Just to get this out of the way, as some have pointed out beforehand, yes, I am aware that Noel is primarily a close range combatant in the games. Here, however, I'm making her more of a long-range specialist given that her main weapons are fire arms. I also couldn't really figure out how to work Chain Revolver as a Semblance exactly, so she has a different Semblance that better fits the long-range reworking. Sorry in advance for those disappointed, but this is something I think I'll be better suited to working with.

Description:
Noel Vermillion is one of our students hailing from Mistral, having previously been educated and trained at the Sanctum Academy Primary combat school alongside her two friends and fellow students, Tsubaki Yayoi and Makoto Nanaya. See their files for more details regarding them.
Combatively speaking, in spite of her shy demeanor, when pushed, she has displayed an almost machine-like precision when engaged in combat using her main weapons, Bolverk. It is still unclear how and why Noel gained a Nox Nyctores, as according to information given to us by her parents, she simply had them when they found her wandering. Regardless, she has shown herself to be nimble and swift, specializing in long-range combat with limited close quarters encounters, likely to compensate for her physical frailty when compared to her teammates. Bolverk naturally has the ability to shift its form into different firearms, among which Noel has displayed three: dual pistols, shotgun, and sniper rifle. And, knowing what her Nox Nyctores is capable of, this is hardly scratching the surface of their true potential.
Fittingly, for someone who specializes in long-range combat, her Semblance is equally suited for such situations. Her Semblance allows her to magnify her eyesight, letting her see potentially kilometers away given proper focus.
However, her skills in unarmed combat have proven to be very poor, as reportedly, in a sparring match between her and her team's leader, Ruby Rose (who has also proven to have similar issues in regards to unarmed fighting), she was defeated rather swiftly. This indicates that she's heavily reliant on her weapons for most of the fighting she engages in.
While kindhearted, Noel is incredibly shy and reserved, as reports from Sanctum indicating that she struggles in basic social interaction outside of her small circle of friends, with her being prone to apologizing even in situations where she isn't at fault for anything, and her demeanor has been taken advantage of by students at her previous school before. Even with people she can interact with, she's shown to be rather soft-spoken, often stuttering or stumbling in her words. Nonetheless, she has been able to form strong friendships among her teammates, being able to show confidence with them despite her reservations.
Extra Notes:
* Among her teammates, she is closest with her partner, Jaune Arc.
* Academically speaking, she's shown to be at best, average, neither excelling nor being lackluster in any particular area.
* She seems to have a love of plush toys and internet shopping, given how many times the delivery man has brought online purchases to her team's dorm room and how many receipts are signed by her, and how many of them involve new stuffed animals.
* She and fellow teammate, Ragna, originally had problems that neither chose to elaborate on even with their teammates, but they both seemed to have sorted them out following the Forever Fall incident.
* She is confirmed to be adopted by Claire and Edgar Vermillion, both of whom are well-respected Mistral nobles and philanthropists. Despite this, she considers them to be her true parents.
** According to Edgar, they originally found her wandering alone and catatonic with her pistols in hand at approximately the age of twelve. He and his wife were in the middle of providing relief efforts to the victims of the then Ibukido disaster. It is assumed that she lost her original parents in the wake of the catastrophe and was left in shock as a result.
* WARNING! This is a high priority statement that every member of Beacon Academy's staff must follow. Noel Vermillion is not allowed to enter or be anywhere near any of the school's available kitchens for the remainder of her time spent as a student at Beacon.
** This is neither a drill nor a joke. She cannot be allowed to cook anything. Even minor meals such as sandwiches. Her food has proven highly dangerous and potentially lethal, as it sent Mister Arc to the school infirmary with second degree burns.
*** I speak with the utmost seriousness that in order for this school to survive and remain standing, SHE CANNOT BE ALLOWED TO COOK!
I has some fun with Ozpin showing utter terror through his notes when it came to Noel's cooking. I'm pretty sure that he considers Noel's "Death Dinner" to be far more terrifying and nightmare inducing than anything that Salem could create. And this would include the friggin Hound by the way.
Real question, what would you rather do? Face the Hound in Schnee manor when there's no power, or eat Noel's (in)famous Death Dinner and risk an agony worse than the Agony Matrix from the DCAU?
Anyway, I also felt this was a good way to expand on Noel's backstory elements for the moment and provide some extra context to things. Now, I'm pretty sure that those who know BlazBlue know what the Ibukido disaster refers/eludes to (hint: it involves the giant murder satellite Makoto referred to in Chapter 27 of BlazBlue Alternative: Remnant).
Like I said previously, I am aware that Noel is canonically more close quarters oriented, but this is just my way of reworking her in the AU.
