If Dio still had a throat and vocal cords he would have tore them yelling and screeching in a furious rage at his current situation. Yet because he lay floating in an empty void he was unable to act in any physical capacity. But merely sit and wait in the endless limbo he was in.
He had been killed by Jotaro Kujo in their battle to the death, and his body utter annihilated and split in half. It was inconceivable that Jotaro could have manifested a stand ability able to completely rival and overpower his all power stand, The World, but that was indeed what happened. He death was the clear result of that encounter
I, DIO, should have won! I should killed the last of the Joestar lineage and drank Jotaro's blood! And then continue on with my plans with Pucci and obtain Heaven! And shape to word according my godlike vision. That was my absolute destiny! That was to be my apotheosis!
But that fate of his was not to happen, Dio supposed. The end result was clear, his death, was the current reality. The purgatory he was in now, an utterly undeniable and painful fact.
Perhaps during the battle he should have done something different? Would it have been better if he had teamed up with Vanilla Ice instead of engaging in battle by himself? Two against six if he recalled Vanilla Ice for the final battle. Would the odds change even the slightest in his favor if this was the case? What if he had just packed up everything and left? Kept on training the world until he could stop time for a minute straight, and then fought the Joestars where victory would be absolute? What if what if what if what if what if.
So many what ifs.
What if he hadn't picked up the mask and used it at all? What if he had merely used the Joestars to obtain an education and become a lawyer in his youth? Perhaps even establish a law firm and become a decently wealthy human without resorting to his usual methods?
It was a ridiculous thing to consider, so many events in his life had led up to his transcendent vampire state, first 'defeat' and his second 'final' defeat. So many actions in his youth and adulthood that coalesced eventually to the final battle in Cairo where he would have finally become a God. Yet the Joestars through their miraculous luck and standard underhanded means succeeded in defeating him a second time.
Damn it! What difference would it make thinking about that now? I've lost and now I'm dead, now there's nothing left but this wretched void! God damn you Jotaro!
It would be quite pointless to keep thinking about that now. Stirring in rage unable to do anything would be useless. So I'll just sit here and wait for something to happen. Perhaps this purgatory is a waiting room, and I am waiting for my judgement?
An unspecified amount of time passed and Dio pondered his situation again.
He was neither in heaven... or in hell, but instead for his afterlife he had been transported into some form of purgatory dimension.
Had becoming a vampire and sacrificing his body, perhaps even his soul render him unable to move onto the afterlife proper? It was an intriguing thought and not without merit, although he didn't particularly care about getting into heaven or hell either way.
He had meant to conquer the heavens and the earth, for them to become his domain, and not for himself to enter them as a mere servant of God or mindless soul that would 'rest' in paradise. That paradise was to belong to him. It would be owned by him and belong to him alone. No one else would be allowed this paradise without his own say in the matter.

Of all punishments that could occur in the afterlife Dio considered this a tad ironic, and rather tame in comparison to any particular hell he could imagine. He was stuck again in a place without light, without sound, without feeling, without anything at all but his thoughts. Just like the coffin stuck under the ocean.
Exactly like after the events on that boat where he had 'lost' to Jonathan so to speak. Forced to hide away in a coffin for a century before he would be found by someone. Then after being found he managed to return to the world one hundred years later, leading him to try and claim power once more. It was sometime after his awakening he ha developed his ultimate ability. The World.
Should I expect to return? Doubtful but not completely impossible, given the wide variety of ways stands can operate. Resurrection was a possibility... but not something to rely on. For now I should go with the assumption I will pass on... although it seems like heaven and hell aren't an option for me here.
Going to heaven after all I've done seems rather... impossible for someone like me, and if it was hell then I should have felt the fire and brimstone searing my flesh by now. Eternal torment seems like it would get stale after awhile anyway. Perhaps other theologies were correct instead? Should I expect be reincarnated then?
There was a thought.
Slowly Dio noticed light surround him, whiteness engulfed his vision. The next moment confirmed to him his new fate. Life or un death was returning to him, as an electrifying feeling tore through his mind and body.
His senses came to and he was alive once more. Dio breathed in the air steadily, and rapidly
I'm alive... so reincarnation is my fate? Ha, I won't complain. I get to be reincarnated with all the memories of my previous life? How bizarre. I suppose I should be thankful to whatever higher being granted me this special opportunity. Whatever the case is, I should analyze my new surroundings now.
He was fortunately or unfortunately in a different body now... much smaller, a small child no older then perhaps a two or three year old. A small youthful and healthy human toddler. Not only that but his vampirism seemed to have entirely disappeared, as what naturally occurs when one is reincarnated into a fresh and new human body.
A second chance at humanity? Is this supposed to be a some sort of second chance at life? Tch! If there's no God telling me that this is what it is, I will continue to do as I please, and I shall try and conquer everything all over again with the same amount of terror as before. Is that alright with you, mysterious higher power?
Dio interpreted silence in the air as a yes.
Dio sat up from his bed. He noticed a few things about his new room. Stuffed animals and some toys were spread across it, dolls that were feminine. His blanket was a lighter shade of pink too. Dio closed his legs together, and he felt nothing between them.
So I'm a girl now? Hmm...Another inconvenient development I suppose. Would this be a problem? Certainly not, perhaps it might even boost my charisma ever so slightly. There existed many queens throughout Europe after all, and weak minds could be swayed just as easily with a motherly guide. Hopefully this won't present too much of a problem for me in my ambitions.
Dio stared down at his tiny feminine hands and clenched them in rage.
How pitiful that I have been transformed into physically weak little girl. Jonathan's body will be oh so dearly missed. Do I at least still have my stand?
"Om ta me! Da wurld!" Dio shouted. His words came out higher pitched, and slightly incorrect. His voice was yet to develop fully, so it seemed.
Thankfully that had no impact on the next thing that happened. Dio's World triumphantly phased into reality as perfect and as beautiful before his death. A golden yellow giant that utterly towered over his new toddler body.
Good. Let's see how much control over time I have now.
Dio grabbed a snowman doll off the ground and threw it in the air, it didn't go very far obviously.
"Time Stawp."
The doll had froze, suspended in midair by his powers that still continues to live on even after death. Dio in a fit of sheer glee began counting the seconds.
One second
...
Two seconds
...
Three seconds
The snowman fell to the ground at the third second mark. That was six seconds less then normal. Dio spat out curses that sounded like a toddler screaming gibberish.
Pitiful, but not unexpected. Talking is a struggle, and so is walking. With my stand being temporarily weakened that unfortunately would make sense... I will see if I can rectify that with training. Perhaps later in life when I am able to handle it, I have a feeling I might not be unable to handle strenuous activity for very long just yet.
Dio focused and used The World to open the door. He walked through and into a hallway, each step of his was a struggle as his balance was threatened each passing moment by his underdeveloped limbs. His sheer rage and determination being the only thing that kept him upwards.
Damn legs! I guess this would work as physical training. I'll keep wandering around until someone puts me back in my room. Or I find something interesting to play with. I should play the part of a child for now while I observe my new environment.
Dio heard voices further down, and as his legs gave way Dio used to world to keep himself standing.
I should be able to learn more with investigation. What is lurking beyond the halls I wonder?
The door was unlocked and open slightly, so Dio pushed it open and he crawled through into something interesting.
"Oh? What do we have here?" Dio observed a man wearing lab coat man ask in curiosity, he was seated next to a heavier balding man in a suit.
"Sister!" A girl with green hair approached, and tightly hugged the befuddled 120 year old vampire in a toddlers body.
Sister?
"That's our other daughter, Fubuki." One of his 'parent's said, his mother.
She didn't have any defining characteristics that Dio could interpret to be any nationality in particular, her hair was black and her body looked rather thin. His apparent father with brown hair didn't look notable either, although they both looked middle class, perhaps well of if his room full of toys was taken into consideration. His new sister interestingly didn't look like either of them, she had distinct curly green hair.
So that's my new name? Fubuki? Interesting, so would I be in Japan then?
"Does she also perhaps possess psychic abilities similar to her sister?" The fat man asked.
Psychic abilities and a sister... ? Now this is starting to get rather interesting right off the bat. By psychic powers, maybe they mean telekinesis, would they perhaps be referring to the unseen effects of a stand lifting up objects? That could certainly be useful to have a loyal sibling under my command...
"We're not sure. No uh, incidents have happened with her yet."
Incidents? Referring to my sisters powers then? Has her stand got of hand at times perhaps? Children with stands could be rather volatile, if they lack the capacity to understand how to use them. My sister looks awfully young, although older than me. Perhaps her willpower isn't quite up there yet? Well, that may be able to be rectified with enough time, surely.
"It wouldn't hurt to test her right? She might have similar potential after all." The lab coat suggested.
Something about the tone of what the white coat said made Dio want to tear out his throat and watch him bleed out and squirm in pain on the ground. The fat man made him feel the same way, despite not having spoke much at all. Unconsciously he felt The World move to plunge its fists through the two men but he stopped, Dio restrained his desires of bloodlust. Decicing at that moment the best course of action was to play along for now.
By what my parents and the two others have said so far there's a couple conclusions I could make. I have a sister with psychic powers that may be of some significant power, enough so to warrant the attraction of a researcher and a person of undetermined importance who are here to perhaps take her away for research... wait, are they with the Speedwagon Foundation? That could pose an issue, then again they wouldn't have any means of telling my true identity. It could be another organization altogether, maybe even a rival one. They described my sisters powers as psychic so I can't say for sure yet.
Nevertheless they seem to be here either for some personal or selfish reasons, more likely to research my sisters abilities. They don't look particularly friendly, and my sister seems to keep glancing at me worried.
Dio approached the small table in the middle of the room. He outstretched a hand and had The World lift it up into the air. Technically he didn't need to move in order lift it, but he thought it might help somehow.
Dio's parents and the researcher made a noise of surprise, and so did his new sister.
"So it looks like Tatsumaki's sister does have it then? Should we proceed then sir?" The lab coat asked.
My sister's name is Tatsumaki... and my name is Fubuki, I'll make sure to remember that.
"Right away. I can finalize the deal with them here then."
So they were making a deal? What sort? I should hope it isn't anything terrible, otherwise someone's lifespan may be shortened.
"Alright children, let's head to the car." The man in the white lab coat guided Dio and his sister away outside.
"O-okay."
Dio felt amused by his sisters timidness, combined with the fact that she grabbed and squeezed his hand as they walked and were loaded into an automobile.
"..." Dio remained silent, observing his sisters worried face. She seemed to be on the verge of tears.
I never had any siblings in my previous life... none that I was aware of. Surely that wretched old man may have cheated on mother at least a few time. In contrast to that childhood this new one would definitely prove itself to be interesting. I still have my stand at least, despite its destruction.
This almost feels like a reset... with a few new variables to work with. I wonder where we'll be going... Tatsumaki certainly doesn't look too pleased, are we being taken to a research facility perhaps?
He didn't feel anything in particular towards his new sister, she was still a child, without a fully developed personality. A child that exists to be shaped and molded to suit his purposes. This situation, whatever it was, Dio decided he would mold it into his favor. Starting with the most obvious thing, the green haired girl sitting next to him.
"I wuv you sis." It was quite easy to feign affection, he often did that when it would prove more effective then threats of dismemberment. The words had their intended effect, and his sister Tatsumaki broke into light sobbing. So Dio's suspicions that they were being taken away had been confirmed.
Yes... hopefully her abilities would prove useful to him later on. Having a one loyal servant and blood sibling may prove useful here in an unfamiliar environment.
