After Superman's imprisonment in the Phantom Zone, a majority of the regime members were either imprisoned, dead or abandoned the Regime. However, there was one Regime member that had always managed to evade Batman's capture Cyborg, who was as smart and skilled with tech as himself.
Cyborg had discovered Raven and Black Hand's alliance before any of the Justice League even had as Raven reached out to Cyborg for help. Cyborg initially went along with her plan, but he would eventually figure out that Raven's true plan was not to restore the Regime but something. He had no idea what, but he tried to tell Black Hand about this but he didn't believe him. While he hated the idea he had no choice he had to go to the new Justice League for help, but he was all alone this time.
Cyborg snuck into the Batcave and started hacking into its system to give himself a way to get inside. He knew however that Batman would be alerted to this right away and at that point, he just had to hope he was able to convince Batman that he needed his help.
"I haven't heard back from Barbara and Selina in a while," Black Canary said.
"Babs, are you there, your right Dinah they aren't picking up," Harley Quinn.
A massive alert turned on that told Harley that the Batcave's defences had been breached.
"Someone has managed to break into the Batcave," Harley Quinn said.
"Is it a Regime member?" Green Arrow asked.
"None of the Cameras are working this person must have disabled them," Harley Quinn.
"Let's not jump to conclusions it could easily be some other villain or a mistake," Black Canary.
"Good point, I will go check out the cave entrance, Starfire you look inside Wayne Tower and Dinah and Olly you stay here just in case," Harley Quinn said.
"Good idea Harleen," Black Canary said.
Harley Quinn goes to check out the cave entrance which is where Cyborg is trying to get in from as he knows this way inside from Brainiac's invasion. Harley Quinn would search around for a few minutes eventually coming across Cyborg.
"Cyborg, I should have known you were the one who is breaking into the Batcave," Harley Quinn.
"Yes, that is true Harleen but I need your help, where is Batman I need to talk to him," Cyborg said.
"Batman went missing on a mission I am guessing you have something to do with this," Harley Quinn said.
"She got him," Cyborg said, thinking that this might be Raven's doing.
"Things are about to get real bad for you," Harley Quinn said.

"Can you please listen to me," Cyborg said?
Cyborg at one point doing the battle hit Harley too hard and she got knocked unconscious.
"Man, this is not a good start, I hope the others will be willing to listen to me. She must have come from this way, if I follow her trail it will lead me to the rest, hopefully." Cyborg said.
"I still am worried that this may be a Regime number they would be some of the best when it comes to getting Into this place," Green Arrow said.
"I hope that it is not as well," Black Canary said.
"Harley, have you found the intruder yet?" Green Arrow asked.
"I'm not getting any signal from her either," Black Canary said.
"You won't be getting any," Cyborg said after entering the Batcave.
"Cyborg, what have you done with Harleen," Black Canary said.
"She's fine, I need to talk with you," Cyborg said.
"Stay out of here Regime scum don't belong anywhere near this cave," Black Canary said.

"I know we have our differences, but I need your help now," Cyborg said.
"Stay away from her," Green Arrow said.
"Look Oliver I know you haven't had the same experiences with the Regime as she has so I hope you will be willing to listen to me," Cyborg said.
"Nobody hurts my wife," Green Arrow said.

"Whelp, there goes that idea," Cyborg said.
"Harley, Harley," Batgirl said through a mic she left behind.
"Who is there what's wrong, hello? The damn thing is turned off how do I get it back on. Wait, where is everyone usually at this time they meet up here, where is Batman?" Cyborg said.
Cyborg was very confused, he had expected to find some more people here he was especially hoping that some of his old Regime buddies would be here. As they would be the ones most willing to listen to him, but instead of him not listening he is just not here. Cyborg starting hacking into Brother Eye to try and figure out what was going on but the defence mechanisms of it were activated and the entire League was altered which included Starfire.
"Huh, someone is hacking into Brother Eye I hope the others are okay," Starfire said, right after she quickly flew back to the Batcave.
"Damn Batman protected this thing," Cyborg said.
"Cyborg is that you," Starfire said.
"Wait, I know that voice it can't be," Cyborg turns around and sees Starfire saying right after, "Starfire how are you here you can't."
"You didn't know?" Starfire wondered.
"Superman told me you were dead along with the rest of the titans except for me and Raven," Cyborg said.
"Superman lied to you he mortally injured Superboy and trapped us all in the Phantom Zone, where we were for years until Batman freed us," Starfire said.
"No this can't be this has to be some kind of trick how are they doing this," Cyborg wondered still extremely confused.
"I assure you Victor this is no trick I am Starfire," Starfire said.
Cyborg was still conflicted he in his mind wanted to believe this was her, but his loyalty to the Regime prevented him from accepting this. He attacked Starfire hoping that it would reveal her as a hologram or something like that.

"It is you, Kori," Cyborg said.
"Stand down Cyborg," Harley Quinn said while pointing her guns at him.
"Harley I know that you hate me, you have every reason to, but I need you to listen to me," Cyborg said.
"So you have finally decided to abandon the Regime?" Harley Quinn asked.
"Well, Starfire showed me that Superman lied, but that isn't the reason I am here," Cyborg said.
"Why should we believe you?" Harley Quinn asked.
"Harleen I think we can trust him, he seemed to have not have known I was alive and needs our help," Starfire said.
"Alright, I will give you a chance to explain, sit," Harley Quinn said.
"So you know Raven old friend of mine member of the Titans and joined the Regime. For a long time, I thought she was dead, but recently she approached with an offer to restore the Regime, she had teamed up with some guy named Black Hand. From what I gathered on him, he is some guy who can resurrect the dead to take control of them using a power ring much like Jordan and Sinestro's. I initially went along with her plan but I later figured out her plan was not to restore the Regime but something else, I wasn't able to figure it out though, and Black Hand wouldn't believe me so I had no choice but to come to you guys for help."
"Is Raven the one behind Batman's disappearance?" Black Canary asked.
"Truthfully, I don't know though it seems likely they are planning to assemble an army," Cyborg said.
"Do you know any more details about what they are planning?" Harley Quinn asked.
"I do know one thing they are planning something with Superman whether they want to use him or recruit him I don't know. Also, after I knocked Black Canary and Green Arrow out Batgirl tried to call you, but I wasn't able to turn the mic on," Cyborg said.
"Babs are you there?" Harley Quinn asked through her communicator.
"Raven, Black Hand and Damian they are planning something they have Batman and they got Selina," Batgirl said.
"It seems you were talking the truth," Black Canary said.
"Is anyone else working for them?" Harley Quinn asked.
"They resurrected Lex Luthor and Shazam I don't know anyone else besides that," Batgirl said.
"This is not good," Green Arrow said.
"Keep looking around Batgirl keep in contact with us, we need to figure out what their endgame is," Harley Quinn said.
"What about us?" Starfire asked.
"We need to stay here man the fort and oversee the rest of the team," Harley Quinn asked.
"She is right about that," Black Canary said.
"Flash, Supergirl we have a big problem," Harley Quinn said.
