The Pro heroes, the police and the military. Those are the three branches that now protect the world against deadly forces. Heroes are busy fighting supervillains and giants' monster, the police is giving back up support and the military is fighting all around the world.
Those three factions are very much similar and opposite at the same time. With will be impossible to see a place where all of three could work together at the same time, until one day a pro hero by the of Swordman with the quirk of Sharpening that allow him to sharp any kind object to his will, doesn't matter if it is not a sword. The name of this pro hero Bradley Ira, he wore a blue jacket with black pants, gloves and always caring his sword one of the deadliest weapons that Japan has ever seen.
As man who had be around since All Might debut, he had seen many horrible things in his life. From corruption, to deaths, to destruction. After a battle with the greatest villain of the world All For one, Bradley was seen bloody beaten and missing an eye. After his recovery he proclaim that he would present something big that would revolution the hero world, something bigger than All Might.
The day came after a few weeks of his battle with All For One. He wore his usual hero costume but now he had an eyepatch covering his right eyes. Some say that would distract but for Bradley it didn´t matter, because he was about to change the world.
Day of the presentation
A stadium full of heroes, important peoples and all kinds of business were filling the seats. As the number two hero Bradley sure knew to attract a crowd. Although he wasn't as big as All Might, he was still a very powerful man. But before he could come out someone appear behind him.
"I AM HERE TO WISH YOU GOOD LUCK." Said All Might with his trademark pose and smile.
'All Might." Said Swordman happy to see the number one hero
"Swordsman." Said All Might hugging the man.
"Is been what? A few weeks?"' Asked Bradley.
'Yes. Since the battle." Said All Might a little sad on the last part.
'You are not sad about this?" Asked Bradley laughing while pointing at his eyepatch.
"I am." Said All Might generously sad.
"Is ok. It's not your…'' Said Swordsman trying to playthings cool, but All Might wasn't finished.
'I am the symbol of peace. Is my job to save everyone. The fact that I couldn´t save you makes me sad every minute.'' Said All Might but Swordman gives him a patch on the shoulder.
"Hey, All Might. Relax. This loss made me realized that while we live in a great world it need some changes. And I am here to give them some ideas.'' Said him with a smile
"What are you gonna talk about?" Asked All Might
'I promise myself to not spoil the surprise.'' Said Bradley as he see the person in the presentation was ready to start the show.
"I´m sorry for the delay everyone. And now here is the main event of the day a special announcement by the Number two hero, Swordman.'' Said the announcer making the crowd go wild.
"Wish me luck.'' Said Swordsmna
'Always.''" Said All Might with his huge smile and a thump up.
Swordman goes to the podium and his received by a rain of applauses.
"Thank you. Thank you. Is good to see everyone in half picture.' Said Swordman posting at his eyepatch.
'Ha Ha.' Said the crowd laughing at that joke.
'Good that you all enjoyed this joke. Now the serious business.'' Said him very serious gathering tension in the room.
"As you all know I and All Might face a huge threated never seen before in this day and age. We don't know what he wanted but I´m pretty sure was not gonna be something good.'' Said Bradley making everyone actually surprised and wondering what is next.
"What are we about to show to you all is my next big step in protecting this country.'' Said him opening a slide show.
"I present to you all. Amestris the greatest hero agency ever.'' Said him showing the symbol of what appear to be an argent dragon in midst of a green background near some yellow lines.
That response made everyone in the room. Reporters and Pro heroes all questioning if this was real.
"Even bigger than mine?'' Asked All Might in shock.
"How will this work? Amestris will have a military style of training for each hero.'' Said Bradley making everyone in the room in shock.
'What." Said most people
'Is that even allowed.'' Said a reporter confused.
"Amestris not only will be having heroes but also its own police force and military branch. Most of the instructors there are both war and hero veterans.'' Said Bradley surprising everyone.
'That's actually kind impressive.'' Said All Might
"Now how does this agency is with its pro heroes? Well, I´m glad you asked. You are not gonna try to reach us. We will find you.'' Said him all serious making everyone more curious
'We will only accept the most well developed and promising young heroes to had a great future.'' Said Bradley.
Soon a reporter raises his hand and his voice.
"Hey.'' Said the reporter
"Yes. What is your question?" Asked him
'" How you decide when a hero is good enough to be in your agency?" Asked the reporter with a good question.
"It comes to my decision as well a committed held by my dear friend Grunamman.'' Said Bradley presenting the old military hero.
"Hello everyone." Said Grunamman appearing wearing the same military uniform with the Amestris symbol.
The appearance of the man made everyone in the room questioning what is going to happen next. It was pretty much a giant gasp.
'Hey is that commanding officer Grunman?'' Said a reporter.
"No way! He is a legend, my brother goes to the military and told stories about him.'' Said another reporter
Soon Grunmman take the microphone and started to speak up.
"When my dear friend Swordsman asked me to be the chief of committed of his agency. I asked ´´How much´´'' Said him.
Everyone laugh at that joke like it was the funniest thing ever.
"No seriously I asked that. And after an agreement I am stepping in to take care for the next generation of great heroes. I maybe a military man but there is no difference of a soldier and a pro hero. We take orders from our superior, we fight our own wars, save the country from evil and try give the people a better life. That's why I will be in the main office to find the next heroes'' Said Grunman giving his speech and making a success, people were loving the idea of a living legend like him giving instructions and tips for the next generations of soldiers and heroes.
"Thank Grunman.'' Said Bradley smiling as he thanks his friend.
'I will backstage.'' Said Grunman
'Right.'' Said Bradley with a smile
Soon Grunman goes to the back and saw the Number One hero in person there. He only smiles as he remembers the young All Might starting his career way back.
"Hey All, Might.'' Said Grunman
"Mr. Grunman. Is been so long.'' Said All Might greeting the old military hero
"Yes kid. How´s gran Torino? I haven´t heard from that dumbass in a while.'' Said the old man
'Oh, he is doing fine. A bit forgetful sometimes but still a perfect hero.'' Said All Might
"Good to hear.'' Said Grunman with a smile
"So, this is a great move.' Said All Might impressed with Swordsman idea.
"Yes. This will be great. I know the media always tend to separate the Pro hero live with the life in the military. But Ira really gave a good explanation.'' Said Grunman.
"Really?" Asked All Might with a raised eyebrow.
'Yeah. After this and the announcement of the heroes that already join we will start the recruit for our police department.'' Said Grunman
'That really great. And your military branch?'' Asked All Might.
'Already in their way to combat crime across the world. Protect the innocent from any cost.'' Said Grunman.
'In my youth I wanted to join the military. Mostly to be useful.'' Said All Might a little lower in the last part.
'What.'' Asked Grunman.
'Nothing. And say how is your granddaughter? I heard that she is becoming a really great hero.'' Said All Might remembering the young Riza.
"She has spark and a terrifying death glare. Ha. She is so much her mother daughter.'' Said Grunman laughing.
'I really wonder for him something.'' Thought All Might with a sweat drop.
Soon the lights started to be lower down and some big music started to play.
'oh, it is time.'' Said Grunman
"What.'' Asked All Might.
"For the heroes presentations.'' Said Grunman excited for this.
"And finally, as a last part of my speech I would like to introduce the three first heroes to join my agency. We select them and they all agreed to join their agency, bringing their connections and sidekicks to merge everything together.'' Said Bradley and the entire crowed went nuts.
"Wow.'' Said a reporter.
"This is insane.'' Said a hero.
"This could change everything in Japan.'' Said a hero.
''yeah. But is not gotta be your face on it.'' Said another hero.
"May I present you all our three heroes that will be the first step into this new plan.'' Said Bradly and three figures appear in the background. The darkness making impossible to tell who they are, but soon the spotlight would revel.
He then took a deep breath and started to talk.
"He is quick and in snap of his finger a whole building is on combustion. The flame alchemist Roy mustang.''
''Thank you.'' Said the man with just a black, red and yellow jacket, black pants and wearing white gloves.
"Next. She is deadly with a gun and worst with a snipe riffle. With her eyes no evil doer is safe. The sharpshoot hero Hawkeye."
'Honestly. This is kind embarrassing.'' Said her. She was with a regular uniform all purple and pants; it wasn't like a superhero costume it was like a normal attire for an officer. (AN: Think of Hawkeye costume of the comics now a day, that's my image of her hero costume)
'And next. His family had been protecting Japan for generations. Even before the quirk phenomenal. Be the in military, navy, air force, police, pro hero, everything. The gentleman hero Strong arm.'' Said Swordman presenting the buffed Superhero that was using a tuxedo as his pro hero outfit.
'There is nothing better than warm welcoming of you fellow heroes.'' Said Armstrong showing off his muscles.
'Please don´t take off your shirt.'' Said Roy.
"my companions are much together. Give me a hug.'' Said Armstrong hugging Roy and Riza very strong.
"Argh'' Said Riza in pain.
'Strong arm. You are going to break us.'' Said Roy.
Soon with that line up, the crowd started to speak a lot.
"No kidding they got these big shoots.'' Said a pro.
"These three are on the top 20, they pretty much fight for a rank in the top 10.'' Said another pro.
'No wonder they got three big shoots. It is gonna be nothing but monster there.'' Said another pro.
Back at the podium
"I still can´t believe I agree to joining him.'' Said Roy under his breath.
'Oh, please you need it. You may be a good hero but you are not a good business man.'' Said Riza.
"Yeah. I am glad to have Hudghes helping me out again.'' Said Roy adming that.
"Yes, without him you wouldn't even be able to graduate.'' Said Riza with a laugh.
"Shut your mouth, Hawkeye.'' Said Roy all angry.
'Partners, lets save our discussion for later of the event. We need to show our strengths, our bravery, our hope to the people of the world. Don´t you three see, we are a new kind of heroes.'' Said Armstrong.
"You´re right.'' Said Roy.
'Sorry Strong Arm.'' Said Riza.
On the Back
All Might was pretty much in shock over that line up.
"I can't believe.'' Said the number one hero.
'Yes, All Might. We got these three to started. I already got a list of possible sidekicks to interview. This is gonna be great.'' Said Grunman.
'Swordsman can actually change society. I never imagined that.'' Said All Might in shock.
In the podium while Swordman talked about his next plans, each hero was thinking of how they got here.
"I still can´t believe that I got here.'' Thought Roy.
Flashback
Rory Mustang was looking at the mess pile of paper that were stacking upon in his office. He never paid attention to the bureaucratic of the hero course. He focused most of his time on training and deducting the best tactics. Right now, all he wanted was to sleep in his bed and not this mess. Before he could look the 2000 piece of paper of the day, one of his sidekicks appear.
"Sir. The hero Swordsman he wants to see you.'' Said the sidekick.
'Swordsman?! HERE.'' Scream The Flame Alchemist.
'YES.'' Said the sidekick also worried.
'Oh crap. I need to fix this before…'' Said The Flame Alchemist all crazy but it was too late.
'I see that you are not a fan of the bureaucratic work hein Mustang.'' Said Swordman walking in the room with a smile.
'Swordsman!'' Scream Roy all shocked.
'Don't worry kid. I also have problems keeping my paperwork.'' Said Bradley with a chuckle.
'Yeah.'' Said Roy with a smile.
As Roy try to compose himself, Bradley took a sit and start to talk.
'So, Roy Mustang, the self-proclaimed ´´Flame Alchemist´´. You really showed your potential.'' Said Swordman.
'Thanks.'' Said Roy with a smile. A praise from the number 2 hero was something that you can't deny.
'I remember your fights at the UA sports festival. You were cocky but still very powerful.'' Said Swordman.
"I know, but I grew up. I´m not just a one note character.'' Said Roy with a smirk.
'I understand.'' Said Bradley with a smile.
"So. It's that all you came here? The number two hero to my crappy small agency to talk about the past?'' Asked Roy
"Kind contrary;'' Said Bradley.
"Huh.'' Asked Roy confused.
'Flame Alchemist. I cooked an idea that can revolutionary the hero world and the military world at the same time'' Said Bradly.
'What.'' Asked Roy all confused.
'Im developing a new agency. And our protocols and battles will be exactly like a military base strategy.'' Said Swordman showing his paper of his future agency.
'Hum. Interesting.'' Said Roy reading the files and it was really something that would change everything.
'I´m calling Amestris. I hope to inspire both heroes and military people alike.'' Said Bradley.
'I see that's a great idea. But where does I fit in this?" Asked Roy.
'I want you to join in.'' Said Swordsman and that made the Flame Alchemist in pure shock.
'What!'' Scream Roy.
"You heard me. I want you and your agency to merge with Amestris. You will be one of the first heroes to be introduced at this agency.'' Said Bradly
'So. You wanna me to work under you?'' Asked Roy.
'In less words, yes.'' Said Swordman with a smile.
Roy only gives a chuckle of that and answer.
'Sorry. You are a great hero, but I have my own goals. I hope someday became number one hero.' Said him.
'Huh. That's kind of a challenge. You are still a newbie and is placed on the top 20. Besides isn't Endeavor way ahead of you.'' Asked Swordman striking a nerve in Roy.
'That old fire maybe a little older than me but I can still make bigger. My quirk has a fast range of attacks.'' Said Roy all proud of his quirk.
'Oh good. And which one makes the rain stop?'' Asked Swordman and Roy pride was immediately washed away.
'What?'' Asked Roy a little nervous.
'Do you think I forgot that Sport Festival when it started to rain?" Asked Bradley, remembering that faithful day when a young Roy Mustang lost the first place of his first year because of an unexpected rainy day.
'Huh.' Said Roy all down.
'I had so much joy.'' Said Bradley with a laugh.
"I´m such a joke to the top guys?! Asked Roy all angry.
'Mustang look at me.'' Said Bradley all serious now.
Roy did that and looked at Bradley at his only visible eye.
'The reason why I am here is because I see great potential at you. If was to me, you could have the number two spot. I barely care for stuff like this...'' Said Swordman being serious much to Roy surprise.
''What.'' Said Roy confused.
''It is true. I think you could do more. Now I know that U.A really recommend you over the years, but I still think there a few tricks that your fingers weren't able to do it.'' Said Bradley.
''Are you calling me weak?" Asked Roy all serious.
''In the contrary. I am saying that if you join my agency, I can make sure that your quirk is way powerful than how it is at the moment.'' Said Bradley.
''How? I came up with all my signature techniques. I follow those stupid's ideas that the guys from research gave me. So, what Am I missing?'' Asked Roy all confused.
''Here one idea that you could take.'' Said Bradley with a few notes.
Roy read those notes and soon was astounded that he never tried those techniques. They were so obvious and yet he never thought about it.
''This…I…'' Said Roy all trembling.
''I know that sometimes is difficult to realize the potential that was right in front of you. Trust me.'' Said Bradley.
''How…'' Asked Roy and Swordsman and was with another good point again.
''Come on Mustang. This offer will never be around again. I need someone with ´´fiery´´ power to lead my great agency. If you wanna I promote you to be my first choice.'' Said Swordman.
''Wow.'' Said Roy out of words.
''So what do you say?'' Asked Bradley.
Roy thought of that offer. That was too good to be true. The number two hero offering him a new job. That he can climb up on the ranks, train more, get stronger and maybe one day reach number one hero spot. He maybe prideful, but he wasn't an idiot.
''I accepted.'' Said Roy.
''Very good.'' Said Bradley picking up the contracts.
Riza
Riza Hawkeye had just finished her a busy day of doing her job as a pro hero. It wasn't easy, mostly because running her own agency wasn't what she expected. It was a mess and she still need to find the perfect people to help her out.
Right now, she wanted to change of her hero outfit, put some pajamas, grab whatever of leftovers she has on her fridge and watch some TV.
Her plans were starting when suddenly…
Ding Dong
Riza only grouch in annoyance.
''I swear. I am going to shoot the person who is next door.'' Said her all angry.
''I´m tired go…'' Said Riza ready to kick the person that was on the other side of the door.
''Oh I´m sorry if I caught you in a bad time Hawkeye.'' Said Bradley with a few bags in his hands.
That made Riza almost had an heart attack.
''Swordman?!'' Scream Riza.
''Yes. Good to see you too.'' Said him with a smile.
''What is the number two hero doing here?"' Thought Riza all confused.
''I was passing by in the neighborhood and I thought to say hello. Plus, I bought some Chinese food.'' Said him with some hot food.
Riza looked at that and felt a little worried.
''Uh…' Said her.
''Something wrong?'' Asked Bradley.
''He is making a move?' Thought Riza.
''Oh, you are understanding wrong. I am here to make a propose to you.'' Said him
''A propose?'' Asked Riza
'Can I come in?' Asked Bradley.
''Sure, but this place is not in the best condition at the moment.'' Said Riza inviting the hero to her house. She would clean what she could and prepare the table.
''Oh, is a lovely apartment. And trust me, this place is less messy than Mustang agency.'' Said him.
''You visited his agency?'' Asked her.
''Yes. And you see why.'' Said him.
After a nice dinner Bradley explained to Riza his proposition, and honestly, she liked those ideas. She could use some more military way of training for her quirk, UA was very limited on how to use their powers. So having both hero experience and military experience side by side working together it could change the future of society.
''So, what do you say?" Asked him.
''I´m interested.'' Said her.
''Good to hear. Now I need to contact one last person.'' Said him
''Who is it?'' Asked Riza
''Is secret. But I will tell the name of one of the heroes that are joining our cause.'' Said Bradley.
''Who is it?'' Asked Riza.
''Let's just say…he is not very useful in rain'' Said Bradley with a smile and Riza already felt hopeless.
''Mustang! Are you kidding me sir?' Scream her.
''Hawkeye.'' Said Bradley.
''No sir. I never imagined someone of his ego or attitude be working for another person.' Said her.
''As I explain you will rank normally like a regular pro hero. But my agency will also rank separately.'' Said Bradley.
''Right. I can't believe I´m stuck working with him again.'' Said her under the breath.
''You two know each other since high school. It will be good.'' Said him like he was a parent talking with a child.
''Yeah right. I admit he matured a lot once he grew older. He is not that cocky smart ass.'' Said Riza while drinking some iced tea.
''We learn as we grow.'' Said him.
''I know.'' Said Riza.
''I like to ask another thing.'' Said Bradley.
''What is it?'' Asked Riza.
''How is your grandfather?'' Asked Bradley.
After that Riza explained that the situation that her grandfather was bored with retirement, Bradley knew what he had to do to get the military power at his advantage.
Armstrong
The mass builder man was walking in his family mansion with so peace and tranquility that he appeared to have not a care in the world. With his older sister on the seas with the military, his younger sister was doing his homework and his parents were sleeping like angels the only male Armstrong decided to have himself a good night of sleep.
''Just a glass of warm milk be enough to give sweet dreams.'' Said Armstrong. But other thoughts were coming to his head.
''Maybe a piece of cake…'' Said him and soon his weird style started to play.
''No. Cake has sugar and calories. Not proteins.'' Said him making weird poses.
''Uh mister Armstrong.'' Said an employee of the mansion.
''Yes.'' Said him all over dramatic.
''There is someone in the line for you.'' Said the scared maid.
''Who is calling at this time?' Asked Armstrong.
''Is the number two hero swordsman.'' Said the maid.
''Swordman!''' Scream Strong Arm walking away and grabbing the telephone and talking as polite as possible.
''Alex Armstrong speaking.''
''Oh, hello there.'' Said Bradley over the phone.
''Swordman. I can't believe you calling me.'' Said the muscled-up hero.
''Yes. Sometimes you just don't know what is gonna happen.''
"So, what is the situation. Do you need the Gentleman hero ?"' Asked Armstrong.
''No. In fact, I would like to talk to you about an offer.'' Said Bradley.
''An offer?" Asked Armstrong.
After that Armstrong listen to the offer given by Bradley. He had admitted that sounded like a really good idea. He could teach a whole new generation of heroes to follow the Armstrong way of combat that has been passed for generations. Alex also thought that this could a good way to contact his sister who he hasn't in months. It would be difficult to give up on his dream to open the Muscled Gentleman agency, where he plan to give instruction to have good manners and body build, but his mind chance once Bradley talked about incorporated some of his idea into the massive agency.
''Well after an offer like that how can I say no?'' Said Armstrong with a laugh.
''Very good. You will be among the first three heroes to represent my agency.'' Said Bradley.
''Then you picked a good choice. As an Armstrong I should represent the pride of my family to all around in the hero society.'' Said him.
''I know that you will be perfect for the job.'' Said Bradley.
''Thank you, Swordsman.'' Said Armstrong.
''I will send the detail tomorrow.'' Said the number two hero.
''Have a good night.'' Said Armstrong.
''You are too.'' Said Bradley.
As soon the phone was hung a minute of silence was around the mansion. The maids were a little scared.
''Mister Arm…'' Said the maid confused but soon Armstrong came back to life.
''This is such good news!"' Scream him ready to give a bear hug in the maid.
''Oh no not again.'' Scream the maid in horror.
The scream were so big that waked up Alex younger sister.
"Alex what's going on?.'' Asked Catherine Armstrong.
''Oh Catherine. My sweet young sister. I just got a incredible offer from work.'' Said him
''You got promoted to the top 10 heroes?'' Asked her.
''No but this will possibly help improve my status. I receive an offer to work with swordsman.'' Said Armstrong.
''The number two hero! Oh my god this is so impressive big brother.'' Said Catherine.
''I know. We need to celebrate.'' Said Catherine.
''You know what that means?'' Asked Armstrong.
''Yes.'' Said Catherine with a smile.
'Cake!" Scream the two like they were small kids.
''I will have a few slices ready.'' Said the maid going to the kitchen.
''Thank you so much.'' Said Catherine.
''Of course, young mistress.'' Said the maid.
''I hope mother and father will also enjoy your decision.'' Said Catherine.
''Imagine that Catherine. Many young heroes following the Armstrong regime. We will have a clean country in no time.'' Said Armstrong.
''And so more muscular man.'' Said Catherine imaging the muscular boys that would come out of her big brother regime,
''What did you said?'' Asked Alex.
''nothing.'' Said her.
Present
The trio was standing in front of a clapping crowd full of heroes, reporters and policeman. The would be the first people to be enlisted in this brand new agency. And as Swordman promised this would be a huge innovation to society.
''I can't believe we are doing this.'' Said Riza.
''And why not? This is perfect, we will be like a big happy league.'' Said Armstrong doing poses.
''I am not a fan of sharing the spotlight, but he make sound so good.'' Said Roy.
''We are not in school anymore. This is something real.'' Said Riza.
''Agreed. Swordman chooses us in a list of numerous heroes. We need to prove his decision to be the right now.'' Said Armstrong.
'Sure. Tomorrow I am patrolling a really bad side of town wanna tag along?'' Asked Roy
''If you insist.'' Said Armstrong.
''I hope he finds some heroines for this place. I can't be only with those two.'' Said Riza.
''As a matter of fact to congratulate this special occasion the Armstrong family is hosting a divine dinner. Swordman and All Might already confirmed.'' Said Alex.
''Count me in. I love to be around rich guys and the two most powerful heroes in the worlds.'' Said Roy with a smirk.
''What about you Hawkeye?'' Asked Armstrong.
Riza thought for a minute and she didn't have nothing to do tonight. This would be a major step in her career as a pro hero, and she would like to remember that.
''Sure. We are all paten now.'' Said her.
''Excuse my heroes. Would you like to go to the public and answered their question?' Asked Bradley to his new employee.
''Yes swordsman.'' Said the trio.
While they walk to the crowd each one had their own thought of this moment.
''This will be my way to become number one.'' Thought Roy.
''I hope I am doing the right thing.'' Thought Riza.
''World you are ready to be safe.'' Thought Alex.
And for the rest of the evening, it was spiled with questions, offers and so many people wondering of what could happen after Amestris start working to the public. With this, the hero world will never be the same again.

Three kids were watching this big event on television talking about Amestris and wondering what would happen with all this.
''Wow, can you imagine this?" Asked a little girl called Winry.
''Yeah. Heroes and military working together? I feel a lot safer.'' Said a little boy named Alphonse.
''This is so lame.'' Said a little boy named Ed Channing the channel.
''Hey Ed, me and Winry were watching that.'' Said Al.
''Come on Al, they do that almost every 6 months. Its just for presentation.'' Said Ed.
''I know, but…they were so many heroes. I wanted to see them all.'' Said Al.
''Heroes are such dork things. Trust me, you can see that later on the internet.'' Said Ed.
''Do you need to be such a buzz kill Ed?" Asked Winry.
''Honestly yes. Because heroes are not that big of a deal as they once were. I can't imagine me being on the same room as a bunch of heroes.'' Said Ed with a laugh.
Never say never in your life Edward Eldirc. You will never know what the world is reserving for you.
So here we have the first real chapter. We planted the world, the characters and how things are going to be played at. Let's all see how Ed and Al will survive in this hero crazy society.
