Thesis: The increased threat posed by the Covenant splinter factions have laid bare the UNSC's inability to effectively counter capital ships with tonnage similar to that of the CSO Class, present at many key battles during the Human-Covenant War including the Fall of Reach. The Covenant's employment of CSO Class vessels was often enough to break even the toughest UNSC orbital defense, even in situations where Orbital Defense Platforms and their 'Super MACs' were in use. Our allies in the Sangheili race have made it clear that they cannot account for a number of the CSO Class vessels since the fall of the Covenant, and it is believed that the Covenant Loyalist forces may have in their possession a number of these herculean warships. It is the majority of opinion of those within the Office of Naval Intelligence that the UNSC must devise an effective counter to these types of vessels, especially in situations where NOVA bombs cannot be employed. A ship in the 'dreadnought' category with tonnage similar or greater to that of the Infinity Class supercarriers would be sufficient to fulfill this role.
