Ch. 2: Keiyaku ofā
Tokyo International Airport.
The scene shows that passengers, arriving and departing, are flocking the area, and the place is busy as many people are catching their flight while others arrived and are looking to book a taxi to take them to their desired destination.
The scene shows that a man, of Japanese origin, has arrived at the airport after leaving an unspecified country, and he appeared to be emotionless as he act professional, and after showing his passport he is allowed to leave the arriving area and went to the conveyor belt to pick up his belongings, and after a few minutes he grabbed his bags and left the airport.
The man is identified as Duke Togo, and he appeared to be looking for a way to earn a living while in Japan, as it turns out that he is known by a select few as a superb assassin, who is known by his alias of Golgo 13. He has no idea that soon he would be offered a contract which would put his reputation to the test.
Duke Togo was outside the airport and is waiting for a taxi, until he hailed one and requested the driver to take him to his destination which the driver nodded, and minutes later the taxi is cruising the road until a seemingly traffic jam occurred, where the driver told Togo to bear with the traffic for a while saying that things are always like this.
Normally, Togo would not respond, but became a bit curious and asked what is causing the traffic, which the driver said it is due to heroes going after villains, which Togo raised an eyebrow.
"Heroes…?"
"Yeah. You should know."
"…"
"It's common now that heroes are all over the place chasing villains."
"In Japan?"
"Yeah. Unless you've been overseas, you should know by now that heroes and villains are common to brawl all over the places."
"…"
"And traffic always happen when those kinds took it to the streets…"
Suddenly, a pro hero is seen chasing after a villain, who is attempting to escape with a bag of loot. The pro hero chasing the villain is revealed to be Wash, and he is having a bit of difficulty chasing the villain due to several cars being piled up in a jam, and the villain taunted Wash for not being able to catch him on the road, much to Wash's annoyance.
"Hah!"
"Grr…"
"What's the matter you stupid washing machine?"
"Grr…"
"You can't catch me!"
"Grr…"
"You'll never stop me!"
"…"
As the minutes passed, the pro hero persisted and the villain is starting to get annoyed when Wash managed to corner him, he saw the taxi and forcefully opened the door and grabbed Togo, intending to use him as a hostage to keep Wash at bay, and while cool and calm, Togo tells the villain to let go though the villain threatened him with a knife.
"Stay back!"
"!"
"Don't come closer!"
"Let him go!"
"I mean it!"
"…"
"I'll kill him!"
"Don't be foolish!"
As Wash is biding his time to look for an opening, Togo made his move and did a headbutt using the back of his head and struck the villain's nose, busting him, and the villain released his hold and held his nose, screaming in pain as it was bleeding, and there Togo punched him on the forehead with a strong blow that knocked the villain out.
As police arrived to carry out the unconscious suspect, Wash apologized though Togo did not respond as he ignored the pro hero and boarded the taxi, where a minute later traffic eased and Togo tells the driver to get going.
"You okay?"
"Drive."
"Huh?"
"Just proceed."
"You sure you're okay?"
"Yes."
"If you say so…"
"…"
The cab driver sweat-dropped seeing that Togo is surprisingly calm and collected after being held hostage briefly and acted like nothing happened, but he did as told as the taxi moved and went on as the taxi took Togo to his destination without question.

Thirty minutes later, the scene shifts at an apartelle where Togo settled in, and is pondering on what to do next, as he wondered if he could find clients here given that his contracts overseas are quite lucrative yet it did tested him to his limit.
Then his smartphone rang and he answered it, where the caller turned out to be Kuwokara's assistant and explained how he got Togo's contact number and said that he would like to avail Togo's services, which Togo asked what is the nature and how would this convince him to accept, though Kuwokara's assistant said that he will send the address so that they can set a meeting as his boss would like to meet him personally.
"And that's that, Mr. Togo."
"…"
"My boss wants to meet you personally."
"…"
"As for the details, it would be better that you two meet personally."
"…"
"At least we can discuss this in private."
"…"
Curious, but cautious, Togo accepted and seconds later he received the email on Kuwokara's residence, and in less than 45 minutes Togo arrived, and there Kuwokara finally meet Togo and there Kuwokara's assistant explained that a contact of his recommended Togo as an assassin for hire and believe that Togo is the best money can buy and tells Togo that Kuwokara wanted to avail his services.
Kuwokara sweat-dropped seeing that Togo's facial expressions were that of emotionless and hard to read, and he whispered to his assistant if Togo is really like that, which his assistant said that he is, but assured that Togo is reasonable enough to do business with.
"Is this guy really like that?"
"Yeah, but don't worry."
"…"
"He's reliable."
"You sure?"
"Yes."
"…"
"It's okay."
Togo just stared at Kuwokara, and the politician sweat-dropped, and his assistant decided to lessen the tension and tells Togo that his contact told him that Togo's track record is superb and this led him to become interested in acquiring Togo's services and said that he and his boss are willing to pay whatever amount that is.
Togo just stared at Kuwokara and his assistant for over a minute before finally responding, and said that if the price is right, he is willing to carry out anything, which Kuwokara sighed in relief, and is ready to make the proposal.
However, Togo states that he has a specific set of rules for carrying out contracts:
1) He will only speak with a client once and refuses to enter into long-term contracts.
2) Clients must be completely honest with him about their reasons for proposing the contract, and he will not tolerate any sort of betrayal or double-crossing.
3) He will not accept contracts where the reasons are unclear.
Kuwokara blinked his eyes at hearing the conditions, and felt that Togo is acting unreasonable, but his assistant said that it is okay as long as the contract is carried out, and assured to Kuwokara that things will be okay.
"It's okay, boss."
"Are you sure?"
"Yes."
"Why would he…"
"Maybe he is sought after hence his rules…"
"Can he be…?"
"I believe he do…"
"…"
Feeling that there is no choice, Kuwokara consented to Togo's condition and commences the proposal of the contract, and showed the picture of his intended target: Izuku Midoriya. Togo raised an eyebrow at seeing the pictures, noting that Midoriya appeared to be an ordinary boy, shorter than an average person of average height and looked to be harmless.
Togo asked Kuwokara straight to the point why does he want to have a mere boy dead which requires an assassin like him, and there Kuwokara's assistant said that Midoriya pose a threat not only to his financial operations but also to Kuwokara's political career if exposed by Midoriya.
Moreover, Kuwokara's assistant said that Midoriya is no ordinary boy and is a potential threat, and showed Togo the footage of the UA Academy Sports Festival, where Midoriya is shown fighting Shoto Todoroki, and even the recorded footage of Midoriya fighting Chisaki.
Togo watched intently as he observed what Midoriya could do, and glanced at Kuwokara, as he tries to deduce if he is serious in wanting Midoriya eliminated or not, and then at Kuwokara's assistant, who appeared to be calm and collected.
He then told the two men that for him to accept the contract he stated his fee, which Kuwokara raised his eyebrows as he felt that the fee is quite high, though his assistant said it is okay as long as Togo can carry it out flawlessly.
"Are you sure about this?"
"Yes, boss."
"But…his fee is…"
"We'll manage it. At least he is considering our offer."
"…"
"This is better than nothing, boss."
"Well…"
"It's fine."
Kuwokara's assistant tells Togo that they accepted the contract and all is set, but then Kuwokara's assistant brought out a suitcase and revealed a cash equivalent of almost one billion Yen, and requested that Togo to eliminate someone saying that aside from being a threat to Kuwokara, this potential target would present a threat to Togo himself, as well as to show Kuwokara that Togo is the best assassin for hire, which Togo glanced at a new picture being shown to him.
"These are…?"
"Yes, Mr. Togo."
"Eliminate, you say…?"
"Yes, and that's why I'm offering extra money…"
"I see…"
"So…would you accept…?"
"…"
"…"

Two days later, the scene shifts at a park, where two pro heroes are doing patrol, and their presence elated some of the crowd, due to the two pro heroes' popularity as they were among the top 10 heroes within Japan.
The two pro heroes in question are:
- Kamui Woods
- Mt. Lady
- Death Arms
Mt. Lady saw a little girl crying after her balloon got stuck on a large tree, and there she uses her Gigantification Quirk and retrieve the balloon, giving it back to the toddler, where a small crowd cheered her due to her popularity.
After that she is joined by Kamui Woods and another pro hero, Death Arms, and the trio came across a food van and she ordered food, and soon she was told about the amount she had to pay, but Mt. Lady had a trick up here sleeve as she seductively rubbed her hand on her upper body while saying that she doesn't have much money with her.
"Here you go."
"Thanks."
"That's 700 Yen."
"Is that all?"
"Yes…"
"Um…I don't have much cash on me…"
"Wow! That's hot! It's free!"
"Thank you very much!"
Death Arms and Kamui Woods sweat-dropped at the scene and questioned her if she is not ashamed of what she just did, feeling that she would set a bad example to teenagers and the like.
"Geez…"
"She could become an con artist."
"Yeah…"
"How could you put up with this, Kamui…"
"Beats me."
"Better discipline her."
"Show me how."
"…"
Suddenly, a bullet struck Mt. Lady through the eye before it got stuck inside her skull, then she slumped to the ground where she died on the spot, shocking both Kamui and Death Arms, and they looked around to see if the shooter is around.
Onlookers saw what happened and screamed in terror seeing that a pro hero was killed, and it was Mt. Lady of all people.
"EEEKK!"
"KKYYYAAHHH!"
"Mt. Lady's been shot!"
"A hero is killed!"
"There's a villain!"
"HELP!"
"SAVE ME!"
"LET'S GET OUT OF HERE!"

At a photo studio, pro hero Uwabami is seen doing a photoshoot as she is requested by a an editor of a popular fashion magazine to act as a cover person for the planned latest issue of his magazine, and the editor thanked Uwabami for accepting his request, which she smiled and said that it is nothing, and tells him to let her know if he wants her to do another photoshoot which he enthusiastically accepted.
"Really?"
"Yup."
"Thanks, Ms. Uwabami!"
"Oh, it's nothing."
"I appreciate it a lot!"
"That's okay!"
"I'll let you know when there is an available time!"
"Sure."
After some 45 minutes, the photoshoot ended and Uwabami is set to head back to her hero agency, and as she stepped out of the photo studio, she waved at some fans who waved at her in return, but then a sniper bullet struck her between the eyes and Uwabami slumped to the ground, and onlookers were horrified at what they saw and started to panic as they seek cover.
"EEEKK!"
"KKYYYAAHHH!"
"Mt. Lady's been shot!"
"A hero is killed!"
"There's a villain!"
"HELP!"
"SAVE ME!"
"LET'S GET OUT OF HERE!"
A few minutes later Togo is seen leaving the area acting calm and cool, and then boarded a car before quietly leaving as police and ambulances arrived, and no one is aware that Togo is behind the assassination of both Mt. Lady and Uwabami.

At Heights Alliance, Class 1-A were watching TV when news report featured the events, and Yaoyorozu was shocked at what happened to Uwabami, which she commented that she doesn't deserved a death like that and though she was dismayed by her shallow internship under her, Yaoyorozu has no ill-feelings toward Uwabami.
Jiro comforted Yaoyorozu and theorize that perhaps someone with a personal grudge may be the one who did this.
"Easy, Yao-Momo."
"I can't believe this…why would someone…"
"Maybe someone had a grudge against her…"
"But shooting her to death…"
"…"
"It seems that the villains are getting bolder…"
"We ought to be careful, Yao-Momo…"
"Right…"
Kaminari glanced at Mineta, who appeared shocked as he still recall watching the news last night about what happened to Mt. Lady, and though he resented her for the shallow internship he went through, he felt that she deserved something better than a cold-blooded murder.
"Mt. Lady…"
"Mineta…"
"She deserved something better than this…"
"Well…"
"I had a feeling that someone must've hated her guts and resorted to this…"
"Easy, Mineta…we…"
"It's scary…"
"Whoa, whoa…"
Midoriya became concerned as the news continue to broadcast, as he took note that two pro heroes were killed in broad daylight, and the shooter has not yet been identified, and wondered if a new villain is making himself known and attempted to strike fear to the citizens.
What he doesn't know is that he himself is about to become a target, and there Uraraka tells Midoriya that they better be careful as she had a feeling that someone within UA Academy might become the next target of this unknown shooter.
"Deku…"
"Uraraka…"
"Mt. Lady and Uwabami…I have a feeling that this is a premonition…"
"Huh?"
"What if…UA is next…"
"Don't worry, Uraraka."
"…"
"It'll be okay…"
