After the meeting with the Ambassador Chase Graves made contact with his old "friend" from Hell, general Gardner. In his own world Gardner was a hardliner general and leader of an attempted military coup. Now, Gardner ruled his own mini-kingdom. Chase had no doubt that Gardner was mainly interested in his own power, but he might now be the best hope for curbing immigration to Antarctica.

Gardner: Any luck at your meeting?
Chase: No. The Ambassador still won't authorize rescue missions, but he doesn't seem interested in enforcing the Council's ban. And he has already pardoned a few of those who have broken the law.
Gardner: Sounds like he's circumventing you own laws.
Chase: Indeed. In our respective worlds, we both understood that, there comes a time when the law must be broken. It shouldn't be taken lightly ofcourse, only as a measure of last resort.
Gardner: Agreed, but it sometimes becomes neccessary to overthrow democracy to establish order. Do you feel you've reached that point?
Chase: Not to the point of overthrowing him or the Council. But certain covert actions are neccessary. I can supply your kingdom with aid, weapons, medicine, even certain luxury items.
Gardner: Clearly you have help, may I assume that you have powerful allies who are assisting you?
Chase: Allies, who for now must remain nameless.
Gardner: Fair enough. I can prevent immigration to your land, by force if neccessary. That might require killing those who come here for "rescues."
Chase: They know the risks, and they're breaking Antarctica's laws. Force won't be enough, you'll need to make your kingdom somewhat desireable, at least more so than other parts of Hell.
Gardner: Agreed. We've actually brought in Robert Ley to help with that.
Chase: Wasn't he a nazi war criminal, executed at Nuremberg for crimes against humanity?
Gardner: He hanged himself in his cell before he could be tried. Had he lived, he probably would have been sentanced to death. He was also responsible for Germany's "Strength through Joy" program. Ley's ideas include trying to give certain workers luxury cars, vacations on cruise ships. Sports clubs for workers who have to work long hours for little pay. Properly applied, it can work.
Chase: You know the details of your kingdom better than I do. But my people expect results, or the aid will stop.
Gardner: Understood. And tell your friends, whoever they might be, that we will slow immigration to America.
Chase: I'll relay the information.
