Chapter 5

It had taken two days to get Mirko out of his mind, and finally he was back to doing what he normally did.
Izuku sat beneath the ocean listening to all that was in his domain. The fish swimming, the currents as they moved, and even the people and there's boats around Japan. His quirk allowed him to take in the movement and sound that traveled through the water to create a mental image in his head of what was going on. It had taken him years of practicing this to allow him the range needed to imagine everything around the coast of Japan. At first it had only been a small beach, but now in his mind he could see it all. It was like he had a snow globe with the Japanese coast inside. The main land mast was a dark mark to him, but in the globe he could see every person on a beach. The fish in the water. Everything. It was with that snow globe that he could direct his quirk to control the water when needed. On one side of Japan a young child could be drowning. He'd see it in real time, and direct his water to save the child's life. Then on the other side a fisherman could be falling into a dangerous area with sharks. He'd lightly push the sharks away, and raise the man up. If the man had a family then today he would still get to see them.
That's why he did it. He didn't do it for the glory or the title of Water King even though he greatly enjoyed hearing that name when people talked to him. He did it because it was the right thing to do. It's why he wasn't in school trying to get a hero License. What's the point of having a piece of paper telling him that he could do what he already did. It wasn't a hero license that took him to South America. It was his quirk. All Might had been right, the position of number one hero was decided by the people, it was something earned.
"Oh look another idiot" Some mutant quirk user had chased after a kid onto the beach. As Izuku directed the air to solidify into water around the villains limbs the villain struggled before releasing a bout of fire from his head at the child. Izuku Smirk underwater disappeared as he controlled more water to make a shield around the child. It worked, the fire didn't make it past his barrier. Now that the child was safe Izuku dragged the villain into the ocean water depths. He'd be turned into fish food when he finished drowning.
It disgusted him seeing people try to kill others in his domain. He ruled here, and no innocent would come to harm in his watery kingdom. He'd had this argument with Yamamoto and All Might multiple times, but he would not budge. Those who would kill before his sight would not get a second chance. Not after what a similar person did to his mother.
The day Yamamoto told him who was driving the car that killed her was the day the sky cried, and the waters raged. It took All Might voice Booming from the beach to reach his mind.
The man who'd been driving was an escaped murder. It was just Izuku bad luck that the murder was an old man who while escaping had a heart attack losing control of his vehicle, and killing Inko Midoriya.
Despite his willingness to kill, people still flocked to the shores of japan. They were now recognized as one of the safest places to be.
Izuku had just saved a washed ashore fish when All Might's voice boomed through his snow globe. "Young King!"
He had to give it to the number one hero nobody had a set of lungs like he did. Midoriya allowed his body to be carried to All Might's location. He rose up a distance from the coast, and surfed the rest of the way on a small wave. It still brought joy remembering his mother's expression seeing him ride his first wave, but with that joy came a longing in his heart to be held one more time. The pain routed him in his beliefs. He wasn't wrong to miss school to save people.
All Might was still the same, large build and wide smile, but today that smile seemed a little more forced. When he arrived before the number one hero Izuku spoke up. "Hey All Might, it's not time for your usual check up on me. Something wrong?"
Instead of the man's booming voice that he'd grown used to All Might had a more somber tone. "I wish I could be seeing you for a more happy occasion, but the Hero Association needs your help again."
Izuku made a pair of thrones from water for the two of them to sit on. If people were going to call him a king then he would sit like a king, and All Might to Izuku to be a king if he wanted to it was only fitting he share the same throne as him.
All Might took the seat gratefully; few seats in the world could handle his larger size, and young Midoriya thrones were always comfortable. In Spain a mind control quirk appeared. The woman it belongs to has taken our old acquaintance Tidal Wave along with several other heroes. She's currently on board a ship off the coast of Spain threatening to kill the boating crew if her demands aren't meant."
Izuku focus was split for a second as he kept two boats from colliding while listening to All Might talk. "What's this have to do with me? Just have another boat go out with the right set of heroes to stop them. I'm sure with what's his name Eraser Head and maybe Midnight from UA plus yourself a Hero team could bring the group down."
All Might looked down in shame for a moment. "Sadly that isn't the case. While I could most definitely get aboard the ship the woman mind control quirk works as a bubble. A bubble that the Hero Association has already confirmed covers the entire boat. The moment any hero steps on board they just add to the woman collection. The Association was hoping that with your quirks long range that you could safely subdue the villain."
Izuku brows knitted together as he thought of the one problem with the plan. "Tidal Wave can take control of my water. Even if I send a large wave or a small stream unless I can over power her will she will be able to stop me."
All Might's face mirrored Izuku in trying to think of a solution. Even if the boy could beat Tidal Wave the hostage crew might not have the time it would take before Midoriya won the battle. If only they had some way to bypass Tidal Wave.
Izuku was still trying to think of a way to beat Tidal Wave's will when All Might stood up and shouted. "I got it. Will stun them."
"Huh" Izuku looked lost while All Might cheered on for his idea that he hadn't explained.
"Young Midoriya, what if we used your quirk but combined it with another? I know a hero named Electoplant from my time in America. He can release electricity from his body at range. We combine his ability with yours to send electricity through the water and stun Tidal Wave!" All Might's bright smile lit up the area around him. Maybe he couldn't save these people by punching them, but he shouldn't feel shame for that as he could bring together the people needed to rescue the hostages. Sure it wasn't fist saving the day, but maybe in his old age he didn't need to throw quite so many punches. Ha what was he saying even with his wounds he'd still keep throwing them.
A smile came across Izuku's face seeing All Might so excited. He'd been worrying about leaving Japan shores unsafe, but people needed him. "All Might if you contact this hero I can meet him on the U.S east coast from there I can bring him to Spain and take care of this villain just make sure he knows to wait on a beach."
All Might was already pulling out his phone. He didn't have the heroes number, but one call to the American Hero Association and he'd have it.
Izuku took off while All Might made some calls. Normally it would be faster to head straight from Japan to the U.S west coast, but izuku knew a secret that others might not know. Underground there existed tunnels connecting the oceans together. They actually looked like they were made by some large creature easily bigger than a skyscraper. He'd mapped out a few of these tunnels when weather was cold forcing everyone to stay inside. Even criminals didn't commit crimes on beaches when the weather was too cold. It just so happened he knew one that traveled through Asia and Europe to come out in the Atlantic ocean. It would save him hours of water travel. Although it did make him nervous, possibly running into whatever created the tunnels. Just from the claw marks he'd almost call it the king of beast.
One nervous journey through the dark tunnels, and a little more time in the ocean had Izuku closing in on the U.S east coast. Now he just had to hope All Might's friend would be on a beach. This situation just reminded him that he really needed a phone.
Luckily Izuku could feel a man that felt full of energy on a Georgia beach. Hopefully this would be the Hero Izuku needed to meet up with. Just like in Japan before talking to All Might. Izuku surfaced a ways off the coast and surfed towards the beach on a wave.

Electoplant waited in his black bodysuit and red cape for the unofficial hero Water King to meet him on a beach in Georgia. The Hero Association had actually been pretty lucky to call him when they did. He'd just finished catching a villain who'd ran from Los Angeles California to Kansas City Kansas it been one of his longest chases ever, and he was sure his partner back in California was cussing up a storm with him gone. Still the call had come right when he was in the middle of the country so his flight to the east coast went a lot faster. It still brought tingles to his heart that All Might remembered him. They only talked briefly after All Might stopped the villain he'd been trying to fight. And now he was going to meet the Water King. an unofficial hero well known for his ability to keep the entire Japanese coast safe.
Normally another country's hero wouldn't stand out unless their career took them to other countries like All Might with America or if a hero was a country's number one hero like All Might again. But Water King was an international name specifically for tourism. Traveling agencies would list the fact that Japan's coast was a safe summer retreat or that their cruise line would be passing through Water Kings domain.
With enough tourist sites talking about the guy eventually everyone looked into him. Water King a Hero with no actual license, but a quirk so strong that no one argued with the guy.
He'd only been on the beach for about ten minutes when a figure riding a wave approached. Electoplant expected a few different things, but not that Water King would be a teenager. Still he had a duty to help save people so he wouldn't let a little thing like age get in the way.
Izuku stepped onto the beach and opened his mouth only to pause. He didn't know English. The year after South America Izuku meant to start studying different languages, but hadn't made it far, and since his time in the water he hadn't learned any English.
Electoplant realized the problem when he thought of what to say and ran into the same problem.
Izuku finally broke the silence by saying the hero name he was supposed to meet with."Electoplant?"
The American nodded "Water King."
Izuku didn't feel like wasting time trying to talk so he formed a bubble of water around Electoplant , capturing the air inside by making the water denser. He then brought the bubble to him allowing himself inside before shooting the water sphere into the ocean.
It was strange for Electoplant to be inside a sphere of solid water; he felt like a hamster in a hamster ball except he was going through the ocean in the thing. And god was it terrifying knowing the only thing keeping cold ocean water from claiming him was Water King. All he could see was darkness as they traveled, but about an hour later they surfaced again.
If he understood the plan right all he had to do was send a small burst of electricity into whatever Water King created. Now if only he could get over the fact he was standing in the middle of the ocean on nothing but water. It was a grunt from his fellow hero that caused him to focus. Water King brought his hand forward and then closed his fist. Water appeared before Electoplant from mid air before extending to the ship where it completely covered the thing. In seconds his fellow hero had made a globe filled with water with the ship inside. He didn't waste a second years of training and brought his electric quirk to bare as he shot it into the water King had made in front of him. A direct path leading right to the water globe.
It was quite the sight seeing a whole ship light up like a bulb. Izuku was able to use his snow globe technique to see everyone passed out. Hope he was choosing the right person with the mind control quirk. She'd been surrounded by the other heroes sitting on a chair while the hostages kneeled on the ground. He surrounded her in a water sphere, and kept in on the edge of his water control in mid air. Hopefully she wouldn't be able to control anyone from this distance.
And so they waited for the crew on the boat to awaken. Once Tidal Wave could contact the authorities in her right mind they'd know Izuku had the right person, and then a rescue boat would be dispatched.
It was while Izuku waited that his thoughts entered dark territory. What if this woman ever escaped. With her quirk she could take over any hero by surprise, and he was possibly the only one that could stop her depending on the hero combination she had. Even now he'd needed another hero's help just to make sure no one died. It'd be so simple to just let her become fish food. No more worries, and already the woman had proven she couldn't be trusted.
So that's what he did. He let his water go, and allowed the woman to fall into the ocean. No one would know, and seeing as how the woman was still unconscious she wouldn't be able to tread water long enough to be saved.
He was of course asked what happened to the woman, but Izuku simply said "She fell into the ocean." and in all honesty Tidal Wave couldn't care less what happened to that horrid woman after being controlled by her. So it was with a happy gaze that she watched her young friend disappear into the ocean. They hadn't had time to talk, but that was ok she'd make a trip to his kingdom sometime in the future. Although she did feel bad for the American Hero Electoplant. Izuku left him on the ship while he made a retreat into the water.
AN: I hope everyone enjoyed it. In this chapter I mention tunnels going through the earth that Izuku uses. Just a small hint, the idea for that came from a movie that I might bring into this story a little later, after all just because Iuzku is powerful doesn't mean he won't face challenges.
AN: After chapter 6 I'm going to start trying to fill them out a little better, add more content or detail so they do feel quite so rushed.
