Zemo never put much stock in the concept of soulmates and his time in prison during the Blip has done little to change his mind. That doesn't change the fact that he has three soulmates beyond this prison. When the former Winter Soldier enters his cell with a request for information Zemo takes advantage of the opportunity. Or the Bucky/Sam/Sharon/Zemo soulmate au no one asked for.
