AN: The "rule" that all of Minato's [and Kushina's by default] friends had to keep their distance from Naruto so that no one, enemies specifically, realized the late 4th Hokage has a child they could endanger/kidnap has always been a lowkey pet-peeve of mine. Here's one way I could see it being addressed.
"Hokage-sama you can't be serious?!" "Please reconsider!" "This is an outrageous breach of our rights as-" "Why would you permit this Hokage-sa-"
"Enough." Sarutobi's voice was leveled but firm and his shinobi obeyed the order immediately. A meeting had just finished discussing what needed to be done in order to keep Naruto Uzumaki, their newest jinchuriki, safe. However a few clan heads and notable jonin along with a particular sanin had remained to voice their displeasure or plead for reconsideration from their leader as the decision made was in no way acceptable to them.
Bad enough that the godparents had just been told that they would be denied their legal right to adopt the child as if they were any other villager due to his jinchuriki status. But they had also been...discouraged...practically ordered to keep their distance from the infant for his safety. The mere idea was ridiculous!
"I understand that you all are not happy with the decisions made regarding young Naruto." He paused to insert some tobacco into his pipe, the very picture of unbothered calmness as the others nodded their heads or murmured in agreement.
Lighting his pipe deftly with skilled fingers that told of long habits he held eye contact with each of the shinobi in the room before continuing, "Yes, I understand that you may be unhappy by these restrictions. But I do not understand why you all have deemed it to be such a problem?" He stated leadingly before taking a puff from the pipe. Some of them had stiffened in impotent rage, a few looked hesitant and confused if they weren't hiding behind a blank expression and only two looked suspicious.
Deeming his pause to be long enough he blew out some smoke slowly and dropped a rather obvious hint. "Are you? Or are you not shinobi?"
This was enough to grab the attention of each. Young Kakashi and Mikoto had developed a gleam in their eyes whereas the others ranged from dawning comprehension to hesitant hope or grim satisfaction at the realization that they weren't actually being ordered to be and remain cut out of the baby Uzumaki's life. It was Jiraiya's face, however, that Hiruzen took special note of. While Kakashi and Mikoto where both clearly intending to abuse the loophole to the full extent that their abilities would allow...it was his old student's shit eating grin that let him know he'll have to brace himself in the near future to deflect any complaints that headed his way into a bonfire.
"As you say Hokage-sama!" The group of subordinates proclaimed in thanks before leaving once dismissed. Plans, schemes, and alibis being formulated even as they scattered out the room.
He looked forward to seeing what they came up with to be an active part of their dead friends' child's life. Though he suspected he'd have a disguised Mikoto Uchiha applying to be Naruto's caretaker within the week.
