Council Chambers

Time: After the Successful Retrieval of Uchiha Sasuke

The esteemed chambers in the Hokage Tower housing the governing council of the village have been summoned by the elders, Tsunade tapped her index finger impatiently on the table. Unknown to herself, splinters rose and fell as her nail ground out the wood itself from the inhumane taps she was making on the timber.

Even as masked as her veteran gaze was, she had a feeling of foreboding about this. An urgent meeting with these old coots was never a good thing, especially if the smirks that threatened to cover their faces were anything to go by. Koharu, being the most influential one here, decided to start the proceedings, "Hokage-sama, we called this meeting to inspect the reports handed in by all squad mates sent to retrieve Uchiha Sasuke. Especially the reports concerning Uzumaki Naruto." she started.

Bile rose in her throat, this wasn't looking good, "I'm sorry, but with my medical duties I haven't had a chance to go over those reports. Even still, what did you wish to discuss?" she suppressed her fears and masked her poker face on.

"Genin Uzumaki used two tails worth of demonic chakra, chakra of the Nine Tailed Fox, and lost control over it to the point of almost killing Uchiha-sama - the victim he was sent to retrieve, his teammate and by proxy a Leaf shinobi - all because he wanted to show him who the best among them was." Koharu finished.

Tsunade's eyes were downright murderous, "I've seen both their injuries, and let me tell you Naruto's injuries were far graver than what that Uchiha had. How can you claim he lost control just like that, where is the proof?" she retorted.

In a surprising turn of events, "That could be attributed to the inherent skills and genius of the Uchiha, no?" asked Danzo. "He aced the academy, possesses the revered Sharingan and fully matured it in battle with Uzumaki. Had it been anybody else…"

He left the threat hanging, murmurs rang reverberated around the quiet chambers like buzzing bees, "Tsunade…" Homura fixed his glasses wisely, "…the council has deemed the boy an advent threat that must be suppressed, now." he explained.

Seeing almost no rebuttal, instead a handful of smiles, Tsunade bristled, "He is no threat…"

"We do not have the Mokuton anymore, neither do we possess the knowledge and sealing abilities of our past three Hokage's either. Do you truly believe you could suppress the full might of the Nine Tails all on your own if need be, Tsunade?" asked Danzo.

Tsunade glared, but said nothing. As much as she loathed to admit it, that damned cripple was right, "Even still…" she protested.

"Genin Uzumaki will be banished, that is the decision of the council Tsunade." Koharu cut her off.

Tsunade, having had finally enough, slammed her hand down on the table with a bang, "You make no decisions fools!" she roared. "I AM THE HOKAGE!"

Her declaration had absolutely no effect on them, instead they seemed amused, "That may be so, but this…" Homura threw a scroll on the table, unfurling it in front of her. The official seal of the Daimyo made Tsunade's eyes go wide, "…makes your say on the matter useless." he finished victoriously.

Tsunade, barely restraining herself from lashing out and snapping some necks, glared at them. Especially Danzo, "You too Danzo?" she asked, her voice incredulous and disbelieving. "No one knows more than you how much we need him." she pleaded.

The man shifted uncomfortably, she thought she had struck a chord, "Be that as it may, a weapon ticking to blow up in our faces is worse than having no weapon at all. We haven't used that resource anytime in the past, history serves us well hime." he finished stoically.

"The council and the Daimyo himself have deemed Uzumaki a threat to the village. The decision is unanimous, there is nothing you can do. Do not let personal feelings take over Tsunade, this was precisely why the Nidaime laid down such laws."

As much as loved the deceased man, she cursed her granduncle inwardly. "The seal is weakening; we will extinguish the threat before it ever comes to be. You have till dawn to let him know, or we will do it for you. That is all we can give you Tsunade, the council may be dismissed."

All elders, shinobi council members and civilian leaders got up to leave. Tsunade's eyes watered, she gripped the parchment in her hands in an iron grip. She felt so helpless that she hated herself for it, "Remember this day well…" she whispered.

Each one of them stopped for a moment before walking away, leaving a sobbing Tsunade behind them.

Konoha Hospital

Like shining fingers, sun rays peered through the open windows and lit awake the dank white walls with their luster. The gentle click of the door and slight shuffling of footsteps breathed a new life in the silent space.

Groggily blinking his eyes open, Naruto yawned. Though laying first glance at his visitor, he grinned, "Hey Saku-!"

SLAP!

Craning his neck around, eyes wide in disbelief, "What was that for?" he asked. Tilting his head aside, he couldn't quite comprehend the furious expression over his crush's face or why it was there in the first place. "I brought Sasuke back like I promised, didn't I?" he asked again. "Why did you slap me?"

"Brought him back you say?" she hissed. He flinched back on instinct, almost raising his arm up in self-defence he sat on guard. "I asked you to bring him back to me, not kill him in the process you idiot!" she snarled.

He sat there, stunned. Naruto himself knew Sasuke couldn't be dead, he had made sure not to land any fatal blows no matter what it caused him in the end, but did she not see the condition he was in when he came back?

Or right now, for that matter…!

"My mother and the rest of the village were right…" blinking in confusion, the stumped boy couldn't even make sense out of this conversation right now. "…you really are a demon!"

His wounds didn't hurt him as much as her screech, her words in particular, had hurt him. It was one thing to hear it from strangers he didn't know, but to hear it from the girl he adored, "Don't worry anymore, my mother is on the council. You be damned sure that she'd make sure to have you levied the highest punishment possible, banishment at the very least! How dare you hurt my Sasuke-kun you damned demon filth…?!"

His eyes were clouded by the time her screeches halted; he couldn't even see her leave the room other than the audible click his door made. He hadn't expected that, and after hearing that venom from her mouth, he honestly felt betrayed.

The same thing happened all over again with Ino; she too came to threaten him all the same by naming her father's influential position he was well aware of himself. Shikamaru along with everyone who went in the mission too, had come to reprimand him on almost causing their rescued heir to die, thereby making all their life endangering attempts almost negated. Kakashi had come in to wisely teach him, how he should have tried to talk it out with his friends, but more so how ashamed he was that he had openly made the first direct contact on his teammate with a technique as dangerous as the Rasengan.

But the cherry on top had been Jiraiya, going so far as to absolving his Toad contract and by effect his apprenticeship for shaming him by raising a killing attack on his comrade, with a technique taught to him by the sage himself. Sasuke had certainly gone through great lengths at concocting this makeshift story, he had concluded, but the delusions his so-called friends had accepted without a grain of salt were the ones that truly baffled him to no ends. The only ones who stood by his side were Hinata, Neji and Shino along with their clans.

Next Morning

Hokage Office

A warm cup of sake lay filled on her table, but for the life of her, Senju Tsunade had not the courage to muster up and gulp it down her throat. She had called for her ANBU to retrieve Naruto, and guilt and regret were already gnawing away at her heart like lead stakes.

A puff of smoke later, standing there with all the conjured-up confusion of the word was one orange jumpsuit clad, blonde haired genin, "Obaa-chan?!" he whispered, utterly confused. "Why did you call me out so early? I'm still tired from my injuries you know, can't this wait till tomorrow?"

Seeing the innocence still lingering in those azure orbs, she all but muted out his adorable voice her heart couldn't get enough of. Steeling herself, "Genin Uzumaki Naruto, Registration ID - 17782." she said.

Naruto straightened up, knowing what protocol had just been initiated with those words. This particular introduction was only used by the village leader in case a matter of utmost importance rose up, one that went as far as to delve out these guarded details known to no one but the Kage and their shinobi themselves, "Hai." he said, his voice serious and lacking of all its usual chirp.

"Genin Uzumaki Naruto…" with a sharp intake of breath, she started, "…you are hereby stripped of your shinobi status and hereby banished from the Village Hidden in the Leaves for an undisclosed time…"

"B-But why?" he whispered.

"On the grounds of losing control over a power you had no control over, and effectively using said power to almost kill and or cripple a ninja you were sent to retrieve unharmed. You have been deemed a threat to the Leaf, and by the order of the Fire Lord himself banished, effective immediately."

His eyes welled up in unshed tears, the air itself felt thick and melancholic, "You may not enter the Land of Fire least you be executed without pending trial. By the powers bestowed upon me by the village laws - please hand over your headband."

She pushed her hand forth, not meeting his broken gaze in the slightest. His hands shakily rose up and pulled out the object from his pocket, brushing it with his thumb for a lasting moment while memories of how he had achieved it flashed through his eyes, he placed it on the desk along with another object that made Tsunade's heart shatter in a million pieces, "I won't be needing this anymore either, Tsunade-sama."

Pulling back his mask to hide his emotions, the necklace he had won fair and square was returned to its owner with a sad smile. Hearing him call her so formally had been the last straw, Tsunade broke down into a heap of sobbing mess, "When do I leave, Tsunade-sama…?" he asked, voice hollow as an empty shell of paper.

"Two hours…you have-two…" she told him, her voice cracking in choked sobs. Her trembling hands cradled the two objects as if they were her own heart, which wasn't further away from the truth as one might expect.

"I'll be taking my leave then." he stated. Her eyes went wide, "Wait, Naruto…!" she blurted out, he eyed her vehemently.

'Sarutobi and Jiraiya might have succeeded in me not being able to be for him in the past but I would be damned if I didn't give him his parent's and clan's legacy' Tsunade thought

Pulling out an old wooden parchment out from her drawer, she handed him the antiquity looking scroll shakily, "This scroll contains your parent's as well as their clan's legacy. it is linked to your blood and chakra specifically."

She couldn't say no more for it was all Naruto could hear before he had snatched it off her palms like a starved predator, "You knew them?" he asked her. She nodded her head, almost shivering how icy his voice had been.

"Yes, me along with a few others knew of your parents. That scroll is the last piece we have of their legacy…" she admitted. He nodded, clutching the scroll as if it might slip out any which moment now. Clouded hazelnut orbs watched him walk out in pure anguish, all lost to herself and the portraits hanging of her grandfather, granduncle and Minato- staring down on her - from the wall.

'Jiraiya I hope you already left this village, because if not, I will personally send you to hell for this. And you Sarutobi-sensei, I hope your pitiful soul is suffering in the stomach of Shinigami for your crimes against Naruto and for what you let the villager do to him. No more miss nice Hokage. Konoha get ready for a real Hokage' was Tsunade's last thought as she watched Naruto walk out.

With Naruto

His feet took him home, eyes as lifeless as the reaper Naruto stared at the walls of his apartment with nothing but emptiness.

"Die Demon!"

"For the Yondaime/Uchiha!"

In the end though, he smiled, "I guess it was for the better…" his words lacked any conviction, or even life in general. Before even stepping in, he knew what to expect when the door to his 'home' was unlocked.

It was already broken in.

Anything of value was stolen, not that there was much of it in the first place, while the rest was demolished in some way or the other. He worked his way around the trashed room, swiping off the trash from the floor to lift up a tatami mat, one he had burrowed in thoroughly for these kinds of emergencies in particular, and retrieved out a couple pairs of clothes and supplies.

Leaving the house, not before glancing longingly at the Hokage Monument clear in view from his balcony, he made his to the gates only to stop dead seeing the last person on earth he wanted to see right now.

Uchiha Sasuke.

"Dobe." he greeted in distaste. Naruto didn't say anything, he breezed past him wordlessly as if he were a mere obstacle in his path.

Something Sasuke did not take lightly, "Now do you see what you get for trying to deny an Uchiha loser?" he snarled. Naruto stopped for a moment too long, inching to retort but in the end, he walked away without a word.

There really was no weight to his words now, was there?

"You are lucky to be left alive after what you did to your best friend, demon! Maybe the gods above may have seen your diabolical actions and may even enact their judgment on you!" a voice he had once adored, screeched from behind him. Even as rigid as Naruto willed his heart to be, that one stung.

With each step he took away from the village, a piece of his dreams and life died in blissful harmony.

Seven Years Later

Land of Waves

It has been seven years since Naruto was banished from Konoha. During that time, he met and trained with several shinobi as well samurai along with helping people in need. He also mastered his parent's various techniques along with gaining Kyubi's whose actual name was Kurama trust.

After being banished, he first went to Land of Waves to see Tazuna and his family. When he reached their, Naruto got to know that Tazuna had become the new Daimyo of Wave. He stayed with them for a month.

While in Wave country, Naruto opened the scroll given to him by Tsunade and learnt about his heritage.

He wasn't mad at his father for sealing the Kyubi into him since he was doing his duty to the village. He was mad at the villagers who betrayed and spat on the sacrifice of his parents.

He was especially angry at Jiraiya and Kakashi, now knowing about how close they were to his parents and how they betrayed them as well as him. Naruto was also mad at the Sandaime, the person he thought he could trust, had turned out to be the person who had been manipulating him from the start of his life.

The scroll given to him by Tsunade was in actuality a storage scroll. It contained letters from his parents as well as seven other different scrolls labelled: Ninjutsu, Taijutsu, Genjutsu, Fuinjutsu, Kenjutsu, Weapons and Clan History.

While living in Wave country, Naruto met his true sensei- Genryusai Yamamoto. He was a man in his late eighties. Naruto still remembered his first meeting with the man

Flashback Start

Naruto was walking through the streets of the capital of Wave country returning from an open field after training there. While Naruto was progressing more than he did in Konoha, he was having a difficulty with learning the advanced material in his parent's scroll without a proper teacher to guide him.

He saw an old man, who appeared to have slept while standing while some kids were now attempting to steal the fruits from the man's hand bag.

"Why were you stealing from this old man?" Naruto asked the kids after he had stopped them

The kids looked down and then one of them decided to answer

"We were just doing a prank to this old man. Every day, we see him stand here and sleep while having different groceries in his bag so today we decided to play a joke on him."

"Did any of you thought to help him?" Naruto asked and continued once "Imagine, if he was your grandfather and some of the other kids did what you were trying to do to him."

The kids looked even more shameful when they realised the depth of their actions.

"Look, there is nothing wrong in a harmless prank. But a prank that results in someone getting hurt is not a prank but a cruel action." Naruto said, after all he himself had performed many pranks in Konoha but never harmed a single person there even if such an action would have been justified.

"You will be my successor! I will train you to be the strongest shinobi in the world!" The old man exclaimed pointing at Naruto once the kids had left.

"What the hell are you talking about old man? You look like you are about to fall on your legs, what would you teach me?" Naruto asked after he had calmed himself down

"So, you think I am weak. Follow me." The old man said after which he led Naruto to an open field where the old man unleashed his chakra causing Naruto to fall on his butt and tremor in fear.

Naruto had not seen this kind of charka potency and prowess in all of his life. Not even when he witnessed the fight between Tsunade, Jiraiya and Orochimaru.

"Now do you believe that I am a weak old man?" the old man asked while Naruto rapidly shook his head in a no.

"But why do you want to train me?" Naruto asked, the last few months of his life making him cautious

"I have been traveling the continent for the last two years, looking for a worthy successor to my teaching. My search bought me to Wave country last month and when you helped me even without knowing me while making the kids understand their mistake rather than just punishing them, I realised that you would be my successor." The old man explained

"I would be honoured to be your student" Naruto said

The old man then asked Naruto to follow him to his house so that they could began their training.

Flashback End

Naruto then learned that the old man's name was Genryusai Yamamoto. He was a former Kumo shinobi known as Black Tiger of Kumo for his invention of the black lightning technique. He faked his death and left Kumo after the Third Raikage stole his techniques as well as planned to sack and destroy Uzushiogakure no Sato with the help of Kiri, Suna and Iwa just because the Uzumaki clan was growing too powerful in their eyes.

Naruto asked Yamamoto why didn't he try to help his clan but Yamamoto replied that his clan wouldn't have believed him and would have most likely killed him since he, in their eyes, was an enemy shinobi.

Yamamoto even apologised to Naruto and said that he regrets not helping the Uzumaki clan to this day. Seeing the sincerity in his eyes, Naruto forgave him but made him promise to train him to the best of his abilities.

Yamamoto chuckled and said that he would make Naruto the strongest shinobi anyone had ever seen.

For the next two years, Yamamoto trained Naruto in various shinobi arts. When Naruto told Yamamoto about his Shadow clone Jutsu, Yamamoto suggested to use them to accelerate his training, telling Naruto that anything that is learnt by a Shadow clone is automatically learnt by the creator. This greatly accelerated Naruto's training and also enabled Naruto to learn from his parent's scroll while training with Yamamoto. Yamamoto also had Naruto sign his own summoning contract of the Falcon clan. After a year of training Naruto, Yamamoto also started to teach him about the spy network he had created as well as telling him about the various companies he had created and controls during his long life as well as naming Naruto his successor.

During the next two years, Yamamoto not only trained Naruto but also sent him to hunt different bounties to give him experience as well as built a reputation. During the last six months of his training, Naruto also completed various missions gotten to him by Yamamoto.

Naruto still remembers the day Yamamoto died

Flashback Starts

Naruto was sitting on the bedside of his one true teacher with tears in his eyes knowing that the old man who had basically raised him for the last two years would die any moment.

"Now, don't cry my student." Yamamoto said as he noticed the tears in his pupil's eyes and then continued

"Death comes for everybody. Before I go, I want you to promise me to become the strongest warrior in the world and to help anyone you see in need." Yamamoto said before breathing his final breath.

"I promise sensei." Naruto said after which he burnt Yamamoto's corpse as per his instruction.

Flashback Ends

Naruto then thought about the last five years of his life. After a week of Yamamoto's death, Naruto left Wave country to travel the world and help people in need.

Naruto first visited Suna and spent the next six months with Gaara and his family. Naruto replaced Gaara's faulty seal with one of Uzumaki clan's strongest seal. It led to Gaara being able to sleep again. The replacement of the seal also had a pleasant side-effect of Shukaku, the one-tailed Ichibi, to finally talk to Gaara, as a normal being. It seemed that due to being sealed in a tea-cup for such a long time as well as being sealed in Gaara via faulty seal led to Shukaku losing his mind. After a long talk, Shukaku and Gaara were able to come to an understanding.

While in Suna, Naruto, at the request of Gaara trained 10 shinobi of his choosing in the art of Fuinjutsu as well as create a Fuinjutsu barrier for Suna. The barrier created by Naruto was by far the most advanced barrier in all of the shinobi world. It not only allows Suna to know if a shinobi had entered their village but also to become alert in case of a breach and locate the intruder since Naruto had tuned every Suna villager chakra signature into the barrier.

It essentially made Suna into a fortress allowing Suna to see the world but no-one can see what is happening inside the village. Gaara in turn allowed Naruto access to every scroll Suna had in relation to shinobi. Naruto with the help of the scrolls gained a new level of mastery of the wind element not seen since Reto the Shodai Kazekage. Naruto while in Suna mainly trained with Temari, helping her advance her Wind release. They both grew closer during his time in Suna.

Naruto also helped Gaara with the Akatsuki when they attacked Suna for Ichibi. He with the help of Gaara killed both Deidara and Sasori. After collecting the bounties on their heads, Naruto left Suna, while giving both Gaara and Temari a tri-ponged Kunai, telling them about his heritage asking them to keep it a secret which they agreed to. Naruto also told them to use the Kunai, if they ever find themselves in a hopeless situation.

After leaving Suna, Naruto travelled to Kiri and helped end the civil war in the Water country by helping the bloodline faction. After the end of the war, both Mei Terumi, who became the Fifth Mizukage as well as Masamune Date, who became the new Daimyo of Water country tried to convince him become part of Water country's military. Masamune went as far as to offer him to become his own right-hand man and that he (Naruto) would control the entirety of his (Masamune's) Military and would only answer to the Daimyo, but Naruto refused, saying that while it was a high honour, he liked his freedom too much to be tied down to a country.

While in Kiri, Naruto advanced his Water release to a new level as well as further honing his skills in Kenjutsu. He also found out that Zabuza and Haku were still alive having faked their death in Wave with the help of Blood clone and were in Kiri helping the blood-line faction. The only reason they worked for Gato was money. They found out about Gato's betrayal the night before there fights and sent blood clones which they carried in storage seals since it was really difficult to create one and looted Gato while leaving enough for the people of Wave.

Zabuza helped Naruto further develop his Kenjutsu skills while Haku helped him with his water release. During their training, Naruto found out that Haku was actually a girl. While leaving Kiri, Naruto gave Haku one of his Tri-ponged Kunai since they had developed a sibling like bond during his time in Kiri. Zabuza also became Mei's second in command while Haku became her apprentice. Zabuza also trained Chojuro, a young swordsman in training to become a member of seven swordsmen of Kiri while training Naruto. Naruto and Chojuro also developed a brother like bond. It was during the war in Kiri that Naruto got his alias of the Crimson Falcon due to the Crimson haori he wore as well his Anbu falcon mask.

Naruto then visited Snow/Spring country and helped Koyuki Kazahana create a military for her country. Naruto also helped her make an alliance with Kiri, Suna and Wave country since she had broken the alliance her country had with Konoha.

With this alliance, Snow/Spring country & Wave country were able to further develop their military prowess while Water country and Wind country reap the benefits of the technological wonders of Spring country and the resources of Wave country.

Konoha and Fire country also tried to enter this alliance by using their alliance with Wind country but were refused since it was clearly stated in the alliance that the resources given to Wind country by either three of the countries were not to be shared without the permission of those countries. After which they sought him out, knowing that the alliance was made possible due to him but he either evaded or left the shinobi sent by Konoha unconscious since he didn't like unnecessary death.

During his time in Spring country, Konoha was able to completely crush Otogakure no Sato as well as kill Orochimaru and his second in command Kabuto. Fire country had been able of annex Rice country as a result of winning the war. Naruto was able to rescue a fellow Uzumaki, named Karin, during the fall of Oto, due to Tsunade informing him about her.

In return, Naruto helped Tsunade and Ieyasu Tokugawa overthrow Ieyasu's half-brother from the throne of the Fire country since he was an incompetent ruler who let his advisors do as they pleased while indulging himself in lust and greed. Ieyasu with the help of Tsunade and Naruto was able to poison his half-brother as well as kill all of his advisors and take control of the country in just two months. Naruto also helped Ieyasu train a new batch of Twelve Guardian Shinobi, telling Ieyasu that he shouldn't just rely on Konoha for his shinobi might. Hence all of the members of Twelve Guardian Shinobi were from different part of the Fire country excluding Konoha.

Naruto asked for all the scrolls Konoha had on Fire release as a payment since that was Naruto's weakest element as well as Earth release since Konoha had some of the most powerful Earth style users like Hashirama Senju and Hiruzen Sarutobi. Tsunade as well as Ieyasu were hesitant as first but Naruto was able to convince Ieyasu by revealing his heritage to him. Ieyasu immediately agreed to give Naruto all the scrolls he asked for, since Minato was a dear friend to him. Ieyasu also threatened Tsunade that if she refused, he would majorly reduce Konoha's funding so Tsunade had no choice but to give Naruto those scrolls.

In private, Naruto asked Tsunade the reason for her hesitancy and she told him that even though she saw Naruto as her little brother/son, her duty as a Hokage came first and since Naruto wasn't part of Fire Country's military his skills could be used against them.

Naruto was hurt inside when he was told this but understood Tsunade's reason. Before leaving, Naruto gave Tsunade one of his Tri-ponged kunai and told her to call on him if she ever needed his help.

Naruto had also gained two companions in his travels. First, Karin Uzumaki, who he had rescued from Sound. Second was Fu, who was the Jinchuriki of Nanabi, and was rescued by Naruto from the clutches of Kakazu and Hidan of the Akatsuki organisation. Naruto had been unable to kill them at that time due to the fact that he had been focused on rescuing Fu.

Five months after the fall of Sound, Konoha with the help of Suna and surprisingly for Konoha at least, Kiri, Wave country as well as Spring country were able to kill all the members of Akatsuki.

Naruto too had a big part in dealing of Akatsuki since he was the one who killed the two strongest members of the organisation.

Konohagakure no Sato

Hokage Tower

Hokage's Office

Tsunade had just finished her paperwork for the day and thought back to previous years while leaning back on her chair.

Once Ieyasu had taken full control of the fire country, he helped Tsunade return Konoha to pure military rule that it was before. Tsunade also arrested various council members who had been siphoning funds from Konoha treasury. Many of the residents of Konoha were also put to sword by Ieyasu once he learnt of their actions against Namikaze Uzumaki Naruto. Ieyasu also declared Naruto's banishment null and void since he was just completing his mission and told the council that should Naruto come back to Konoha, he would be given his full heritage and until then all of the assets and businesses belonging to the Uzumaki-Namikaze family were to be handled by Akio Morita who had been appointed by Ieyasu himself. Ieyasu also sent two members of his Guardian Shinobi as well as six samurai for Akio's protection.

This had various members of the council in worry since Kushina Uzumaki was the heiress of Uzushiogakure no Sato and at the time of her death, owned various properties all around Fire country along with the Uzumaki clan account which had been guarded by Ieyasu who was the Daimyo himself now. Not to mention the various treasures hiding deep within the ruins of the destroyed land of Uzushiogakure no Sato.

Minato Namikaze too had been a wealthy man. At the time of his death Minato Namikaze owned half of the resident land of Konoha along with various nerve centres of the shopping district of Konoha. After the death of both Kushina and Minato, various council members had tried to steal their wealth but were each time blocked by Ieyasu. Even after his half-brother became the Daimyo, Ieyasu didn't let anyone touch either Kushina or Minato belongings. And now that Ieyasu was the Daimyo, these council members had no doubt in their mind that if Naruto were to return to Konoha, they would be in deep trouble. There was also the fact that half of the members of the civilian council were either dead or in jail and the new members appointed of the council were people chosen by Ieyasu himself. These people were not native of Konoha and were completely loyal to Tsunade.

Tsunade had also separated the functions of the shinobi and civilian council, greatly reducing their power. Tsunade had also been able to reconstruct the Shinobi Police of Konoha and instead of giving the control of the organisation to one clan, she had structured it as another branch of Konoha's military.

Sasuke had tried to become the head of the organisation, citing that since the police force had previously been controlled by the Uchiha clan, he should become the organisation's head while the two elders along with Danzo supported him.

Tsunade shot him down immediately and told him the head of the organisation had already been chosen. Koharu and Homura tried to protest this, but Tsunade told them they were just her advisors and to shut up if they didn't want to lose their positions. They complied while glaring at her.

Tsunade then told Sasuke that he could join the organisation if he wished to, at which he just scoffed and left.

Tsunade was right now thinking about the war that had been declared by Kumo and Iwa along with their allies against Konoha and their allies. She knew exactly the person they would need to win this war. Tsunade also had a plan to have her chosen successor become Hokage.

She threw the tri-ponged Kunai at her desk and waited for the future Hokage to come.
