Summary

We are heroes because we are Tyrants...However, if a king or hero regrets his rule or it's end, that person is nothing but a fool. A hero without greed is even worse than a figurehead. A martyr for ideals walks down a long, bloody and thorny path, who would wish to go down such a selfless path? A hero...a king...they must be greedier than any other, they must laugh more loudly and rage for longer. They must embody the extreme of all things, good and evil. That is why even their comrades in arms, their retainers envy and adore them. And why the flames of aspiration to be as the king, or to be as a hero, can burn within the people.

Proud and chivalrous hero, the power you used to save the masses indeed saved them, but left the very same people to fend for themselves once your flame extinguished. You merely saved them, but you never lead them...

To be a hero that saves everyone, be they evil or good...honestly, how the times have fallen.


PARIS, FRANCE

"I hate this," a hero heard a man murmur to his companion who gave a deep chuckle.

"I know, I know Count," the man sniffed and the hero jolted, turning to look at them but not fully as to draw attention….

Damn, it was them.

Count...a hero from the new agency that had branches all over the world.

"Whatever Bonaparte," Count snarled as he moved to light a cigar that he had in his hand. "I hate everything about this place."

"Be careful, or that hero will arrest you," he laughed. "Come now! Let's just enjoy this place and everything it has to offer," he was no doubt grinning to the gloomy hero Count.

"No."

"Always so cold! What would Master think?"

'I know what he was thinking. He's the one who sent me here as a punishment for attempting to kill one of those stupid bards," he growled.

"Ah..yes, yes," Bonaparte nodded. "More on that later! Right now…"

"Ahh! A villain!" A woman yelled as the Banque de France exploded.

Damn, nice instincts.

"Ahah! Love it when they scream," one yelled as the other one rushed to get their jammer out.

"A little help with the cops," he yelled as the woman pouted and nodded, shooting her hair out to slam into the wall that had been made to try and stop them. "Get on." he snarled, revving up the motorcycle as the woman grineed gleefully.

"AU REVOIR," the woman laughed maniacally as they zoomed past the screaming pedestrians and confused cops alike. Down the road right into the busy streets of Paris.

The Hero moved to react but Count and Bonaparte were faster as they zoomed down the street.

"I've had enough," Count roared, a dark mass of energy forming around him as he seemingly went faster.

'Ahaha! Try not to scare them too much before the battle truly begins," Bonaparte yelled. "It won't make such a good fight if they are scared!"

"Shut up! I want to go back to the main hub," the other roared, everyone freezing at the sound. "I hate being out in the damned open!"

"Hahaha! He's riled up for sure," Bonaparte chuckled as he held a GIANT cannon in his hand...was...was it warming up?

'Si...Sir that is not an allowed weapon of the Hero's Commission or the International-"

"Bah," he brushed off. "I'm from Chaldea! Special exception!"

"Sir that's not-!"

"Now move out of the way Count! I'll blast them to next week,' Bonaparte laughed as he aimed the warmed up cannon to the two grounded villains.

"Finish them off and let's be off back to the agency," Count sighed as he jumped away, Bonaparte firing.

"NO!"

The cannon hit true, but it didn't hit the two villains.

"Eh?"

A hero had grabbed the two last minute, panting as he leaned against a wall with the two slumped next to him.

'Oi, oi, oi," Bonaparte whined. "What was with the last minute steal! Did you want to finish them?"

"You can't kill them," the hero yelled, the two villains unconscious as he turned to the Chaldean heroes. "Who is your supervisor! I want to make a complaint!"

'Eh," the buff one asked as the other scoffed. "You...don't kill them?"

"NO! WE DO NOT!"

"Oh...how strange?"

"NO! IT'S CALLED DECENCY AND MORALITY!"

The two heroes merely looked at one another before shrugging, taking the lecture to boot.

They weren't going to get in trouble anyways.


BEIJING, CHINA

"Ho! I trust you and her can get this done?" A masked man asked as he stopped in his pursuit of the villains.

'Ah," the first replied as the other hefted her weapon to her shoulder.

"Good. They run a drug ring and have talked about delving into human trafficking," the man spoke. "We only need one," the man reminded them. "Don't let those heroes stop you."

'Very well."

"Now go," he barked, rushing down to continue his chase as the other two used the roofs. "Tch! Come and face me you dishonorable scum!"

"Like hell kid, what's with the chinese theater outfit anyways," one villain mocked before yelping as a blade was thrown at him. "O...OI!"

"Surrender or face your doom."

"Not really heroic of you kid," the man huffed as he and his men laughed before he grunted, blood pouring out of his mouth.

"BOSS!"

"I am a hero, but I am not a hero you know of," the man murmured. "I am the Prince of Lanling! With me I have Jing and Doppelganger! We will show no mercy!"

"You out your people just like that!"

"Hoo, bold to assume you haven't been caught in our web," one of the men sighed before his self melted and a man with flower tattoos all over him appeared.

'The...The hell!?"

"Now, how about we finish this," he gave a wolfish grin, cracking his knuckles as another man buckled and fell to the ground in pain, clutching a stab wound as a woman stepped into the light.

"Now," her voice was rough and uneven as she pointed her blade at them. "Let's fight!"

The echoes of their screams rang through the air as other heroes rushed to a scene of pure carnage and death.

"HALT! Surrender yourselves-"

"Hey! Aren't you Chaldean Heroes," A hero interrupted the first rant.

"Wh...what have you done," a woman yelped as she looked from the mangled bodies to the heroes above them.

"We took care of the verin," a man with a ponytail smiled before turning to the masked man. "We best report to master and head back to headquarters after the police come right?"

"You're going to jail!"

"Huh?"

"This...this is slaughter! Murder! Murder," the first yelled, pointing a finger at them. "We are to detain them and have them pay for their crimes and -"

"They have paid, with their lives," Jing grumbled. "Let's leave and report to the master."

"I will be having a word with him," the hero yelled as the three walked away.

The heroes watched in silence, left to the stench of iron and death.


CHALDEA

"A reign of terror they call us," Ritsuka hummed as he placed the newspaper down to look at the servants before him. "I personally saw nothing wrong with it...and you all agree correct?"

"Of course!"

"Society of superpowered people like in DC comics. Villains and Heroes run the streets and are advertised...huh this makes me sick honestly."

"Master," Sherlock spoke up from where he was seated. "We are receiving less than stellar reviews from the ICHWWP. Mayhaps we'll deal with that first?"

"You think I care," Ritsuka brushed off, ignoring the man's look. "And don't pretend to care either. We only need the UN's backing, that's all and then we can start to get to work."

"I still say that Archimedes should be dismantled,' Kintoki grumbled as Shuten giggled beside him.

"Ara~ How cold boy,' she purred, running her hand down his muscled thigh.

"As much as your hate of the man is justified, we do need him." Ritsuka breathed, leaning back in his chair before releasing the breath that was filled with such a heavy sigh they could feel the weight of it. "Sherlock? The heroes?"

"UA Highschool is attempting to make us agree to take interns," he explained. "As well as demanding that they meet with our master," he smirked.

"Yeah..no," Ritusk shook his head. "Let's go ahead with moving to our headquarters."

"Very well," Sherlock shook his head with a smirk. "I will also inform all hero schools in Japan that we will not be accepting interns and to keep all heroes within a 100 meter radius of our agency."

"Yes, that will do," Ritusk brushed off. "How's SHEBA and CHALDEAS? PAPERMOON? Everything from Chaldea?"

"Everything is stable and the Shadow Border is ready to transport everything to our destination," Da Vinci nodded next to her Loli self who gave a thumbs up.

"Good," Rituska nodded. "I will make a statement to the ICHWWP soon to get them off our backs."

"We'll get the Shadow Border ready," Loli Da Vinci jumped up, Ritsuka smiled and said a simple phrase.

"Let's make some noise then."

The cheers were deafening.


Izuku hummed as he looked over the newest addition to the Hero Agency List.

Chaldea Security Agency.

It suddenly appeared without much fanfare that arrived with the appointment of a new Agency on the list of potentials all UA graduates go to.

He makes sure to check regularly to update his plan for when he gets into UA. It was always good to be up to date on the newest info in the Hero World.

He frowned as all his snooping turned up nothing on the agency or it's prospective heroes that are in it's ranks. No matter what forum, government website or post he found, they weren't in it. As he scrolled past another post he stopped and re-read it again.

CHALDEA TO HAVE OUTPOSTS ALL OVER THE WORLD AFTER UNANIMOUS UN AGREEMENT, OVERRULING HERO COMMISSIONS IN EVERY COUNTRY.

KNOWN LOCATIONS-AMERICA, INDIA, GREAT BRITAIN, NORWAY, CHINA, ANTARCTICA, NEW ZEALAND, PERU, JAPAN.

DIRECTOR SAID TO MAKE JAPAN HIS HOME HUB.

"WHAT," Izuku shrieked as he jumped up.

"Izuku?"

'So...sorry mom! Exciting hero news," he yelled, the woman sighing as she gave a chuckle back at him before going back to making dinner. With a swallow he smashed his face up against the computer, trying to absorb the words presented to him.

The director of the new and Illusive Chaldea Security Agency or Chaldea has stated that he is interested in having his home base in Japan, where he originally hailed. While not deciding to comment, it has been confirmed that they are an independent Agency with no ties to the Hero Commission, only to the UN at the moment. Currently the International Heroes Commission for World-Wide Protection or IHCWWP is going to court over the ruling.

"They'll….they'll be here…" He breathed, leaning back in his chair. "Here…"

With a deep breath he grabbed his notebook with the miniscule notes he managed to compile and contemplated.

What was Chaldea? They aided in search and rescue, provided aid for natural disasters, helped out heroes in their times of need, they were the golden standard for Hero Agencies….but then again they did have a particularly...bad thing about them.

More than 50% of their villains often died in the confrontation between the Chaldean heroes and the perps. They were too rough and sometimes it looked as if the Chaldea Heroes were attempting to KILL them instead of CAPTURE them.

That was no doubt the reason the IHCWWP was attempting to go to court over the ruling that the UN had decided. With some agency as powerful and deadly as Chaldea basically allowed free roam with little to no restrictions on how they handle Villain captures...it could spell disaster.

The illusive Director has been criticized for how their heroes act and they simply have stayed silent. But a mysterious middle man named Sherlock, like the old famous pre-quirk detective, has spoken on behalf of the director. And it was what they expected.

He didn't care, and thought they were in the right.

"How can you expect a Hero Society to flourish and evolve if the constant troublemakers and true dangers are simply left to rot and fester in jail for the rest of their lives? Allowing their ideologies to continue on in a twisted sense of Martyrdom?"

He could only hope that there would be more info on them soon.

He would get his wish very soon….Perhaps a bit too soon…
