stop it, I can't in good conscience fire this weapon."
Nina processed his words and nervously answered. "I can start work on making one, but it won't be ready in time for the next battle."
Suzaku looked dismayed by that answer.
Horai Island
The next morning came and many ships and planes were arriving at the United States of Japan where many world leaders from across the globe were going to take part in the United Federation of Nations Charter Ratification Ceremony. The Blacks Knights were still getting ready before the ceremony started and Diethard was working on the preparations for a broadcast that was going to be shown worldwide. Right now he was on the phone with Zero.
"Yes, we've finished preparations for a worldwide broadcast," Todoh said, supervising the broadcasting screens. "Li Xingke and general Todoh are in the waiting area. Right."
Zero's Personal Quarters
In his room, Lelouch held the phone and was speaking with Diethard while Logan was standing next to him and C.C was sitting down. Neither of them was wearing their masks.
"Very good. After I meet with the Indian and Guinean members, expect me at the assembly." Lelouch told him before hanging up the phone. "It's time."
"Yes." Logan nodded before looking at C.C. "Remember, don't leave this room until one of us or Shirley lets you."
"Okay." C.C obeyed. "And so, later."
"Later?" Logan asked.
"I mean, see you later," C.C said with a smile.
Both of them smiled and put on their masks as they walked out the door and Lelouch said. "We'll be off then."
United States Of China Representative Room
In another room, the ones representing China in the U.F.N led by Tianzi were going over the lines to be said at the Ceremony. Tianzi was practising with Xingke, Xianglin, Hong Gu, along with a few soldiers.
"R-Regarding the union of the nation's charter, I will leave explanation of it to Representative of the Supreme Council Kaguya Sumeragi." Tianzi read from the script before she sighed.
Xingke smiled softly at her. "Are you all right? We could always…"
"No!" Tianzi quickly insisted. "I already got the…"
"You're the Empress. We know you can." Xianglin assured her.
Ikaruga Lounge
Meanwhile, the rest of the Black Knights were having a party in the lounge before the ceremony started and Tamaki was already drunk as he celebrated.
"Good thing we followed ol' Zero and Soul, isn't it, buddy?" Tamaki laughed as he leaned his arm on Asahina's shoulder.
Asahina smiled uncomfortably. "I-It sure is."
"By the way, where's C.C?" Minami asked.
"I heard that she was still feeling ill," Sugiyama said.
"Morning sickness, huh? Looks like someone's gonna be a Dad!" Tamaki laughed again.
"Tamaki-san, maybe you had a little too much," Futaba suggested, sounding amused.
"Bring on the good stuff!" Tamaki cheered raising his bottle.
Kallen and Shirley stood together and watched everyone enjoy themselves while they drank nonalcoholic drinks.
"You know, this kinda reminds me of the parties we had back in the day." Shirley noticed.
"Well, at least here every one legally allowed to drink." Kallen pointed out.
"Hey, Kall, new girl!" Tamaki called out. "Don't drink that kid stuff, have something with more punch!" He laughed.
"Yeah, we'll pass," Kallen said.
"Come on, Tamaki, their still underaged." Inoue reminded him.
"Ah lighten up, if you're old enough to join you're old enough to drink!" Tamaki chugged more alcohol and laughed.
At a different corner of the room, Todoh was sitting as he had to have makeup put on his face by Chiba, much to his chagrin.
"A soldier wearing makeup is disgraceful," Todoh complained.
"I have to make you look good." Chiba reasoned. She then stood up straight and spoke nervously with a blush. "Um, sir. After this… Current situation is over, I'd like to propose a request to Kyoshiro Todoh that…"
Before she could finish though, the door to the lounge opened and Ohgi walked in with Diethard.
"Great. You're finally here." Minami greeted him.
"Is this any time to be running late again?" Sugiyama chastised him.
"I know. Sorry guys." Ohgi said.
Todoh got up from his seat and went over to join the others with Ohgi. "Ohgi, did you oversleep again?"
Chiba watched him go with a look of disappointment. "Too slow."
Shirley saw their exchange and commented. "Huh, unrequited love."
"Not exactly, she just hasn't confessed yet." Kallen clarified. "Of course everyone can tell but him."
"Really?" Shirley asked.
"Yeah, a little like how you and Lelouch used to be." Kallen gave an example.
"Huh?" Shirley gasped as she looked flushed before looking away. "We were never like that… I think."
The door opened again and this time, Kirihara walked in with Urabe beside him as his escort. "I trust you all don't mind the intrusion."
"Lord Kirihara." Ohgi addressed him respectively as the other bowed. "You came as well."
"I'm here representing the other Head Of Kyoto along with myself," Kirihara said. "The events of today are something I had to be in attendance for."
"Now then, we're all here." Diethard arrived as well and addressed them. "Let's go. It's a day to change all of the history books, right?"
Ohgi nodded and they all got ready to go.
Horai Island
Over Horai Island, the ceremony was now ready to begin as a broadcasting helicopter was flying in the sky over the Island and an announcer was being the live worldwide broadcast of this event.
"We're coming live to you right over Horai Island where the ratification ceremony for the united states charter is about to begin." The announcer announced.
Ashford Academy
Back in Area 11, at the same time, another broadcast was taking place as Milly was reporting a special emergency report broadcast of the events to the people of the Tokyo Settlement. It was playing on the TV in the Student Council room where Rivalz was the only one present and not paying attention.
"To help viewers understand this development, the ceremony of ratification of this new charter will create a federation of nations that will rival our own Empire," Milly announced. "As parts of the now dissipating E.U. are joining as well, it will have a great unified power. Included from the E.U. are Poland, Italy, Romania, Austria, Greece…"
Rivalz was staring at the screen on his computer and looked dismayed. "Can't reach soldiers like Suzaku, no blame at all, why can't I contact any of the others?"
Tokyo Settlement
Milly's report was also broadcasting on a large screen that was downtown in the Tokyo Settlement where many people were watching. Among the populace, Orpheus and Sayoko along with a few other members of the Black Knights Intelligence and Espionage division were walking by in disguise and taking care of a mission in the Tokyo Settlement before the battle started.
"The Black Knights have convinced all of these representative nations to participate. Therefore, the leaders behind this must Zero and Soul." Milly announced. "In short, the U.F.N. will most likely be an enemy to Britannia. Military forces are deployed in Kyushu, Chugoku and Hokuriku."
Horai Island
Back at Horai Island, all the world leaders who were present for the ceremony were seated on a grand ceremonial stage while Kaguya and Tiani stood in the front and appeared on the large screen. With no effort and no debate, all leaders gave loud applauds to show their agreement to join the U.F.N.
"As everyone watching this broadcast has witnessed, all 47 nations have just ratified the united states charter. Please stay tuned." The Announcer announced.
Area 11 Government Bureau
Meanwhile back at the government bureau, Guilford was walking down a hallway, on his way to join the rest of the armed forces while talking on the phone with Edgar
"Lord Guilford, we've finished preparations for your troops' review," Edgar reported over the phone.
"Very good. On my way." Guilford said before hanging up. Suddenly his phone started ringing again and he answered it. "Yes? Don't worry, if it's about the troop review I under—"
He was interrupted by the sound of a familiar voice.
"Lord Guilford," Jeremiah spoke.
Guilford stopped cold in shock at the sound of his voice. "O-Orange boy?"
Viceroy's Office
In the Viceroy's Office, Schneizel and Nunnally were also watching the broadcast, along with Kanon, Lohmeyer and all the present Knights of the Round.
"They're forming a union of nations, just as you said," Kanon said.
"But the military of each country will never be able to work together," Bismark said.
"They'll just be an unruly mob." Lohmeyer agreed.
"No. There is an option." Schneizel added.
Horai Island
After going through all the main articles of the charter, Kaguya who was the U.F.N. Supreme Council Chairwoman and the representative of the United States of Japan stepped forward with Tianzi the representative of the United States of China beside her to announce the final article and clause of the U.F.N. To everyone watching.
"Finally, article 17 of the united states charter, all ratifying nations do now declare to abandon native military power forever," Kaguya announced to the world/
Viceroy's Office
Nunnally gasped as everyone watching except for Schneizel was shocked by this declaration.
"Abandon military power…?" Suzaku repeated shocked.
"Are they mad?" Lohmeyer asked taken aback.
Horai Island
Kaguya went on to explain the reason as to why this decision was ultimately made with the best interest in mind. "To guarantee the security of member nations have agreed to employ a fighting force not affiliated with any one country. They have contracted it to the Black Knights."
The camera pans out to the Ikaruga that was hovering nearby and on the bridge of the flagship stood, Zero, Soul, Euphie, R.R, all the core member of the Black Knights, Kirihara, Xingke, Xianglin, Hong Gu, Rakshata and a large number of ordinary members as well, Shirley was among them to but she wore a hat and visor to hide her identity.
"We hereby accept." Zero declared. "Our acceptance also allows us for U.F.N. funding and personnel involvement. In return, we will become the shield to defend every member nation and its sword to oppose any external foe!"
Viceroy's Office
Schneizel smiled, having expected this outcome and looks to Kanon. "The option, right?"
Kanon nods in agreement.
Horai Island
"Disturbances in this world are caused by military powers of disparate nations. The U.F.N. shall only use military force in accordance with a full resolution by the supreme council." Tianzi declared.
"And with that, I shall put forth the first motion," Kaguya announced. "Japan has been held by an unjust foreign power and the U.S.J. have asked for our help to free them from this occupation. I request that the Black Knights be dispatched at once. All those in favour, please stand up." In response to her request, every single leader who was seated stood up, making it unanimous. "And so with overwhelming majorities, under U.F.N. resolution number 1, the Black Knights shall now go forth to liberate Japan."
"So be it. Under U.F.N. resolution number 1, our first operational objective shall be Japan!" Zero declared.
With that declaration, there was thunderous applause and joyous cheering that rained down from all the Black Knights, along with all the residents on Horai Island.
"Our Japan. And now we shall take it back!" Todoh declared.
"We'll take the Guren back also," Rakshata said.
"Yeah, we definitely will." Kallen nodded enthusiastically.
R.R looked at Shirley. "Are you ready for this?"
Shirley nodded. "I am, don't worry."
Everything seems to be going well and the Black Knights now fully motivated to take back Japan. But just as the Black Knights are about to depart, the broadcast suddenly fizzles, and Charles appears on the screen. "Hear me, Zero!"
Zero looks up at him horrified. "What?!"
"Father?" Euphie became shocked.
In the broadcasting room, the Black Knights who were working on the broadcast were unable to stop the feed that was now being played.
"The system's hacked?" One of them realized.
"It's coming in from 14 external paths!" Another one added.
Viceroy's Office
Once again, everyone watching was surprised but this time even Schneizel was shocked, so much so that he got up from his seat.
"The Emperor?" Suzaku uttered.
"Well, look who's back," Luciano commented.
"Was this fake disappearance you're doing, father? A charade?" Schneizel contemplated.
Horai Island
As everyone was now looking up at the screen with the Charles' message playing, Diethard got on the phone with the members in the broadcasting room in a panic. "Switch to the auxiliary line! Cut the link, damn it!"
"No," Soul told him. "Let it play."
Diethard was surprised by that order by complied and lowered his phone.
Charles continued with his speech. "Zero, you people thought this foolishness would surprise me?"
Lelouch couldn't stop himself from inwardly panicking at seeing Charles' return. "Impossible! He's somehow returned?"
Logan looked at Lelouch and with his Geass, he could tell that Lelouch was becoming extremely agitated, which made him narrow his eyes. "This is not good."
"However, it matters not. This charter you made is a child's note." Charles then changed the image from him to a charter of the world. "The E.U., once a third of the world, is now dead. You've only helped distinguish Britannia on a map from the rest of the pitiful dirt. The situation is very simple and clear for in the end whoever succeeds in this battle shall gain control of the entire world. Very well. Have at me, I'm ready." His message was strengthing the resolve of the Britannians but doing the same for the Black Knights, only Zero seemed fazed as he started backing away. "So will you win it all now, Zero, or will you lose everything! Time to learn the gambles of war. All hail Britannia!" He raised his fist and declared.

Zero's Personal Quarters
Lelouch stormed back into his room angrily and removed his mask as Logan followed after him and did the same though more calmly.
"The Emperor is still alive?" Lelouch said dismayed.
"And the timing couldn't be worse," Logan added.
"Um, excuse me. Welcome back." C.C timidly greeted them.
"This isn't good. Not good at all." Lelouch thought, completely losing any composer he had left. "I have to rescue Nunnally at once! Maybe I could use Cornelia in some way. No. The hostage plea would have no effect on him. Perhaps use Jeremiah. No, I can't! And Geass won't work on him. Should I reveal to the world that Zero is Lelouch? No! If the Black Knights found out their leader was an enemy prince, I'd lose that too. And rescuing Nunnally is useless if there's no country that will accept us. Damn it! What should I do?"
C.C went over to Logan holding a pizza slice on a plate. "Um, master, I kept this last piece so you could have it. You left without having breakfast and must be hungry. So please, if you would like." She offered.
"Well, I am feeling peckish." Logan took the pizza and started eating. "Cold, but pretty good."
"I'm happy you like it," C.C said innocently.
"Will you two be quiet!" Lelouch snapped at them. "Take this seriously!"
C.C immediately became scared and hid behind Logan while he finished eating and said. "I am taking it seriously."
"Then why aren't you acting like it?" Lelouch asked, still upset. "I need to find a way to rescue Nunnally."
"And falling into a state of uncontrolled panic will do that how?" Logan shot back.
Now Lelouch stopped. "What?"
Logan calmed down C.C and had her sit down before he focused on Lelouch.
"Lelouch, how many times are you going to go over this?" Logan asked, sounding more serious. "Every time something happens that you didn't account for you lose all sense of reason and you fall apart, acting only on emotions until someone snaps some sense into you. Like when Euphie first announced the Special Zone or when Nunnally became the new Viceroy." He pointed out. "Your mental fortitude is strong when your composer is stable, but when unstable you become a fragile as paper. Calm down already."
Hearing his friends' words made Lelouch stop and take a step back as he realized he was completely right. Lelouch was only the strong-willed genius rebel when he kept his head straight and could think clearly but whenever things don't go they way he expects then to he ends up losing his cool and finds himself going in circles. Realizing this he sits down and attempts to calm his nerves and stay in control.
"Sorry, you're right," Lelouch said, now calmer. "It won't do any good for me to lose my head at a time like this."
"Let's think about what we know," Logan suggested. "We destroyed the entrance to that realm that was at the Order so we thought the Emperor was trapped in there, but there's another entrance to that realm on Kamina Island. So maybe as long as a single entrance exists someone, he can still go in and out."
"That would explain all this," Lelouch said. "There's still so much I don't know so I can't formulate a concrete plan though, no yet as least."
"Um, you just try to… Ask for help… From friends." C.C suggested, hoping to be of assistance.
"What?" Lelouch looked up at her surprised.
"I just…" C.C nervously looked down. "I thought that might help. I've never actually had one. Not like families, that always comes and goes, I mean, someone special who stands beside you and is there to help you when you can't do something on your own." She explained. "At least, I guess that's what I've heard that friends do."
"Yes, they do." Logan agreed.
"I'm right?" C.C asked. "A friend will stand by your side?"
"That's right," Logan then turned to Lelouch. "In fact, we already have one. A friend who's always been there, helping us in ways only he could.
"Yes, how could I forget?" Lelouch got up and smiled. "A friend is always there."
Area 11 Government Bureau
Suzaku was now alone and walking down the hallway as his phone started ringing and the caller ID showed that Lelouch was calling, so he answered it.
Zero's Personal Quarters
"I'm here," Suzaku said over the phone.
"It's Lelouch," Lelouch said.
"Yeah, how's it going?" Suzaku replied.
Area 11 Government Bureau
Suzaku was now on the rooftop garden so that he could talk to Lelouch in privacy.
"So, have you seen the news?" Lelouch asked over the phone.
"I did. The ceremony, the battle to reclaim Japan, and… The Emperor's returned." Suzaku said, sounding unhappy.
"The Tokyo Settlement. It'll be in danger." Lelouch said.
"I know, and so will Nunnally," Suzaku said as he heard Lelouch's pained reaction over the phone. "That's why you're calling right."
"Yes, Suzaku this is something I can only ask of you," Lelouch said with a heavy heart. "Please, protect her, the Emperor plans to use her as a hostage against me, only you can keep her safe."
"Lelouch, what did you think my answer would be?" Suzaku asked.
"Suzaku…?" Lelouch uttered.
"Remember when we first met again after a year back at Ashford, we made a promise." Suzaku reminded him. "You told me 'If there is something you wish to protect, I'll protect it. Because when there was something I wanted to protect more than anything, you protected it'."
"Yes, I remember," Lelouch said.
Suzaku smiled. "Then I'll return those words to you. Don't forget, protecting Nunnally is the reason a became a Knight of the Round in the first place, I'll always protect her for you, just as you've always protected Euphie for me."
"In that case, do you mind if I make another selfish request?" Lelouch asked.
"What is it?" Suzaku asked.
"When this battle is over and we take back Nunnally, will you come and join us?" Lelouch requested.
Suzaku was surprised by that request but Lelouch went on.
"If the reason you became a Knight of Britannia is to protect her then after she's no longer in danger you don't have to stay there." Lelouch reasoned. "From the start, I've always wanted us to be on the same side and now we can be. More than that, Euphie wants you by her side more than anyone and I'm sure that's also what you want."
Suzaku stayed quiet for a moment while he processed everything Lelouch said until he soon responded.
"You know, you can be pretty selfish," Suzaku commented. "And yet you know me so well."
"Then…" Lelouch said.
"From the beginning, I wasn't a Knight of the Emperor… Or Britannia, I was a Knight of Euphemia." Suzaku proudly proclaimed. "My place was always by her side and I there's still a place for me to return to beside her I will gladly retake it."
"There is, trust me," Lelouch said pleased. "There's always been one."
"Then it's been settled." Suzaku decided. "This will be my final battle as the Knight of Seven."
"Thank you," Lelouch said gratefully.
"No problem, after all, we're friends," Suzaku said.
"Yeah, later," Lelouch said before hanging up.
Zero's Personal Quarters
Lelouch put the phone down and sighed in relief at the fact that everything went well. Logan walked up to him and asked.
"I take it things went well."
Lelouch nodded. "I know have nothing to worry about until the next battle."
"Then all we have to do now is finish our preparations," Logan said. "The battle for Tokyo will begin tonight at midnight."
"In that case, I have to go." Lelouch reached for his mask and put it on. "There's not much time and there are still some things I need to do before zero-hour."
Port Yokosuka
Later that day at Port Yokosuka, after leaving the military matters to the Glaston Knights, Guilford comes to a warehouse, where he is supposed to meet Jeremiah as he was instructed to from their phone call. He stands in front of the open entrance to the warehouse where the inside is completely dark and nothing can be seen inside.
"I came alone as I promised. Now, what's the meaning of this, Jeremiah?" Guilford questioned. "If you have information on Princess Cornelia's whereabouts then why do you need to tell it only to me in secret?"
As he asked that question, the shadowy figure of a male stood facing him in the darkness.
And that's the chapter. This chapter was all about creating the U.F.N and because there weren't many changes to this chapter, mainly because there was hardly anything that needed to be changed. I had the others introduce Jeremiah because if it was just up to Lelouch he'd just to everyone to accept it without an explanation, but since the others were there they did it differently which made them more accepting of it.
And with the matter of Ohgi and Villetta resolved, for the time being, they won't be a problem anymore. As for the interaction between Cornelia and Euphie, that was just the initial conversation, they are going to have a much bigger back and forth conversation before long.
I also want to address something. I've noticed a few people complaining about how they think Logan is only second fiddle to Lelouch and jus feels like a follower. Here's the thing, I think some of you are misunderstanding the nature of their relationship. For those of you who have seen Kyo Kara Maou, I styled their relationship to be similar to the relationship between Yuri Shibuya and Ken Murata.
One is an inexperienced King who rules over others and the other is the Great Wiseman who is his only equal and the one closest to him, people even call them the sun and moon. Even if he doesn't shine as bright he's just as important and has qualities that the other lacks and is always there to keep him on the straight path.
Lelouch may be a brilliant leader and command but more often than not he lets others get in his head and becomes unstable when he isn't in control of the situation, in those times the thing he needed most of all was someone who understood him and knew how to help him pick himself back up and that's what Logan does.
Logan isn't here to be the star of his own story but to the pillar that holds this story together, case in point, look at how many mistakes, tragedies, bad outcomes were prevented thanks to his presence, not to mention that lives that were saved. Plus Lelouch and Suzaku would have lost their minds on different occasions and done things they would have regretted if they didn't have him. So I hope this gives you a better understanding of his role.
