S-Shizuru's serious this time. Nerves scaling higher and taller, Natsuki roughly swallowed. "Shizuru, ple—" Her beg silenced, a dexterous index finger sealed her lips. Caught under the monarch's spell, Natsuki all but crumbled. "S-Sh-a-ah—" The sizzling atmosphere intensified to a scorching point, her back pinned against the cold stone firmly. Fiery yearning settled within her stomach, urging her to relent. Oh no, she wanted to… wanted the Queen. "Shizuru!" She rebuked, her voice cracking with strain. She wanted Shizuru to touch her. Needed t—
"—Natsuki?" The monarch's whisper stressed, their fronts meshed together insufferably. Touching her fingertips along Natsuki's arms, they paused by the crooks of her elbows. "A-ah…" She mumbled, fingertips pressing against flesh to then clutch wrists. "I-I am s-so happy…" The drone hissed from her lips, hands entangling to squeeze. For three months they had been playing these little games. It wasn't enough anymore. Shizuru wanted to make Natsuki hers. An excited sigh escaped her. The Spymaster's body was heavenly against her. It was evident that Natsuki felt similarly, as well.
An intense blush plastered Natsuki's face as she peered up to the sovereign. Fighting against her momentarily, she couldn't—or didn't want to?—push her away. "You're a wanton woman, Shizu—a-agn—" A smouldering kiss muzzled her; tongue deftly pushing past lips. An exhilarating rush swarmed the Spymaster who groaned into the Queen's mouth. Heart launching, she mustered only an incoherent mumble into those marvelously soft lips. H-how were they so smooth…? Then, she came to, realising what was happening. "S-Shiz—" She attempted, interrupted not once, nor twice, but thrice. "S-Shizuru! Stop!" Lunging her hands to the Queen's shoulders, she eased her upwards. "I—w-we can't…" She breathlessly pleaded, the electric still upon her body. B-but, oh… she… Natsuki's lips quivered desperately, staring into aroused crimson. Sliding her palms against the nape of Shizuru's throat, they scaled higher. Delicately, Natsuki cupped her cheeks before crashing them back into a mouthlock.
O-oh? The monarch's weary soul lit afire, kindling frenzied hunger. Quadrice they kissed, a myriad of insatiable greed converging. Pushing back to breathe, Shizuru panted. "I-I, Na-tsuki, I—" Arms wrapped around her, confusing her temporarily. That's right, they're in a dangerous area. "I will have you. Mark my words." Her Majesty declared.
"The Queen's Most Honourable Privy Council is now in session. Stand for Her Majesty's arrival." Yukino, Duchess of Chrysant and Secretary of State declared, wiping her nose against a hanky. Thankfully she was well enough to attend today. Her and five women did so before the grand table, bowing partially to the Queen.
"Good morning." Shizuru murmured, blinking slowly with exhaustion. Everyday they underwent the Privy Council. It was a meeting among her chosen advisers who would guide her rule. Though, advice didn't necessarily mean she followed through with it. Only the monarch decides this. "How did the Lords and Ladies respond to last night's Court?" She sat herself before the roaring fireplace at the end of the table. The Privy Council followed suit, Yukino and Natsuki beside her.
"They are concerned that the Golden Treaty won't pull through after all." Fumi of Himeno, the Lady Chamberlain explained. She sat beside Yukino and currently sifted through parchment. "They fear our fickle alliance with Altai will shatter and that Lutecia will betray us."
"Lutecia knows very well that without our aid, they shall be overwhelmed by Altai." Shizuru reminded, forearms resting upon the table. Interlocking her fingers, her attention drew to the Royal Treasurer, Baroness Claudel. "Rosalie, how are the taxes? Funding must remain adequate if we are to defend the Kingdom." Edging a foot towards Natsuki, her eyes remained upon the Baroness.
"Endorsement from the South has increased by three percent. However, in the North it has decreased by zero point four percent."
Feeling the royal's shoe brush against hers, Natsuki momentarily eyed her. What on Earl? She's doing this here? Last night was a whirlwind within her mind nor had she slept well thanks to it. Shizuru Viola was insatiable. Pulse rising, she locked her gaze upon her documentation. ...Could she seriously concentrate on the task at hand?
"The North is the agricultural powerhouse." Shizuru murmured, crimson scoping along Natsuki before landing upon the Archbishop. "The Most Reverend Primate." She slid a scrolled parchment along the table towards her. "This document details the Pauper's Fund which we discussed last week. Would it be possible to authorise it throughout the country? If war breaks out, this fund will desperately be required."
"The North might be concerning." Yukariko remarked. "Due to lack of funding, buildings have been falling into disrepair. I fear parishes may illegally use the Pauper's Fund for maintena—"
"—Then those communities should be observed by royal agents." Natsuki interrupted, a lofty sensation plunging inside her gut as Shizuru's foot pressed atop hers. It was clear the sovereign did this deliberately. "The religious institution can be incredibly corrupt. Especially towards the poor and those who do not agree with them." She aimed the comment at Archbishop Steinberg; a simmered glare locking between them.
Her Spymaster is very attractive when angry. The monarch merely observed her advisers, propping her elbows atop the table. Lips resting against her fingers, she watched as the Lady Justice General intervened.
"This will provoke those corrupt vicars into creating a rebellion against the Crown." Midori Sugiura argued. "Unrest during wartime is already a serious matter to upkeep. Nevermind whe—"
"—How might you suggest we continue, then?" Natsuki snapped. "Your Honourable Lady, I must be frank. We cannot allow them to leech into the Treasury. Neither can we afford the public to die in squander. Your Majesty." She turned their attention to the Queen, the foot against hers pausing. "How might we approach this? Without precautions, the Kingdom is a sitting duck." Her gaze transferred downwards between them, attempting to warn her off. Unfortunately, this didn't seem to work, as Shizuru's lips quirked into a grin behind fingers.
"The parishes must undergo surveillance, however…" She looked to Midori who was silently fuming. "It must be discreet and internal."
Hours later, the Privy Council had ended. Easing to her feet, Natsuki slid a hand down her temple. She could sense a headache coming along. The others were exiting now that the Queen had departed, leaving her to her own devices. Or well, she had thought, until Shizuru met her outside in the corridor. "...Your Majesty?"
"Come with me."
Oh, God.
A/N: Never in my wildest dreams did I ever think I'd call Midori Her Honourable Lady. Anyway, I huh… I ended up getting invested in this. I'm purposefully keeping the timeline simplistic so it's easier to churn out. Subtle Sovereignty's chapters consist of two scenes; the first being sultry whilst the second is recovery. This may change around in the future, but it's working well so far. Also, to that one Guest, what is this? ༼ ºل͟º ༽ºل͟º ༽ I love them so much hahaha.
