When Jack Bauer was in the LAPD he knew Vic Mackey. They were friends, but parted ways when Jack joined CTU. Later, Internal Affairs questioned Jack. Vic was accused of many criminal acts, the most heinous was murdering another cop. Jack admitted that Vic broke the rules, not the biggest believer in civil rights. But he was adament that Vic would never murder another police officer, they were his brothers in blue. But then Vic weasled himself an immunity agreement, and confessed to murdering Terry Crowley. Jack was angry, heartbroken that his old friend was capale of such depravity. Jack wanted to kill Vic, he could only hope Vic was in Hell. But, then he found out that Vic was alive, in America. Whether or not he escaped from Hell, or was among those sent by Evil, was anyone's guess. At any rate Vic gave Jack a suprise phone call.

Jack: What the hell do you want?
Vic: Thought I'd help you out.
Jack: How?
Vic: I have your daughter.

Vic showed Jack Kim, all tied up.

Jack: You hurt my child and I will kill you.
Vic: I'm not hurting her, but from what I hear she tried to kill you.
Jack: Our relationship is complicated.
Vic: Anyway I'm giving her to you. Come and get her.

Jack was able to convince Willow Rosenberg to open the portal and bring them to America. Before they went back to Antarctica Jack and Vic talked.

Jack: Thank you for bringing her back to me. But you're wrong if you think I forgive you for what you did.
Vic: I did what I had to do to keep the streets safe.
Jack; Including murdering another cop.
Vic: He was a snitch. You seem pretty familiar with "enhanced interrogation."
Jack: The difference is I was always willing to face the consequences of my actions. I went to prison, in China, Russia. How did we both die? You were killed by some punk trying to get into a gang. I flew a nuclear bomb into Mount Weather, sacrificing myself to save millions.
Vic: And before then? You tried to prevent a peace treaty between America and Russia. I stopped gang wars. Once, these two gang leaders hated each other, civilians were getting killed in the crossfire. So, I locked the two leaders in a room for a night. I figured they'd either make peace, or one would kill the other. Either way it would end the war.
Jack: What happenned?
Vic: One of them killed the other, ended the war.
Jack: You coming back to Antarctica?
Vic: No. This world, fighting crime, that's where I belong. I can track the agents of Evil, turn them over for your courts.
Jack: How do I know you're not an agent of Evil?
Vic: You don't, but I ain't coming with you, and you couldn't force me.
Jack: I could, but I need to get Kim back. We will see each other again.
Vic: Count on it.
