Lilith, Gehenna, Hell, November 15, 2020, Current Time: 1 Minute and 47 seconds til Midnight


Panic. Panic was the current state of Lilith. Mere moments after the Infinity Dragon departed from the Underworld, an explosion rocked the entire city.

"What the hell?" Sirzechs spread his wings and took to the skies, getting a better view of the large plume of smoke. His eyes grew wide with horror when he saw an entire portion of the city ablaze. Screams reached his ears, even from this distance. "Serafall! Gather everyone who can use water magic and the fire department!"

"What? What's going-!"

"Just do it!"

Serafall was taken aback by Sirzechs' tone of voice and nodded meekly. She spread her wings and took off, flying in the direction of the smoke.

"What the hell?" Issei stared at the massive billowing pillar of smoke.

Sirzechs looked down towards the others. "The rest of you! Spread out and find whoever did this! They might still be here! The Satans and I will take care of rescue and evacuation so you don't have to worry about civilians getting in your way! Go now!"

They all nodded and took off in the direction of the devastation. Sirzechs merely floated and watched as they moved at breakneck speeds. Ajuka flew over to him and placed a hand on his shoulder.

"We need to call for assistance. I think that Salem's predictions were right on the spot." Ajuka paid Sirzechs no mind as he was reminded of his meeting with the British Head. The woman was fierce in all regards and was rather intelligent.

"I think you just want to call her so you can ogle her all over again." Ajuka sputtered as he turned to his best friend, who had a knowing smile on his face. "Now, enough about this. For now, we need to focus on evacuating that entire district. The culprit might still be there. I want you and Falbium to coordinate and set up checkpoints at all the exit points that still exist in that district."

"Got it. Come on Falbium!" Ajuka said.

"Fiiiinneee…" the lazy bald Maou said as he flew off after Ajuka. Sirzechs was all that remained afterward, looking towards the billowing smoke and raging flames. He sighed. It seemed like there would be no permanent peace for them until they dealt with Serpent's Seed. Sirzechs sighed at the thought of another war.

At least… we're all united this time, he thought as he began to fly towards the smoke.

"This is like…" Issei trailed off as he heard Irina vomit next to him. It was complete and total carnage.

No. The word carnage could not properly describe what Issei and the others had witnessed upon arriving. It was a miniature version of the incident back at Glendale but the results were the same. A large portion of an entire block had been leveled, buildings around it partially reduced to ashes from the sheer heat of the explosion. A crater as big as a house and as deep as a house was tall could be seen. The ground around the crater was red while the inside of the rim was filled with nothing but cooling molten slag.

Glass was scattered, vehicles were flipped over by the force, and the metal chassis warped by the heat, and there were corpses everywhere. Those in the immediate vicinity were lucky as all that remained of them were black spots. Others were not so lucky. Upon entering the immediate vicinity of the explosion, there were charred bodies everywhere of Devil, Fallen, and other Underworld natives.

The group landed on the still smoking ground and began to walk. Their senses were heightened and their powers and weapons deployed.

Ingvild waved the smoke away and summoned several magic circles. Water poured from them, spraying the inferno around them. Akeno, Rossweisse, Le Fay, and Rias all followed her lead and did the same.

"Look for any sign of whoever did this," Issei said.

"Way to state the obvious, Hyoudou," Vali said, his eyes darting around.

"Guys, can we not fight right now?" Mitsuki asked.

"It smells worse than it did in Glendale," Le Fay said.

"That's because these corpses are fresh and… fresh corpses always smell worse," Ingvild said, pinching her nose to try and block out the smell.

"Looks like everyone around was killed by the blast," Rias said. She bent over and attempted to grab a blackened figurine of Issei. Almost immediately, the figurine crumbled in her arms. She sighed and closed her hand. Her eyes glowed as a white floral pattern manifested around her pupils.

"What do you see?" Issei asked.

"Miasma… this place is littered with demonic power. Sort of like nuclear fallout," she said. Rias squinted a little as she saw that the spread seemed to get more and more concentrated the more she walked east. "This way, I think I got something…"

"This is the center of the crater?" Irina looked at Rias, who had a grim expression on her face. Her vision was filled with color. It was brightest at the center of the crater. Right at the heart of the devastation. She could now guess that one of two things happened and she didn't like either.

"Yeah… I can guess that one of two things happened here. Some sort of magical attack spell or…"

"Or?" Vali glanced over to her and that's when he noticed the pale expression on her face.

"The person blew themselves up. Which would account for the massive spread of magic over the area. A magical attack wouldn't be capable of something like what I'm seeing," she replied. Rias knelt at the edge of the crater and cast an ice spell to rapidly cool the rim. Her eyes narrowed when she noticed a brown, burnt stain.

"Blood."

She looked at Ingvild, who raised her hand. Her eyes turned red as the smear became liquid and levitated into the air.

"So… this is a suicide bomber?" Issei looked at the molten center of the crater with a horrified expression on his face.

(...) Mastema floated to the crater and looked on in sadness.

Issei gazed upon her forlorn face and sighed. It's gonna be alright, Mastema. I know this is horrible to look at.

She looked back to Issei and nodded, wiping a few tears from her mismatched eyes.

"Who do you think did this?" Irina asked.

"I have a few guesses but we need to call this in," Ingvild answered, pulling out her AS. She walked away from the group and began to make a call while the others just stood at the edge of the crater.

"So far… Shirone and I are detecting zero survivors." Kuroka's ears flattened against her head. Issei placed a hand on her shoulder and smiled at her sadly.

"It's okay. This isn't your fault," he said.

"I know. I just wish that we found at least one." She had a pained expression on her face as she stared at the charred shadow of what appeared to be a child.

"Okay… so Rikka-danchou said that she and Bova are coming along with… Lady Salem." Ingvild walked back over to the group with a serious expression on her face.

"Lady Salem? The British Head?" Issei asked.

"Yes, Danchou said that Lady Salem wants to personally look into this matter," the violet-haired Leviathan girl said. "It… has partly something to do with Ophis's manifestation in our world. Alarms went off at every Blacklight base across the world. They said that this was the first time in five hundred years that Ophis was detected exercising a vast majority of her powers in our world and now this…"

"We can talk to her about that too. Maybe she knows a way to help Ophis restore her full power without having to…" Issei looked down at Lilith, who had the same emotionless gaze on her face. Said Infinity Loli looked up at him and tilted her head cutely.

"They'll arrive in a few minutes via Warp Gate." Ingvild put her AS away and nodded.

"There's nothing more we can do here. We should go help with the evacuation. It's obvious that our culprit no longer exists." Kiba nodded to the crater. The others agreed with him.


"So you found nothing huh?" Sirzechs placed his hand on his chin and looked at his sister.

"Nothing. Whoever did this… blew themselves up. There's absolutely no trace of them left other than the crater," Rias said.

"Suicide Bombing…" Ajuka muttered, "Even with Lilith and Beelzebub at the head, they've never attempted something so brazen."

"That is true. But… then again, we aren't dealing with them."

They all turned at the sound of the new voice that announced its presence.

"Senpai and… Lady Salem!" Irina and Mitsuki both bowed. Ingvild followed suit along with Issei.

"Dear me, please don't bow." Her accent was soft and alluring to others but to Issei, Ingvild, Irina, and Mitsuki, this woman was a walking tolling of the bells. Her authority could be heard right in the inflection of her voice. "Raise your heads, you four… you act like I'm going to rip your faces off on our first actual meeting."

(Oh?) Mastema eyed her keenly. Her smile threatened to split her face in half. She remained silent and continued to watch. The two dragons must have sensed it as well, considering the reaction she's feeling.

[Issei… whatever you do, be wary of her] Ddraig warned.

"Huh?" His confusion made itself known to the two dragons inside the Boosted Gear.

|That woman… she has a Divine Key| Tiamat said.

"What's a Divine Key?"

[A Divine Key is a powerful weapon from the Biblical Pantheon. They were created long before the Great War and are said to be manifestations of the Divine Tree Sefirot itself. Each one is as powerful as one of the High-Tier Longinus but we're deemed to be lost to time after the Great War. There exists Eleven Divine Keys. From what I remember, Lucifer wielded Divine Key: Da'at, Michael wielded Divine Key: Hod and Gabriel wielded Yesod. The rest I don't know…] Ddraig explained.

"Hello, Red Dragon Emperor. It's nice to finally meet in person," she said. She brushed her white hair to the side and smiled at Issei. "And I extend my greetings to you as well, Unholy Empress of Destiny, White Dragon Emperor, and Switch Princess."

"S- Switch Princess! I.. I don't go by that anymore!" Rias's face turned red at the mention of that horrid nickname.

"Huh? I could've sworn. Was our intel wrong?" she tilted her head in mock confusion. After a few seconds, the woman coughed into her hand and straightened her habit and robes. "With that out of the way, allow me to introduce myself. I am Salem Davies, British Chapter Head of Blacklight and the representative to the Celestial Council and DxD."

"It's nice to meet you, Ma'am," Irina said.

Issei and Mitsuki nodded their heads rapidly.

"Right so where were we before introductions?" Salem asked.

"We should take this to a more secure venue. Being outside opens us up to people listening in to important intel," Sirzechs said.

"Yes, that would be better." Salem nodded at him. She spotted a tuft of green over Sirzechs's shoulder and smiled. Said owner of the green hair froze and waved awkwardly at her.

Eren narrowed his eyes but chose not to say anything.

"Well, Sir Lucifer. Lead on."


"Layla. You mind waiting outside?" Issei asked.

"Umm… sure," she said. Layla had been left behind at the Ars Nova by the others when they went to assist Issei and Vali in fighting Ophis. Needless to say, her time here had proven to be rather interesting. She gave him a warm smile before walking out the door. He nodded to Salem and closed the door. With the Four Maou and a leader of Blacklight gathered in the same room, the meeting had truly begun.

Issei took his seat in between Irina and Rossweisse.

"Good. Now that we're here. I'd like a few questions answered before we begin. At approximately 1500 hours today, all alarms went off at all our bases as we picked up signals of the Ouroboros Dragon using a vast majority of her power in our world." Salem looked at the Maou and at DxD. "Why was she reacting in that manner?"

"She was…" Issei began.

"She was what?" she asked.

"She-..." Issei said.

"I know that this is going to be interesting. This dragon seems to possess some of the Infinity Dragon's power. I can already guess why she was going after her. The life of a Shard is difficult…buuut, we need to talk about more pressing matters, Mister Red Dragon," Salem said, leaning in to inspect Lilith.

"A- Alright," Issei said.

"Chin up, we'll talk about this later. Right now, we need to discuss a more pressing matter. The matter of the attack on Lilith and on Glendale," Salem said, walking back to the center of the floor.

"Yes. It seems that your predictions were correct," Ajuka said.

"They weren't mine. Dantalion came up with these. She's far more familiar with Serpent's Seed than I am because of her age. Are any of you actually familiar with the history behind the organization?" Salem asked.

"No. We just saw them as a faceless terrorist organization ever since… Beelzebub," Sirzechs answered.

"Well, some basic info. According to Dantalion, Serpent's Seed is far more vast than we anticipated. They go beyond SEED Corporation. It's how they were able to remain undetected and outmaneuver us all." Salem turned to them.

"How vast?" Issei asked.

"They control over a third of all global affairs in the human world." she closed her eyes and sighed. "I'm telling you this because there's a big problem going on within the organization itself. This could spell the possible collapse of many things within the human world and possibly trigger a war."

"A war?"

"Yes. Serpent's Seed, according to what Dantalion knows and uncovered, has its fangs hooked into every major world power and has vast economic influence across the globe. A crisis of leadership can have far-reaching consequences as you saw," she said grimly.

"Glendale."

"Yes, but we were never able to fully confirm it until now. Do you think that Lilith was the only place attacked just now?"

They all looked around and nodded.

"Well, shortly before Ingvild called us… multiple locations, specifically multiple locations affiliated with Serpent's Seed, were attacked across the globe. All differing in how they were. Some were bombings, others were shootings, and we had one confirmed freak tornado," Salem said.

"Does that mean what I think it means?" Ajuka asked.

"Yes. They are experiencing a crisis of succession and are currently undergoing a civil war." Ajuka placed a hand on his chin. His suspicions had been confirmed just now as was the suspicion of other members on the council.

"So who's in charge of Serpent's Seed now?" Issei asked.

"We assume that it's Leviathan. However, judging from recent events and the intel provided to us by Issei, even if he is in charge, he doesn't have any control over the organization." Salem sighed and closed her eyes. "So far, Issei has provided us with the identity of one of the dissenters. We believe it to be Belial but we're not sure if he's in charge or one of the mooks of someone else. We need to investigate this further."

"I see. Considering that Serpent's Seed seems to be made up of Devils long thought to be dead, it stands to reason that this person is in fact the Original Belial."

"But then again, we don't know if it is. It could just be someone using Belial's name and identity. We also don't know how much control Leviathan still has over the other demons." Salem let out a frustrated sigh.

"I understand how you feel. Fighting one giant organization we can't properly track was hard enough. Now, we could possibly be warring with multiple shadow organizations all at once," Ajuka said.

"Well, as of right now, we have Lisa from the American Branch investigating the blast site and assisting with looking for missing persons. If we find anything important."

"Thank you."

"This is a chance for us."

Everyone turned to Sirzechs, who had a contemplative expression on his face.

"They're all in discord so we can go and wipe them all out in one fell swoop. Two birds with one stone. We can take care of both groups whenever they attack each other." He looked at them.

"Hmmm... that sounds like a viable plan but our only point of reference on where they attack is SEED Corporation buildings. Tracking them anywhere else will be difficult." She plopped down in her chair and crossed her legs.

"For now, we should focus on what we know and intercept them there. I assume that you'll keep an eye on the Human Governments for any activity?" Ajuka asked.

"Of course, we've been monitoring the human world since the conception of the Organization."

"Good, then we'll need all the intel we can get from that. I think we need to go discuss things further with the council. Let's call this for now and reconvene later," Ajuka said.

Salem nodded. "We'll continue to investigate Lilith and what happened here. Don't worry about the human world. Our teams have them covered. Just focus on helping us analyze the intel we send your way."

And with that, the brief meeting concluded between Blacklight and the Four Satans. Salem prepared to go back out into the city to help with evacuation when she heard someone running up to her. The Nun turned around and saw Issei and the others standing behind her.

"Oh? Red Dragon? Did you have something you wanted to say?" Salem asked.

"Yeah, actually. We wanted to talk about Ophis," Issei said.

"More specifically what she did just a few hours ago," Rias added.

"Ah, I did say that we were going to talk about it. Ophis probably wants to consume this girl in order to restore her full power, I'm guessing." Salem glanced at Lilith (dragon) and scrutinized the Infinity Loli with her intense gaze. "Hmm… I've never seen someone fight for the life of a Shard before. The last Shard that was on Earth was Jesus Christ and we all know what happened to him. Usually, the creator doesn't even need to take their shard back since their power would naturally recover but Ophis is a special case. Well, I guess Great Red now too."

"Special case?"

"Yes. I'm sure you've had access to the Archives and looked up File Infinity. If you haven't then, let me explai-"

"No, no! It's fine. We've seen File." Issei's mind flashed back to one of the first things they did when they got access to the Blacklight mainframe.

"Right but that's only the surface of it all." She looked over her shoulder to make sure that the Four Satans were out of the room. Information like this was not to be taken lightly and if it got out, then the entire world would be flipped on its head. She was already taking a risk telling them but she figured they would find out eventually.

"What I'm about to tell you you must never tell anyone else," Salem warned.

"Why not?" Irina asked.

"This information is not to be taken lightly. There's a reason as to why very few people know this. Only the higher-ups in Blacklight are aware of this as well as very few pantheon heads," Salem said. "Now, what did Ophis say to you?"

"She didn't say anything. She showed it to me. That I need to find Him. But when I confronted her about it, she looked confused and said that it was impossible. That he already died a long time ago," Issei said.

"I see… so there is a connection between them as more than just siblings," Salem said.

"Are you referring to?" Irina remembered the entry they had read.

"Yes. I am. I am referring to Yahweh, the Biblical God."

Every devil in the room flinched as soon as his name passed through her lips. However, the pain of the headache was ignored in favor of shock. Yahweh. The God of the Bible who passed away from the Great War as related to Ophis? The very weight of that information fell on all of them, even the ones who knew that information already.

"W- Wait! By what you said earlier, you mean that they're…"

"Brother and Sister? Yes on both accounts. They're twins to be exact," Salem said.

"But… that would mean that the-"

"God of the Bible is a dragon? No… no, no. He's a Primordial Entity though he's not as powerful as Ophis or other members of the Top 10. His main specialty lies in Creation after all. But don't underestimate him, what he lacks in power, he makes up for in intellect. Quite possibly he was one of the, if not the most intelligent deity to ever exist." Salem placed her hand on her hips.

"So we need the God of the Bible in order to restore Ophis to full power? We might as well just hand Lilith over to her right now," Mitsuki said.

"So this was all for nothing then?" Issei looked down at the ground, fists clenched in frustration. Can't they ever catch a break when it comes to losing people? It seems like the world wanted to take everything away from them at the moment.

"Actually, there might be a way for this to work," Rossweisse said. The others turned to her with a curious expression on her face. She sighed and wondered how some of them had earned the title of genius. They had a way. Issei even said it himself just a while ago. Seriously, was she the only one who remembered this? "We use the Sephirot Graal. Maybe we can contact his spirit or something to help us restore Ophis to full power. Or maybe it can even fully resurrect him! It worked with the Evil Dragons, why can't it work with a God?"

"It's never been tested before if the Sephirot Graal is capable of resurrecting a God, much less one as old as Yahweh. There's no harm in trying but I will have to accompany you just in case something goes wrong," Salem said.

"We should contact Valerie then and get it all set up!"

"Wait. Don't do it now. Do it later. When I can watch all of you," Salem said.

"But we have Senpai with us! If something goes wrong, we can just contact you." Irina smiled and gave her the puppy dog eyes.

Salem looked at her like she was insane. Resurrecting a God was never tried before, even when Blacklight had control of the Sephirot Graal. What's more was that if they tried to do so, that vampire's mind would cease to exist. There was more to the Holy Grail than this group realized.

"Fine… I'll leave Lisa in charge of things here if you so insist on this folly. Just remember that I'm not responsible for what happens to the girl," Salem said.

"Then let's head to Romania!" Issei said.

Salem remained silent as the group congratulated themselves. Rikka stood next to her, silent on the matter.

"Are you going to tell them?" Rikka asked.

"It's better that they find out for themselves. Even the Sephirot Graal has its limits to what it can and can't control," Salem answered.


Romania


Valerie Tepes sat alone in her room. It was a rainy day in Romania. The sun wasn't out. Clouds hung overhead and rain lightly battered her window. It was on days like these that she loved to just sit and relax by the window. She felt free for the first time, even if she had to deal with the Sephirot Graal. Just being free from her duties as Queen of the Tepes Faction was enough for her.

Valerie often wondered what Gasper was up to. Ever since he had left to go back to Rias, he never visited not even once. However, for his lack of visits, Gapser more than made up for it in calls. He detailed to her everything that had happened and she knew what went on. From Issei's falling out with the girls to the war against the Prime Demon Lilith, she had heard it all from her friend.

"I wonder… what's going on now?" she mumbled as she gently stroked the canvas with her brush. Painting was a new hobby of hers. It might as well be. She could talk to the dead of the Other World. She knew of what they went through and decided to paint it. One of them had a most interesting tale to tell her. A young woman, who upon death, had seen a being who regarded her world as a game board for their own amusement. That sent chills down Valerie's spine. And with that knowledge, she tried to see this being that she had heard of only to find nothing.

"Just put a happy little tree." Valerie smiled, remembering a certain famous author.

Her smile grew wider when she sensed a familiar burst of magical power outside her window. Did they finally come to visit her after all this time? She beamed and went to go get them at the door when she sensed something off.

"A taint… A taint on the soul… how vile… how disgusting…"

Valerie gripped the sides of her head. The Concept of Life. So ancient and so vast. A being of infinite power whose entertainment was her suffering.

She shrugged off its words and went to go get the door. Her hand reached the knob of the front door when her head threatened to split open.

The Concept of Life was making its disgust known to her. She powered through, shakily opening the door. Upon opening it, her headache disappeared when she saw Gasper and the others standing there. There were a few faces that Valerie didn't know but she would make sure to get to know them later on. Faint whispers entered her head, most from the spirits and one from Life.

"Val!" Gasper ran up and hugged her tightly. Valerie smiled and wrapped her arms around him.

"I missed you, Gasper." She nestled her chin on top of his head and closed her eyes. A soothing aura emanated from her body into Gasper.

"Hey, Valerie." Valerie looked up upon hearing her name and her eyes grew wide. A black shadow stood next to Issei, looking at her with mismatched eyes. Just looking at it made her skin burn.

What is that thing? She thought in fear.

"Valerie?"

"Huh? Oh, I'm sorry. I sort of spaced out for a second." She laughed and let go of Gasper. The others looked at each other oddly before shrugging.

"So who are they?" Valerie asked.

"Oh! Right!" Issei gestured to Rikka, Bova, Ingvild, and Salem. "The one with black hair and red eyes is Rikka-senpai. The one with brownish-red hair and green eyes is Bova, the purple-haired one is Ingvild, and the nun is Salem. They're new friends of ours!"

"Ah, that's wonderful," Valerie said with a strained smile. The shadow was next to her now.

(You can see me can you not?) the shadow said. Its voice was feminine, suggesting it was female but it carried an air of power and authority inside it.

The dhampir did her best to ignore her. She sent the shadow a discreet eye glance. A smile appeared on its face.

(You're the second person to… but that is to be expected) she said.

"So Valerie!"

"Huh?"

"We actually have something we want to ask. I know that it's hard for you to use Sephirot Graal because of the… things that'll happen to you but we really need it," Issei said.

"You want me to use Sephirot Graal?" she asked. What did they ever need this cursed object for? Did they have someone who was dead they wanted back? If so, why not go beg a God of Death or use an Evil Piece? Why did it have to be her?

"Yeah, we want to revive a God!"

"A what?"

"Idiot!" Irina smacked the back of Issei's head. Kuroka and Rossweisse shook their heads at Issei's bluntness.

"You want me to resurrect a God?" Valerie asked. "Do you even hear what you're asking?"

"Can you not? Sephirot Graal was capable of resurrecting Dragons as powerful as Azi Dahaka and Apophis during the War. Resurrecting something like a God shouldn't be out of its range," Rias said.

"It's just… this and that are different! Gods possess fundamentally different natured souls from beings like Vampires and Dragons!" she stated.

"Fundamentally different?" Issei and the others looked to Salem.

"She's right. Gods possess an Essence, which is similar to a soul but not the same. In Hinduism, it is called Atman. Jainists called it Jiva while the Jews referred to the essence of the Divine as Atzmus." Salem crossed her arms.

"Still… it is a soul, right? Just for a God," Issei said.

"At the base level, souls and Atmans are the same things yes," Salem clarified.

"See! So we can resurrect a God!"

"Still! Even if at the conceptual level, they are the same. I've never tried or even dared to attempt recalling an Atman from beyond death! It's just not right! The war has messed with life and death for too long and if we try again, something really bad might happen!" she said.

"Something bad?" Gasper asked.

"She's referring to the Concept of Life," Salem answered.

"But still, if we don't do this, Ophis will tear the world apart just to get to Lilith. We have to at least try," Issei said. "Please, Valerie! After this, we'll never ask you to do this ever again."

"Mmmm…" Valerie bit her lip. Recalling an Atman was something she had never tried. When she was born and awakened this cursed gear, she was well aware of how the souls of mortals and gods were made. Of who made it. Of what lied beyond the borders of life and death and who managed them. But the looming threat of Ophis made her consider their decision. Surely, Ophis was more terrifying than the Concept of Life.

After all, the concept of Chaos and Infinity preceded it.

"..."

Valerie gulped and nodded.

"I- I'll try," she said, "Please stand back and put up a shield. The Divine power might kill the Devils in the room. Now, who are we bringing back?"

"The God of the Bible."

"Huh?" Valerie's jaw dropped like a brick. She gaped at them like a dying fish.

Issei just looked back with a smile while the others groaned. Changed, he might be but there were times when his idiocy shined through.

"EHHHHHHHHHHHHHHHHHHHHHHHHHHHHH!?"


Okay, first off, I'd like to say: Please don't kill me. I understand that there are somethings about Atman that is more than just it being the soul. If that statement is wrong, please tell me, but also remember that this is fanfiction. Moving on! Yes, the God of the Bible! That God of the Bible! The Angels' Dad and the Devils' Grandfather! He is Ophis's younger twin brother. Hahaha! And now, we begin to move further into this conspiracy. I won't have any devil attacks for one more chapter since... uh, Ophis is a greater threat at the moment and like Salem said, they're impossible to find unless they move against each other.
