Chapter Five
"Hey Gramps! How do the pirates get their bounties?" Luffy asked her grandfather after another hellish training session.
Garp huffed, stretching his legs over the logs. "Well, first someone reports the pirate to the local marines, and they then report back to headquarters about who the pirate is, what the pirate has done and their picture if there is one. Then there is a central committee that decides on if the offences are enough to get a bounty and how much the bounty should be. There's all sorts of rules about it."
"Eh? Then how can you stop having a bounty?"
Her Gramps blinked, before laughing heartily. "Bwahahahahahah! You always have the best questions! Well, Luffy, to stop having a bounty in your name you have to either die, become one of the Shishibukai, join the Marines, though that's not exactly normal, or get a pardon."
"Uaaa…. Really? But how do you do that? I mean not dying, but the other stuff."
Garp rubbed his stubble, trying to figure out the best way to explain that to a nine-year-old. "Well, the Shishibukai are chosen by the admirals and vice-admirals of the fleet, who then send an invitation to the pirate chosen, who may or not accept. To turn from pirate to Marine is very rare, usually happens in extreme situations when a Marine will vouch for that pirate and take him under his wing, so to speak. And it usually also involves a pardon. A pardon can be granted by a Marine or a World Noble for services rendered to them, effectively erasing their past sins and cleaning their records."
"Whoao, so complicated…"
"Bwahahahahahah! Life is complicated Luffy!"
"I guess so… HEY GRAMPS! DON'T EAT ALL THE MEAT!"
"Bwahahahahahaha!"

"Sorry I took a while to get back here. How did it go for you guys?"
Luffy asked, after a good amount of water and meat had already been consumed.
"No worries." Zoro said with a smile, back to his relaxed self now that the crisis was over. "It was good. I learned how to cut steel."
"Whoaa! Amazing! That's great!"
"I, the great captain Usopp, took care of the mole and a baseball freak, Mr. 4 and his partner!" Usopp put his nose in the air, most likely not noticing that his ridiculous bandages made him looked even less credible than usual.
"Hey! I did most of the work!" Chopper complained, prompting a small scuffled between the too.
"Ahhhh. The two of us escorted Vivi and made sure she got to the palace safely, and then we helped fight these guys called Mr. 10 and Mr. 12" Came from Johnny and Yosaku.
"I took care of that perverted Mr. 3 for you~ Luffy Swaann~!"
"And I took care of Mr. 1's partner, Miss Doublefinger. The new staff that Usopp finally got me was great. It helped to distract her so I could get a good hit with that seastone tip. After that it was surprisingly easy to disable her."
"That's great! All of you did amazing! I bet Laboon also did a good job guarding the ship!"
Nami smiled, still in high spirits after her successes. "Actually, she was! She was there to help us cross the Sandora river after the dugongs saw us. Just like you asked her."
"Awesome!" Luffy sighed in contentedness. "You know, this is great, but next time, we really need to avoid getting this hurt. We all need to train! You too Nami! Just because you had a lot of success with the seastone this time doesn't mean it will also go this well next time. What if the bad guy next time doesn't have a devil fruit?"
"Yes!"
"Well said, Luffy Swaan~! I will make a great menu for you!"
"You got it Captain!"
"Yes Luffy-sis!"

"Ahhhhhh! So gooooddd! The food was great old man!"
Luffy sighed in contentment, rubbing her enlarged belly while reclining on her chair.
The table in front of her had just been cleared from the deserts, and all around it her nakama and the people of Arabasta sat satisfied from the dinner, and the new peaceful environment.
"I am glad you enjoyed the dinner, Luffy-san. But I wish to give you more recompense than this, how may I help you, tell me" The King's face was resolute, his eyes shining in determination.
Luffy sighed. She didn't really like to take stuff from others, especially after such an awesome adventure, but this guy was still a King, so it wasn't like she was taking advantage, right? Well, that guy was a King, he had to know how to say no.
"Well, even though Igaram promised us money, I think it would actually be better to get our ship fixed. We've had problems with our mast and our figurehead." She could almost hear her nakama thinking 'Whose fault is that!' "Shishishishishi!"
Nami looked kind of pissed, but Luffy knew that was all a front, cause Nami would never ask for money when Alubarna was so destroyed and Arabasta so clearly dirt poor.
"And also, I would like to propose a business deal between us." Luffy smiled brightly at the King, before turning to Vivi and giving her a wink. "I think you will like my idea Vivi! I want to create a Bounty Hunters Guild, and base it here in Arabasta!"
"Bounty Hunters Guild?" Johnny and Yosaku looked at each other, while Nami, Chopper, Usopp and Zoro blinked in surprise. Sanji… Well, Sanji was ¼ listening, ¼ exchanging recipes with Igaram's wife, and ½ flirting with the serving girls, so he didn't have the brain capacity to make any other type of expression.
"Well, yeah. Didn't you notice that every time we need information about a Pirate, we need to call the Marines? And sometimes they take ages to answer! If I didn't have Gramps to call, we would have been screwed more than once!"
Zoro, Name and Usopp nodded vigorously, remembering all the altercations they had with the Marines in East Blue. If it wasn't for Luffy's grandfather, they would have been considered criminals, and might have even received some bounties themselves.
"It sounds like a good idea Captain!" The nakama of the great pirate hunter looked at each other before shaking their heads. It was probably time to stop being surprised by their captain's good ideas.
"But what does a Guild do?" Chopper asked innocently, prompting a laugh from Luffy.
"Good question! I want to know too." The King smiled at them, but Luffy could see the interested twinkle in his eyes.
"Shishishishishi!" Luffy scratched her nose, looking back at the King and copying his pose. "The Guild would gather all the information on the pirates of the Grand Line, and then if a Bounty hunter called, they would have the information ready to give it to them. Also, if a hunter found a new pirate, they would report it to the guild and then the guild would gather the necessary information to inform the marines."
"Whooooo…? And how would you fund this Guild?"
"Every bounty hunter that belonged to the guild would pay a certain amount to the guild every year, or maybe a certain amount from every bounty maybe? I'm not sure yet about that part, I guess that's the part where you would help. Shishishishishi!"
The King laughed again. "Alright. Tomorrow after the debriefing with the Marines we will talk more about it, alright?"
"Alright! But just one more thing, shishishishishi." Luffy rubbed the back of her head, embarrassed.
"Oh? What is it?"
"The girl in the mystery cave? I think you should consider asking for a pardon for her." Face serious, Luffy looked right at the old man's eyes.
"Nico Robin?" The King asked surprised, prompting surprised 'What!'s from the rest of those present. "Why do you say that?"
"Um… I don't really know a lot about her, but I heard that she got a bounty when she was really young, and that is kind of unfair, you know? You don't really know what is right or wrong when you're a kid, right? And she helped us all in the end, didn't she? I mean, she didn't kill Igaram when she could have, and she didn't kill us either. She went to check on me in Rain Base and she helped me with the poison down in the mystery cave. Oh! I she didn't tell the Croc about the secret thingy. I think she deserves a second chance!" Luffy nodded enthusiastically, pumping her fist into her hand.
Around her, the others looked at each other, not really certain whether they agreed or disagreed with her proposal.
"Um! Very well, I will take it into consideration! Now let's take a relaxing and rejuvenating bath everyone!"

"I believe we have everything we needed, your Highness. Thank you for your collaboration" Smoker and Tashigi bowed slightly, showing their respect for the royalty of the kingdom.
Nefertari Cobra nodded in acknowledgement, before taking a new file from his desk. "One last thing before you go." He handed over the papers to the two marines. "Take a look."
Sitting to the side, Luffy resisted the urge to stretch her neck to take a peek. This was as much a surprise for her as it was for the marines, apparently.
"Th… This is… This is!" Tashigi stuttered in surprise.
Smoker had no such problems, he simply asked in his usual blunt manner "What is the meaning of this?"
The King simply sent him a kind smile. "It is an appeal that I made as a World Noble to recall all bounties on Nico Robin."
Luffy smiled in joy, containing the whoop that she wanted to let out. Beside her Vivi and the rest of her Nakama that had been debriefing looked surprised, but not against the idea, which was a good thing.
"What is the basis?" Smoker asked through his usual frown.
Tashigi started to protest. "But your Highness, she made you a prisoner!"
"Tashigi." Smoker interrupted, his usual frown firmly planted on his face. "What is the basis for this appeal?"
The King nodded at Tashigi, acknowledging her point. "It is true that she worked with Crocodile, and that I was her prisoner for a while. But it is also true that she saved the life of my saviour, Monkey D. Luffy, and helped fight Crocodile. Among other things that you can see in the report." Nefertari cobra sighed, breaking his formal pose and bringing his hands to settle on top of his desk. "Someone brought up to me the fact that her bounty was issued when she was just eight years old. I know very well what occurred at that time that might have caused the use of her devil fruit powers and brought that bounty to life. A child abandoned, not truly understanding what was happening in her life, and then a bounty on her head. What would you do?"
The King turned to look out the window. The straw hat wearing bounty hunter had been right. There could be no peace, if one simply prosecuted those who should have been protected. "The world is never black and white. I believe you all learned that lesson on this island. The actions of a person can be more than just right or wrong. And Justice is not always the same thing for different people. It should depend on the crimes and be adjusted through the times. Nico Robin was once an eight-year-old girl that in desperation destroyed several marine ships. Then a bounty on her head made her run and hide in the underworld, exposing her to more violence and crime. I want to see now, what a Nico Robin with no bounty could give this world, for I believe she is capable a doing many great things."
The marines didn't look very happy. Luffy could kind of understand that. From what she had heard, while the Marines had been trying to control the chaos and find the bomb planted by Crocodile, Tashigi had come across Robin with the King as prisoner and they had a very humiliating altercation for the marine.
"Very well" Smoker said finally. "We understand. Thank you for informing us."
Nefertari Cobra nodded. He didn't actually need to inform the two marines in front of him, but he had thought it fitting, as they had played a big part in the road to peace of his country. It was a way to show them his respect.
The paperwork itself would be immediately submitted to the higher branches of the World Government, to be approved and then passed on to the Marine Headquarters.
In two to three days, Nico Robin would no longer be a wanted woman.

"Are you happy with this?" The King asked Luffy, as they took a time to have a cup of tea together with Vivi after the marines left.
The girl nodded, sending him a smile. "I'm glad. I don't like bounties on people that didn't deserve them. And little kids don't deserve bounties"
The King smiled back, understanding her point. "Tell me more about your guild. What do you want for it, and how would it help you and my Kingdom?"
Luffy nodded, setting down her cup. "I want a base of operations that can be the backup of the hunters. To receive, store and distribute information to all the members of the guild. The base in the grand line would be here in Arabasta, and maybe it could expand to the four seas in the future.
"Being here, it would give jobs to the people. All that is needed is a few den den mushis and storage space. Any building that is still standing would do basically. It could give work to a lot of people if it expands like I would like it to do."
The King nodded, but looked over at Vivi to see what she thought about it. "I think it is a good idea. It could boost the economy of our country. I have some contacts of bounty hunters that are not part of baroque works, or that were part of the fringes of the organization but not fully involved. They will be interested in the services Luffy spoke of before."
"It is interesting. Tell me more. Give me concrete examples" The King asked, picking up his cup again.
"Ummm, let me see." Luffy rubbed her nose, thinking about it. "Imagine a hunter that is not very strong sees a wanted pirate that he knows he would never be able to defeat. Right now, all he can do is pretend he didn't see anything and keep on his way. With the guild, he would have a den den mushi, or at least a number that he could use to call from the nearest City Hall he finds and he would tell the guild where this pirate was. Then the Guild would warn all the hunters in the region and the best one for the job would go there to capture the pirate. Or a group could get together to do it.
"Or, for example, I see a guy I recognize from a poster, but I don't know anything about him. I call the guild and they tell me what his abilities and what his crimes are. Like, does he have a devil fruit ability? Does he use swords, or pistols? Is he wanted for piracy or for stealing or murder? Stuff like that can be important to bring down the bad guys.
"Or, if I'm in a new area I could call to ask for the last sightings of pirates and…"

"Luffy-sama! There is a call for you!"
"Oh? Really? Who is it?"
"He says he is called Bon-chan"
"Bon-chan?"
"Hey! Hey! This is your friend Bon-chan!"
"Who?"
"HEY! Your friend that showed you lots of faces!"
"Oh! Bon-chan! I remember now! What do you want now?"
"Ah… well, here is the thing… there are marines everywhere, and I though, let me try to keep my friends' ship safe. So, I came here to move it somewhere else, but you have a couple of… friends standing guard…?"
"Shishishishishi! Our ship is very safe, don't worry. Laboon is guarding it, and as you probably saw, she has no problem at all of making sure no one hurts Merry."
"Ahhhh… right… I see you don't need me to move it somewhere else… I could still wait for you and help you with moving it…?"
"Shishishishishi. Don't worry Bon-chan. If you lay low for a few more days the Marines should leave. Or if you really need to leave, try the north side of the island, it should be easier that way..."
"Ahhhh! Thank you for the help, Straw hat chan… But why did you help?"
"Shishishishishi. You know Bon-chan, you're a good friend. But next time you should really think better about who you decide to work for, okay?"
"Shnif, shnif. Straw Hat chaaaannnnn! Shniff, shniff… The friendship of a single flower will bloom as long as there is water to sustain it. We shall water the flower of our friendship forever, until it blooms beautifully! Goodbye Straw Hat!"
"Bye-bye Bon-chan! Good luck!"

"Hey, Luffy! Why did you help the body stealer?" Sanji asked, sending a plume of smoke up into the air.
"Shishishishishishi! Bon-chan was a bad boy here, but he is not a bad person. I think he will help us one day."
Another plume of smoke, followed by a shrug.
"Whatever. I don't mind too much."

They were going to leave the next day, but first they were going to visit the facilities of the newly created Bounty Hunters Guild, or Hunter's guild, which was much easier to say.
The chosen location had been an abandoned building in Nanohana, which was easier to access due to its close location to the sea, and didn't have the structural problems that Alubarna faced at the moment.
The two-story building had received a quick revamp while the Straw hats rested and their ship was strengthened, and was now composed by a reception area facing the front and limiting the sight to the rest of the ground floor. Behind the reception room, an open surface was filled with six desks, each one equipped with a type writer and a den den mushi.
"So, the idea is that the reception room will be able to take care of any visitors, and have all the current bounties on hand in case anyone asks for one" Vivi had found an old lady named Minmin, that used to be a pirate hunter, to be the manager of the Guild Headquarters, and the no nonsense lady was giving them a guided tour. "Here in the back, I organized the guys by region of the grand line. Three desks for paradise, 1 for the first 1/3, 1 for the middle of paradise, and another for the last 1/3. Then we have another three desks for the new world, following the same principle."
The visiting Straw Hats nodded, very much impressed with the whole setup.
"As you can see, we will have all the tools to monitor the movement of any pirate through Paradise, and hopefully also through the new world, although that will be much more difficult." The old lady gestured to the two gigantic maps pinned to each wall of the room. On the left, a map of Paradise took over the whole wall, already some names were pinned in black lettered cards over certain islands. "Miss Nami's contributions were incredibly valuable, I must thank you!"
Nami waved over the bow from Minmin, feeling bashful all of a sudden. "I'm sure you will all repay us with your services." She had spent the day before painting over the pin boards with the two maps that were based on both the map stolen from Buggy all those months before, and on extra information she had obtained in the King's library. The work had taken her mind off of the despair of parting with the huge amount of money Luffy had decided to use to supply the Guild. Having her name written at the bottom of the map was also a good ego booster for her.
"I'm certain we will. Every time a Bounty hunter comes across information on the location of a Pirate, we will update our walls and give warning to any hunter in the vicinity. For this, as you can see, we will also keep an eye out for the location of our members and any other high-risk individuals, such as the Shishibukai."
Luffy nodded, her face splitting into a grin as she saw a bold green 'Straw Hat Crew' pinned over Arabasta.
"This looks perfect!"

"Hey Laboon! Dis you miss us?"
"Wheeeee-woooooonnn! Weeeeeeee-wiiiiiiii-wooooooo!"
"I missed you too! Yes! You did a great job with the pink man, don't worry."
"Wooooo-wonnnnnn-weeeee!"
"Ho? We have other guests? With an anchor on their clothes… ah! They're marines! Thanks for the heads up!"
Stretching her arm to climb up to her seat, Luffy was greeted with the sight of Smoker and Tashigi lounging under Nami's trees.
"Hiya Smoker! How are you guys?"
Smoker snorted in fake irritation at Luffy's good mood, before picking up a bag and throwing it at her.
"What is… whowa!" Fighting the lethargic feeling that took over her body when a piece of seastone came into slight contact with her body, Luffy pushed the bag away from her. "Don't throw stuff like this around for no reason! It could be dangerous!"
Luffy pouted at the Marine, prompting a smirk from the man.
Such a meanie. He was probably still grumpy because of the Robin stuff. And the whole promotion stuff.
Probably.
Not her problem though.
"You made us wait for too long. I want to get this over with." Getting up, with Tashigi following his lead, Smoker came over to her side of the ship. "Considering your contributions in Arabasta, the higher ups have given you permission to carry more seastone. You have more pieces you can turn into weapons and a few more chains. Make sure to treat them properly."
"Oohhhh. Nice! Thanks Smokey!"
"You damn straw hat… Tch. We're going Tashigi! Straw Hat! I left the bounties you are owed from the baroque works agents on your kitchen table!"
"MONEY!" Nami cried in happiness, running towards the kitchen.
"See you around, straw hat… Try not to die."
"Shishishishishi! I'll miss you too Smokey!"

"Aahh, it sure is a good day for a sea journey." They were a few hours out when a new voice commented on the pleasant weather.
Turning around, Zoro and Usopp almost left their bodies at the fright of seeing the ex Miss. All Sunday leaning causally over the kitchen door.
"WHATT? HOW DID YOU GET HERE?"
"I was here the whole time" Robin replied with a serene smile, prompting a new slew of outrageous comments from the crew. "Since you took away my choice to die, you should take responsibility for it, captain."
Luffy cocked her head, letting a smirk take over her features. "Shishishishishi! Of course! And since you're not a wanted woman anymore, you can be a bounty hunter like us!"
"Excuse me, what?"
"Shishishishishi!" Clearly Robin hadn't seen the newspapers lately. "Hey, Nami, do you have the paper?"
Nami's smirk mirrored her captains. "Sure do!"
It was kind of heart-warming to see Robin's reaction to the newspaper article announcing her pardon.
There might have been some tears of joy, but by then Luffy and the rest of her nakama had turned around to give her some privacy.
Well, when she composed herself, Luffy was sure Robin would agree to join them,

Considering the uprising that occurred in Arabasta in recent days, caused by the actions of the traitorous Shishibukai Crocodile, the King of Arabasta Nefertari Cobra as issued an appeal for a pardon of Nico Robin, taking into consideration her actions during the events in Arabasta.

'EAST BLEU HEROES MAKE WAVES ONCE AGAIN
Last week the Shishibukai Sir Crocodile was apprehended in Alubarna, the capital of the Kingdom of Arabasta in the Grand Line, after committing treason and trying to depose the just and rightful ruler of the island, King Nefertari Cobra.
Joining the Marines in their fight for justice where our beloved East Blue heroes, the Straw Hat Bounty Hunters!~
Just like they did on our wonderful home sea, the Straw Hats took out several big names in the criminal world, that had joined forces with the traitorous pirate.
But, dear readers, who are the Straw Hat Bounty Hunters after all? We have previously done a piece where we introduced their captain and first mate, but let us look at them more closely!
THE STRAW HAT BOUNTY HUNTERS – WHO ARE THEY?
· Monkey D. Luffy – Captain – That's right, the captain of the Straw Hat's crew is a young woman. Also called commonly by the name of 'Straw Hat Luffy', her signature hat gives its name to the crew and its image to their flag. It is said that Monkey D. Luffy as the power of a devil fruit, though we have not yet managed to point out which one it is. What we do know is that this illustrious captain hails from a small island in the south east island of our own blue, as her first bounty was delivered at the marine base in Shells Town, though we are also trying to find out which one.
More importantly, Monkey D. Luffy's bounty count is currently at 57 Million B, but don't forget that if Sir Crocodile's bounty had been active it would have been a total catch of 138 Million B!
· Roronoa Zoro – First Mate – Our favourite first mate was already a well-known name in the east blue before joining forces with his new captain. A very gifted swordsman, it is said that he has fought Daracule Mihawk himself and survived to tell the tale, with the greatest swordsmen's approval, no less! Roronoa Zoro is also from the East Blue, though we do not know which island he is from.
His current bounty count is also an amazing 84 Million B!
· Nami the Navigator – The Straw Hat's navigator is credited with being the third member of the crew. We do know for certain that Nami grew up in the Conomi Islands, where she struggled to survive the Arlong Pirates disgraceful reign of terror, that lasted until Nami and her newfound crew took him down.
Nami's current bounty count, to our knowledge, is 35 Million B.
· Usopp the Snipper – The snipper or the Straw Hat crew hails from the Gecko Islands, where he met the Straw Hats as they fought with Jango and the Black Cat pirates. Attempts to interview the residents of the islands resulted in very conflicting reports, so we will need to do further research in order to give you an accurate description of his past.
He is currently credited with the capture of 17.5 Million B.
· Sanji – Elegant and always dressed to the nines, the most fashionable of the Straw Hats is nothing to scoff at. We do not know which sea Sanji originally hails from, but we do know that he was raised in the famous Baratie Floating Restaurant, were he learned to become a fearsome chef. Although the pirates he defeats tend to find ways to escape from marine capture, he has defeated the equivalent of 68 Million B. However, due to the aforementioned escapes, he is only credited with 24 Million B.
· Johnny the swordsman – Another bounty hunter with some experience, thus young man had previously worked with Roronoa Zoro in several past captures. It is reported that he formally joined the crew, together with other member Yosaku, after the battle with Arlong, in which they helped fight the fishmen crew. Since joining the Straw Hats, he is credited with capturing 1.7 Million B.
· Yosaku the swordsman – the other half of Johnny, Yosaku has followed a similar path and joined the crew at the same time as his long-time partner. Both of them hail from southern East Blue, though we haven't yet been able to pin point what their original island is. Since joining his new crew, he has captured a total of 1.5 Million B.
· Chopper, the reindeer – During their travels in the Grand Line, the straw hat bounty hunters seem to have acquired a small and very cute reindeer that has joined the crew on their travels. It does seem to be a very fitting pet to have on board during their travels!~
Do you know what this means, dear readers? Together the Straw Hat Bounty Hunters have gathered a total 220,7 Million B! This huge amount of money is proof of the might of our East Blue heroes, and a good example to set to all others who wish to joint the ranks of the Bounty Hunters or the Marines!

About all the numbers of total bounties won, I counted it like this:
Luffy - Alvida(5M)+Buggy(15M)+Krieg(17M)+Arlong(20M)=57M (without Kuro and Croco-boy cause the Marines didn't admit to the public that Kuro was alive, and Croco-boy's bounty(81M) was frozen) 138M with Croco-boy
Zoro - Jango(9M)+Das Jones aka Mr.1 (75M)=84M
Nami - Zala aka Miss Doublefinger=35M
