William awakens in completely different place.
'Where... where am I?' William drowsily thought as he struggles to get on his feet.
He looks around to see that he's the lush greenery that surrounds him which has a stark contrast to the Foundation facility moments before.
Feeling dizzy and disoriented, William took off his gas mask as he throws up as the transition to this place did more than just rocked his insides.

After throwing up his breakfast William wipes his mouth with the back of his hand, feeling much better afterwards.
He catches his breath as he examines his condition.
'2 arms and legs... seems like I made it in one piece' he thought as checks his comms and immediately requested extraction from his commander.
Unfortunately the he is met with static as he's in a completely different world.
Failing to get a reply William frustratingly grunts out "shit"
He sat down and thought for a moment before picking himself back up and starts examining his his equipment, as it seems he'll be out in nowhere for a while.
His Insurgency issued body armor with some ancient mysteries runes, gas mask with runes inscribed on that inside that let's the user have night and thermal vision, his Scorpion Evo with all the accessories, his Desert Eagle pistol, combat knife, his comms and a few other minor nicknacks.
As a fairly powerful reality bender while nowhere near as powerful as SCP 3812 that can erase concepts and emotions and make the moon disappear accordingly to his whims, while not as powerful as that William is still considered himself quite powerful as he could bend space and most matter around him.
Usually he won't need to use something as cumbersome as a gun but when dealing with major organisations such as the Foundation who has access to Scranton Reality Anchors it's usually best have one when raiding a Foundation base.
While he could easily over power the portable ones, the ones equipped in the base are a whole another league altogether, those ones are designed to keep powerful anomalies locked up.
Once all his gear checks out he starts exploring the damned place to figure out where the hell is he.
It is times like this that he had wished that he is a more powerful reality bender and can easily teleport where ever he wants and bend reality to his whims.
Saying that the further the explores his powers, the further detached he is to reality.
'When reality is subjected to your whims and wishes what separates dreams and reality?' And that thought is very deeply unsettling to William, as further exploration of that path could very well lead to insanity. Such as the case of SCP 3812 who developed a split personality after attaining unimaginable power far beyond even that of gods.
Anyway it will probably be a long time before he reaches that point and he has more pressing matters at hand such as finding where the hell is he.
William starts exploring the place.
He wonders for a bit until he stumbles upon a dirt road.
'Bingo!' William thought as the old saying goes 'all roads lead to Rome' in this case a settlement.
He followed the road until he finally reaches a strange city (Republic City) seemingly with large eastern influences.
The city looks like nothing he had seen before, he had seen images of Tokyo, Shanghai, Beijing and Hong Kong from weather reports on TV and they look nothing like this.
Like such a large city filled with eastern influences would have been well known, especially as China would have most definitely flaunt it around proudly, bragging about eastern culture in their propaganda filled media.
So this is unlikely to be earth which makes William suspects that he has travelled to a parallel universe.
Stories of travailing to a parallel universe is not that strange when one works in the paranormal field, while William until now has never traveled into another parallel universe but he has certainly heard stories of them.
One of the trading partners of the Insurgency Marshall, Carter & Dark, MC for short has been on occasions selling various anomalous objects that originates from parallel universes.
Now this leads to another problem, suffice to say he naturally can't just barged into town like some sort of Russian terrorist, he has to hide his weapons and armor.
This is easily solved by kidnapping one of travellers to the city with his reality bending powers.
He simply warped space to transport one of the traveller to in front of him and proceeded to atomised stranger, before the stranger has anytime to react.

With that all the traveller's belongings and clothing lifelessly fell to the ground along with a pile of sand.
(As for why no water? Water, H2O is made up of one hydrogen atom and 2 oxygen atom. Both of these atoms are usually exist in gaseous form in normal room temperature and normal earth atmosphere)
'Easy' William thought seemingly not the least bothered act of the murder he has just committed, not that this is the first time he has killed anyone.
William walks of to the pile of clothes and dusted off the sand like substance before proceeding to put them on.
After that he began examining the belongings of the person he has just met, he found a few personal artefacts and what seems to be the local currency.
He took the money and atomised the rest leaving no trace for his crime.
With all that done William began exploring this strange world he has found himself in.
