I believe you have heard about the firing at Western Square last Friday. Similar to what is being shown on televisions we believed that these people were a pair of runaway lovers from District 6. However, our latest intel shows that the two were actually rebels from District 12 and had been hiding in the wilds and trading with illegal buyers from District 6 thus far. The pair has led multiple minor disturbances across Panem and the Peacekeepers believe that this matter must not end here. Interestingly, our informants told us that a tribute named Primrose Everdeen from District 12 and the female we shot down are siblings. Thus we have reached a consensus to hand the rebel over to you. We believe you know what must be done with the job and will make good use of this opportunity to make sure no nonsense flies around the districts henceforth. Our special request is that you get this done while the tribute in question is still living. It might be a bit busy for your department to work on such a tight deadline but hard work brings glory.
