Translator's Notes
— My colleagues and I believe that the Key mentioned by Herodotos is a cipher and not a physical key, but we're ruling nothing out. Another section of his will obliquely mentions a Forge, emphasized, with no other information given.
— The Leda of Attika mentioned here appears only once more in all ancient writing available to us: on a transaction involving the purchase of farmland in the Sacred Plains of Demeter. The language of the sale suggests that her purchase added to an existing estate.
— Whether Leda preserved and spread this unfinished history by Herodotos, or indeed received it at all, is unknown. If later Greek and Latin authors read and commented on this secret account, their words have not survived.
— Though we speculate, we cannot say who is marked by "the anonymous woman".

(Inscription 2 has been found etched onto monuments and temples across much of the classical Greek world, as far north as Amphipolis and on Kythera and Crete in the south, from Elis all the way to Chios and Samos in the Aegean. As far as can be determined, all instances were engraved by the same scrawling hand across a fifteen-year period leading up through the Peace of Nikias. The author is unknown, as is the identity of "Ikaros", and the phrase's meaning is a mystery. Perhaps it refers to a personal ritual.)

Translation
Law concerning mercenary movement in the polis. Deukalios moved: in order that the people may walk freely and without fear, a mercenary who climbs the buildings of the polis will pay a fine of 100 drachmae to the coffers. A mercenary who climbs a building in the port of Piraeus will pay an additional 50 drachmae to the coffers. A mercenary who climbs a building on the Acropolis will pay an additional 300 drachmae, and furthermore be expelled from the polis for a period of one year. The mercenary entering the city on horseback must pay a fine of 300 drachmae to the Assembly and sell the horse immediately.
One third of proceeds from the sale of the mercenary's equipment will be paid to the citizen responsible for apprehending the mercenary.
Should any citizen be injured or killed in connection with these crimes, or in connection with the apprehension of the mercenary, a bounty of 900 drachmae for each citizen thus afflicted will be placed on the life of the mercenary.
Additional Proposal
(The attribution of the following proposal has been gouged deeply and cleanly enough to suggest deliberate removal. This entire portion of the stele was later sheared off entirely. It was found in 1992 by chance in a remote site more than three kilometers outside the suburbs of Athens. Whether it was removed because of Athenian backlash against the original exception or to appease Sparta after the war's end, I can't say.)

A/N: first of three fics of this nature. this was both the easiest and least fun piece to write: legal writing needs to reduce ambiguity while the inscriptions and graffiti ended up being, well, short.
still, a couple quick notes. In Graffiti 1, "mingle" can mean fight or fuck (choose your fanfic). In the law above, Alkibiades proposed the addition and had his name scratched out after certain events later in the war.
