It was a strange evening, for one the parents of Shinato were absent, being on clan business required them to go back to the Kouga farm so Chiyome and Shinato had the house all to themselves which meant two things.

First Shinato is going to cook far too much for two people, and second, they two Kouga "Geniuses" are going to discuss their plan.

"To recap, we don't know how much has the world diverged from the show but we know that at least the basis exist here, the five great nations along with regional Daimios that supposedly rule like feudal lords, though a few things have become clear in regards to the story"

As Shinato ceded the word to Chiyome he served the food on the table, eggs with chives and tomatoes, there was in another plate chicken with red pepper and lastly rice with small portions of smoked meat and more eggs.

The food was fresh as he had just cooked it and the vibrant color of the vegetables made Chiyome think that the vegetables may be too fresh.

Both will be Shinobi sitted on the cushions that were on the table (Only things in the room) and started to eat as they start their discussion.

Chiyome raises her voice to speak.

"The Daimios are nothing more than puppet rulers placed by the Kages of each Hidden Village, they only collect taxes that are then given to the respective village while also some Shinobi are stationed in their territories to keep them in check, this makes it so that sneaking into a nation requires you to be truly a master of stealth capable of fooling both the stationed Shinobis and the regular Daimio security"

Chiyome took the soy sauce that was on the table and put some on the plate of Shinato, she said what she wanted, letting Shinato continue.

"The biggest difference I could find was the way each nation is structured along with their military history.

While the First Great Ninja War was openly fought the rest were a series of short fights on the borders, hundred of casualties but not a single open battle, as a result of war not being open assassinations still occur on the borders due to the easo of blaming it on Shinobi be it from external nations of their own, this contributes to the already high distrust on Shinobi"

Shinato put some of the eggs with chicken on his mouth and started eating while Chiyome continued.

"Due to that the role of the Kage is somewhat different to the series, normally they would be another unit that mobilises himself during war but in this world they have to keep themselves on the village, otherwise the trust that they get from the clans and due to that the integrity of the village would be null.

If they mobilised themselves along with the army the village would be invaded which means the ones that can't fight would be massacred, a total loss for each clan, if the Kage cannot protect their defenseless they are better by themselves, this is what has united the clans until now"

Chiyome took a spoonful of rice and mixed it with the eggs with tomatoes, she discovered that Shinato's food was not badly cooked and she started to get curiosity of whether the chicken would also be tasty

Taking that as his cue to talk, Shinato continued.

"Not only that but the ranks of Shinobi have been changed as well, between the ranks of Jounin and Kage the ranks of Valiant and Honorary are there as well.

The ones that fill their ranks are common knowledge as they are generally heroes of their respective village, each one seems to have a set number of Valiants related to an event of the Village.

The Valiants of the Leaf are the Three Great Sennin, a slight change in name of the Sannin of the series but their members are the same ones, from the Mist they have the Seven Swordsmen."

Chiyome finished her plate feeling delighted, perhaps the cooking classes that she gave him were not for nothing? Shinato went onto his piece of rice letting Chiyome talk.

"The Honorary, also called Honorary Kage is for most uses a Kage that answers to the real Kage, the only requisite is that the Honorary is always chosen by the Clan Heads and needs to be of a different Clan than the Kage.

Those are all the changes that are common knowledge for the Shinobi populace"

The boy stood up and looked outside of the room, there was nobody. With a newfound safety he broached the topic that prompted today's meeting.

"Naruto Uzumaki, we don't know much about him yet one thing is clear, he has the Nine Tails per our evaluation"

Chiyome erased any thoughts about food from her head and spoke.

"That much is clear, his Chakra is malevolent despite his innocent nature, I am not easily fooled and he has no other reason for such a Chakra"

Shinato had a frown, to think that he had a hand, and by proxy a responsibility, on Naruto's growth left him more than stressed.

Despite such a thing he persisted and continued, after all he needed Naruto to be safe, the powerhouse that was the Nine Tails would be needed to prevent another war. But even if there didn't exist something like Akatsuki he needed Naruto to be someone that would become Hokage and influence the generations to come to evade war.

"Does Konoha know about Naruto's special characteristics? And what is Naruto's actual situation?"

He pressed forward while he started to form a clearer picture.

Chiyome on her part kept answering with the professionalism that had become a core part of her behavior.

" They know that he is special since they monitor him on a normal basis, other Shinobi are stationed on the village under the transformation jutsu and there are always two high ranking Ninja close to him yet they don't seem to have orders to raise him in any way, it is unknown if they only monitor or protect the Uzumaki.

As per the second question he lives in an apartment alone, yet he only uses it during the night as he trains on the academy and passes most of his time on Ichiraku Ramen helping on the back of the shop, he even sleeps there regularly if the shopkeeper is to be believed though I would need more time to confirm such a thing"

Shinato was perplexed, if they knew of how special he was and took him as important enough to monitor him then why did he live alone? Most important of all, why were the owners allowed to have a potential superweapon in their house? He needed more data yet he couldn't send Chiyome to investigate further, if the Shopkeepers were allowed to practically raise Naruto he was no ordinary ramen guy, not only that but the only other option, searching for clues in an archive was too dangerous since Chiyome had yet to learn all there was to Jutsus.

"Any ideas on how to proceed? Also did you send Naruto the message in a way nobody would notice?"

Chiyome said in short notice.

"I am not a good tactician regrettably and I am ill equipped for further research as I would be against trained personnel on their home territory, personally it would be possible for if I had a few five more years of training on Fuinjutsu and Juinjutsu. As I said you overestimated my skills before as I was a Kunoichi on a world that lacked such techniques like the Ninjutsu that are common here"

With that only one question remained and Chiyome answered.

"Naruto should come here at any moment as I placed a ticket for free ramen on his window, the ticket has yet to be used and it is a falsification that leaves for our direction, I left several falsifications with different addresses in place of the real ones as to make it untraceable to us"

A satisfied sigh escaped Shinato's mouth as he felt relief wash over him, to know that everything was made perfectly. This was her friend that he treasured.

As Shinato opened his mouth to touch on other themes a knock was heard.

Chiyome stood up and went to open the door, Shinato going shyly behind her as if worried someone was going to rob them.

Once they opened an orange mess of a kid with blond hair said in a happy voice.

"Hello, is this the place to change this ticket for a 70% discount for meals for 3 persons?"

Two other persons were behind Naruto, a tall man that they would later know as Teuchi and his daughter.
