Chapter 2
With both parties agreeing to the deal Minato teleported back to his office and informed Hiruzen and Biwako of the deal.
"Are you sure the fox can be trusted"
spoke Biwako who was gently rocking Nasumi to sleep while Shizune was holding Naruto who was asleep as well.
"We dont have a lot of options my dear, but it seems this deal is in more in our favor than the fox who wants revenge against this 'Madara' person or so he claims"
Hiruzen having been through 3 Shinobi wars knew what power revenge did to people, as he said this a furry appendage came up and tocuhed his face bringing attention to infant in his hands.
"The deal is good Minato take it once it's done we need to talk about Menma here, I take it the only people who knew about this were at the Cave for the delivery and in this room"
spoke Hiruzen who broke a smile at the infant who seemed to smile back enjoying the attention, Minato nodded and went to take both Naruto and Nasumi in his arms 'Menma I hope we can a find solution for you son' thinking this Minato let loose a single tear but weakly smiled hoping to get the night over with both his children safe.
Back with the fox Minato teleported back with the infants, as he and Jiraiya began the rituals to seperate the fox and store some of it's chakra in Kushina.
"Thank you" spoke kushina.
"SHUT IT WRENCH, THINGS COULD'VE DIFFERENTLY IF YOU ACTUALLY TALKED TO ME INSTEAD OF IGNORING ME"
With response Kushina felt a pang guilt for the fox was right if she had visited perhaps things would've gone differently, she hoped in the future when her children first meet the fox they would start a friendship instead of ignoring him like she did, with ritual complete the fox or foxes sealed into the children.
"YOUR LUCKY OROCHIMARU I LIVED OR I WOULD HAVE KILLED YOU" Manda spoke before disperse into a cloud of smoke back to his home to recuperate.
"He keeps saying that but I think he does it to scare me... and it does at times" spoke the pale Snake Sannin.
"I SHOULD GET GOING TOO, JIRAIYA DON'T FORGET THE SAKE YOU OWE ME KNOW OH MINATO, KUSHINA I'LL HAVE ONE OF MY UNDERLINGS COME OVER WITH THE BOOK SO YOU CAN UNDERSTAND WHAT MENMA ACTUALLY IS, HAHAHA THAT TADPOLE WILL BE SOMETHING ONE DAY"
With this the toad left in same manner as the snake "Where I'm going to find enough sake for him let alone pay for it"
Spoke Jiraiya 'Maybe I can write some kind of adventure with same lovely scenes' thought the toad sage who began to giggling to himself perversely before someone punched him.
"GET THOSE THOUGHTS OUR OF YOUR HEAD DAMN PERVERT" yelled Tsunade.
"LADY TSUNADE ONCE EVERYONE IS HEALED I TAKE MY LEAVE" Katsuyu who answered from her small form on the Lady's shoulder.
"Thank you Lady Katsuyu for your help... alright now this is over I'll be at the hospital patching up the wounded, everyone else I imagine will probably have to explain to the Council what just happened good luck with that"
"Before you go we need to talk about Menma" Spoke Kushina who got everyone's attention.
"I have a plan about what to for him it's not nice but it will keep him safe and the village won't know about his 'condition'"
"What do you mean?... Gamabunta said that he has a book about him being a Saiyan what that is"
"I know Minato darling but what if the book just tells us what we already know and if there's more it won't change the Law, that will take years probably decades to change, no I won't take the risk this plan I got will work my eldest brother Menma was 15 when he was discovered and banished from Home just to be killed by some bandits"
"15 that's the longest one of those children have lived before they were killed... this plan might work what is it" Spoke Minato.
After speaking of her plan they all agreed it was a bit harsh but it would work as long as Menma wasn't discovered as a 'Cursed Child' with that they Tsunade left to the Hospital to restore order and helping th injuried, while everyone went back to the Hokage Office to discuss the 'Plan' they had for Menma. Hearing this Hiruzen, Biwako and Shizune felt repulsed but knew there was no other way for Menma to live if word got out, with the plan layed out and Shizune having full recovered left to help Tsunade after she left a chunin knocked before entering the room explaining to the Hokage that Council was waiting for them to explain what just happened.
The Council is group of Clan Heads compose of Inoichi Clanhead of the Yamanakas with there Mind Walking Jutsus which made them great for information gathering, Shikaku Clanhead of the Naras with there Shadow Manipulations Jutsus and great intellect 'but notoriously lazy' makes them ideal for Konohas strategic planning, Choza Clanhead of the Akimichi with the Body Expansion jutsus making them mobile tanks on the battlefield, Tsume Clanhead of the Inuzuka with there canines partners or ninken as Shinobi call them as well as there Beast Human Jutsus making them ideal for Tracking and Frontal Assaults, Hiashi Clanhead of the Hyugas with there byakugan giving them a 360 field of vision as well as x-ray to see even kilometers away and even the Chakra pathways makes them ideal for Sensoring and Tracking.
Shibi Clanhead of the Aburames who in exchange for letting insects use them as walking nests or hives use the insects as weapons or use them to spread infomation to there allies even tracking targets as well, Fugaku Clanhead of the Uchihas with Sharigan that can copy any Jutsus or cast Genjutsus allowing them to read there opponents and copy there jutsus or capture them in any Genjutsus they know of makes them highly dangerous in the field but the clan has had bad times since Madara left and opening attacking the first Hokage making everyone question there loyalty, Hiruzen Former Third Hokage but still Clanhead of the Sarutobis who known for Strong willpower, exceptional strength and strong elemental Jutsus as well as weapons training making them dangerous both upclose and personal in the field, Tsunade Clandhead of the Senjus and not only the last Senju but not in this meeting because of her duties at the hosptial requiring her most attention.
Danzo Clanhead of the Shimuras and the last one are known for extreme discipline and loyalty to a fault as well as his personal army of shinobi he calls 'Root' that he's trained to operate solely in the Shadows that well that only a few now about it's existence, Mebuki Clanhead of the Haruno though not a Shinobi clan like everyone in the room they are a Merchants clan allowing the village to trade in and out of the Lanf of Fire even some of there clansmen including Mebuki have joined the Shinobi Forces, lastly we have Homura Mitokado and Koharu Utatane though these are not from any Shinobi clans but were orphans and trained alongside Hiruzen Sarutobi by the Second Hokage Tobirama Senju himself and having been through the Three Great Shinobi wars and are seen as advisors to the teammate during his time as Hokage and to the current Hokage Minato Namikaze this Council offers advices and if the Hokage is unfit to make the decisions for the safety of the village will step in if necessary.
As Minato walked into the room holding in his arms his son Naruto with his wife Kushina who is holding there daughter Nasumi following behind them is Jiraiya the Toad Sage and Hiruzen the Former Hokage, Minato help up his hand tell everyone to wait til he has seated.
"Alright just before you scream your heads off let me explain what happened with the delivery, the fox being released and what happened at the end alright"
Minato looked at everyone getting nods of approval... after several moments to telling everyone what but leaving details that his youngest son is one of the 'Curse Children' who was with biwako in the Hokage Office sleeping in the arms of one of his few remaining students Kakashi Hatake with his tail safely tucked away for the his infants safety Minato and Kushina decided that Kakashi could be trusted and informed him that the infant in his arms was one of the Cursed Children, Kakashi was shocked by this news and knew of the dangers but new it only takes them looking at the moon for to transform and instead simply smiled at the sleeping infant, if he was actually smile that is for Kakashi always and always wears a face mask and never takes it off never which gives him amazing poker face which is why no-one plays poker with him.
Back with the Council "So the fox decided a deal that benefitted Konoha greatly in exchange for revenge"
Danzo said out loud not caring who heard him "Yes not only that but when the kids are older he will help them master his chakra to bring down this rogue Uchiha as the enemy has calling himself 'Madara'"
"OUTRAGEOUS" Fugaku yelled waking the infants.
"You just had to wake them... troublesome" One supposely sleeping Nara said out loud after a minute or two for to the infants to go back to sleep.
"Apologises but the only known rogue uchiha that could have done this was Madara and he would be dead in that battle with the First Hokage or old age"
"I know Fugaku I dont believe it is Madara it could someone who stole a the sharigan from a dead Uchiha, they were quite a few that died in the War some of them the bodies were badly wounded so it was hard to tell if their sharigan was stolen or not and some of the bodies could not be recovered, so if your suggestion 'Danzo Shimura' that the Uchiha were behind it I would suggest find evidence if not then the matter of our 'mysterious' enemy remains open but for now what other matters to attend before we get back to it agreed".
Everyone nodding in agreement "How bad was the damage" at this Mebuki at this rose from her chair.
"Not good Hokage nearly half of Konoha buildings gone during the rampage most of which was homes and some warehouses with supplies for upcoming winter though the supplies are easy replaceable with some quick deals but it wont come cheap on top of most people will be left homeless and we are still pulling people out of the rubble so causilites is still raising but with the Medic Corp and Lady Tsunade those numbers hopefully won't be as high"
"that's good to here, the Village finances come second to it's people so spare no expanse for supplies were a shinobi village we can bring the money back easily though not right now, Shikaku beef up security with some shinobi we have to our borders as soon word hits the other villages they test our defences and that happens we to remain strong"
"Understood Hokage but our forces did take hit because of the fox it will take time"
"Hokage I would like to offer the Uchiha in this matter as during the attack our district will left largely ignored for some reason"
This caused Danzo to think out loud enough for everyone to hear him"So maybe it was the Uchiha itself behind this attack"
This caused Minato to hand over Naruto to Jiraiya who then teleported over to Danzo and grabbed him by the throat and shushing everyone to not wake up the infants.
"Now Danzo I just said that if you dont have any evidence to support this then be silent, if I find out that any of your 'Root' shinobi are antagonising the Uchiha for if they were behind this attack then their Clansmen would have attacked and taking over the rest of the village but from what I've seen and heared they were opening their district, homes and resources to help us during the attack, it's recovery and offering to help with our forces to which I agree too because I don't agree to what the 2nd Hokage did in isolating them and I don't like his or yours or anyone bias attitude towards do I make myself clear"
"yyeeesss" Danzo silently responded
"Thank you Hokage for your kind words"
Fugaku said while thinking 'Hopeful this event will help mend the wound that Madara inflicted when he went rogue because that 2nd Hokage only made it worse' Minato then let go of Danzo who angrily sat back down feeling humilated 'I will get at you for this you foolish brat'
"Any other assistance from the other clans will be greatly appreciated" everyone hearing this nodded
"Then anything else to discuss before we begin to rebuild what was lost?"
"I do" answered one Hiashi stood up.
"I believe it would be best to keep the identity of our new Jinchurikis a secret if word got our about them some of the villages might look at them as monsters for taking away there homes and loved ones at for one don't think of them as that but some people might"
At this everyone began think on what the Hyuga just said and realising it would be better for that for if they say they were heroes for suppressing the fox others won't believe it.
"He's right kid that's a good idea and the Hokage home is still in one piece or do you think that Minato was behind this Danzo"
Danzo looked insulted when Jiraiya mentioned this but just got up from his chair.
"I'll take my leave Hokage and let my Root do what they best and defend Konoha from the shadows"
"Thank you Danzo"
Danzo not evenly responding to this just left the room 'It's a shame that I can't take one of the infants with me back to Root but they'll be too heavyly watched, that's why they brought them in that meeting for... but perhaps I can influence them in the future when there older mmmm yes that will work' Danzo mind quickly thinking of ways to expand his Root army arsenal for Konoha gain but mainly for his own. With his departure Jiraiya resumed Hiashi idea
"Minato I know you want what's best for your children but let's keep the part about them being Jinchurikis a secret if our enemies find out about that and there still infants they could be taking away"
Kushina hearing this knew that was real possiblity as it did happened to her but they wanted her for special Chakra that could suppress a Tailed Beast this was before she became a Jinchuriki.
"I agree with the pervert on this"
As she said this looking at her daughter who just for a moment opened her eyes showing violet eyes just like her mother.
"Come Kushina be nice"
"Ha I'll be nice as soon you stop peeping on the ladies at the hot springs"
This causing slight chuckle from everyone else in the room.
"Okay enough with the teasing dear, but your right Hiashi that would be a problem so for know the twins identity as jinchurikis will be a S-class Secret punishable by death I know it's harsh but that way there secret will remain til their older, any other business then" everyone shaking there head.
"Right then Fugaku if you start coordinating with Shikaku and Mebuki with both with the recovery and Village security and anything else that can be of help, if any of the other clans can help that would greatly be appreciated this village survived the Shinobi Wars that came knocking and we can survive this if only we work together FOR KONOHA" Minato yelling at the end woke up the infants who began crying causing everyone to look at Minato for being stupid "sorry sorry sorry".
It's been a week since the meeting and it's a beautiful and sunny day people helping each over with supplies or grieving over the loss of friends or families even with Tsunade and Katsuyu the death toll was near 80 for the shinobi and just over 100 for the civilians with nearly double that for wounded of both shinobi and civilians with Minato promising once everything is settled he hold a mass funeral for those that died.
The Uchiha help was much appreciated healing the wound and finally letting the village get over there prejudice on where the Uchiha stand in Konoha, for the Uchiha they finally getting the respect and recognition that they are for the Village they helped build in the beginning while this was happen the other clans also opened there doors to let people stay and share resources while keeping the clans secrets a secrets the civilians understanding this because this was Shinobi Village with highly trained people with powerful techniques.
But it also caused them to better understand they shinobi counterpart as they are just people as they are and for this the village was healing itself quicker, with Minato in his office trying his best to get rid of the ever growing paperwork got a surprised visit from an elder toad who stop.
"Minato my boy the village is looking like is back to normal how are things?"
"Everything is going back to normal thanks Paa"
Minato repsonse to now identifed toad who always like being called as such because it help build the trust between the summons and the summoner.
"Thanks for stopping by this paper work is never ending"
"oh I that reminds me here's the book we told you about" Paa then took the book of his back and give it to Minato.
"Official Saiyan Handbook... ooohhh Gamabunta mention something about this... sorry but with the attack everything been busy"
Minato immediately told any Anbu in the room to leave and began setting up privacy seals to make sure no-one is listening and checking the room again for good measures "Good thinking especially if were talking about your youngest Menma that is"
"Yes though I'm still confused about this 'saiying' if that is the correct term"

"Oh he be fine he's hoping to get a scar out of that fight to make him look all that tough and about the Saiyans getting it's all in the book the old geezer at the toad mountain was there but that was a very long time ago and that blasted Clan Wars turned everthing around that any books about them or that part of history was gone seeing them as nothing but walking monsters just waiting for full moon to set them off, truly tragic that all time not a single one manage to grow up we did hear rumors about Uzushiogakure hiding one but it was just rumors"
"Oh that wasn't a rumor it was Kushina's older brother that spent 15 years in hiding before being discovered and dying from bandits after being banished I believe that's why she named our son after him to continue on remebering him"
"So it was true ashame he died though he could've changed everything if got to him but the past is the past, for now though we finally found one so please take care of him and read that book it will change everything for your son so please Minato my boy read it"

"I'm sure I don't mean to rude but I take he's in the Hokage home for safe keeping is that right oh it would be nice to see the other two as well and check the seal as well... not being rude Minato but the toads do have an understanding of seals just as you and your wife does but it's safe to have a look at if that is okay with your my boy"
"Nonono go right I'm sure Kushina would be happy to see you even with three kids and shizune helping they're a handful to look after must be their Uzumaki sides or could the extra Chakra from the fox so that would be extremely helpful thank you Paa"

With that the elder toad give a nod and minato brought down the privacy seals and toad left just as Anbu to their positions and the door opening.
"Is your private unannounced meeting over Lord Hokage if so there's more paperwork for you look and sign"
As the assistant came carrying another stack of paperwork Minato sighed and placed the book on the desk with assistant not looking where to put the workload.
"Oh just put that there it will be fine " Minato not looking where he was pointing at the assistant dropped the workload on top of the book the elder toad gave him setting things in motion for the worse for Menma.
At the Hokage House Kushina was busy looking after the two monsters that was Naruto and Nasumi who looked to overflowing with energy.
"Damn you aren't making this easy for me are you's at least Menma is easy to deal with"
Kushina saying this while hold Nasumi with her violet eyes with whisker like marks on her cheeks who seems to be enjoying pulling her mothers hair and Naruto with his blue eyes and the same marks on his cheeks as well as pulling Shizune hair as well, while Menma was with Kakashi sleeping soundly in the Silver haired teen arms on his chest with his tail wrapped around his arm.
"Your a Natural Kakashi"
Shizune saying this with Kushina adding her own input as well.
"Yeah your lucky... but I think the foxes Chakra in the other two might be the cause of the excitement... I was when I was younger but as I got older I managed to calm down quickly... they are going to be a nightmare in the years to come" everyone sighing at this.
"You not wrong about that"
Spoke the elder toad drawing attention to him.
"Paa it's good to see you how are you and Gamabunta"
"Gamabunta will be fine, mind if I bring Maa here she wanted to see the kids and check if the seal is doing okay no offence"
"Nono it's quiet alright bring her here I'm sure the kids will be happy to see her"
As she said this Paa gave a happy nod and jumped up and landed on the floor seals started spreading for momnet before poof of smoke disappered show another elderly looking toad.
"Maa is here were are the cuties then come on show me them don't be shy"
Kushina and Shizune just laughed a little before bringing the little terrors that were busying pulling there hair as they got closer Maa jumped up looked at them sighing cutely at them before looking at the seals by placing her finger on there stomachs and channeling chakra into it showed a 8 sided shape or a Octagon with a swirl in the middle of it "mmm I think I khow to make them less energtic the seal is fine just need to tightening up a bit and that should do it"
As she said this Nasumi started to calm down and let go of Shizune hair and dozed off happily.
"Finally I thought she was going to pull my hair out thank you Maa"
After she said that Paa went over to Naruto and done the same thing.
"Ahh I see what you mean Maa, true the seal is the strongest one we've seen just needs to be tightened a up is all"
After Paa did that Naruto calmed down and fell asleep.
"Thank you they were up all night keeping us awake hopeful that should make raising them easier"
Kushina said following a sigh of relief while Kakashi came over with Menma still in his arms Maa came over and looked at the sleeping infant.
"Oh and this must be Menma and that tails of his is so cute and that dark red hair so much of it"
"Well that's to be expected giving that all saiyans are born a with full length of hair oh just be careful there hair doesn't grow back for some reason but that should in the book that I left with Minato hopeful he give a good read"
Paa said also getting closer to the sleeping infant.
"I'm sorry a what's a saiyan?" Asked Kakashi who seemed confused and Shizune as well "What's a Saiyan?"
"A Saiyan is a what Menma is, somekind of warrior from another world it's all in the book we left for Minato it will prove useful to everyone and hopeful in time change that accursed Law that's still around"
"A warrior huh Menma do you want to be a shinobi when you grow up"
Kakashi with Paa who jumped onto kakashis head said this moved Menma infront of him waking him up Menma seeing the toad just slapped him with his tail in his face who was in range causing the toad to hit the wall this causing Maa to laugh out and few giggles from everyone.
"Damn watch that tail backs a punch and a mean sting" Paa said rubbing his cheek with his hand.
After a few hours of talking and feeding the infants everyone left to go home Minato finally arrived home looking exhausted.
"Blasted paperwork will be the death of me no wonder Lord Third was glad to retire"
"Yeah Tsunade said that Hiruzen was saying the same thing and cursed the 2nd Hokage making it seem easy and for taking the secret to his grave he never did find out what it was"
Kushina saying this came over and gave Minato a kiss "What's that for"
"For making me a mother with 3 beautiful children, oh Maa and Paa came over tightened the seals... don't worry the seals are fine it's that their was extra chakra from the fox or foxes in this case causing them to be energtic is all as soon as they were done with tightening the seals they fell asleep"

"Oh right it's called 'Official Saiyan Handbook' it's in the office I'll read some pages on it later"
"Don't worry about their's no rush I hope that book helps if not then I guess we continue with plan for Menma then"
Kushina saying this felt down and Minato seeing this hugged her tightly.
"Don't worry the plan will work and we'll make sure he has everything he needs for the future"
"I know sweetie, I know... but I don't want a repeat of my brother he reminds me of him so much"
Kushina dropping a single tear seeing, Minato just continued to hold her.
"I know but it will work I already got plans for compound that we will move in giving us more room and well as a training dojo to help the twins and a libary that will keep Menma occupied in the mean time"
"Minato are you sure you don't Menma learning any weapons or hand-to-hand training it might help him if he's discovered"
"No that will just bring attention down him for Menma to be safe no one must know about what he is, it's safer that way"
Kushina looking at her beloved ocean blue eyes knew he was right it had to be this way or else Menma might be found out and he'll be banished or worse put to death.
"Right, let's put kids to bed and go do the same I'm beat"
"Yeah same here" both gave a slight chuckle before checking in on there 3 little precious bundles of joy before going to bed for well nights rest.
In the following months since then the Village held a mass funeral for those that were lost to them with Minato at the Hokage telling everyone that Will of fire still burns brightly in them and how the attack did bring great pain and suffering it also made them much stronger as it brought everyone to friends, family, shinobi and civilains working together to make Konoha strong again, with that speech everyone cheered together though there were question has to what happened to the fox Minato answered by saying he teleported the fox to another dimension with this everyone started to panic but not before Minato reassured everyone that when the fox attacked everyone was caught off guard but when the fox returns they'll be ready for it, with this everyone cheered and left to go back to daily business even though the fox will return their Hokage and the shinobi who they live side by side will be ready for this is the Konoha the Village Hidden in the Leaf their will burns brighter than the sun that shines on there home... but for some it's not their will that burns, no it's their might that burns.
