A/N: I've seen a few reviewers say this story is jumping around with no world building. I'm sorry hopefully this chapter is better and I'll keep it in mind for future chapters.

When I was reborn I didn't have much purpose. Being the child of Max and Heith and being born a "Cape" I was given anything and everything.

Then I met Dean and I had a friend. Then Theo was born without powers and Max and the rest of the capes treated him like shit.

Some bastard with a fetish for little boys made an attempt on him.

He was my first kill. A little compulsion, some rope, and a knife. And I managed to perform hanging meat and upturned blood eagle.

After he breathed his last I got a surprising power boost that I honestly did not expect. Then a month later I cursed the empire, the gangs, the humans, everyone. After it was over I felt new power course through my being.

I was the strongest thing on earth, minus a few exceptions, though the sun still burned me. That was the worst part but it was less painful now instead of my body smoking from my flesh burning, it was reduced to a steam burn.

Still hurt but not as much.

No one looked at Theo for a month after that, and even years later no one dared to look at him the wrong way.

Then a few days later my mother was killed in a skirmish against the Teeth. Unlucky for them it was the night of the full moon, and I was angry.

That night several grunts and Capes were torn apart, the Butcher was the only survivor, and by that I mean he died from having his torso torn in to while blood and entrails made a pool of gore as a white-grey wolf the size of a horse tore them apart. His fur stained with blood as his eyes glowed an ominous red.

It was a night filled with grief, blinding rage, and bloodlust. The city on the decline now had hundreds of thousands of dollars in damages from a cannibalistic changer.

So the city struggled. The little tourism that came to the city was almost completely gone. And that's when it hit me.

How many strip clubs were there in the city?

How many empty warehouses were going to waste?

How many people are desperate and willing to do almost anything for money, let alone a job?

So I started planning. Took into account of what I had, what I needed, what I could do. The first thing I needed was money, lots of it. While it wouldn't difficult I did need to be careful, make sure the PRT didn't get wind of anything Master related. A few calls overseas, some compulsion and I had the Gesellschaft's wealthiest supporters funneling money into the city under my compulsion that they were interested in buying the property. And like a bad chain mail all their colleagues, friends, families. I had a good 80% of the city under my ownership.

Once that happened I needed to set things up by having them sell that land to people that I had invite me into their homes and then compelled to do my bidding but not remember me unless I told them too.

For the next month I had inspectors hired by me, I guess I can call them thralls, compelled doesn't sound as appealing.

Then came the annoying part. Brockton Bay is nowhere near as bad as that web novel I read in my last life but it was bad enough that I wouldn't trust the desperate to handle construction.

Did I feel bad about the dock workers and local architects getting nothing while outside constructors, engenders, and architects charged more then the local companies would have charged? No.

Did feel bad for the Mayor though, poor guy had a mob outside his office for months.

But besides keeping the self sabatoging idiots from delaying what was basically a city wide construction job that took almost seven years even with compulsion and several companies working together. It was finally done.

A good percentage of casinos were placed in the different areas. The cheaper places were in the docks along with the new red-light district that honestly made me the most money from everyone wanting to partake in dubachery. There were a few times in the beginning were I found people trying to place children there. They were found mauled in an alley. After the fourth death was discovered word must have spread it stopped.

Now the upper middle class and high class probably made me a consistent amount of money. These casinos were placed in downtown. Had the few tourists I found compelled to believe they had a life changing experience in Brockton Bay and over the course of months more and more tourists started showing up and I compelled a good ten to twenty people to spread the word.

Then there was the final set of casinos and my home. A structure that reached over the skyline that I ordered to be an imitation of the Burj Khalifa. Almost 2 billion dollars to build. I was worried that the PRT would catch on or Contessa would do something, but it never happened. I set it up so it looked like all of the investors got together to set it up in the center of downtown. That took a lot of compulsion but I got it set up and more importantly it looked legal and realistic.

Unlikely but realistic.

This set me up perfectly. The left and right sides of the building were hotel rooms in the first twenty floors were gambling for the people who wanted to show off and look wealthy by paying way to much for regular whiskey and other hard liquors, some gambling, some dancing before leaving to go back to work.

The next forty floors were for the rich and celebrities which had the same as the first stage but nicer and with overall better accommodations then the first twenty floors.

The next eighty floors was a resort for the world's elite, and anyone rich enough to actually afford it. It was basically a completely different world this I trusted to my wonderful cousins to run while keeping 90% of the profits made by everyone at this stage while also giving them a place to stay.

Then there's the final fifteen floors. A family mansion that made everything below seem outdated and cheap.

The lease was legally under their names since I can't own property but they kindly invited me in. Theo is allowed to visit when I'm here but Aster is forbidden from coming until she's older. I didn't think it was possible but Aster was as close to giving me a heart attack as possible. Took another month to fix all those windows.

All in all I set up my kingdom, tourism is up, the city is thriving. And the blood is unending.

After everything was said and done I let myself enjoy after nearly a decade of planning.

The glass doors opened and the cooled breeze of the AC washed over me. Looking at the yellow paint meant to resemble gold as tourists were given their room keys and locals dressed in their finest to party.

"Mr. Anders." A receptionist called out raising her hand to single me. Walking over to the woman I gave her a look over, she was definitely young, probably in her early twenties, maybe a bit younger. Her brown looks reached her shoulders. It was straightened and resembled a brown curtain opening to reveal her gently features. The only make up was pink lipstick, and concealer from what I could see on her. She wasn't wearing any perfume just the smell of body wash.

The uniform was a white button up with a black vest with her name tag over her heart.

"Your sisters wanted to talk to you. Told me to tell you to go to the ice hall."

I rose a blonde brow hearing that. They hated the ice hall. A gimmick they said, no one would pay to sit, drink, and eat on ice in an overpriced freezer. Granted the cold didn't affect me and they showed too much cleavage and legs.

"Are you sure?" I questioned the girl a few years my senior calling me sir. I won't lie I found it strange but I liked it.

"Yes sir. The called down earlier to let you know as soon as you arrived sir. W-would you like me to escort you?" She asked me nervously as she looked everywhere but my eyes. Poor thing.

"No need, Laurel. I can find it and something tells me you don't want to be anywhere near them when I arrive." I tell her trying to get her to relax the heart was beating like a drum.

"O-oh of course sir, sorry sir." She vehemently apologized. She looked seconds from bowing.

"Hey don't apologize, especially when you did nothing wrong. You'll get used to it and it'll make others look down at you or just not take you seriously." I tell the young lady before turning and walking towards another elevator filled with sweaty people who don't like to shower apparently.

I never regreted not installing a personal elevator more then I do right now.

Going down two floors into a floor above the basement. A pair of glass doors made to look like ice opened letting out fog from the ice room enhanced by the blue LED. Everything here was ice from the bar, the walls, shelves, to the seats and furniture. Everything but the icicles above me and the floor was ice.

I heard their hearts and their breathing followed by the sound of laughter.

Not giggling like everyone would expect but gut wrenching, tear jerking laughter. Passing by the bar Jessica and Nessa we're almost bending over with laughter. Wearing long blue dresses with a slit exposing more of their legs right up to the mid thigh while the top did look great it looked like they were a step from spilling over. if any other women was wearing it I would find it attractive, but it was being worn by my cousins and that made it the exact opposite of arousing.

The blue heels do look nice though.

"So any reason you to look like you're about to die from laughter?" I asked them they turned to me and tried talking but got a second wind and continued laughing.

Looking concerned as they just kept on laughing until I heard a third heartbeat behind the elevator. When the doors opened.

... I was unimpressed and a little annoyed. A large fat man who I was more worried for his health then anything else stepped out of the elevator looking winded.

"Oh you have got to be kidding me." I muttered.

"Me!" He parroted his voice sounded like he was pinched his nose. "They told me that they were calling their hot sister I wasn't expecting a guy!"

"This is not my week." I mutter. Turning towards the twins I place my hands on their shoulders forcing whatever shard bullshit was affecting their minds.

They heaved gulping for air. Seeing their breathing starting to lighten I turn to the blob and sigh. "Please, please for the love of God. Tell me you're here because you had a diabolical plan to take this building and every last penny and this wasn't an attempt to get your buried little dick wet. Please I'm begging you."

"How did you make them stop laughing." He started sweating more now. And I started to feel like I was going to cry.

"Please, please tell me you didn't do this so you could finally get laid."

"He did." Nessa gasped her voice sounded chocked. "We told him our sister was hot and we do everything together."

"And you fell for that? Are you thirteen, wait no that's an insult to teenagers everywhere."

"I said how did you make them sto-" I flashed to him and grabbed both sides of his head and gave him a sharp jostle. Their was a snap and he dropped.

"You two ok? You need something?" I ask but they just shake their head

"I'm fine."

"Me too."

"What happened, why didn't you crush him and call it a day?" I asked before kicking the corpse lightly to to wouldn't break apart. He landed with a crunch in the corner of the club.

"We couldn't move, probably a power nullification power." Jessica tells me. As they stand Nessa walks behind the bar grabbing bottles while Nessa grabs three glasses.

I walked to an ice seat when my phone starts buzzing.

"Hello, Liam-"

"Lung! Docks on fire heroes closing in!"

"Lisa?"

"Yes! Now help me!" I made out the gruntled sounds over her panicked voice. And I felt annoyed and fear.

I spend years looking for that overgrown wannabe dragon and Lisa runs into him first?

Wait.

"Lisa where are you right now?" Standing up Jessica looks at me holding a mojito and I hold up a finger she nods and places it down.

"We just passed the fat leprechaun on tenth going south."

"Perfect. Ok turn right on 12th and don't stop no matter what happens." I hang up the phone "I'll be back for that drink." With that I vanish running out faster then anyone could perceive and I ran across town. The world slowed around me until it looked frozen in time. Running to the scrapyard that used to be the boatyard. I kept onto the remains of a freighter. Looking in the direction of twelfths I saw the small dots.

Bitch's dogs.

Behind them Lung looked more like a mass of metal swords and growths then an actual dragon engulfed in flames.

Behind them lights, lots of light. The heroes. And Victoria in the lead followed by her parents. Lady Photon was carrying Fleur while Erik and Crystal carried Brandish and Mark.

On the ground would be Armsmaster and Lightstar.

Of all the times. This week is not my week. Looking around for something long and sharp the only thing I found that survived the e fight was some rusted piping.

Grabbing it I pulled it out of the scrap. It broke off the metal anchors connecting it to the ship. It left me holding around 12 feet of rusted metal.

The good news is Lung was about 13 feet large. Placing the end of the pipe index the ground I stepped on the curved end and pulled snapping it off and leaving me with long hollow spear with the thickness of my head.

Holding it by the back I took aim and prayed I didn't miss. And I hurled the thing like a throwing spear breaking the sound barrier as it struck its target.

Man I need a break.


Taylor hated how this went. She just wanted to save some kids. Only those kids turned out to mostly all be older then her, and worst of all villains. So now here she is being hunted down by Lung with New Wave and Armsmaster following after him escaping for her life on giant mutant dog monsters. Holding tightly to the blonde girl who decided NOW was the time to make a phone call.

She couldn't hear anything over the sound of the wind roaring in her ear along with Lung actually roaring as he kept getting larger and thus covering more ground. Then the blonde girl awkwardly wrapped arm behind her before the monster dog made a sharp turn. She grabbed anything she could and held on to an exposed rib and the girl in front of her for dear life. When the dog straightened it's path and and started running towards the demolished boat yard she heard the girl yell something and everyone laying flat on the dog monsters. Then a she felt herself be forced to partially lay down on the dog and the girl.

Then there was an explosion like thunder when it happens close to you, well this was ten times that. Then there was a wet slap sound and a plop. Risking the glance back she felt her stomach try to empty itself.

A large rusted pipe was filling Lung's skull. The destroyed eye fluid and blood being forced out like bloody snot with a gush of blood spurting out afterwards.
