It is a Naruto born in MHA world no actual Naruto from the elemental nations as he is way too powerful so he will be All Mights son and inherit One For All and deku will have a quirk read to find out what type. Naruto will replace Aoyama.
Someone asked for Setsuna to be shoto's sister and all the events would not work with that many characters, e.g. stains fight.

The salty water lapped at the silky sands. Golden sand shifted under the sprinting Naruto. Naruto had a lean build and was a slight above average height of 5 foot 8 inches. Currently, he wore an orange hoodie and light grey trousers, held up by a black leather belt, with a pair of navy blue trainers. His spiky golden hair rustled in the wind as he made his way towards the recently cleaned beach. He remembered how his father had come home late one night about 10 months ago.
Flashback…
Naruto was cooking chicken teriyaki, when the front door of his house clicked. He's quite late He thought. Naruto walked out into the main hall and greeted his father. The Yagi's lived in a modest two story detached house. Even though they had a lot of money. Naruto's father, Toshinori, never wanted a grand mansion that the number 1 hero was thought to have. He wanted a small house. It was only him and his son after his wife passed.
"Hey dad!" Naruto said. Toshinori was a giant of a man standing 7 foot 2 inches however he was built like a twig, no fat or muscle was seen on his body, not since that accident. Despite his build, he is still the number 1 hero, All Might. His application of his quirk, One For All, makes his muscles expand when activated.
One for All is a special quirk that can be passed down from one person to another. The base quirk is a stock pilling quirk that merged with the first user's ability to pass down his quirk, as the quirk stockpiles power the next user is stronger than the previous one. Toshinori is the eighth and current user of the quirk but due to his injury has been slowly unable to use the quirk to its full potential. When Toshinori noticed his son's pure heart he began to groom and prepare to make his own son his successor, even knowing the dangers his quirkless son accepted to take the responsibility. "Hello to you too, young Naruto." Toshinori replied, "What smells good."
"Oh, I'm cooking dinner, chicken teriyaki." Naruto walked back into the kitchen-diner with his father following. On the table for two sat two bowls of rice topped with chicken. "There is extra for lunch too."
The duo ate the dinner and when they were done, Toshinori spoke, "I have decided to take on a protege."
Naruto was taken aback, "What happened?"
"He is a young man, about your age, that despite not being able to use his quirk, as he thought that it was faulty, rushed in to protect another young man even as heroes and even me stood back and did nothing. Afterwards he said to me that legs just moved on their own. After this I found out he is the current wielder of the boosting quirk." Toshinori explained. "His name is Izuku Midoriya, I am going to have him clean the beach, the one overflowing with rubbish and scrap." The Boosting quirk is relatively unknown to the public and is a quirk that is a mystery to all scientists as most quirks, bar One For All, are genetic however this quirk randomly appears in a quirkless person when the previous wielder dies. It will multiply the body's capabilities, an inexperienced user will have no control. The quirk allows the user to boast to 10x the body's capabilities. An inexperienced user can only use 10x or 1x so they have to learn to do 2x to 9x through rigorous training and control. "This boy can't use it as his body is too weak so I'm going to help build his body, like I did with you, and hope to have time to teach him. Luckily I knew the past user."
"So you are going to train. Does he know of your weak form." Naruto sat back on his chair and took a sip of water.
"Yes he knows of my smaller form, but he knows nothing of One For All or of you." Nobody knew who Naruto's parentage is except a few people, less people knew of Naruto's connection to All Might than of One Of All. Toshinori has kept that he even has a son from everyone and everything, Naruto is his most guarded secret.
Flashback end…
At the top of the sea wall stood two young women, Naruto's two best friends. As he climbed the stairs he saw them both stood side by side. On his left was Momo Yaoyorozu. She is a similar height to Naruto and is a pale skinned girl with black eyes and black hair styled in her iconic spiky ponytail. She wore a white button up dress with a pair of flat white shoes.
On his right was Setsuna Todoroki. She was taller than Momo standing at 5 foot 9, she had split coloured hair, white on the right and red on the left, each colour separated into a loose ponytail, her eyes had heterochromia, her left being turquoise and the right being dark grey. She wore a pair of short shorts with black tights underneath, she had a plain white tee-shirt under a red zip up jacket. A pair of blue trainers finished her outfit.
"Hey Momo, Suna!" Naruto ran up to the girls, beaming. "Did you make it in." All three of them had entered the UA recommendations earlier in the month.
Setsuna answered first, "Yeah I did Foxy." Naruto's smile disappeared instantly, she always, always, called him that so what he had whisked like birth marks, it was annoying especially coming from her. "Class 1 A."
Momo giggled at the name, "Yeah I got in too, I'm in class 1 A."
"I got in too, I'm in class 1 A, as well." Naruto threw his arms in the air.
"You are too much, sometimes. Wait? How did you get in? You're supposed to be quirkless." Setsuna and Momo had befriended Naruto on the first day of junior high and the three had become inseparable instantly. The girls had protected Naruto from the onslaught of bullies brought on due to his status. When Naruto's quirk had manifested 6 months ago most people didn't care but Setsuna had become suspicious as it was weird that Naruto would never lose faith that he would get a quirk and when he had it was incredibly powerful. Some people can manifest a quirk after 4 years of age but all of those people have very weak or minor quirks. Naruto's was weird, a power-up type he calls "Full Cowling" was too powerful for a late bloomer.
"Hey! I have Full Cowling, it manifested remember." Naruto shook his fist in the air.
"Yeah, yeah I know it is just so powerful for a late bloomer." The two girls walked down to the beach. Naruto had a bead of sweat roll down the back of his neck, Man, she is too smart. Naruto walked down to the beach with his friends. They just enjoyed each other's presence for the rest of the night as they would start their hero training at UA next week.
One week later…
Naruto dressed in his UA uniform consisting of: light grey blazer with dark grey accents; dark grey trousers; a white button up shirt, a red tie and brown business shoes- stood in front of his father, who was wearing a yellow pinstripe business suit. "You ready to go, Naruto?"
"Yeah I'm ready." Naruto slung his backpack over both his shoulders. They both tapped their fists together. "I'm going to meet with Momo and Setsuna. We are going to walk to school together, see you." Naruto walked out the door of their house and down the road to meet his friends.
At their meeting point Naruto saw Setsuna alreading waiting. She had a similar uniform to him except she wore a dark grey skirt and black stockings. As he walked closer Naruto's face heated up becoming beat red. "H-hey Suna, are y-you excited?"
She simply raised an eyebrow at his actions and replied while shrugging. "Yeah I guess."
After waiting 5 minutes, Momo arrived at their meeting point.
"Hey Momo are you excited? Suna isn't and I don't get why."
"Yes I'm excited." Momo chuckled, "Setsuna is just like that she doesn't get excited about things like this." She and Setsuna began to walk. "Come on Naruto, we don't want to be late."
They then took the 30 minute walk to the school while engaging in small talk.
Naruto was in awe. From the large metal walls surrounding the immense campus, to the solid glass building. A steady stream of people walked through the front door. UA was the top school in the country. It hosted 4 courses: hero, support, business and general studies. The school was most notable for its 2 hero course classes in each year as well as its high quality of heroes coming from the school.
The trio walked into the building and located their classroom. The trio stopped in front of the huge door laybed '1 A'. Alone in the classroom, they both took two of the back seats and waited for their classmates to enter. Naruto sat on the back left seat from the teacher and Setsuna sat to his right, with Momo to her right. Over the next 10 minutes many unique individuals entered the room. So these are our classmates. They're interesting.
There was an argument between two students, the uptight one who was ordering a boisterous student to take his feet off the desk. When another student walked in, Naruto saw the uptight boy walk up to a green haired boy. "I am here to apologize for what I said to you at the entrance exam I was out of line." The blue haired boy robitally spoke to the plain looking green haired boy. So that is Izuku Midoriya.
Izuku began to wave his arms in the air, "N-n-no i-its o-o-k."
"No, I must apologize, I'm Tenya Ilda." The boy, Tenya, did some stiff arm movements.
"O-oh I'm Izuku Midoriya." The boy hid behind his arms.
From behind him came a bubbly voice, "Oh I know you, you're the plain looking kid." She had big round eyes and a short brown hair style. Izuku carried on swinging his arms around and became very red in the face. "It's going to be so fun: orientation, learning around our quirks, making friends an…"
"If you're here to make friends get out." A low monotone voice came from a yellow sleeping bag. All the students who weren't scrambles to their seats. "Hmmmm… 8 seconds not good enough. You just wasted time we don't have. I'm Shout Aizawa " He pulled out a blue PE kit. "Put this on and get outside."
Training ground…
All the students in class 1 A gathered around a shot put pitch. "Bakugo, you were first in the entrance exam." A boy with shaggy ash-blonde hair nodded. "What was your furthest throw in junior high."
"67 metres."
"Good now do it again with your quirk." The boy smiles. "Do whatever you want but stay in the square." Bakugo wound up his throw and used his quirk, explosion, to launch the softball while screaming 'die'. Aizawa held up a device that said '705.2' metres. "The government is behind, they don't allow quirks in physical tests; that is irrational."
"But what about orientations?" the bubbly girl, Ochako Uraraka.
"Here at UA we don't have time to waste on useless things like orientation. UA is privately funded so I get to run my class how I see fit. You all will take these tests." All the students go excited. "Oh you think this is fun, well whoever comes in final place will be expelled." All eyes widened.
"That's not fair!" Denki shouted out, "We all worked really hard to get here."
"Fair. You want to talk about fair. Selfish villains. Natural disaster. None of those are fair so shape up and complete the tests."
With all the tests Naruto used no more than 15% of One for All's power. This landed him in the top three for all the tests. Currently he could go to 15% without any problems and 20% with stress on his body, he was constantly training his muscles and holding 20% to get his body used to the quirk.
The final test was to throw a softball as far as possible. The current person to be called up was Izuku. There was much muttering amongst the crowd, no one had seen Izuku use his quirk. "Of course Deku's quirk doesn't do anything, it's useless." Bakugo raged. "He will be the one to go home."
"What are you talking about didn't you see what he did in the entrance exam? He destroyed the 0 pointer in one hit." Tenya is still waving his arms around like a robot.
I have got this. Boast!Think of the egg in the microwave not breaking. Izuku charged all the power into his arms and prepared to throw the ball. He swung his arms and planted his foot and released but all that happened was he threw it 47 metres. Izuku's eyes widened. To his left there stood sensei, his neck scarf ominously floating around him. Around his neck were a pair of yellow goggles. His eyes glowed red. "You-your the underground hero that hates to be in, Eraserhead."
"If you put yourself out of commission whenever you use your quirk you can never be a hero. You are worthless on the battlefield if one attack puts you out." Aizawa closed his eyes. "I have returned your useless quirk, get your throw over and done with. For future reference don't make me use my quirk. It gives me a serious dry eye."
Deku squeezed his eyes shut. Show me my father has chosen to train you. Show me the fruits of your training with the number 1 hero. Izuku charged his quirk into his finger tip. 10x the power of his whole body concentrated within his finger tip. The softball flew from his grip, creating 2 exposlotions of wind pressure. "Sensei." Izuku clenched his fist his right index finger bright red. "I can still move."
This kid. Aizawa smiled as he looked at the device 705.3. "Alright now the final person is Uzumaki."
"Oh. errr. Yes sir." Naruto walked up to the circle. Lets try 20% this For All: full cowling 20%. Naruto's body was surrounded with an orange shroud of energy. As he threw the soft ball there was 3 exposition of wind pressure as the ball shot through the air. Well done Young Naruto and you too young Izuku. All Might had hidden himself around the corner to see how his son and his protege had done, scared Izuku would be singled out. Aizawa shows Naruto's score 1032.6 metres to the class.
After compiling the scores class 1 A's homeroom teacher showed the score to the class. Naruto located his name right at the top of the list in first place just above Setsuna. No way I did better than her! Naruto's eyes were comically wide. "Good job Naruto." Setsuna put a hand on his shoulder giving him a smile. Naruto's face heated up. Wait a second, crap, Midoya came last he will b-
"Oh and I was lying about the expulsion, it was a rational deception to make you all do your absolute best." Aizawa informed the class much to the relief of Izuku.
"What you all didn't realise, maybe I should have said something, huh." Momo sighed. The whole class had one thought: Yeah, you should have.
The class, bar Izuku as he went to the nurse' office, went back to do normal academic classes.
At lunch…
Momo, Setsuna and Naruto all ate their favorite foods: tandoro chicken, cold soba and miso ramen respectively. "So have you two got your hero costumes all sorted."
Momo perked up, "Yes I have I have." After clapping her hands together Momo carried on, "I have designed mine to be a red leotard that shows as much skin as the rules state so I can use my quirk to the max. It also has a thick yellow belt with a spot to hold some books to help me to understand elements and their compounds. What about you, Naruto. Any Orange."
"Yes of course, my hero costume is a jump suit with orange top with navy blue sleeves with black trousers and combat boots. It has a belt with medical supplies. It is simple as my quirk needs high mobility so I have clothing to help with that and orange is the best colour!" Same old Naruto. You have to tell us now, Suna."
"Fine, I chose a white leotard that is resistant to cold conditions and has places to hold medical kits. I also have some boots with extra grip." Setsuna said between bites.
"Hey what about your fire." Naruto pointed out.
Setsuna growled, "you know the reason. It would only please him." She spat the word.
"It's not right. You want to be a hero, right." she nodded. "Well how can you accept if you couldn't save a person when you used half your power. Their family when they find out you could have saved them but you didn;t because you didn't want to."
Her eyes widened but then harded, "I refuse!" She slammed her chopsticks on the table and stormed off. Many people looked up from the mean at Setsuna's outburst.
"Why did you do that?" Momo hissed. "You know her home problems."
"Yes I know but she needs to hear this I won't stop till she uses her flames." Naruto declared.
"Even if it ruins your friendship."
"I would do anything for her." Momo was taken back. "I'll get rid of her food tray." Naruto stood holding both the trays and walked off.
The next day…
After a morning of regular lessons and a meal in Lunchrush's cafe, class 1A were waiting for their basic hero training teacher. The whole class was waiting in anticipation as when the door flew open. They all were very surprised to hear, "I am here... going through the door like a normal person." All Might has stood in the doorway, he was donning his silver age costume.
"Woah its All Might!" Enjirou shouted.
"That's his silver age costume, Ribbit." Atsui said.
"I will be your basic hero teacher. I will teach you different ways to learn the basics of being a hero and today we will be doing combat training." All Might clicked a button. "You all have costumes based off of your quirk registrations." as he said this the wall extended outwards to show twenty suitcases. "Meet me outside at the training ground beta.
Training ground beta…
"They say that the clothes make the man, young ladies and gentleman." All of class 1 A walked out into the training. "Know now, that you are all young heroes. You all look so good. Now then let's begin, you zygotes!" Naruto remembered how he thought up his costume.
Flashback…
"Hey dad What do you think I should do about my hero outfit?" Naruto sat at the coffee table with many sheets scattered on the table.
"Hmm how a bodysuit like mine. It is simple and it works well with our quirk." Toshinori sat down next to his son. "I don't use any support items." He placed his hand on his chin. "However you use your feet as well as your hands, how about you add some steel to the bottom of your boots to soften the power backlash."
"Wow, that is a good itea. How did you come up with it, no offence but you're a hero not a scientist."
"HaHaHa, No I am not a scientist but your Uncle David is one of the best support item designers so I learned a thing or two."
Flashback end…
Naruto looked around at his fellow classmates in awe. They all have such complex costumes. Mine seems so bland. Naruto himself wore a skin tight jumpsuit: its torso was burnt orange with red lines running up the sides. The sleeves were a navy blue with the red lines changing to orange as they ran down the sides. The trouser parts were solid black. To top it off he wore a navy belt, with pouches containing medical supplies, and black combat boots with steel soles. As Naruto looked to his right. Wow she looks so beautiful. Setsuna stood next to him in her costume. A white long sleeve leotard made up the main part of the costume, made from a cold resistant material. She also wore clear tights beneath her white knee high flat heel boots with extra grip. "You costume lo-" He started a conversation but she simply left. Naruto frowned. His spirits rained a bit after turning around. Midorya had a green jumpsuit that looked like a replica of All Might. I knew he worshiped dad but jeez.
"Alright, we will be conducting combat training." All Might began.
"Sir!" Tenya raised his hands, "This is the battle centre, the battle centre for the entrance exam."
As All Might explained what they will be doing and rules Naruto asked Stesuna, "Do you think that this is where the public entrance exam took place?"
"I would guess so." She whispered back.
"Time to draw lots." All the students drew lots to determine their teams.
Team A - Izuku Midoriya and Ochako Uraraka.
Team B - Setsuna Todoroki and Mezo Shoji
Team C - Momo Yaoyorozu and Minoru Mineta
Team D - Katsuki Bakugou and tenya Ilda
Team E - Yuga Aoyama and Mina Ashido
Team F - Rikido Sato and Koji Koda
Team G - Naruto Uzumaki and Kyoka Jiro
Team H - Fumikage tokoyami and Tsuyu Asui
Team I - Mashirao Ojiro and Toru Hagakure
Team J - Eijiro Kririshima and Hanta Sero
"Now we know the teams I will pick out we will begin the matches." Naruto watched the matches from the observation room. The first match was Team A vs Team D. Bakugo clearly had a personal grudge against Izuku so without regard for the training exercise. In the end team A won on an upset due to a powerful strike upwards from Midoriya to help Uraraka, who herself made many mistakes.
The second match was between team B and team I. Setsuna completely froze the whole building to get to the bomb. "Man she does not not know how to hold back." Naruto thought out loud.
"Well it is expected of someone who got in on recommendations." Sato replied.
The third match was team H and team J. Team H won out due to the dark building fueling tokoyami's quirk.
The fourth match was a fight between teams G and C. Mineta guarded the bomb as he placed a large array of his balls all over the room. Momo barricaded the room and set up many traps. The two used this to out last the two heroes.
"Woah, you recommendation students have such powerful quirks, Setsuna." Kirishima stated.
"Yeah well we may have powerful quirks but we made them more powerful." Setsuna crossed her arms.
"Too bad you only showed half your quirk, eh Suna." Naruto said "You can't only produce ice but fire too."
She simply growled.
What happened? From the way he talks about Setsuna he has a strong relationship with her. Hmmmm, Must be to do with her fire.
The final match was team F vs team E. "Hey Aoyama cover me." Yuga nodded. Naruto burst into the bomb room with One For All: full cowling 10% activated. He threw a fist at Sato who retaliated with a punch of his own. The force of the blow made Koda fly into the wall. He slumped after his head injury. "You're strong." Naruto smiled.
"Can say the same about you." Sato giving a large smirk.
Naruto planted his foot into Sato's stomach and slammed him through a support column. Naruto ended the match by placing his hand on the bomb.
After the class was over Class 1 A was gathered around All Might. "Other than young Midoriya, none of you had any major injuries. I must thank you for your hard work."
"Yeah well after Mr Aizawa's lesson this was really normal, ribbit. It was anticlimactic." Tsu had a finger on her lip.
"Well we will have more normal lessons to come." All Might saluted. "Well all of you need to get changed. See you!" he dashed off as fast as possible. His time limit. Naruto thought as he walked to get changed.
