Given his father's position it makes sense that Varian met the king and queen several times. This is how I think it would've gone.
Varian, 4 months old.
"I have brought my son as you requested, your Majesty." Quirin bows and shows his wife and child.
The queen leans forward before looking to her husband for permission. At his nod, she comes over to gaze in the chubby infant's face.
His attention was focused entirely on the ear of a hand-made stuffed cat. The queen, with permission, takes the child and smiles down at him. He stops chewing to look at her. He then looks at his mother with a look asking "who is this? I don't know this person". His mother strokes his head in reassurance but he looks back at the queen with suspicion.
"it's alright, I'm not going to hurt you, little one." she says, swaying him.
This seemed to appease him as he went back to his cat. He stops and looks back at her as her tears fell on his head. He wails as her sudden crying spooks him. His mother takes him back as the king jumps down to embrace the queen.
"I'm sorry." and "it's okay." bouncing between the two.
"Varian, it's okay. Mommy's here, I've got you." his mother whispers in his ear. Both quiet down and the queen apologizes, "I am sorry, Quirin. Do not take my actions as a reason never to bring him again."
"of course not. I understand the sorrow you are feeling as we would feel the same if he were taken from us. Anytime you wish to see him you need only ask, your Highness." he says, bowing.
They bow back and return to their seats. Quirin finishes with his report and they leave.
