Chunin Zaki stood guard outside the Main Village Gates early in the morning. Though the sun was just beginning to rise the heat of the desert was already climbing rapidly. The forty year old had been pulling guard duty for a few years now and his inactivity was starting to show by the way his gut poked out under his flake jacket. Bored, the beady eyed man observed a closed white curtain carriage approaching being pulled by four oxen. Eight Samurai walked single file on each side of the elegant cart with one in front. The lead Samurai, as well the four corners of the carriage roof, sported flags decorated with The Land Of Wind's Insignia. Sighing the larger than normal Chunin thought. 'Great, his royal jackass is visiting.'

The lead Samurai gave no sign of stopping as he approached the gate; proudly sporting his black goatee and long thin mustache the man walked forward without pause. This was a common measuring-of-the-swords-game, a polite way to put it, that the Daimyo and his Samurai played every time they visited. The pompous fool Seiji Okubo, Daimyo To The Land Of Wind, believed his people should simply recognize him at all times; so to kiss his ass better. Unfortunately for the lead Samurai and Daimyo, Hidden Sand's security detail was on high alert because of all the assassination attempts on the Leaf Village Delegates. Boldly and with purpose Zaki walked out in front of the approaching guards; gut bouncing. "Halt, present papers for passage into Hidden Sand."

"How dare you!" The lead Samurai exclaimed. "You would stand in the way of your own Daimyo, the honorable Lord Seiji Okubo!?

"I apologize if I gave offense, but we've had several attacks lately and the enemies have proven elusive in their infiltration tactics." The Chunin explained respectfully as possible.

"The incompetence of you Ninja is no concern of Samurai!" The guard exclaimed, beard and mustache flailing comically. The fool actually shifted the flag to his left hand as he began reaching for his katana with his right. Angrily he shouted. "Move yourself from the Lord Daimyo's path right now!"

Calmly Zaki waited for the idiot to produce paperwork; truthfully he felt bad for the Samurai. The Daimyo was the one who forced these ridiculous confrontations simply to remind the Shinobi of Sand he was important; not that they didn't know that already. With a look of disgust the Samurai finally reached into his breast plat and handed over a scroll. The overweight Chunin verified the Kazekage's seal and handed it back. Suppressing a groin the man then asked. "May I please see Lord Daimyo to verify it is indeed him in the carriage, and that he is with no one he shouldn't be?"

The red face and gaping mouth of the overly proud Samurai was comical to say the least. The Sand Chunin found it difficult not to laugh in his face. Suddenly, a voice full of authority rang out angrily from the closed curtain carriage. "Enough of this nonsense! Show the fool gate guard who I am so we can get on with our day!"

The two Samurai at the head of each line of eight approached the front curtain and parted it with a bow. Zaki could see inside the whole covered area and the angry face of an extremely overweight Daimyo. Dressed in a fine exquisite blue kimono that looked like a large window drape, grayish black hair, thin goatee with matching mustache, and a fan hat that sported the Land Of Wind Insignia; their was no doubt this was Lord Seiji Okubo. His most trusted military advisor, a bald man named Dai Chino, sat next to him in a lose fitting golden kimono complete with a black pointed pyramid hat and tassel. (1)

Bowing respectfully the Chunin said. "My apologies Lord Daimyo, but we are taking every precaution as of late regarding security; both for your own protection as well our foreign guests."

"Very well Chunin." Seiji spat coldly. "As you can see I am me; now get out of my way. The honorable Samurai need rest from the long journey through the desert."

'As well your poor oxen.' Zaki thought amused as he allowed the foolish Lord into Hidden Sand.

Passing through the gates, the Daimyo's escort made its way up the busy main street headed for the Kazekage's Manor. The Samurai never faltered or paused as they expected everyone to get out of the way. At one point a young girl was chasing a ball across the road and was almost trampled; only to vanish at the last second curtesy of a passing Sand ANBU. Reappearing off to the side the Sand Shinobi placed the child down and gave her back the ball. With a smile the mischievous blonde imp thanked the man and ran off.

The Daimyo's curtain hadn't been closed so he saw his own procession approach the manor. Rasa and his two oldest stood out in front of the Sand Advisory Council waiting for him. 'Humph, Shinobi.' The pompous Seiji thought to himself. 'Think they can stand above the common people, as well myself, the 'Daimyo' Of Wind, simply because of their so called jutsu tricks; the arrogance of these empowered peasants.'

Coming to a stop the obese man managed to climb down from his carriage with help from his Samurai. Walking up to the Kazekage both men gave a standard bow of polite greeting. Rasa began speaking first saying. "I'm glade you could get here so quickly Lord Daimyo, we have matters of the upmost importance to discuss."

"I'm sure." Seiji said flippantly. "After all what could be more important than the problems of Shinobi."

The brunette leader of Sand was quite used to this man's attitude regarding Shinobi and didn't let it faze him; though Kankuro's eyes slightly narrowed while Temari's right hand barely clinched. Nothing more was said until everyone was situated back in the Advisory Chamber. Both kids took chairs next to their father while Baki sat next to Temari and Elder Chiyo sat next to Kankuro. The Daimyo sat across the circular table directly across from Rasa.

"So, I hear you've been having trouble with that old thief Onoki." The Daimyo began stroking his beard with a single finger.

Resisting spewing the first couple of fraises that almost came from his mouth, the Kazekage explained respectfully as possible. "Roque elements from Hidden Stone have attempted to kill a young girl in our care because of who her father was. We have managed to keep the child safe from those that wished to harm her."

"Barbarians." The disrespectful man scoffed. Everyone present knew the insult was to all Shinobi and not just the rogues from Stone.

"Lord Daimyo, as I'm sure your own advisers have mentioned, the world is in peril of another Great Shinobi War." Rasa began earnestly. "Hidden Sand and Hidden Leaf have begun negotiations to support one another in this possible coming conflict. Our hope is the alliance can actually deter this war from ever happening. Negotiations have hit several snags, both from Leaf and Sand, but finally began yesterday. We would like you to review what has been bargained so far as to gain your wisdom and insight for the contract."

Indicating the Kazekage to hand over the scroll, Seiji waited for the thing to make its way around the table. Taking his time to read over the document and judge the points listed, the man began wondering how to get more out of it. "Correct me if I'm wrong Rasa, but Hidden Leaf and The Land Of Fire need us right now more than we need them?"

Several Advisors showed small signs of anger at the blatant disrespect shown their leader. The Kazekage didn't let it effect him as he explained. "That is misconstrued Lord Daimyo. If Fire and Leaf should fall, realistically, we would be next. Lightning and Earth would not sit idly by when they would be in a powerful possession to eliminate all competition and foreign powers. We need this alliance as much as our neighbors; and they are themselves aware of that truth."

"Still, it gives us better position to stress points and gain greater benefits in trade." The greedy man stated smiling wickedly. "Two points that jump out at me are the lucrative partnership with Haruno Exports and this 'Bijuu Puppet'. First, before this demonstration Leaf has so 'graciously' decided to give, I would like to speak in private with Lady Namikaze on just what is proposed between our business ventures." Shooting Rasa a smirk the fool continued. "As for the Bijuu Puppet, isn't Puppet Mastery something Hidden Sand is most known for?"

"Yes Lord Daimyo, it is." The Kazekage confirmed unflinching. "However, I believe it is more the Fuinjutsu aspects than the actual puppet that makes the Bijuu Puppet possible. Fuinjutsu has always been the Uzumaki Clan's greatest known ability."

Chuckling cruelly the extra wide Lord asked mockingly. "Doesn't it sting your pride Hidden Leaf improved upon one of your most famous art in a way you couldn't?"

Rasa resisted rolling his eyes at the fool's stupidity. As he clearly stated to the man Fuinjutsu was the unknown element; not a special puppet. Deciding to finish this meeting before he lost his temper, the Kazekage concluded with an offer he knew would shut Seiji up. "We will send an invitation to Lady Namikaze to met you for lunch. If that is all may I interest you in breakfast, Lord Daimyo?"

…. Leaf Hotel Training Room ….

Blossom watched as her daughter attacked Kakashi in a one on one spar. So far the man wasn't really trying to fend off the young girl, even if he wasn't reading his orange book anymore; though that was mostly because two moms were watching. The one and only time he tried reaching for it Yoshino had hurled a kunai with a fake explosive tag attached. The message had been clear and the scarecrow looking Shinobi hadn't tried again.

Of to the side Shikaku was sparing with Shikamaru. The father and son appeared to be mainly going through the motions to please the Nara Matriarch. Both had been happily taking a nap until the brunette woke them up by violently upturning the chairs they were using. Off in the distance Naruto, Hinata, and Izumi were inspecting the horse sized Kyuubi puppet that was delivered that morning. Everyone else was away doing other things.

"Sakura is coming along nicely." Yoshino observed. "If she can keep it up she'll be one of the best at Taijutsu amongst the Kunoichi of her class."

Blossom smiled kindly at the former Jounin. "Thank you, my daughter really does try her hardest to be the best. I think it's because she can kind of feel close to her father in someway during training. Kakashi and Jiraiya help her to improve as often as possible, but they still have little time for much else except duties to the village."

Looking over at the two sparring Nara men the pinkette said politely as possible. "Your son is coming along strongly as well; I think. Admittedly I'm not one who possesses the skill to gage the strength of Shinobi, but from what I have seen he is doing wonderful."

Yoshino shot her son an annoyed look and asked. "Exactly what are you comparing him to Blossom; a headless flopping chicken? If my lazy ass husband doesn't start to press him harder I'll have to; then I'll take out my frustrations on Shikaku's head."

The pinkette searched for the words to say in hopes of calming down the Nara Matriarch, but was saved from needing to do so by Sugawara. The boy cleared his throat to get her attention and said. "Sorry to bother you Lady Namikaze, but you have a message. One of the Wind Daimyo's Samurai delivered it moments ago."

Blossom thanked the young man and broke the official looking seal. Scanning the document the Namikaze Matriarch sighed; she figured this might happen but hoped it would be after the Bijuu Puppet demonstration. Handing the thing over to a curious Yoshino the woman began going over preparations for the lunch. She would meet the Daimyo at the Golden Scorpion and was asked to bring her lovely daughter; plus a bodyguard if desired.

"What are you going to do?" The Nara next to her asked concerned.

"First, stop the spar between Sakura and Kakashi so my daughter can go get ready. Not sure who I'll take as guard; most likely the Wind Daimyo is hoping I brought Samurai." Blossom groined.

Getting her daughter's attention the woman explained what was happening and sent her to get ready; they would have to leave soon. Kakashi watched his surrogate baby sister leave and stated. "I think Zisho and his team would be best for guard detail Blossom. A team of Genin wouldn't be as intimidating as multiple Jounin."

"Your probably right Kakashi." The pinkette agreed smiling, happy to have a workable solution. "If you'll both excuse me, I must also go and get ready."

Yoshino watched the woman leave, an expression of annoyance on her lovely face at the invitation, and then headed for Izumi. As the brunette got close to the three kids she noticed Naruto attach chakra stings to the wooden construct to make it stand. The nine tails sticking out of the back end swayed in a random patterns as the head tilted to the side in a mock curious animal fashion.

"That's impressive Naruto, how much control do you actually have over it?" The Nara asked curiously.

The three children turned at Yoshino's voice and smiled. The redhead made the puppet carefully walk up to Shikamaru's mom, mainly because of concentration, and nuzzle her hand. The woman played along and rubbed the wooden head between the fixed stiff ears. "I'm sorry to break this up kids, but Izumi is needed upstairs. Team Five is going to accompany Lady Namikaze and Sakura to lunch. The Wind Daimyo invited her to the Golden Scorpion and the Genin will serve as bodyguards."

The Uchiha gave a mock salute and turned to hug her brother. "I'll be back soon Naruto-kun. Try not to overdue it playing with this thing; you need your strength for tonight."

The little boy smiled at his sister, releasing the chakra strings to give her a hug, and walked off with Hinata to see if Shikamaru wanted to play shogi. Izumi watched them walk off holding hands before turning away to go get ready.

…. Golden Scorpion ….

Sakura walked next to her mom in lead off Team Five. She and Blossom had dressed identical in elegant cream colored kimonos, silver Leaf Symbol earrings, and simple silver necklaces with hanging diamond pendants cut to look like kunai. The young pinkette knew the jewelry had been a wedding gift from Grandpa Jiraiya to her mother on the day her parents married, the child's personal set was actually gifted by the old hermit the day of her birth, and they were never worn except special occasions; like the Hokage's birthday or Kyuubi Festival. So rare was it to see the beautiful pieces more than twice a year, Sakura had asked her mom why they wore them to meet a foreign Daimyo. Blossom's reply had been rather hard spoken. "Seiji Okubo is a man that thinks little of Shinobi; or so I've been told by many people in both Wind and Fire. I want him to remember who my husband was, how your father was, before he opens his mouth and shoves his foot down his own throat; not that I truly believe the jewelry will help in that regard but it's worth a shot."

Walking up to the front of the Golden Scorpion the young pinkette saw a middle aged couple headed their way; looks of outrage were apparent on their faces. "I can't believe the nerve of that man." Sakura heard the husband say to his wife. "The Kazekage at least had the decency to schedule days in advance before shutting the place down to host the Leaf Delegation; fat fool thinks he's better than everyone else and goes out of his way to show it." (2)

Walking into the deserted restaurant the Namikaze Heiress saw the staff trying to hide nervous and angry facial expressions. Looking up to Blossom, confused about how to handle the situation, the girl saw a mask of complete blankness with green eyes smoldering in anger. The mother looked down at her daughter when she felt the staring and whispered. "Smile and act polite. As ridiculous as this is we must still show a level of respect to the Wind Daimyo; no matter how poorly he treats others."

Finding the table set aside for lunch wasn't to hard. It was surrounded by staff with the fattest man Sakura had ever seen. He took an entire side to himself with his waist sticking out into the isle on each side. The blue kimono he wore could have been turned into a wardrobe to feel the closet of either pinkette. On his left sat a bald man that was almost comically skinny in comparison. When he saw the Namikaze Women walking up the much more polite man stood and bowed low. "Greetings ladies, thank you for coming. I am Lord Daimyo's Chief Military Advisor, Dai Chino, and this is his majesty Lord Daimyo Seiji Okubo."

The Daimyo just gave a nod in greeting at the introduction; obviously getting up was to much of a chore. Both mother and daughter bowed respectfully before sitting down. Several staff quickly came over and placed an assortment of premade appetizers down, as well a hot kettles of tea. A waitress fixed the Ruler of Wind a cup with one dollop of honey before politely indicating the various fixings for everyone else. The Military Advisor took his cup plan while Blossom and Sakura asked for cream.

"I'm sorry this was done on such short notice Lady Namikaze." Seiji said starting the conversation while stuffing three hole egg rolls in his mouth. Cheeks full he continued. "Hidden Sand doesn't truly offer the highest quality goods, not like you would find at the capital Ismuvari were I live, but this establishment is passable; mainly because of the various cooks' skills."

"This is fine for us Lord Daimyo." Blossom was quick to assure while using chopsticks to plate a couple of Gyoza for herself and Sakura. The little girl shot her mom a confused look, neither were very big on starters, but said nothing as she politely ate one of the dumplings. "I hope you're journey was a pleasant one?"

"It was hot like always." The man scoffed spraying bits of breading from his mouth. Taking a drink of tea the Lord looked over Blossom's shoulder and glared at Team Five. Zisho had seated his student one table away; the staff had politely given them a pot of tea and various appetizers as well. "I see you brought Shinobi with you."

"I wasn't given a Samurai Guard by Hidden Leaf." The woman explained with forced politeness. Blossom then looked over the Daimyo's shoulder to glance at his detail standing tall and at the ready. 'My guards set relaxing while his stand and stay on edge; yet I bet if we ordered a strike at the same time mine would kill the fool faster than his could pull swords. Nothing against Samurai but I know a Shinobi can kill you easily with only the flick of a wrist while setting relaxed; Minato did it all the time, using toothpicks to massacre flies when he was bored.'

"So shall we get down to business?" Blossom said coming out of her thoughts and fixing another cup of tea. "My main interest revolves around your iron minds and glass making industries."

Sakura lessened bored for thirty minutes while the Daimyo and her mom went over the finer details of the business agreements. The fat fool kept trying to get the older pinkette to agree on dealings regardless of the treaty outcome. He appeared to have a low opinion of a woman's intelligence in matters of business; every time Blossom caught his specific phrasing meant to gain investments outside of Sand and Leaf's involvement he looked genuinely surprised. Eventually the overweight jackass gave up, mainly because the main course of Peking Duck was brought out, and tried to guide talks into world political issues; primarily focusing on scandalous rumors involving various noble families.

The little Kunoichi did everything in her power to act normal and polite as the Daimyo grabbed one of the three birds to himself. Ripping off a leg he tried to engaged her mom in gossip regarding the Land Of Claims Daimyo; apparently the man's teen daughter had been caught in a supposed compromising position with her Ethics Instructor. There was, however, several inconsistencies that made the story seem false, but the fact they would allow themselves to be in a situation that would allow rumors to grow was scandalous in and of itself; nobility should simply know better than to behave like common folk.

The whole lunch aggravated Sakura to no end. It was just as bad, if not worse, as entertaining Tanie Hikori and his son, Sou, back home. Honestly, the girl had know idea how anyone could be so self centered and greedy. They were surrounded by waiter staff because the man demanded people be at his beck and call; inconveniencing other patrons with reservations just because he could. Finally the man did ask something that caught the girl's attention.

"So, exactly what is this Bijuu Puppet that has Sand so excited?"

Sakura blinked rapidly trying to bring her brain up to speed with the conversation. Looking up at Blossom the girl wondered just how her mom would answer. The older pinkette just smiled and explained. "I'm not sure how to explain it Lord Daimyo, my knowledge of such things is limited. All I know is that it's a tool to help Jinchuriki with the Bijuu sealed within themselves."

"Surely such a thing is a common achievement for individual villages." Seiji said dismissively. "These Shinobi make a big deal out of controlling something already contained."

"That's not fully accurate my Lord." Dai Chino spoke up hesitantly; speaking for the first time since the conversation began. "From my own studies involving the Three Shinobi Wars, I know the Jinchuriki can be temperamental weapons that destroy both ally and enemy alike. More often than not they are unreliable attack measures that get deployed only when the loss of ones own Shinobi is at best minimal. Actually having the means to better control that power, or at least properly aim it, would be highly beneficial to Hidden Sand; or any Hidden Village really."

Seiji looked thoughtful as he contemplated the words of his adviser. Shrugging the man said dismissively. "Doesn't matter either way I suppose, I'll have a better idea of the jutsu's worth once I see it."

Blossom decided now would be a good time to leave. Giving her most award winning smile the green eyed woman excused herself. "If that is all we need to discuss Lord Daimyo, than Sakura and I shall take our leave. We have both eaten more than enough and thank you kindly for the meal."

"Oh yes, that will be fine Lady Namikaze." The grayish black haired man said jovially. As both ladies stood the Daimyo continued. "Perhaps we can have breakfast tomorrow morning before I leave? I so do enjoy more proper civilized company; not something I normally get here in Hidden Sand."

'By all the powers that Shinobi can weld is this guy is full of himself.' Sakura thought incredibly. Forcibly continuing her stupid cute smile the young girl mimicked Blossom's polite bow. Both left with Team Five surrounding them in a show of force.

…. Later That Day ….

Rasa looked on calmly as he approached the hotel the Leaf Delegation was staying at; however, on the inside his stomach was in nots at what this day could mean. Behind him walked his two oldest children and the entirety of the Advisory Council. Ahead of the Kazekage and his group, the Samurai escorted the Daimyo on a Sedan Pole Chair with Advisor Chino walking close behind. As the side streets they now took weren't as wide as the main village road, the oxen pulled carriage was just to large and cumbersome to be of use; so, four strong and abled bodied Civilians had been hired to cart Seiji around.

Coming to a stop right outside the door to the building, the four men set the Daimyo's chair right in front of the entrance. The Samurai quickly moved to help their round employer off the seat and the four Civilians moved the litter out of the way the instant Lord Okubo was standing. Rasa took notice of the sheen of sweat glistening of off the servants' faces and decided to pay them extra when no one was looking. It was with some relief the group entered the much cooler hotel lobby.

The Kazekage barely had time to register Shikaku Nara before the man came up and bowed to Seiji. "Lord Daimyo, thank you for taking the time to see the demonstration; I know you must be a busy man. As such I won't keep you any longer than necessary, so please fallow me to the training area as we've already set everything up there."

The Wind Daimyo acknowledged the Leaf Jounin Commander with just the barest of nods. The Samurai took guard possession in front and back of their employer as everyone made to fallow the scarred faced man. It didn't take long to reach the underground training area, Seiji huffing and puffing horrible, were they met the remaining Leaf Delegates; minus Kakashi, Zisho, Ige, Sugawara, and Hano. All three young children stood with adult family members, Naruto, Hinata, and Shikamaru gawking up at the Daimyo in awe; they had never seen anyone so wide before.

When Sakura came back from lunch she had described in great detail the Wind Daimyo's appearance. None of her friends had fully believed the pinkette though; if anything she understated his size. Not realizing exactly why the three youths were staring Seiji tried to look even more imposing and impressive; after all they must be in awe of his majesty. Trying to keep things civil Blossom quickly came forward to greet the ruling Lord.

"Thank you for coming Lord Daimyo, it's a pleasure to have your company." The Namikaze Matriarch said as flattering as possible.

"Yes, yes, I know; now can we please get on with this." The overweight man said exasperatedly straightening out his purple kimono. "I appreciate you all understand my time is little and precious, you honor me with your kind words to that effect, but we need to conclude this demonstration soon. I'm sure your people back in Fire would agree with me."

"Of course sir." Kizaki agreed stepping forward. Hinata followed closely staying behind her grandfather's leg. "We just want to insure you that despite the extreme power that shall be unleashed there is no danger. Being in the presence of a Bijuu, even one that is suppressed, can be somewhat overwhelming to most."

"I assure you, good sir, I am not some commoner that will run screaming while raving about nightmares." The Wind Daimyo said flippantly. "You may proceed."

Shikaku turned to Naruto and gave a go ahead nod. The redhead grabbed his sister's hand and dragged her towards the puppet setting in the middle of the floor. As the boy approached the construct he made contact with his demon. 'Kurama, you ready?'

'Of course I am.' The fox answered bored. It sounded like he was waking up. 'How long will this take?'

'Not long at all.' The Jinchuriki answered his ally. 'I do have a request, can you put on a show?'

'A show!?' The caged demon asked outraged. 'Do you think me some dancing monkey!?"

'I didn't mean it like that Kurama.' Naruto explained placatingly as he began drawing his tag on the inside of the puppet's back plate. 'I want you to try and really scare the Wind Daimyo.

'Oh, that I can do.' The fox chuckled darkly. 'Do you want him to just scream or piss his pants?'

'Just give him a clear and terrifying picture of your power.' The boy explained standing up and backing away from the wooden doll. 'I want him to have no doubt the strength of a Bijuu Puppet.'

Breaking connections to Kurama, Naruto turned to address the assembled guests. "P-p-please don't b-b-be alarmed. I'm g-going to p-p-place a c-c-containment barrier so I d-d-don't alarm outsiders. B-B-Bijuu Chakra is very n-n-noticeable."

The young boy then held his hands out to his sister; palms open and up. Izumi quickly took out a kunai and cut across the pads of her little brother's appendages to draw blood. Making a series of blurred hand signs the redhead slammed down hard on the ground causing crimson kanji script to spiderweb across the room; the entire formula covered the ground, walls, and ceiling. The Samurai looked to Advisor Dai Chino for direction; he was the go to for all things Fuinjutsu related. Seeing the man was calm and relaxed alleviated their fears of surprise attack.

Naruto took a moment to heal his hands and glance over his work. Satisfied the young boy once more made hand signs, this time only three, and called out. "Fuinjutsu Art: Bijuu Puppet!"

Like before with the miniature toy the large puppet began to shine an ominous red. Unlike before, were it simply gathered material to create the avatar, the wood of the construct began glowing red hot like superheated metal; a truly bizarre sight when one took into account the combustibility of hickory. (3) An incredible oppressive chakra filled the room as the containment barrier showed signs of strain by slightly shaking the room. Dust and dirt began to magnetically gather over the fox frame as a low eerie growl started coming from the puppet muzzle. Finally, claws digging deep into the stone floor as the ground cracked under the creature's weight, the Nine Tailed Fox appeared in all his horse sized glory; sitting on his haunches judging the room's occupants with cold demonic eyes.

Naruto inspected the avatar to make sure it was accurate. Satisfied with his work he turned to those watching to see their reaction; it wasn't the impressive awe he was hoping for though. The Samurai were all tensely holding the handle of their Katanas while surrounding a terrified Daimyo. The overweight man was shakily glancing from the fox, to his bodyguards, over to the Four Kazekage that was calmly standing in front of his children with his Gold Dust Defense at the ready, and back up towards the puppet; it was clear Seiji wanted more between himself and the monstrous creature than swords. The Sand Advisory Council were mostly standing behind Elder Chiyo and Baki as if they expected those two alone to protect them from attack. The Leaf Delegates were admiring Kurama's new body with impressed looks.

"Um, it's o-ok e-e-everyone." Naruto stuttered nervously.

Izumi, seeing how scared her brother was by the tense reactions of the guests, took over explanation. "The Kyuubi has enough chakra to manifest and move his head around; that's it. Unless my brother grants him more power the fox can't move at all."

The assembled viewers relaxed hearing this and eased up; the Samurai stood calmly and Rasa put his gold away. The young Uchiha turned back to the puppet and winked when no one could see. It had already been established by Naruto this was the plan to keep thing civil. Turning at the sound of Shikaku's voice the young girl overheard him ask. "Well Lord Daimyo, Lord Kazekage, are you satisfied with the demonstration?"

"Yes, very." Rasa said not taking his eyes of the fox. "We'll discuss this development amongst ourselves and get back to you in the morning Lord Nara."

Nodding his head in understanding the Leaf Jounin Commander said. "Very well Lord Kazekage, we'll show you out."

Kurama watched as everyone left up the stairs, the kids and Izumi staying behind. Waiting a few minutes after the last Sand Advisor disappeared, the fox gave a low growl, about all he could do, signaling for Naruto to give him more power. The redhead complied and the large puppet gained the ability to move. Happily stretching out his shoulders and thighs in a dog like fashion, the large fox curled up on the ground for a nap.

"Really?" Izumi asked incredulously as she and the kids walked up. "All this time locked in a cage and the first thing you want to do with moderate freedom is sleep?"

The great fox opened one cat-like eye to peer at the young Kunoichi. With no warning he unfolded his tails and wrapped all five kids up tightly to his chest. Sakura began wiggling her shoulders angrily. "Hey, let me go!"

"Now you know how it feels." Kurama mocked.

Shikamaru laid his head back against the fox's chest closing his eyes. "Stop complaining, it could be worse."

Hinata and Naruto giggled at the Nara's antics as the pinkette pouted. Izumi got an arm free to place behind her brother's head. Sarcastically she commented. "Well isn't this cute; a bunch of kids snuggling with a giant fox known for destroying nations."

…. Sand Advisory Chamber, Night ….

Dai Chino sat next to his lord reviewing the treaty once again along with everyone else; quietly waiting for the Daimyo's input. As of right now things were looking very promising. Fire agreed to lower tariffs, not the pricing Sand asked for but better than the current existing, and the Land Of Wind was given priority regarding Shanago Pass; this meant if shipping schedules crossed with another nations planned exports or imports they would have to adjust to accommodate Wind. The plan had been to witness the demonstration then adjust the treaty some to better favor Wind and Sand; after witnessing the fox's emergence no one really had an argument to raise though.

Looking to the confused and nervous face of Seiji Okubo made the Military Advisor worry; the Daimyo hated any situation he couldn't fully control. It was one of the reasons he preferred Samurai over Shinobi actually; the Samurai followed his orders without question as they were trained to do, while the Shinobi thought each action through thoroughly and adjusted plans accordingly to suit the best outcome. The Samurai weren't stupid by any means but the orders given usually didn't conflict with their own personal reasonings, the Daimyo had also yet to give an order that could also be considered morally questionable, but they could be headed for a conflict of ethics soon if the lord's demeanor was anything to go by.

Everyone waiting for the Daimyo's agreement held their breath when the man voiced a question. "If we agree to this contract and get a working Bijuu Puppet, how will it measure up to the one we saw today?"

"Well Lord Daimyo, that's not an easy question to answer." Elder Chiyo explained thoughtfully. "Given the nature of both Kyuubi and Ichibi, I'd say Hidden Leaf's will always be stronger but ours will be easier to control. More than likely Naruto Uzumaki can't fully manifest the fox through a puppet but Gaara might be able to with the tanuki."

"Because it's weaker?" Seiji barked sharply for clarification. Receiving a confirming nod from the old Puppet Master the Daimyo's face scrunched up in further anger. "Right, how can we go about getting the fox for ourselves then?"

The room grew silent at the suggestion. It was the Fourth Kazekage that answered. "I don't see how that would be feasibly possible sir. The Leaf Village would not only be giving up the most powerful Bijuu but also the child he is sealed within, Naruto himself; the last royal of The Land Of Whirlpool and Heir to the Uzumaki Clan. There is nothing we could realistically trade for such a bargain."

The Wind Daimyo looked frustrated as he asked. "What about marriage, your daughter Temari possibly?"

Trying to be patient Rasa explained. "That wouldn't work either Lord Daimyo. If they married Temari would simply move to Hidden Leaf one day. Their children would grow up in The Land Of Fire and be considered Leaf Shinobi."

Rolling his eyes at the fact the fools weren't getting what he was really asking, the horrid man snarled. "What about other means; Shinobi methods. Kidnap the brat and brainwash him to obey us; make him think he grew up here in Sand."

"That would be extremely foolish, you extra wide buffoon." Granny Chiyo snapped as she walked into the room. She hadn't been at the demonstration because the creation of the Ichibi Puppet was being overseen by herself.

"Lady Chiyo!" Rasa barked angrily. "You are out of line. Apologize to his majesty Lord Daimyo right now!"

"No!" The elderly woman barked. "It had to be said, so I said it." Looking down at the angry obese idiot the retired Kunoichi continued. "What you suggest would lead to all out war with Leaf; a war we could never hope to win thanks to your stupid demilitarization policies. Also, the only conceivable way brainwashing would work is with Genjutsu. We have it on good authority that the redheaded boy awoke the Sharingan. How do you suggest we get around that obstacle? Hell, trying to kidnap him would end in disaster after he unleashed his Kyuubi Puppet against us. If we try what you suggest there is no possible way for a positive outcome."

"My Lord." Advisor Chino said to get his ruler's attention and placate him. "The only possible marriage that would work to our benefit would be between Sakura Namikaze and one of Lord Kazekage's two sons. As for the Bijuu Puppet, we do have a clearer advantage with controlling the weaker demon. Your best option is to go with the current contract and ask for the Fourth Hokage's daughter to appear in the 'stronger slot' of negotiation; other foreign Daimyo will acknowledge your achievement here today."

"So, we simply settle for the Fourth Hokage's bloodline and Haruno bloodline, while the greatest power to walk this earth slips away!?" The exasperated man said running his hands through his long grey hair. Looking up at his subordinates and Shinobi the Daimyo thought bitterly. 'Their all useless dammit. That boy showed power that surpassed all these so called legends and he is only eight. How many more unknown superior threats exist out there these fodder couldn't hope to stop.'

Frustrated Seiji barked. "Fine, I will agree to sign off on everything as long as Sakura Namikaze enters a Marriage Contract with either of your two sons, Rasa!"

With that said the man stood in disgust and stormed out the room. Dai Chino stood quickly, bowed low to the Kazekage in a sign of respect, and made to fallow his leader. Rasa watched them leave and rounded on Granny Chiyo. "That was uncalled for! I appreciate your council in these negotiations, esteemed elder, but I won't have you disrespecting Lord Daimyo or anyone else; it reflex poorly on me and my leadership."

The old woman held Rasa's angry gaze for a moment before bowing her head submissively. "I apologize Lord Kazekage. It's just that fat fool of a man think so little of us and never shows the respect you 'have' earned; not what birth granted. He honestly believed we would still a child with no moral though to the action. We may at times do questionable things for the sake of both The Land Of Wind and Hidden Sand Village, but we always think about the outcome and effect; both positive and negative."

Everyone somberly thought upon the woman's words and the truth behind them. Sighing Rasa turned to his son saying. "I'm sorry Kankuro. I was hoping to avoid an arranged marriage but it seems either you or Gaara will be taking the little pinkette down the isle. With the current events of the past few days I'm not sure which one will be placed on the chopping block anymore though. You always seemed the logical choice but we can't ignore your little brother risking his life to keep Sakura safe; I still don't understand his motives. If it was simple battle and bloodshed Gaara had no reason to be protective of Sakura, or use tactics that kept her from harm. I'll have to think on it more."

Looking back up at Granny Chiyo the man asked. "How is the Ichibi Puppet coming along."

"Done already actually." The woman explained. "We didn't exactly install weapons and traps because it's not a traditional puppet."

Thinking it over the Kazekage explained dismissively. "Right, suppose that is all for tonight everyone. I'll write Lady Namikaze and Lord Nara to inform them of Lord Daimyo Seiji's final demand. I doubt they'll refuse as it was always speculated the reason for both mother and daughter coming was this very reason. Hopefully there will be no more delays."

…. Leaf Hotel ….

Shikaku looked up from the Kazekage's letter at all the assembled grownups. The thing had arrived moments ago by ANBU currier and the Delegates waisted no time in reading it. The kids had gone to bed already; Izumi and the youngest children sleeping in the training with Kyuubi. Trying to gage pink haired woman's emotions the man asked sympathetically. "Are you ok with this Blossom? We all knew this was a possibility. You even explained it to Sakura before we left Hidden Leaf."

"I know that Shikaku." The frustrated mom stated harshly. "However, when I explained it to Sakura, this was something that only 'might happen'; a way to seal the alliance. Now it is a reality and I will lose my only daughter to Hidden Sand and one of Rasa's two sons. I don't even know who she is going to marry. Normally, the eldest son would be the one mentioned in a contract because of family inheritance, but Shinobi Clans are deferent than Civilian. Gaara could prove the stronger son gaining everything of value upon the passing of Rasa, as well title and land; it's whatever the Kazekage decides in the end."

Yoshino gave the pinkette a comforting pat on the shoulder. "I'm sorry this is happening Blossom. Maybe we can find someway out of the contract after the treaty is signed."

Kizaki took a sip a sake as he thought it all over. "I might have an idea; granted it's kind of a long shot." Everyone gave the old man their attention as he continued. "The contract states one of the things bargained in trade is a Bijuu Puppet. Obviously we're going to create a puppet for little Lord Gaara and the Ichibi; however, we didn't say we would teach Hidden Sand how to create their own puppet."

Shikaku became confused and asked. "I don't fallow, what does that matter? Naruto creates the puppet and Gaara uses it."

A crafty smile came over the old Hyuga as he explained. "Naruto we'll need to know how the containment seal on Gaara works before creating a connecting seal on the wooden construct. Lady Chiyo is the one that created the Ichibi's prison so our young Fuinjutsu Master will need her help. That means she will be present during the creation of the Ichibi Puppet."

"So that means Hidden Sand will learn the secret behind Bijuu Puppetry." Kakashi stated while thinking upon where the Village Elder was going. It finally dawned on the mask wearing man what the sly old Hyuga was getting at. "That means we will accidentally give away more than what was agreed upon in contract! The only way to make it right would be to use Genjutsu to erase Lady Chiyo's mind, something she would never agree to in a million years, or Sand offers us something else to cover the coast of the secret knowledge; like annulling the marriage contract with Sakura. Basically trading the knowledge for blood legacy."

Blossom looked between both men excitedly. "Could that work!? Could it be that simple!?"

Yoshino was studying her husband to gage his reaction; he was the smartest man at the table after all. Slowly a smile came to the Jounin Commander's face. "We won't know until tomorrow Lady Namikaze, but I'm pretty sure Rasa will jump at the opportunity; if I didn't miss my guess the man doesn't want to involve his children anymore than necessary either."

(1)-Googled Naruto 'Wind Daimyo' and this was the description of the picture I saw. Not sure what you actually call the hate. Looks like a paper fan sticking up behind his head.

(2)-Kazekage stayed in communication with his guard that escorted the Leaf across the dessert, so knew when they would arrive. That's why he knew when to book the restaurant.

(3)-According to Google, Hickory is the hardest of domesticated hardwoods. Not sure if that's fully accurate, especially when considering Japanese woods and traditions, but that's what I'm going with. Was there ever a Manga answer to the wood used to create puppets?
