Realizing that she was on the verge of defeat and would probably be caught and imprisoned by either local law enforcement or the heroes she attempted to take her life with a firearm she had stolen from one of her victims only for you to try and disarm her.

Forcing herself to remain optimistic and not become cynical she let the train of events that had lead to this play out in her mind. She had been observing the human for a long time, noting that he had a draconic aura that only got stronger as time passed. If her plan had worked she would lure him out on a supposed 'date' and question him about his past, after which she would wipe his memories of the event and give a report to Azazel about the situation.
Only for this surprisingly well dressed and soft spoken maniac to catch her eye just as she was going to approach the human. As expected of a powerful Sacred Gear user he knew what to say and managed to avoid the supernatural without looking stupid, but he just was too wild and utterly bizarre for her taste. When the Kaen no Tokushuna Sōsa [Special Brigade of Flames] arrived on the scene with support from the JSDF [Japanese Self Defense Force] and the local police, they found the half dead, badly beaten form of what used to be a rookie agent of their organization who was training to use the Infinite Stratos. Her Realizer was completely destroyed and some sort of biological agent was causing her body to rot away.
As the police cordoned off the area and made sure to secure it from any intruders, the so called Fire Force were still trying to work out what happened here. According to their agent in the area, Origami Tobiichi was preparing to go home when she noticed that one of her fellow IS trainees had displayed a power similar to the Generations during training and 'went stark raving mad' in his own words.
Thankfully the target of her rage had left the compound a long time ago, seemingly to go on a date with a boy. CCTV footage had captured the two of them heading towards what appeared to be the industrial sector of the sleepy town, with the boy looking extremely worried for some reason. The boyfriend was identified as one Katsuragi Izuku, a second year at the local high school.
From what had happened here, it seemed like the would be victim had noticed Origami stalking her and was worried Katsuragi would be drawn into the mess. She had tried to keep it cool...Origami attacked...and paid dearly for her aggression. Izuku had heard the screaming and probably noticed the expression on his girlfriend's face so he thought something had gone down.
Fairly simple enough. They had a ID on the boyfriend and were able to pin down the aggressor from state and federal records. A Shinonono Houki, affectionately called Momo by her fellow classmates at Raizen and fellow trainees. A consistent Kendo champion at the national and school levels, she had no prior history of violence to this incident.
Open and shut. They'd let her have her fun with her boyfriend and then question them both when they returned home. Origami would be tested for drugs or other mind altering objects and placed under quarantine. Easier than dealing with the wackos who still haunted the streets of the lost cities claiming that 'quirks' were the way of the future and anyone who disagreed with them needed to die.
Except for one little thing. The Fire Force weren't your regular bored out of their mind detectives. They were an elite force of intelligence operatives, soldiers and law enforcement officials trained to deal with any form of supernatural threat to the Imperial Throne and the Empire it ruled.
When the Spirits returned and started wrecking havoc with the spacequakes they caused it was the Fire Force that was able to intercept, stake out and remove these deadly creatures from the equation before they could harm innocent lives. It was they who were the silent aides of the Empire in its battle against the Meta Liberation Army, causing fear and confusion among the Reds and ultimately contributing to the dominion of the Empire in the parts of the Home Islands lost during the war[9].
And that was what puzzled one Akitaru Obi as he carefully examined the crime scene. The rubble and gaping holes in the ground were the tell tale signs of a Spirit or Generation attack, but there was a vast world out there and there were many things that would like to be hidden. He had a gut feeling that Houki was mostly innocent and this Izuku was neck deep in the whole affair..even if he was innocent and knew nothing.
The veteran solider had his eye on the ground, looking for irregularities when he noticed the oppressive aura that had been there when they arrived slowly fading away. Quickly looking around he noticed that the ground that had been torn up was slowly becoming green again...the grass was even returning to its proper location.
"What the heck is going on here?"
A younger, but polished and refined voice answered his concern. "Who knows, sir. I've been living here all my life and I don't understand it myself. Heck, if I hadn't been cut by that arrow and found myself running drugs for the Triads due to my supposed powers before getting caught by you guys I'd think this was crazy. A serial killer obssessed with hands, a secret battle between the creatures going bump in the night and the forces of light who aren't that clean themselves either and a bunch of weirdoes who love to cosplay as d...ls and do weird rituals when they think no one is looking. All of this stuff belongs in some strange light novel or obsure eroge and not in real life.
But alas, life itself is unfair I just hope Issei doesn't get into trouble because of this...although I have a feeling he'll thank me for finally helping him overcome his fear of women...hehehehe. ,"
Obi shook his head and let the geek get to work. Motohama could be a very good asset to the Kaensosa if he continued their mutual partnership, but could get lost in his own words at times. Well, at least they had more angles to work from if his hunch turned out to be right.
[1] In canon TWOGK [The World Only God Knows] Tenri was very close to Keima but the latter didn't notice it because he was in the stages of developing a video game addiction. Something similar happened in Testament of Sister, when Basara {the protagonist} Nodoka sisters (Yuki and Kurumi) had such a strong childhood bond to the point where they thought of themselves as siblings. But Basara forgot all about it when he and his dad Jin had to leave the village. This is a combination of the two scenarios with characters from other franchises being thrown in for extra value.
[2] Basically a fusion of Basara binding Brynhildir to his soul after stopping the thief and Kaede becoming 'Lucy' and killing Kohta's family in Elfen Lied. The main difference here is that Deku has Brynhildr with him when he sees the dead bodies of Lucy's victims and utilizing Ddraig's power, manages to overpower and defeat her before she can kill anybody else. Realizing that she will most likely be arrested and/or killed and experimented on for her crimes she attempts to commit suicide but is stopped by Deku, who attempts to explain what happened. Unfortunately the thief arrives at the exact same location, and hopping mad at the fact he was tricked by a supposed brat attempts to blow up the area. Deku attempts to stop him...things remain the same with the survival of Deku's family.
[3] Hint: Matsuda got cut by a certain arrow left carelessly about the school when trying to peep on the kendo club and has found himself in a series of bizarre events surrounding the disappearance of his family. Motohama's glasses can do more than determine the three sizes of a girl and has a part time job that involves dealing with firefighters.
[4] Yes, I made Shirone/Koneko and Izuku siblings and Kuroka be their aunt from Inko's side of the family. Shirone was still ressurected as a member of Rias' peerage but knows that her brother is the Red Dragon Emperor due to a unique set of circumstances that happened when they were children.
[5] If Issei and Irina were so close as children, why didn't he send any letters to her after she moved in canon? I know that the old pervert's words were messing him up but still...at least try. And yes...Izuku will mostly take the place of Orimura Ichika from Infinite Stratos.
[6] The whole 'All for One is Izuku's father' thing that was vaguely implied in the Boku no Hero Academia anime and manga is canon here. In this story Midoriya Hiashi is a rough fusion of Tojou Jin from Testament of Sister and Satome Genma from Ranma 1/2 , although he still runs his criminal empire and villain business on the side. Due to the Meta Liberation Army being attacked and conquered by an outside force after they overthrow him and All Might not attacking him before he can return to his family he is much more active in the lives of his children than canon.
And since he is happily married to BOTH Inko [who has a few surprises of her own] and Irisviel von Einzbern who has a connection to the spacequakes and a certain technology company/arms dealer's rise to prominence he has no need to further torment All Might by turning the latter's grandson into a weapon to kill the Symbol of Peace.
[7] In the light novel and manga of the Testament of Sister, Yuuki mentions Basara feeling her behind when they were still children and Basara admits he used to be quite the perverted child. Combined with Izuku's shy and reserved personality and Kaede's mental instability this is darkly humorous in hindsight.
[8] Since Raynare met and 'dated' Gonorno instead of Izuku/'Issei' in this fic she sensed that he was a Stand user and jumped to conclusions since neither character could keep a secret to save their lives in their respective franchises. So she altered his memory and went after Issei on her own accord, though not to kill him.
[9] The Holy Sun Empire {Fire Force} battled the Hero Association and the Meta Liberation Army {My Hero Academia} in a war of attrition after soldiers from the latter attacked a Imperial Army base near their city. The Quirk extremists fought bravely but since they had just overthrown All for One, their momentum was weakened and their cities conquered and integrated into the Empire as part of the Homeland. Ironically, the defeat of the communists lead to a golden age for both sides, as the Imperials were content to leave the system Hiashi had put in place to prevent discrimination against Quirkless mostly unmolested and instead focused on rebuilding the ruined areas as a vital part of the Empire.
The extremists were either wiped out or put to work for the new rulers, as the Imperial government tried to figure out what to do with this new territory. The MLA was a internationally recognized political group despite them being a bunch of eugenicist dicks and to be too overt would lead to diplomatic trouble later. So the 'Popular Worker's Union of Japan' was integrated into the Imperial sphere of orbit as a supposedly 'independent state', free from the oppression of 'criminal plutocrats' and 'greedy tyrants feeding of the workers'. A few moderates from both sides of the Quirk conflict were placed in positions to power to create the impression of a stable government while the Empire worked covertly behind the shadows to utilize the knowledge and technology gained in this conflict to its favor.
