Yumi Edogawa: thanks for your review my friend. It will take a little while. Especially since Fear isnt an overly obvious quirk. A quirk like Izuku's is hard to prove but everyone will get their due. Many heroes are simply in it for the money.

Tsukauchi's POV

Papers were scattered all over his desk from the vigilante files. Fear wasnt a well known vigilante amongst heroes. Many heroes had tried to hit what was thought to be his patrol route. This was met with no results. No one had seen him in the first year of searching.

This led to most believed he was simply an urban legend. If Tsukauchi hadn't talked to the victims Fear saved or the villains he brought in Naomasa might have agreed.

Very little was known about Fear. Descriptions consistent but only small things. Victims described him as below average in height. His figure was said to be slight and almost unhealthily thin. Outfit was described to be all black hoodie with the hood pulled up and black combat boots.

Another thing that was definitive was that he wouldnt stick around. A location would be sent to police via a message to Naomasa. Messages were always curt and to the point.

Finally there was the fact that Fear had never spoken. Whether it was because he was trying to hide his age or he couldnt speak he wasn't sure.

Fear's name came from the feeling that overcame anyone who was around him. The deep set feeling of fear encompassed anyone and everyone around him. More often than not it would cause criminals to run. This gave Fear the chance to knock them out unharmed.

Criminals knew of Fear and many would avoid his patrol area. No one wanted to risk running into him. For over four years Fear protected Musutafu. As much as it annoyed him and the other officers to admit they had come to welcome his help.

Then a year ago an emergency signal had gone out. It was on the south side of the city far away from everything else. It had come from Fear's usual message center. They knew he would never send out an emergency signal for something trivial.

So the police had rushed out in full force to try and rescue the vigilante. By the time they arrived the signal had been turned off. Sansa and a handful of officers secured the apartment building that the signal originated at. Naomasa and the rest of the officers secured the scene outside.

The officers with Sansa rushed out a few moments later. This left his partner alone in the building. They vomited any food they had eaten that day into a nearby alley. Only one could direct Naomasa up to the rooftop and even he looked green.

Naomasa understood why the moment he stood on the rooftop. Blood was absolutely everyone. Too much blood for there to be a survivor. Which left a single question. Where was the body?

Despite their best efforts a search of the area and hospitals showed no bodies or anyone with severe blood loss. Wherever their vigilante had run they were unable to find him.

With no word from the Fear they could only assume whoever killed him had taken his body. It wasnt the first time something like this had happened. Naomasa was sure it wouldnt be the last. Not until they knew who was doing it and why.

The only upside to their was the appearance of the analyst Verdant. In a span of a few short months he had become well known throughout the community. Especially the underground. They sought him out to help on cases where they needed an extra pair of eyes. More than once Naomas asked him if he wanted to assist onsight. Something that was declined every time.

Verdant had been a godsend. They were able to capture criminals that had eluded them for months. Naomasa ensured an untraceable bank account for the analyst. Analyst with his kind of skill were hard to come by and expensive. For one to freely volunteer their skills was rare.

Over the last year things had been quiet without the vigilante. Until last night when a location had been sent to his phone. Naomasa thought that it was someone playing a sick joke. That maybe someone had found Fear's phone and decided to mess with him.

Until he arrived to find Eraserhead injured and in need of medical attention. Someone had skillfully given first aid and medics took it a step further. This allowed Naomasa to ask about who helped him.

Fear was back. Not only called out by name but by the quirk that overcame each of them. The guilt that Naomasa had felt over the vigilante's death eased.

However he still wanted to help Fear. Help him when he was injured or in need of backup. To not have a repeat of the last year.

A knock sounded at his office door causing him to look up. Kenji Tsuragamae stood there watching him with an unreadable expression.

He was a very tall, sturdily built man with the head of a beagle. The area around his eyes and his ears is a dark brown, the two sides separated by a tan line which runs down his forehead, widening at his muzzle, which is flecked with pale brown. He has a large, black nose and dark eyes, and, although the rest of his body is of normal human shape, his skin appears to be the same tan color as most of his face. One hand was in his suit pant pocket giving him at at ease appearance. Naomasa however could see the subtle tenseness around his shoulders.

"Sir," Naomasa greeted but he was swiftly cut off.

"Is it true? Is Fear back?"

Naomasa sighed, "Yes sir. Eraserhead was saved by Fear last night. He was called out by name and the description matches."

Tsuragamae rubbed a hand down his face as he said, "The question is then what has he been doing for over a year? What do you plan on doing Naomasa? I know you have a soft spot for the vigilante."

Naomasa looked down at the reports on his desk. All of the information they had on Fear lay in these sheets. There was more to this person than what they knew. If they didnt do something and the Hero Commission found out about him they would give a capture order. Which meant they would bring in heroes like Endeavour.

Luck was on Fear's side as most considered him an urban legend. Naomasa had to do something before that changed. Being seen even once could bring the Commission down upon the vigilante's head.

His mind trailed to the plan he was going to bring up to Tsuragamae last year. Maybe now was the time to bring it up and possibly put into action.

Izuku's POV

The written exam was too easy for Izuku and Katsuki. They had finished their exam within a few minutes of each other. As soon as they had finished they were allowed to go to the cafeteria. Lunch Rush showed surprise at seeing them but was more than happy to give them food.

As most of the students started finishing their own exams they came in. An hour break was given for lunch. Katsuki talked about his strategies but Izuku was silent. His mind going through his own scenarios.

Izuku's plan was to use his staff to smash as many robots as possible. The most difficult part of the exam would be keeping his emotions in check. If he allowed them to run rampant then his quirk would as well. That in itself would be a disaster.

As he was going through the plan he started when his phone buzzed. Someone had sent him a message. There was only a few people that had his number. Katsuki who sat across from him, his mother who didnt care, and the detective. Pulling his phone out he pulled up the chat with Tsukauchi.

Tsukauchi: Will you be willing to meet me on neutral grounds?

Fear: Why?

Tsukauchi: With your return I want to put into place an agreement that I started working on over a year ago. We thought you had died so it was put away.

Fear: What kind of agreement?

Tsukauchi: One to prevent the Hero Commission from going after you.

Fear: They know I exist?

Izuku highly doubted it. To most he was a legend. Only the criminal underworld and a select few others knew he existed. One only recently.

Tsukauchi: No they don't know of you, yet. However with your return I fear its only a matter of time.

Fear: Because of the Erasure hero?

Tsukauchi: Because you wouldnt leave anyone to die. Hero, villain, or civilian it doesnt matter in your eyes. That's what makes you unique.

Izuku sighed. The vibrations causing his throat where the scar lay to ache. It made Katsuki look up at him worry in his scarlet eyes and a frown at his lips. He showed the other the messages and the frown deepened.

They couldn't discuss it verbally here. Too much of a risk of a certain rat listening in. The position they were in was a blindspot of the cameras. This was the only reason he risked checking the chat while in UA.

Katsuki signed carefully, 'Do you trust the agreement?'

A shrug was his only answer. Before anything else could be said however they were being ushered back into the auditorium for the overview of the physical exam.

Present Mic stood on the stage at the front of the auditorium. Behind him was a screen that showed the same information that was on their sheets

He called out his voice being amplified by his quirk, "Can I get an OH YEAH?!"

To the hero's disappointment he was met with silence. Still he continued on, "As it says in the application requirements, you listeners will be conducting ten-minute mock urban battles after this! Three different types of faux villains are stationed in each battle centre. You earn points for each of them based on their level of difficulty. Your goal, dear listeners, is to use your Quirks to earn points by immobilising the faux villains."

Or in Izuku's case use his support items since in their eyes he was quirkless. Still he listened intently as the point system was explained. A crossed his face the more he listened the deeper it became. Part of him wanted to yell at the blue haired boy. He was obviously a stickler for the rules so much so that he couldnt think for himself.

Even for a hero school they seemed overly focused on villain points. It felt as if they were deliberately leaving something out. A way to get points without having to fight.

Then it hit him. There was more than one type of heroes. Specifically they tended to fall into three categories. Spotlight, underground, and rescue. If he was a betting kind of person he would bet good money there was a rescue point system. A terrifying grin crossed his face as he followed the others with preapproved support items to another rook. This was bound to be interesting.
