It was the next round of the Club Villain Olympics. In The Forum, Thanos, Voldemort, Ganondorf, and Madara were judging the Rhythmic Ribbon competition. Ganondorf began the announcements.

"Welcome to the third event of the Club Villain Olympics." Ganondorf said. "Since some of our contestants were injured in the last event, we decided to scale it back a little with some new contestants and a new arena."

"Introducing the new Atlanta contestant, Yami Bakura!" Madara said, as the crowd clapped.

"And the New York contestant, Dark Samus!" The crowd clapped.

"And finally, the Los Angeles contestant..." There was a brief silence as Harley Quinn walked into the stadium as pyrotechnics erupted beside her. The LA crowd clapped and squealed to see her.

"Harley Quinn!" Voldemort said. The crowd began to cheer.

"Harley, how did you get out of Arkham?" Catwoman asked.

"Ivy busted me out, but since Joker found out I was in a secret relationship with Ivy, he broke up with me." Harley explained as Poison Ivy joined in.

"The three Gotham Sirens, together at last." Catwoman said.

"All right, the first up is Yami Bakura!" Madara said. Madara did his Rhythmic Ribbon dance to "Disturbia" by Rhianna. He was jumping in time with the music, throwing his ribbon when the chorus began and catching it, and finished the song with a final stance, his arms waving out to the world. The crowd loved it.

The judges rated him a 7.5 as their overall rating.

"Up next is Dark Samus!" Ganondorf said. Dark Samus started doing her dance and got a 6.5 overall.

"The final contestant is Harley Quinn!" Thanos announced. Harley began dancing to the usual "Blue Danube" song as she twirled the ribbon around. She had some funny tricks up her sleeve. When the song was on its closing verse, Harley pulled out her revolver pistol and started firing random shots at the crowd, as the twang of the bullet sounded. She did her final stance when suddenly Joker gas erupted from the stage, causing the fans to burst out into laughter and die of poisoning momentarily.

"Ah-ha, talk about killing the audience!" Harley joked. "These people are dying of laughter!"

"Harley, you broke up with the Joker and now you are just as bad as the Joker!" Ivy said to Harley.

"Exactly!" Harley said. "I want to be better than him, so I decided to copy Mr. J!"

"Well I am not allowing it." Ivy said.

At the intermission, Lex Luthor broadcasted a Club Villain Olympics News Report onto TV airwaves.

"Good evening, I am Lex Luthor, your contributor for Club Villain Olympics." Luthor said. "Apparently, there are new competitors representing the teams. Team Los Angeles is now represented by Harley Quinn, standing in for Cruella, Azula, Poison Ivy, and Boba Fett. Team New York is being represented by King Dedede, standing in for Big Smoke, Dark Samus, Senator Armstrong, Tira, and Devin Weston. Team Atlanta has Yami Bakura standing in for Eren, Orochimaru, Frieza, and Jessie and James from Team Rocket." Luthor paused to drink his coffee.

"The next event is Beach Volleyball, with Poison Ivy and Catwoman set to face off against Jessie and James, and the winner gets to face off against Tira and Dark Samus. For CVTV, I am Lex Luthor, over and out.

Meanwhile, FBI and police investigators checked the bodies in the Forum to investigate the possible murder culprit. Jane Beckett was checking the bodies with her FBI cohorts to determine the possible mastermind.

"Agent Beckham, any information on who the murder suspect is?" Jane asked.

"Well, those gas generators have smiley faces on them with a black mask, like the gas comes out of the mouth." Beckham, a black male agent with short hair and a goatee said.

"Harley Quinn." Jane said. "They are having their Club Villain Olympics. We need a bipartisan bill to stop this little circus act and sign VEAL into law."

Meanwhile at the City Council floor, there was the vote to sign VEAL into law.

"All right." Councilman Zhang began. "In this public forum, we are going to be voting on the bill to sign VEAL into law, keeping villains off the streets and into jail, and keeping America's streets safe again."

"Everyone in favor raise your hand." All five council members raised their hands, along with the majority of the crowd.

"There you have it, VEAL will be deployed to Los Angeles momentarily, so no more shall villains terrorize our streets again!" Jane said. The crowd clapped.
