"Alright, alright. Calm down, everybody, this is important."

"Calm down- calm down?! I spent the last two hours in a fuck bubble and you are telling me to calm down!" The man with brown hair, green eyes, and a scar near his scalp wearing a full-length military issue coat and slacks with black dress shoes.

His facial features were harding with rage as he shouted at another man on the opposite ends of the table they were sitting out. "You better have an explanation for this, James!"

The man he was addressing was an older man near sixty with an incredible physique for his age, blue eyes, a full head of black hair with a few greying hairs and a thick black moustache. The older man wears the same outfit as the other man, though it was clear from the medals in the way he carries himself it was clear that he was his superior.

"General Cross. Please calm down." The older man known as James implored, never breaking from his calm collected tone as addressing everyone in the room. "yes, I know the situation is quite pressing, which is exactly-"

"I don't think you fully understand the severity of this event, sir." A young man with black hair, blue eyes wearing a black suit and tie said. "This doesn't just pose a direct threat to the security of our capital city, but the nation as a whole! And you tell us to cal-"

"Yes, yes, if I didn't know that we wouldn't have called this meeting, now would I?" Director said interrupting the young man. "So, why don't we just skip all this posturing and get to the point, hmmm?"

"Exactly." Another older man in a grey business suit and glasses said, leaning forward in his chair. "Well, let's just hope it gets us somewhere."

"Good," Hawk said, before giving the man at his side a node as a said man turning on a projector.

"As you all are aware, there were two preternatural that had occurred in the last three weeks: the first being that of a young secondary schoolboy was transformed into paranormal Anomaly 1 or just PA-1, an indestructible Stone being who rampage though the streets."

Imagine if said attacks appear on the screen each one for a different news source.

"After being neutralised it produce a single black butterfly." The images change to that of the said butterfly, flying towards the Eiffel Tower.

"Upon it landing, the black butterfly soon began multiplied itself in thousand of themselves, which when touched by another person that "unfortunate individual" would transform into copies of PA-1." A recording of the said event began to play, causing most in the room to squirm uncomfortably at the impossible sight they saw.

"And after weeks which leads to dead today's incident, in which like AP 1, a young boy had been transformed into AP-2, a...That," He said pointing at the colourful villain on the screen."Who had the ability to create bubbles."

Some in the room couldn't help but left out a chuckle at this, from the absurd looking villain to his power, it was hard to think of this or scenario as nothing more than just a practical joke.

"Yes, to said that it looks a little goofy would be an understatement, but we cannot forget that it was a major threat." The forage then changes to that of a POV shot of a guard inside one of the sites in Paris. At first, everything was normal, the guards were making their rounds around the site, occasionally stopping to check the time and whatnot. Until a loud noise was heard about him,

"Yes, to said that it looks a little goofy would be an understatement, but we cannot forget that it was a major threat." The forage then changes to that of POV shots of a group of the guard inside one of the sites in Paris. At first, everything was normal, the guards were making the rounds around the site, occasionally stopping to check the time and whatnot. Until a loud noise was heard, the guard on the bottom left of the screen, looked to his right and saw something coming towards him.

Before he even had a chance to react, AP-2 had already captured him in one of his bubbles. The second guard was a little quicker as he grabbed his gun, firing at the beast as it turned towards him before capturing him too. The third guard on the right had the same fate as the two before him once the beast had turned towards them, though unlike the others he managed to shoot at it, with AP-2 capturing the bullet in mid-air.

The process of the guards trying to fight and getting captured by AP-2, continued until there was not a single guard left.

"Now then does anyone else think that AP-2 is funny?" Director asked with a smile. No one answers his question as they all seem to be in awe of what just happened."Good because I have a proposal to what-"

"Proposal what? That we throw our valuable men into a meat-grinder!"One of the younger men said, his voice trembling from fear and outrage. "Did you not see how easily it tour apart are man, we can't fight them!"

"You yellow belly coward!" Cross shouted from the back. "Do you not have a spine? We could have withstood the threat from the first monster, we can withstand anything!"

"Withstand? Are you nuts! We barely survive AP 1 threat! And need I remember you that AP 2 wiped the floor with you and your man!"

"And we are stronger and better prepared for this threat than ever before!" The arguing goes back and forth, with no clear solution to the problem. Finally, Director breaks up the arguing.

"Gentlemen, gentlemen, calm down! I know this is a difficult situation but this is a crisis of national security and we cannot be fighting with one another. Director said, his tone teetering on the edge. "I think I know the perfect solution. We need to call in a new help, one that can deal with the threat more efficiently and effectively."

Has he finished the screen change, now showing scarlet beetle and Chatte Noir fighting and winning against the Akuma.

"The Vigilantes? Have you lost your mind!? This is a direct threat to the whole of the country and you are going to leave it in the hands of these kids!"

"Why not," the director said, pouring himself a cup of tea."They've proven themselves on three separate occasions and they seem to be the only ones capable of actually harming these villains."

"But their not soldiers, their-"

"Heroes."

"Kids," Cross finishes. "Are you really going to trust the security of the nation to a bunch of hormonal teenagers?"

"Actually I think the director might actually have a point," The young man said, causing the room to look at him in confusion."While, I do disagree with what the director has suggested I'm afraid we don't exactly have much of a choice in the matter."

What do you mean? "Cross, asks, confused.

"This isn't just a large-scale military conflict in the Middle East or nuclear war. We are up against who we cannot hurt nor fight and to make matters worse is that one of our citizens could turn into one of these monsters."

"But we cannot hand the city over to a bunch of children and expect them to do our jobs for us!" General Cross said, feeling as if he was the last voice of reason and this group of madmen.

"I think you have misunderstood what I was suggesting," Director James said, turning towards the general."While yes, we are going continue to allow these heroes to act independently for us, but I didn't say that we would simply roll over I'd like a bunch of dogs."

"Then what will you have us do then sir?"

The director simply got up from the desk and made his way to the image of the heroes.

"My friend, we are fighting an ambush predator, one we can appear and disappear at will. A threat capable of doing seemingly anything. So, what I am suggesting is not a simple alliance or a handing of the keys, but a learning experience."

"We will let the heroes do all the work, while we just sit back and observe them."

And with that we are finish the first original chapter for this story, what shorter than my normal chapter is but by no less important one.

You are probably wondering why I wrote this, Well there are two primarily reasons: the first is to explaining the logical disconnect as for why the military doesn't really show up in the show and why they have so much trust in Cat and Ladybug.

The second and much more complicated reason is because this will tie in to a later plotline I'm planning on adding, which will probably not come to fruition any time soon as it very very much in its infancy.
