(I'm going to explain a few things so u don't get confused.)
The First of the Fallen is, exactly as his name suggests, the first angel to fall from Heaven. Hell, he was the first angel period. God created the universe, God created the First of the Fallen, shit goes down, Firsty gets tossed out of Heaven. then god created 2 new beings to keep the first of the fallen in check. The 2 beings are known as beelzebub and belial. Satan meets the 2 beings while in hell and is led to believe they are like him (fallen angels). However, Lucifer is an entirely different entity. Whereas the First of the Fallen was the first angel, he was still just an angel. Lucifer is on another level. A level almost equal to God's. In the Vertigo universe, Lucifer is one of the most powerful beings around, with his power only falling short of the Almighty. The First of the Fallen is powerful, mind you he's been around for billions of years, but Lucifer could beat the shit out of him any day of the week. It's also important to note that Lucifer (not the First of the Fallen) was the one who lead the rebellion against God which lead to decent into Hell. Hell already kind of existed at that point, because the First of the Fallen had been there for a while. The biggest thing to remember here is, unlike modern Christianity, in the Hellblazer/Sandman/Lucifer worlds there is a distinction between Lucifer and Satan. Lucifer = nearly omnipotent entity virtually on par with God, led rebellion against God, gets rekt and sentenced to Hell. Satan = the First of the Fallen, the first angel ever, but still just an angel, saw something he shouldn't have and spoke out of turn, gets rekt and sentenced to a place that's not quite Hell (yet).If you keep going through all of Ennis' Hellblazer run, and you should its top notch stuff if you ask me, you will eventually get an explanation of the difference. While Lucifer was taking a vacation on earth. Satan, Beelzebub, and belial ruled hell.
the Infernal Dominion is divided up into several Provinces. The Nine Provinces included Pandemonia (the place where the throne is located, also the hell thats shown in legends of Tomorrow), The Odium, The Gull, Praetori, Internecia, Ament, Labyrinth (the place where souls are tortured, also the hell that's shown in Lucifer), Err, and purgatory (shown in crisis on infinite earths)

Pandemonia: First Province, Dominion High Castle [Showed In Dc's Legends Of Tomorrow]
The Odium: Second Province, industrial/manufacturing
The Gull: Third Province, mercantile/commerce
Praetori: Fourth Province, administrative/governance
Internecia: Fifth Province, military/enforcement
Ament: Sixth Province, cultural/propaganda
Labyrinth: Seventh Province, judicial/detainment [Showed in Lucifer (TV)]
Err: Eight Province, theological/suppression
Purgatory: Ninth Province, secondary damnation

Sam immediately knew that it was a bad decision to have flown again.
He felt himself going through the dimensional walls. It was almost instantaneous.
He was falling from the sky. He wrenched his wings in before he could land.
Sam finally landed in some kind of dumpster. He looked up at the sky and it was red.
Sam could feel it. This was definitely hell. He could smell the sulfur and demonic stench in the air.
He got out of the dumpster and was walking in some kind of road. He was in some kind of city. Maybe this was this version of dis in this hell.
Back in his old hell. He had a city part called dis. He never truly went there a lot. He just created it as a big fuck you to his fathers version of heavens city.
Anyways, as he kept waking. He saw some demons looking at him weird. Possibly because he was an angel. Or it might have been because his flawless white suit.
As Sam kept walking he saw a giant castle/ palace. How the hell, no pun intended, did he not notice that at first.
He was going to walk towards it but he was stopped by a short black man with golden empty eyes and sharp grey wings.
The man was definitely an Angel. But his... grace? If it even could be called that. Sam was 90% sure this was a fallen.
"Uhhhhh.. can I help you?" Sam asked the fallen angel.
"You're an angel" the fallen said.
"Wow, really? Nice observation there, dipshit!" Sam exclaimed.
The fallen huffed in annoyance. " I meant that you're an angel not one of the fallen. Dipshit" the fallen said.
"How do you figure?" Sam questioned the fallen
"I don't recognize you, and I know all of my fallen siblings" the fallen angel said. "So, who are you?"
Sam was silent for a moment he was thinking of which name he should tell the fallen angel.
"I will tell you my name once you tell me yours" Sam said
" Emmanuel, now you tell me your name" Emmanuel said
"...Helel, just call me helel for now" Sam said
"Helel? I've never heard of an angel called 'Helel' before. Did you get created after the fall?" Emmanuel asked Sam
"Umm yeah, i was created after fall" Sam answered
Emmanuel hummed in acknowledgment. "Why are you here? In hell. Shouldn't you be in heaven serving our failure of a father?" Emmanuel asked
"I uhhh... I kinda got lost. My wings aren't really in the best shape right now. I accidentally flew into hell" Sam said. It technically wasn't a lie.
Emmanuel hummed in acknowledgment. He seemed to be lost in thought. Emmanuel looked at Sam with his empty gold eyes. "I will help you get out of hell then" Emmanuel said
Sam was shocked to hear this. He stared at Emmanuel with bewilderment. "Why? What do you want in return?" Sam asked
Emmanuel smirked. "A simple price really, if I help you get out of hell, you have to kill someone for me." Emmanuel said
"Kill someone? Who is it?" Sam asked
"A man by the name of John Constantine, he bound me and trapped me in hell, he is a human exorcist that can use magic" Emmanuel explained.
"A sorcerer then?" Sam asked
Emmanuel nodded. "So? Do you accept the deal?" Emmanuel asked
Sam thought about it for a moment. No doubt this fallen will use magic to bind the deal. He can trick the fallen angel and break the deal once he gets out of hell. He certainly doesn't care what the hell happened between this John Constantine and Emmanuel. "Fine. I accept your terms" Sam Said
Emmanuel smirked and walked up to Sam and placed his hand on Sam's chest. Red energy began swirling around them both, and then it died down. The deal was struck.
"So... how are you going to get me out of here?" Sam asked.
"There are plenty of ways out of hell. Wings, the gates of hell, a pentecostal coin, and magic. We both can't get out of hell using our wings, and the only person with pentecostal coins is the ruler of hell. So we will be using the gates to get you out." Emmanuel explained
"Why don't we just snatch one of those 'pentecostal coins' from the king of hell?" Sam asked
"That's impossible, no one steals from the first of the fallen. Lord Lucifer used to own all the pentecostal coins, but last I heard he was on vacation. The first of the fallen has Been ruling hell in his place since then. Anyways we have to get moving." Emmanuel said
Sam and Emmanuel started walking through the city. They got stared at by a couple of demons and corrupted souls. The mostly stared at Sam and at his flawless white suit. Which was rare in hell. Most demons looked as if the wanted to tear into him. Sam ignored them all of course
"If you don't mind me asking, who is the first of the fallen anyways" Sam asked Emmanuel
Emmanuel then explained the story of the first of the fallen to Sam.
"So let me get this Straight. The oldest angel wasn't an archangel?" Sam asked
"No, it was the first of the fallen, his true name is Satanael. But everyone just calls him Satan. The oldest Archangels were Michael and Lucifer." Emmanuel said
"But Michael is older right?" Sam asked
"What? No, they're twins. Michael and Lucifer are twins. The first twins in existence in fact." Emmanuel explained
"They're twins?!" Sam half yelled in shock. He expected this reality to be vastly different, but he didn't know it was this different.
"Yes, after them came the Archangel Gabriel. Then god created the normal archangels like Raphael, Uriel, saraquiel, and Sandalphon. After the normal archangels came the seraphim, then The cherubim and so on. You must be a really new angel to not know this."
"Wait, what do you mean by normal archangels?" Sam asked
"The first three archangels, which are Michael, Lucifer, and Gabriel, are known as Demeurgic archangels. The highest rank in heaven, and also the most powerful. They were ordered by god to create the universe. Michael had the ability to create matter out of nothing, Lucifer who was known as 'Samael' back then had the ability to shape matter and will it, and Gabriel was the one to set the patterns into the universe. Michael was fear, darkness and power, Lucifer was light, desire and will, and Gabriel was the pattern of the universe and messenger of god. The normal archangels are much weaker than the demeurgics, but they are still very strong in their own rights. After lord Lucifer fell his power was reduced greatly. Now he is just barely more powerful than a normal archangel" Emmanuel explain
Sam was shocked to hear this. From what Sam had seen The Lucifer of this reality was as powerful as an archangel from his universe. It seems that the 'normal' archangels of this universe were the same as the archangels from his universe. Those demiurgic archangels seemed to be very powerful.
Sam and Emmanuel have been walking for a while now. They had finally reached the gates of hell.
"So this is it? The gates of hell?" Sam asked after recovering from his shock.
"Yes and no. These are the gates of hell but you have to pass a couple of trials to get through." Emmanuel said
Sam rolled his eyes "great" he said unenthusiasticly.
"Oh don't be such a party pooper. This will be fun! Well for you maybe, but I won't go it's you." Emmanuel said
"Yeah, yeah, I know you're bound in hell" Sam said
Sam sighed and looked at Emmanuel. "I guess this is where we part ways, manny" Sam wiped a fake tear away. "I will miss you old friend" Sam said
Emmanuel rolled his empty golden eyes. "Whatever, I will be expecting John Constantine's soul, Helel" Emmanuel said
"Uh huh sure thing" Sam lied. Emmanuel spread his grey wings and took flight. "Dick, didn't even say goodbye" Sam muttered.
"Well" Sam clapped his hands together. "Let's get this show on the road" Sam smirked and his eyes glowed a menacing red
