Much as she is going to help Izuku, she is also going to have her own plot too... it won't be super obvious at first as she is getting established and making ammends for not defending him before...
Tsubaki was many things, brash, tempermental, smart, beautiful, but she was not an idiot. Something had shifted in Midoryia's presence, a quiet confidence had been born in him that he never had. It was slight at first, she barely saw it. It only really presented itself when he ignored the mocking of their peers, when he looked out into space with a sweet happiness he never openly presented before. Even only two days removed from saving Bakugo, the boy had changed some way. Perhaps it was born of Allmight? She needed to know what it was... what helped save the boy... So, naturally, it meant she had to stalk him. She would have asked him but he had also developed a shiftiness, avoiding people like the plague whenever possible. This was more of a contrast then his usual past avoidance, there was something almost intentional about it as opposed to subconcious fear.
One might wonder why she cared so much, maybe it had to do with her desire to keep him safe, maybe it was curiosity, or maybe it was fear that he finally snapped. A frightful notion, one she shuddered at the mere notion of. Midoryia had a millions reasons to hate people, the drive to be dangeorus and the mind to make them all suffer. She knew he would make a terrifying villian... and what's worse was, they would all deserve his reign of terror.
She had to know if he was safe, if he was still sane.
She left her apartment early, crawling to his house, which she knew of mostly to ensure he was safe from Bakugo nowadays. She watched carefully as he walked out of the apartment and hurried away, looking eager and excited and exhausted. She followed him, hiding back about fifty feet, all the way until they reached Dagoba beach, which used to be a lovely spot to relax until people and the tides started to pollute it like crazy since people fucking sucked. She hated people...
Anyway, once they reached the beach, she hid back by the pier waiting for something... and then she saw him, All Might himself, leaping down to laugh loudly with the kid and lead him away towards a massive pile of Garbage. She followed them closely, watching as All Might sat on a Fridge and Midoryia tried to pull it with some rope. It was hilarious and sad, the boy was a tiny thing... weak and frail. Even with her natural strength, and she was very strong without her Quirk, she would have trouble moving the fridge with All Might's Six hundred ish pounds ontop of it.
All Might barked out. " Hey, hey, hey! It's pretty comfy up on this fridge, how you doing down there?" Midoriya finally stopped pulling and fell into the sand, groaning. "People move these every day you know, and most of them don't even have super strength."
She frowned at him, knowing he was overworking poor Midoryia. She wanted to scold the man, and frankly she could give a rip that he was a top hero. It took everything not to jump out and slap him silly for being a douche.
Groaning, the greenette turned to face the blonde. "Well yeah but there's an extra 600 pounds with you sitting on top of it."
"Nah, I've lost weight so I'm down to 560 these days, in this form at least."
"Great…Much better"
"Why do you have me hauling trash across the beach anyways?" Midoryia's words were pained, but so curious she had to listen in herself, desperate for answers.
"HAHAHA. Take a look at yourself, you're not ready for my power!" The blonde take photo's of the boy on his phone as he said this, distracting her from the comment about being ready for his power entirely as she would later realize.
That was when she stepped in, using her store of energy to blur towards them and snatch away the phone. " Taking pictures of a teenage boy, very gross of you All Might." She growled at the man, who recoiled and paled, waving his hands around in genuine panic.
"No no no no, no! Not that, I was taking a picture so he can compare it to when he is done with his training... um... what's your name?"
"Tsubaki, and why are you training Midoryia?"
Midoryia's soft hand on her elbow, he was a foot shorter then her after all, drew her attention. "He's helping me get into UA... I... it turns out I have a quirk, he's helping me."
All Might's eyes widened. "Ah yes, I am teaching him to strengthen his body. It's not strong enough to tap into his Quirk so it never awakened. I am helping him, as I was once helped since my Quirk is similar."
She smelled bullshit, but she kept her tone soft. "If I learn you are taking advantage of him... you will die by my hands, I promise your power would not work on me."
The man smirked. " I doubt that."
"I absorb Kenetic energy, your power is essentially general enhancements if nothing else. Your strength, speed and whatever wouldn't matter and would just empower me. Try me again. " She leaned towards him.
Midoryia actually choked out. " Wow, do you have any weaknesses?"
"Yes, a few." She shivered, thinking of the nightmare of fighting someone with a Area of Effect Quirk or something sharp, she could slow sharp things down but she was not inheritanly more durable. Area of Effect Quirks were a nightmare too, they would circumvent her power entirely. As would illusions, mental quirks, sensory Quirks... so many others really. Her Quirk, while strong, was not infalliable. "Not that I am going to share them, but that is another subject."
The boy frowned at her. " Why did you follow me?"
"Worry, I wanted to make sure you were okay inside. Your almost my friend, Midoryia. I like you, but we aren't close so I wasn't sure you would be open with me. I am sorry for that... but someone has to look out for you. I messed up, only really helping you recently, I aim to rectify that. I am here for you now." She hid her guilt well, but the truth was she had ignored the abuse towards him for a year. She was as guilty as anyone else for letting it happen. It had been impulse that got her out of her shell enough to save him from Bakugo, but she had come to realize that she needed to be more for him. She hated abusers, her parents taught her that if nothing else.
The boy blushed majorly. "You don't have to do that."
"Yes I do, now shush. Why the Garbage?"
The man behind them laughed. "I did some research. "Turns out this part of the beach used to be beautiful but it's been a total mess for the last few years." As he said this he lightly tapped a fridge, leaving a massive dent in it.
Midoryia, ever the nerd, replied. "That's right. Because of the ocean currents anything that gets dumped in the water ends up here. People take advantage of that when they're illegally dumping their trash. Now all the locals avoid this place."
All Might place his hand atop the fridge. Slowly he started to crush it with next to effort. "Heroes these days are all about showing off and fighting flashy villains. Things were different before quirks. Service is what mattered. Back then heroes were those who helped the community, even if it WAS kind of dull." Suddenly as the blonde finally crushed the appliance into the ground a hurricane appeared, blowing away more of the trash and allowing the sun to shine through. The pro lifted his head and looked up at Midoriya. "You will restore the coastline for this entire section of the beach. That is first step on your journey to becoming a hero!"

The girl was beautiful, incredibly tall almost his height, with short spiky brown hair and redish brown eyes that were set firmly above broad cheekbones and a strong but pouty mouth. She could have easily been a model, however it was clear she was well trained. Her body was rippling with more muscles then some pro heroes, her stance firm and loose all at once, eager to move. He saw her before, he knew the raw strength she had and it was clear not all of it was Quirk based.
Toshinori liked her already, her concern for Midoryia was touching, she was as much a hero as his young ward. She saved his bully by all but killing the Sludge villain, called out the poor quality of the other heroes and was willing to stand up to him. Not many people could do that, or were willing to. He admired her tenacity if nothing else. She was a remarkable young women, he hoped he got the chance to teach her. She would be a potent force for good.
However, in that moment, after he mentioned that Midoryia would clean the beach, what he felt towards her was nothing but fear. Her body seemed to radiate a dark energy that burned with the heat of a thousand suns. She would rip him apart, or at least try, and he knew she would do damage. Her Quirk was perfectly matched for his, she could cancel out his powers unless he got a good lucky hit in... he needed to be careful here.
"Woah, stop with the scary looks. It makes sense, trust me. Each piece of trash requires a different set of muscles to move, this gives him ten months of training in each muscle group, along side my plan of food and sleep, to give him the best results. Here, check it out." He handed the girl the schedule he made and watched her eyes narrow.
"There is no combat sessions... he needs to learn basic combat if he is to be a hero. Change it so he and I will spar for at least an hour a day. Do that I say nothing about this... game of yours."
"You'd do that?"
"Why not, I like him and I need a sparring partner. Sparring will help him learn to use his muscles, teach him combat. If we are making him a hero, then damn it we need to make sure he is able to fight like one."
He could not help but smile at the girl. "A Capital idea! I will rearrange it personally! When are you free, young Tsubaki?"
"Right now, obviously, after school from three to seven."
"Wonderful! Now, shall we continue?"
The girl shrugged. "Fine, but I'm staying to watch. I want to see him become a badass, I know he can be one. He's far too bright to not let him shine."
"I agree, it is partially why I agreed to help him."
"Fair enough." The girl jumped back, landing on a larger pile of garbage where she found a comfortable spot and settled in. "Now, let's watch Midoryia pull you along. I want to really see this."
The poor greenete flushed a dark red before grabbing the ropes and pulling on them with a determined look on his face.

Tsubaki enjoyed looking at Midoryia as he pulled the fridge, it would be amazing to see where he went in a few months. In ten he would be an entirely different person... but she wondered more about his quirk.
'What Quirk is rendered dormant like that... no quirk I have ever heard of acts like that. It makes less sense, our bodies are made for our quirks, he should be naturally buff or whatever if he was super strong. Unless he is a mutation and there is some missing link... I need to really observe him, make sure he is at his best. I refuse to let anyone, even Allmight, Abuse him. I failed him before and now I will stand for him... No one stood for me...'
Focusing her energy on Midoryia, she enjoyed his struggles to pull the fridge. After about ten minutes she hoped down and put a hand on his spine, and to his amazement he managed to yank the fridge and Alll Might almost fifty feet. "See what my Quirk can do... I can apply my Kenetic energy to anything, even you. I discovered that one by accident. Nearly killed a dog when I tried to pet it... hehe."
Midoriya giggled. " Really? Your Quirk is amazing."
"Thanks... so what is yours? I mean, what is it that your Quirk does?"
"Oh, uh, hahaha... I..uh... well I don't have a name for it, or anything like that... but it uh... well part of it is super strength."
"I see... " Her mind suddenly took in what All Might said earlier, about him taking in his power... and she wondered, just what she had gotten herself into ... and what Midoryia was upto. She hoped the kid could handle it...
She hoped they all could.
