Outside Sakugawa Middle School a small girl who sports short black hair and has golden-brown eyes wearing a headband made out of artificial flowers is peacefully waiting for a friend to greet her.
"U-I-H-A-R-U !" The girl wearing a headband made out of artificial flowers known as Uiharu was sexually assaulted by another girl with long black hair the same girl who met Accelerator the other day by flipping Uiharu's skirt in public.
"Uwahhhhhhhhh Ruiko Saten when will you stop that." Uiharu flustered and annoyed comically smacked Saten.
"Hahaha now now Uiharu why don't we go to the park" Saten joyfully laughed while blocking Uiharu's comical smacks.
"Hmmphh alright I am gonna be on Judgement Patrol anyway," Uiharu responded with a cute pout.
The two walked on their way to the same playground Saten went to last time where she met Accelerator.
"So hey Uiharu have you heard that there is this Level 0 who defeated a Level 5," Saten said.
"What Urban Legend are you into this time Saten." Uiharu replied.
"No, I just heard it from someone."
"Well must be a rumor and even if it is possible it would be a really rare case either the Level 5 was caught off guard and weakened or the Level 0 is either really skilled."
"Oh alright but think o fit."
"Saten is this about that again you know Levels aren't everything again."
"Oh no it's not that well it is but don't you think it's kind of inspiring."
"Well if you put it like that it kind of is."
The two arrived in the park playground and sat together on a nearby bench.
Saten hoping to meet the white-haired boy with a strange cane again was disappointed as he was not present.
The two girls relaxed at the park bench until a cellphone rang which belong to then grabbed her phone to answer it.
"Yes, this is Uiharu." She answered. "Alright, I will be there." after that Uiharu stood up and turned to Saten.
"Sorry, it's Judgement."
"It's alright Kuroko and MIsaka are busy anyway."
"Sorry I will make it up to you for that important thing you need help with," Uiharu said as she left.
"Alone again now who can help me with my homework," Saten asked herself due to her friends being unavailable.
"Nah maybe later now let's see if there are new urban legends." Saten bored decided to sit down on the bench and grabbed her phone from her pocket browse for urban legends.
Urban Legends are a form of modern folklore consisting of stories that may or may not have been believed by their tellers to be true. As with all folklore and mythology, the designation suggests nothing about the story's veracity, but merely that it is in circulation, exhibits variation over time, and carries some significance that motivates the community in preserving and propagating it.
Apparently, those who believe in such absurdities are in form of psychological coping mechanism like in the event of a quarantine of any reasons those with nothing to do believe in such urban legends or conspiracy theories no matter how absurd and stupid they are as a way to feel in control of their world, however meek or grand, the more likely they are to seek out some method of restoring control to fight their sense of powerlessness.
For the middle school student, Ruiko Saten learning urban legends and conspiracy theories is just a pass time and to add some uncertainty to her life as a Level 0 even as believing in it due to her past experiences.
While browsing the Urban Legends of Academy City for something interesting to catch her eye sliding down legends she already read one finally caught her eye.
"The Esper that cannot be touched." Saten's eyes widened in excitement and instantly pressed the button to read its contents.
"In the dark alleys of School District 1 or 7 a white-haired red-eyed devilishly esper appears. The esper is said that he/she cannot be touched, The esper is known to wander and takedown gangs with a lift a finger ."
Saten read the whole thing and suddenly it reminded her of a certain encounter one time.
"Don't you dare touch me!" She remembered a threat from a white-haired boy. She tried to deduce if this was a coincidence or what the rumors talk about while sliding down for more information
After reading all that description and story she was determined to investigate after all what could go wrong?
Not knowing where to start he looked around at the park to see if the albino can be found.
Unfortunately, he was not to be found but she was determined to find him.
She waddled around the District until she found her way in a dark alley as stated in the Urban Legend Site the esper cannot be touched has a chance to be found.
Fortune struck her as she found the white-haired boy but the fortune was actually a misfortune as the boy was surrounded by what seems to be a group of nine thugs holding weapons such as jackknives, truncheons, baseball bats, and tear sprays attempting to harass him.
She hid by the walls to which luckily she wasn't spotted by the thugs.
"Well well, boys if it isn't our lucky day the number one esper in Academy City."
One of the thugs spoke out confidently smiling while the white-haired boy is unfazed and uninterested in the situation.
Saten who was hiding by the walls listening in was shocked before hearing the thug's statement she was gonna call Anti-Skill or wait for some hero to drop by but then after learning that he is the top-ranked esper she decided to watch.
"Usually we would run like pussies but when word got out you got defeated by a puny Level 0 so why not get more power for me and the boys." Thug continued to speak after that he signals the other thugs to attack
"Now go to hell Accelerator." One of the thugs carrying a baseball bat screamed and charged at Accelerator.
Saten was about to intervene by pretending to call for a nearby Anti-Skill Officers but it was too late.
"GRAHHHHHHH!" a scream was heard.
Saten now scared as the worse just happened as the white-haired boy was beaten she decided to peak was now surprised as the scream didn't belong to the boy but to the thug who continued to scream in pain as his wrist was broken. She was surprised as she looked to the boy who appears to have not moved much nor even lift a finger.
The girl shocked and tried to deduce if this was the white-haired boy the urban legends was about the esper who cannot be touched. She looked at his appearance and it matches perfectly. White-haired red-eyed devilishly was the only description of his appearance. Not only that he was surprised as the thugs called him the number one ranked esper in all of Academy City.
The rest of the thugs watched their comrade in pain all decided a tactic mostly used in video games group up and hit it till it dies. They all shouted and brandished their weapons as they charged at Accelerator who was just standing there with a bored expression all at once.
Saten who was still watching knew she had to call for an ambulance but little did she know it won't be for Accelerator but for the thugs who attacked him.
As they were about to attack Accelerator who was still standing still. The vectors of their attacks have been reflected and concentrated back into their complex and frail wristbones.
"GRAHHHHHHHHHHHH!"
"GUHHARGGHHHHHH"
"GAHHKKKKK"
AGHHKKKKKK"
"AGHCHCCHKKK"
"AHHGGGGGGHHHHGGHHHHHH!"
"FUCK MY LIFE!"
"WHOEVER SAID THAT THE NUMBER ONE WAS DEFEATED BY A LEVEL 0 WAS BULLSHIT!"
"I AM NOT REGRETTING MY LIFE CHOICES!"
There we're sounds breaking bones, cries of pain, misery, regret of one's life choices can be heard.
"What a joke, no wait jokes are hard and require at least a little skill your all are just pathetic."
Accelerator the last one standing said with a bored and uninterested tone as he turned to the thugs laying down in pain.
"Tch dammit what have I done." Accelerator clicked his tongue and suddenly had regretted something.
"I forgot to buy candy for the brat damn I have to go back to the store if I go back with nothing I could say goodbye to peaceful sleep and rest."
Accelerator turned around while ignoring the thugs in agony.
Saten which luckily was not spotted watched the whole scene she was mixed in awe and fear she realized she had not only talked with the strongest esper in Academy City but witnessed his ability.
Still, in awe, she decided to walk away to process the event until she bumped into Accelerator.
"So are you with them or are you just stupid wandering at dark alleys alone," Accelerator questioned the girl who showed mixed expressions of fear and curiosity.
"Ehh umm just stupid," Saten said jokingly trying to lessen Accelerator's anger
Her statement was just responded with a swift karate chop on the head.
Accelerator then walked away leaving her to go to the convenience store to buy candy.
Saten was rubbing her head which was suffering from Accelerator's painful but not too painful karate chop. She saw Accelerator walking away so she approached him trying to make small talk to learn more about him. She also forgot to call an ambulance for the injured thugs but it didn't matter as they won't stay in one place and Accelerator looks like not the type of person to go that far if she was the only one keeping them from leaving it would be dangerous for her alone being in a dark alley.
As the two were walking Saten asked him.
"So your the first ranked esper and the one that cannot be touched," Saten asked to which she was ignored.
"Great that meddlesome person again." Accelerator said in his head ignoring the girl and hoping she would leave him alone.
"Yeah, so what." He finally responded.
Saten's eyes sparkled with interest.
"Yay I know 2 Level 5s first the 3rd ranked Mikoto Misaka and now the first ranked I feel like I am the luckiest girl in Academy City." She cheered which made Accelerator confused and annoyed.
First, the confusion is when mostly he revealed he is the number one Level 5 esper in Academy City it mostly doesn't go well.
He remembers
"Level 5 punk."
"Screw you Level 5 you just got lucky"
"Damn Level 5s have it easy here"
"Ahhh it's Accelerator run for your lives."
Second, Annoyance as when she said the name of the second-ranked esper Mikoto Misaka it made him remember an event he hates so much.
"You're the strongest guy in Academy City that's not gonna help you now, the weakest guy is gonna take you down."
He recalled those words it was the time he was defeated by a puny Level 0. It was also the event that changed something inside of him.
"But there is nowhere else Misaka can go," says Misaka as Misaka doesn't give up hope."
He recalled again.
"I am Ruiko Saten nice to meet you." She introduced herself with a passionate smile.
Accelerator looked at her as if he was looking at an unidentified species of unknown origin no one has ever introduced to him so kindly like that since that time.
Saten then reached out her hand to him and shakes his hand before he realized what happened as he was still confused.
Was she pretending to be nice to him, is she someone else in disguise, is she being used, being paid or is she just stupid? He asked internally but didn't bother to put up with it more as he could probably deal with anything that stands in his way.
Meanwhile, a certain young chestnut-haired girl suddenly felt a strange chill that gave her happiness and sadness.
"So what's your name?" Saten asked trying to continue the conversation.
"Accelerator."
"Ehhh no last name?."
"I forgot and the City lost my personal file."
"Oh I see do you have any friends?"
"What's a friend?"
"Oh, I see your one of those types, So you were actually defeated by Level 0?"
This made Accelerator a little agitated.
"So what are you gonna make fun of me or something cuz I am pretty sure I can show how powerful I still am."
"Oh no no no no it's not that just curious but if you don't want to talk about it then I guess it's okay"
They both arrived at the convenience store. Accelerator with Saten still following him grabbed a random assortment of candies and went to the cashier.
While waiting in line Saten energetically asked him more questions.
"So do you know the other Level 5s like Misaka?'
"No we don't get along together and please don't tell her that you met me."
"Oh I see, it's fine"
Accelerator is now getting more annoyed at the Genki girl interviewing him like a celebrity. He thought maybe if he answers all her questions she would go away hopefully.
Saten was enthusiastic now recently knowing another Level first assumptions of Level 5 as the arrogant and snobbish type changed when she first met Mikoto Misaka she was hoping the number one would be the same but it was different he was snobbish but he is kind of decent.
She wanted to talk with him more but it was starting to get late.
"Awww it's starting to get late I hope we get to meet again I would like to ask you more questions," Saten said with a bow and a smile
"God I hope we never meet again." Accelerator replied internally.
"Well, bye Accelerator it was nice talking to you." After saying goodbye Saten leaves.
"Wait" Accelerator stopped her as he clicked his tongue. If the girl tells everyone she knows Accelerator there would a lot of trouble first the punks would use her thinking she was important to him, she could attract more people who would be a pain to deal with and worse the third rate will go ballistic on him thinking she was being harmed.
"Can you please not tell anyone that you know me it would be big trouble not just for me but also for you, you saw what those punks did remember what I told you it's not like everything is fine."
"Yeah, I remember that."
"One of the problems of a Level 5 mostly me on the top is the stupid people would try to attack you randomly for prestige or something, so please don't go blabbing to the whole world especially to that third-ranked friend of yours that you met and talked with me."
"Alright I promise," Saten said with a thumbs up and a smile.
"Hahhhh what a pain." Accelerator said as the girl left.
Accelerator returned to his hospital room. He opened the door and sees Last Order sleeping on his bed.
He then proceeds to critically think about whether if he would wake up Last Order or carry her out of the bed.
A solution popped up it's not like he cares about her or anything saving her is just to prove his power so she gently woke her up by poking her cheeks.
"Hey hey" He called for her but she still didn't wake up.
"wake up come on I brought the candy you wanted" He tried some more but she still didn't wake up. He was starting to get worried but not yet as he was thinking she was just playfully messing with him.
Accelerator now resorting to one option before calling the doctor grabbed a pillow and smacked the sleeping Last Order.
She still didn't wake up. Accelerator is now worried for real.
"The hell not again what did they do to you," Accelerator said in anger and was about to call the doctor until
"Hahaha see I knew it you do care about me says Misaka as Misaka celebrates her victory in tricking you."
It was a joke Last Order was actually pretending to be asleep. Accelerator just froze there standing with a slightly annoyed expression as Last Order playfully laughs at him.
Accelerator now done with being annoyed just stared at Last Order who was now starting to get confused.
"What's wrong did Misaka got you so good says Misaka with a smug tone." She asked but got no response.
Accelerator then locked the door.
"Ahhhh wait no what are you doing to Misaka no it hurts."
Last Order's regretted joking with Accelerator like that as she received multiple karate chops to her head.
"Why are you chopping Misaka?"
After a barrage of hand chops, Accelerator handed Last Order his candy to which she danced in joy jumping up and down.
"Thank you Misaka says in gratitude" Last Order thanks to the boy with a smile who is now laying down on the bed.
"Thank me by being quiet and letting me sleep." He spats as he closes his eyes to sleep.
"Misaka will do anything for you." Last Order said as she grabbed the blanket and wraps Accelerator.
Ruiko Saten was laying down on her bed revisiting the urban legends website page where she read the legend of the white-haired red-eyed devilishly esper that cannot be touched as it was one of the closest rumors to be true she finally found someone to bother when her friends are not available.
She then searched his name Accelerator online but to no avail not much was found it seems it was classified along with other Level 5s, unlike Mikoto Misaka who was kind of a mascot for the city as was the only Level 5 competent enough to be able to be a representative of Academy City.
After having no luck getting more information aside from rumors she then went to sleep excited to get to know more of Accelerator.
