It was becoming more common for superheroes to be attacked by their old enemies. Hercules was attacked by Pyro, the very minion Hera had used to murder his wife and children all those years ago. Dreamer was attacked by Gregory Bauer, a transphobic bigot who targeted other trans individuals to frighten her into quit being a superhero. Although these two heroes defeated their old enemies, they could not kill them. If they did they would just be sent back to Hell. If that happenned, Evil might punish them for failure, but they would just be sent back to Earth later. Instead, Hercules and Dreamer locked these two into Antarctica's prisons, hoping that they might actually be rehabilitated. It seemed unlikely, but it was the best they could do. This worried Riley Finn, and his old superior colonel Mcnamara. They shared their concerns with the Ambassador.

Mcnamara: When I was in charge of the Initiative, our soldiers captured a lot of demons. I thought these soldiers were just doing good work, and I was too arrogant to care about exceeding our capacity. But it was a trojan horse trick, orchestrated by Adam. Adam was created from various human, demon, and robotic parts. Maggie Walsh was trying to create a perfect being, the best parts of each. She just didn't take into account that Adam might murder her first. I don't know what kind of inner turmoil Adam dealt with, but he soon decided to create his own master race.

Ambassador: So those demons were Adam's followers, they wanted to fight the soldiers, Adam would then have enough body parts to begin his master race.

Riley: Yes sir. And we believe that Evil is using the same trick again. That's why so many villains allowed themselves to be captured. When our prisons exceed capacity, they will strike.

Ambassador: You might be right. The question is, what can we do. We send them back to Hell, Evil just sends them here. We capture them, we have a shot at rehabilitating them.

Mcnamara: Sir I advise you not to be too arrogant. My arrogance not only cost me my life, it cost a lot of other good soldiers their lives. Please sir, learn from my mistakes.

Ambassador: I'd like too. If you have any other options I'm listening. Sending them to Hell eliminates any chance of rehabilitating them. We do this, we can rehabilitate at least a few of them. Reduce Evil's numbers and increase our own before the final battle. I know it's a flawed plan at best, and we will take precautions, but I can't think of anything better.
