Wilkins met with general Gardner. They both controlled mini-kingdoms in Hell, both tried to make life as pleasant for their citizens as possible, made it easier for them to want to fight for their side. Today they were meeting to make an alliance.

Wilkins: Thank you for agreeing to this meeting general.
Gardner: My pleasure mr mayor. Would you like a cigar?
Wilkins: No thank you, I don't smoke.
Gardner: Fair enough.
Wilkins: Let's get down to business. You have allies down on Earth, individuals who'd like to see the influx of immigration from Heck slow down. They are ofcourse rational enough to realize that if life in Heck is, well Heck, then all the draconian enforcement won't work. So they provide you with weapons, and comforts, to keep your people in line.
Gardner: What of it?
Wilkins: I'd like in on this deal. I can make life in this kingdom nice, pleasant.
Gardner: What's in it for me?
Wilkins: You get me as an ally. My daughter, Faith, I have made arrangements with certain people in charge of the torture chambers. My influence is not absolute, but they've agreed that, should anything happen to me, or Faith, or my wife Edna Mae, they get a get out of jail free card. They know it's good to keep me as an ally. A rogue slayer can help you expand your own territory.
Gardner: This is true, but I'd need some demonstration of this.
Wilkins: Fair enough. There's a wasteland, not far from here. Ruled over by Schmidt. He controls all the water, that's how he gets his subjects to obey.
Gardner: I'm aware of this.
Wilkins: Faith and a few of my minions could overthrow Schmidt, and give you control of this "kingdom."
Gardner: Sounds like a plan. I have spies in that area, people who also want to see Schmidt overthrown. I could provide your people with intel.
Wilkins: Good, we're doing teamwork already.
Gardner: You can do this, and I'll recommend you to my friends from Earth. One more thing, the rules of my kingdom are strict, but we allow alcohol, and other vices. I understand you don't allow these things.
Wilkins: Correct, it helps keep them good citizens.
Gardner: Some would prefer that, some wouldn't. Therefore, I'd like to suggest that anyone, from either kingdom, who chooses to immigrate to the other, should be allowed to do this.
Wilkins: That's only fair, I agree.
