This story is inspired by Stand with Ward and Queen's Oliver Queen: Agent of SHIELD books. However, I am trying to make it as original as possible with making certain differences so I do not accidently plagiarize. One of the differences being that I am not pairing Oliver with Bobbi.

Hong Kong
Oliver Queen opened his eyes to find himself laying in bed in an unfamiliar room, wondering how he got there. Suddenly flashes came to his mind of Sara disappearing in the water again, fighting an enhanced Slade, and stabbing him in the eye. He took a moment to mourn for his former lover/friend and the man who was like an older brother to him.
Oliver looked down towards his exposed torso and saw that he had been bandaged for his injuries. Still confused where he was, he looked over and saw that his wooden chest was next to his bed. He quickly opened it and saw that his belongings were still inside including his father's notebook, the miracle herbs, the syringe with the Mirakuru cure, and Yao Fei's longbow and green hood.
Oliver heard the door open and saw a middle aged man wearing dark clothing and an eyepatch over his left eye walk in.
"Mr. Queen. Good to see you awake," the man said.
Oliver eyed the man skeptically and on edge. "Who are you? Where am I?"
"I'm Director Nick Fury. Of the Strategic Homeland Intervention, Enforcement and Logistics Division. Also known as SHIELD."
"Can I see some ID?"
Fury didn't hesitate. He quickly pulled out his badge and ID card. Oliver didn't know whether or not this was a fake, but decided to let it go for now. Once he got done looking at it, Fury spoke again. "To answer your other question. You're in Hong Kong." Fury handed Oliver a t-shirt and a hoodie. "Get dressed and be mindful of your injuries. There are some things I'd like to talk to you. Feel free to bring your chest."
Oliver frowned, not knowing what the worlds biggest intelligence agency wanted with him, but decided to go along with it...for now. He followed Fury out of the building and into the back seat of a dark SUV with tinted windows.
They rode in silence as Oliver started looking outside and saw that he was indeed somewhere in China. It had been a while since he was in a place that didn't have an overwhelmingly amount of trees...and landmines.
Fury noticed him observing. "Been a while since you've been in civilization, right?"
Oliver turned to him. "That obvious?" Fury nodded. "May I ask what exactly you want with me, sir?"
Fury answered, "For now I would just like to debrief you about what you have experienced. We have almost everything but there are still some things that need cleared up. After that, I may ask you for help."
Oliver frowned in confusion. "With what?"
"Just wait till we get talking. After that you'll find out."
Oliver didn't know where Fury was going with this but decided to remain patient.
Oliver and Fury finally arrived at what appeared to be a SHIELD black site and walked into a makeshift office area where they both sat down.
"You said you wanted to debrief me, sir?" Oliver asked.
"I do."
"What about?"
"I want to cover everything you know, but mainly about Edward Fyers," Fury told him and Oliver tensed. "You're not in any trouble for what happened. Quite the contrary, I owe you thanks."
Oliver looked down. "I didn't do much." Thinking about how he had Shado and Slade, and the loss of Yao Fei. "I had help."
Fury acknowledged what Oliver was feeling. "My condolences for your loss. Even so, I need you to run down everything." He took out a recording device and started recording.
Oliver took a deep breath and started. "I first met Fyers not long after I washed up..."
After a few hours of going through what happened step-by-step, Oliver finally finished. "...and I shot him in the throat with an arrow."
Fury pressed 'stop'. "Thank you. Are you hungry?"
Oliver perked up in interest and realized he was starving.
Fury walked him into a conference room area and Oliver saw a plate of Szechuan chicken and immediately dug in, sighing in contentment of having the taste of real food again.
Fury stayed by the door. "I have to go over your information with a couple people. Once you get done, a doctor is going to see you so you can get a full physical then we will need to talk some more."
Once Oliver got done eating, saw the doctor. In addition to his injuries, he has some minor malnourishment which wasn't that surprising. He was allowed to take a shower and then met with Fury who was talking to a female brunette and another man with dark hair.
"Mr. Queen. Meet my Deputy Director, Maria Hill and Agent Clint Barton," Fury introduced them as.
Oliver shook their hands civilly, still wondering what else he was needed for. "Nice to meet you."
"You as well." Hill replied.
Oliver turned to Fury. "You said their was more to discuss?"
Fury nodded and started up the TV monitor which showed Fyers' file and one of a woman that Oliver didn't recognize. "You are aware of Fyers being a mercenary hired to shoot down the Ferris plane. The woman in the photo is the woman who hired him."
Oliver couldn't help but be curious. He never did find out who hired Fyers. "And who is she? Some terrorist?"
Fury shook his head. "Not exactly."
Hill spoke up, "Her name is Amanda Waller. She was a government agent who had gone rogue and hired Fyers to shoot down the plane to take out a target she believed to be a threat to national security."
"Target? Singular? That plane had to have been full of people."
Hill shook her head. "Like I said, she went rogue. She has since been imprisoned."
Oliver then remembered something. "Fyers said something about decimating China's economy."
"That was only the pretense." Barton informed him. "Waller only cared about getting the target. She didn't care about the collateral damage."
Oliver sighed in exasperation. He pinched his nose. "So, how did SHIELD come across...whatever this is?"
Fury spoke up. "We had already been looking into Fyers around the time he was on Lian Yu, but we couldn't find any trace of him. In our investigation, Waller's name came up and we discovered her off-the-books dealing with him. We also discovered that she was planning an unauthorized, secret drone strike on the island as revenge for you, Wilson, and Ms. Gulong stopping her plan. That was how we found out where you were. By the time we found out and sent a team to extract you, you were already going up against Wilson."
Oliver took a moment to reflect on everything before one more question came to mind. "So, who was this target?"
"I'm glad you asked." Fury told him. He pulled up another file on the screen. "Meet Chien Na Wei AKA China White. She is the #1 assassin for the Triad, and she is here. And while the way Waller went about things was unethical, to say the least, her concern about White just may be valid. And that is where you come in."
"I beg your pardon." Oliver told him, surprised.
"You have come a long way from the billionaire playboy troublemaker. And if there is one thing to take away from your time on the island is that you do what it takes to survive. That's a type of determination that I value and need."
Oliver frowned, considering. "What exactly do you need me to do?"
"Help SHIELD investigate." Fury told him point-blank. "In return, you will receive more training from my top operatives to build up your skills and see what you're capable of. Afterwards, if everything goes well, you can do whatever and go wherever."
"Wherever?" Oliver asked, thinking back to his home and family who believe he is dead.
"Should you decide to go home, I will take you myself and provide a solid alibi for your activities. Or if you decide to come aboard to SHIELD full time, it would be appreciated."
Oliver looked down, considering. He wasn't exactly in a rush to put himself in danger again, but a feeling in his gut told him to listen to Fury and help.
Oliver looked up and looked Fury in the eye. "When do I start?"
Fury smirked and offered his hand which Oliver took firmly. "We just did."
Oliver was walking with Clint down a hall of the SHIELD base that they would be operating out of as Clint was giving a tour as Clint spoke up.
"I'm sorry about Wilson," he said while shooting a sideways glance at Oliver while they were walking.
Oliver's expression became guarded and grim. "Thanks."
"Just so you know, when it comes to super soldier serums there isn't exactly a great track record," Clint said gently.
"Yeah," Oliver said as he thought back to how unstable Slade was before finding out about Shado. "But it doesn't really give any real comfort."
Clint didn't know what to say to that so he just kept silent as he directed Oliver to the training room.
"This is where you will sharpen and hone your skills," Clint gestured to the entire room with his arms outstretched.
Oliver took around and can't help but be in awe of the contents of the room as he took notice of the training mats, weightlifting machines, and practice weapons such as knives, eskrima sticks, bo staffs, bokken. Oliver looked on one side of a room and saw a tennis ball shooting machine and was intrigued.
Oliver pointed to the machine. "What's that for?"
Clint looked and replied. "Target practice." At Oliver's responding frown, he continued. "Fury told me about your potential and talent for archery. Lucky for you that is my specialty. Which reminds me." Clint walked over to a table and opened up a case as Oliver followed him. The case was opened and Oliver saw a brand new, custom compound bow. "Due respect to that longbow you've got, but you're gonna need this for efficiency."
Oliver picked it up and twirled it in his hands to check the balance. "It's perfect."
Clint smirked. "We're gonna help you. Train you. See what you're made of."
Oliver looked at him. "We?"
Clint nodded. "Me...and my partner," Clint looked to the door as he said that as it opened.
Oliver turned and looked and saw a beautiful red headed woman in a custom SHIELD suit with a red hourglass figure on her belt. He was captivated by her instantly but kept his cool.
The woman walked towards them as she continued to look at Oliver, sizing him up. "I take it that this is him?" She asked Clint.
Clint nodded. "Queen, meet my partner. You will be working with us and training with us."
Oliver respectfully held out his hand and formally introduced himself. "Oliver Queen."
The woman took his hand. "Natasha Romanoff."
The new bow that Oliver has gotten is the one from Arrow Season 2.
Should this story come to fruition and completion it will be a Oliver and Natasha pairing.
I do not know if I will complete this story or if I will scrap it. For now I am just giving it a try.
