Dear President Snow,
As requested, I have sent you how the tributes' scores this year were devised. Private sessions were done in chronological order instead of district order, as some districts have two tributes of the same gender. New categories, 'Original Games', 'Past Performance' and 'Cause of Death' have been included. More weight has been added to the categories 'Mentor Investment', 'Psychological Profile' and 'Popularity' due to the impact of their previous games. As well as this, the category 'Political Significance' has been taken very seriously, given today's volatile political climate. However, there are so many potential rebels that only a few scores were adjusted to make tributes bigger targets, otherwise the high scores you requested for the Twelves would lose their value.

Name: Houghton Field
District: 9
Original Games: 36
Past Performance: Houghton was one of the favourites to win the 36th Hunger Games, simply because of his incredible popularity as the son of a victor. His confidence and his friendship with his ally also helped him win sponsors. However, his high placing was largely due to on his sponsors and his ally's survival skills. His combat skills, while above average for a boy from his district, were not enough for him to win any fights.
Cause of Death: Wounds inflicted by Webb Liarwhipp, District 12 Male (Webb died before Houghton due to gamemaker intervention).
Skills Assessed: Sickle.
Performance: Houghton's ability with the sickle is uncanny. He shows a significant improvement in skill from last time, fighting like he has been wielding a sickle his entire life. This could be due to irregularities in his cloning (see Psychological Profile).
Mentor Investment: Extremely high. Houghton's mentor is his former district partner and close friend Liza Flouria. Liza is usually a hardworking mentor but, this year, she is likely to try even harder than usual to keep her old friend alive. She will also likely be able to help him enough with his memory issues to get him through his interview.
Position in Alliance: Houghton is in an alliance with Jiro Ethridge and Asteraceae Croft. Physically, he is the biggest and strongest tribute in his alliance, which will make him very useful. However, once he outlives his usefulness, he will be easy to betray due to his lack of intelligence and awareness.
Psychological Profile: As the oldest tribute in the games, Houghton's cloning was a difficult process and none of his memories were recovered. To try to combat any of the weaknesses that total amnesia would give Houghton (for example, not remembering how to speak), Houghton was given a mixture of memories from other District 9 tributes. This was mainly successful, given that he is able to function in everyday situations. However, he is now incredibly skilled with the sickle, which is an unexpected result.
Popularity: Despite competing a long time ago, Houghton set new records for popularity that have only been surpassed by a select few. He is well known for being one of the most iconic tributes of all time. His inability to answer questions about his life in his interview may set him back but it's likely that Liza will be able to set Houghton up to give a passable interview, one that won't alienate any old fans.
Political Significance: Houghton would make an incredibly suitable victor for today's current climate. Despite the rebellious actions of District 9's most recent victor, it is a largely loyalist district. As Houghton is incredibly impressionable and allying with two loyalist tributes, it is likely he will develop into a loyal victor. His popularity will help us to win back the support of the public.
Final Assessment: Houghton is a capable fighter who will have a lot of support from sponsors and his mentor. In an early games, when fighting was the only requirement, he would have a good chance at victory. However, Houghton doesn't have the intelligence to survive in the arena for a long period of time, especially up against much smarter opponents.

Name: Navara Audi
District: 9 (formerly 6)
Original Games: 43
Past Performance: Navara proved to be a dark horse in her games. Her alliance with Parsley Hoover from District 12 gave her access to a system of tunnels, which allowed Navara to sneak up on a couple of opponents and kill them. The knife skills she used have been linked to her life before the games, when she was involved in one of District 6's many morphling gangs.
Cause of Death: Torn to shreds by a rabid Derrick Miller.
Skills Assessed: Running.
Performance: Navara is very fast. Her technique is very good. If only she could run her opponents to death.
Mentor Investment: Very low. District 9 seems to be playing favourites this year, which means that Derrick Miller will put even less effort than usual into keeping Navara alive.
Position in Alliance: None. Navara is alone.
Psychological Profile: As Navara lost many of her memories, attempts were made to supplement her memories with those of another high-placing District 6 tribute, Renault Flint. Unfortunately, this resulted in Navara retaining more of Renault Flint's memories than her own. He has become the voice in her head. This could be a blessing in disguise, as she has very few memories of her criminal past.
Popularity: Navara's games were a long time ago and, while she had a handful of fans at the time, many of them have moved on. She is unlikely to win any new fans.
Political Significance: Navara is currently not stable enough to take a particular political stance. It is unlikely she will make much of an impact on the rebellion but, since District 9 is largely loyalist, Navara will do more good than harm.
Final Assessment: Navara is a fast runner but she hasn't displayed many combat or survival skills. She is also very unlikely to earn any sponsors. She is likely to survive the bloodbath due to her speed but unlikely to win.

Name: Sankie Earthash
District: 11 (formerly 5)
Original Games: 45
Past Performance: Sankie showed a strong ability to stay out of trouble. Her speed and sense of direction helped her evade her opponents and her alliance with Tamarind Fayre, a strong survivalist, gave her a good supply of food until Tamarind was caught and killed by Careers.
Cause of Death: Poisoning.
Skills Assessed: Trap building.
Performance: Sankie attempted to build an electrical trap. It looked like a mess but it appeared to work for several minutes before it caught fire. She then declared that she had successfully lit a fire.
Mentor Investment: Very low. Chaff Mitchell is probably annoyed that he has to mentor a tribute again and doesn't seem to be trying very hard.
Position in Alliance: Okay, this is just bizarre. Sankie is in an alliance with Régine Maurin, a legendary torturer; Fawkes Chau, a legendary manipulator and Ageis Sacro, an incredibly dangerous Elite. There is no logical explanation as to why they'd want this useless, innocent girl in their alliance. Perhaps they want someone to test their torture technique on. This isn't going to end well for Sankie.
Psychological Profile: Sankie's memories are incomplete. She seems to have more of an idea of what's happening than any of the other tributes with cloning issues. A lot of her knowledge seems to be intuitive. She's developed a strange fixation with food, despite claiming to have no memory of her death.
Popularity: Due to her games being so long ago and her her performance being so forgettable, Sankie is unlikely to have any sponsors. Her allies are all incredibly popular, which will negate any lack of popularity Sankie has until they turn on her.
Political Significance: Sankie doesn't appear to be displaying any rebellious views but she is in an alliance with Fawkes Chau for no apparent reason. There might be some issues with her winning.
Final Assessment: Sankie has one skill which gives her the potential to cause a little chaos. However, her dangerous position in her alliance will probably result in her gruesome death.

Name: Modus Pigeon
District: 5 (formerly 6)
Original Games: 51
Past Performance: Modus surprised everyone by driving a train straight into five Careers, becoming the deadliest thirteen-year-old in Hunger Games history. Most of his success is due to his arena, though. He did not display any combat skills.
Cause of Death: Stabbed repeatedly with a shard of glass by his former ally, Becquerel Heartmerry.
Skills Assessed: Fire lighting.
Performance: Modus failed to light a fire and had a nervous breakdown.
Mentor Investment: Low. Becquerel Heartmerry-Starkwain seems more interested in returning home to her loving family than mentoring Modus. This could be because Modus hates her for betraying him in the finale.
Position in Alliance: None. Modus is alone. He was approached by Lacquera Wake and Liberty Stringer but he rejected them both, perhaps fearing another betrayal.
Psychological Profile: While Modus' memories remain intact, his emotions have been heightened by the cloning process. He is prone to mood swings and will like not be able to function for long in the arena.
Popularity: Modus has a few stalwart fans due to his incredible body count for a kid his age. His interview is likely to put a few people off.
Political Significance: Modus will not be an incredibly popular victor but he will be well-liked due to his young age. As he represents District 5, one of the most loyalist districts, he will have a positive impact.
Final Assessment: Modus has no skills that will help him survive in this arena, as there are no trains. His lack of control over his emotions puts him at even more of a disadvantage.

Name: Charon Regatti
District: 6 (formerly 2)
Original Games: 54
Past Performance: Charon was, as an incredibly powerful Elite who showed great skill in combat, the bookies' favourite in his games. He was able to outlast all of his allies and kill a handful of incredibly dangerous mutts.
Cause of Death: Ambushed by Royss Cardinal and stabbed with a scythe.
Skills Assessed: Scythe.
Performance: Although Charon never fought with a scythe in his original games, his skills have translated well to his new weapon. He is also very aggressive. He chose to attack some dummies rather than sparring with a trainer but he's likely to defeat an opponent in combat.
Mentor Investment: Extremely low. Royss Cardinal has shown more interest in Charon than he does with the average tribute but, unfortunately, that has resulted in him getting Charon addicted to morphling.
Position in Alliance: None. Charon is alone.
Psychological Profile: Charon's cloning process was an absolute disaster. His current personality has no similarities to his previous personality. He appears to harbour delusions about being in love with death. As well as this, he's taken several doses of morphling and doesn't have the fortitude to resist his cravings. He's already addicted.
Popularity: Charon was very popular during his games for being a strong and handsome Elite. However, there is a strong and handsome Elite every games and most of Charon's fan base has moved on due to his games being a long time ago. His interview will be disastrous, which will cost him even more.
Political Significance: Charon winning is unlikely to change anything. He will not stop the rebellion but he will not help it.
Final Assessment: Charon is capable of fighting but his mental state will have a massive impact on his ability to play the games. If he survives for an extended period of time, the negative effects of his addiction will increase and set him back even more.

Name: Splendour Rimbaud
District: 5 (formerly 1)
Original Games: 57
Past Performance: Splendour was one of the dark horses in his original games. He seemed weaker than all of the other members of the Elite alliance. However, once the field was whittled down to just the Elites and a few outliers, Splendour initiated the breakup of his alliance and used his skill with the mace to be the only survivor of the ensuing battle. This shows that he had a great grasp of strategy, as he was clearly hiding his skills.
Cause of Death: Hit by a poisoned arrow fired by Elisabeta Silverpine.
Skills Assessed: Mace.
Performance: Splendour sparred against a trainer, winning eight out of ten fights. He seems to be downplaying his skills again but less so than last time.
Mentor Investment: High. Elisabeta Silverpine always puts in a lot of effort and seems to be glad to finally have a skilled tribute to mentor. Both Splendour and Elisabeta seem to have put any old rivalries aside and are maintaining a very professional relationship.
Position in Alliance: Splendour is in the Elite alliance. He seems to have a particular friendship with Eros Buonafonte, their leader. This has put him in an excellent position to lead the alliance from behind the scenes. As one of the more quiet and intelligent tributes in an alliance containing a few loud and impulsive hotheads, Splendour is likely to avoid trouble within his alliance.
Psychological Profile: Splendour seems to suffer no ill-effects from his death. He does, however, suffer from dyslexia, which is actually likely to set him back in the arena.
Popularity: Splendour's tendency to fade into the background might hurt his chances, especially since he's from one of the earlier games. However he's moderately good-looking, if you like blonde hair and blue eyes.
Political Significance: Splendour has shown himself to be very intelligent and cunning. The likelihood is that he will side with us, as he has been raised to be a loyal Elite, and will prove very useful in preventing rebellion.
Final Assessment: Splendour is one of the strongest tributes this year. He is a good all-rounder when it comes to strength, intelligence and allies. His only weakness is that he will be put into an arena he may find hard to navigate. Splendour is probably worthy of a much higher score than what we'll give him but, since he seems to be downplaying his skills, he will benefit more from a slightly lower score.

Name: Moss Hawkins
District: 11 (formerly 7)
Original Games: 58
Past Performance: Moss started strong by axing an Elite to death in the bloodbath. He then proceeded to show excellent survival skills. He was the only tribute in his arena never to be stung once by a tracker jacker.
Cause of Death: Smoke inhalation from a fire set by Gabriel Vine.
Skills Assessed: Fire-lighting, water-boiling, axe-throwing, preparing food.
Performance: Firstly, Moss lit a fire with ease. Then he started boiling water, asking us "How many targets can I hit before this reaches boiling point?". The answer is twelve. The only thing that stopped Moss from making it thirteen was running out of axes. He finished by skinning and preparing a rabbit, trying to find a practical use for all of its body parts. The chances are, he has more to show us.
Mentor Investment: Moderate. Moss and Gabriel seem to have overcome any rivalry they may have had and are working together.
Position in Alliance: Moss is probably the most vulnerable tribute to betrayal in his alliance. Moss claims to be in love with Silver Oberst and the two have joined forces with Katniss Everdeen and Peeta Mellark. The issue is that Silver is famous for betraying his last alliance and Katniss and Peeta really are in love, making them more likely to join forces to betray any allies they see as a threat. Moss also kissed Fawkes Chau at one point but it was most likely to make Silver jealous, as they haven't interacted since.
Psychological Profile: Moss seems completely healthy. His ability to light a fire without difficulty shows that he's coping well with his death.
Popularity: Moss' talent, cheerful personality and approachable good looks won him a lot of fans last time. This time he has the added bonus of being in a romance with another tribute.
Political Significance: Moss could be trouble. His bizarre alliance with the Twelves could be a sign of rebellion. However, he has not yet done anything blatantly rebellious yet and could go either way.
Final Assessment: Moss is a solid, reliable tribute with a good set of skills. However, his alliance is holding him back. He could be the early target of a betrayal.

Name: Drachma Montez
District: 10 (formerly 1)
Original Games: 59
Past Performance: Drachma tried to lead her alliance but failed to win her allies over due to her harsh and blunt nature. However, once in the arena, she proved to be an excellent fighter and a decent strategist.
Cause of Death: Stabbed to death by Maia Nuñez.
Skills Assessed: Boxing, sword fighting.
Performance: Drachma is still absolutely exceptional at boxing, managing to beat the trainer in every match. If, like last time, she is able to find brass knuckles or spiked gauntlets at the Cornucopia, she will be able to kill an opponent with ease. She also attempted sword fighting, which she was less strong at but able to win four out of five fights.
Mentor Investment: Low. Drachma and Maia are yet to overcome their old rivalry. So far, the only effort that Maia has made is an attempt to set Drachma up in an alliance with Silver Oberst, which failed.
Position in Alliance: Drachma in the Elites and is trying to challenge Eros Buonafonte for leadership of the alliance. With Mako Yubeta and Diana di Angelo backing her up, she may stand a chance but it's unlikely that they'll be able to put up with her for long. It's also worth mentioning that she tried to make an alliance with Silver Oberst but failed.
Psychological Profile: Drachma's death doesn't seem to have affected her much. She still has a complete lack of awareness or care for what others think of her. She seems determined to win this games without resorting to making anyone like her. It's likely that she has some anger issues.
Popularity: Drachma is skilled and it might earn her some sponsors. However, a lot of the tributes in this games are skilled and most of them are trying to get sponsors. Drachma is unlikely to get many sponsors.
Political Significance: Drachma definitely has some rebellious leanings. She may not have been exposed to the rebellion that is currently putting our country at risk but she is seeking to change the status quo. The good thing is that she's unlikely to do much damage. Drachma has very little charisma or popularity and, much like Lumas Taffeta, will probably end up being that one annoying rebel victor who nobody listens to.
Final Assessment: Drachma is a capable fighter but most people, sponsors and opponents alike, are going to find her very annoying. She's incredibly likely to be targeted. However, Drachma is likely to have a very big advantage in this arena, given her experiences with similar terrain. That might be enough for her allies to see her as useful.

Name: Mako Yubeta
District: 8 (formerly 4)
Original Games: 60
Past Performance: Mako was the bookies' favourite to win his games due to his incredible swordsmanship. He also won plenty of sponsors with his marriage. Had gamemaker intervention not been needed, he would've surely won.
Cause of Death: Mauled to death by a tiger due to gamemaker intervention. This was no fault of Mako's but because his final opponent was pregnant.
Skills Assessed: Sword fighting.
Performance: Mako did an excellent job at making those of us around for the 60th games feel incredibly guilty for killing him. He is the best sword fighter of his generation. He has precision, speed and focus unlike any other tribute we've seen.
Mentor Investment: Moderate. Mako and his mentor, Cecelia Bridgers, seem to have moved on from their games and are working together.
Position in Alliance: Mako is in a very secure position in the Elite alliance. He has formed a reliable alliance with Diana di Angelo and is backing Drachma Montez' leadership but he hasn't ruffled any feathers with his other allies. His level-headed attitude will keep him from rubbing anyone up the wrong way.
Psychological Profile: Mako was projected to experience some PTSD from his death but he has not displayed any symptoms yet. He may be completely healthy or he may not have encountered anything to trigger his PTSD yet. The arena will be a good test of this, as there will be mutts similar to the one that killed Mako.
Popularity: Mako's skill and his tragic personal life are likely to draw sponsors to him like moths to a flame.
Political Significance: Mako has the potential to completely ruin things. If he were to learn of the rigged nature of his games, he may blame us for denying him his victory and turn to the rebellion. Mako has already had exposure to two of the most rebellious victors in Panem. His popularity will only make things worse. There is a small chance that he will remain loyal to us and, in that case, he would make an excellent victor. District 8 needs a loyalist victor to keep them in line and, while it is more likely to be Ageis Sacro, Mako would also be good. He should be watched very carefully.
Final Assessment: Mako is incredibly skilled and in a good position when it comes to sponsors and allies. Aside from one exception, he is probably the most likely tribute to win this games. His only weakness is the arena. It has the potential to exacerbate the trauma from his death that he is currently doing an excellent job at controlling.

Name: Silver Oberst
District: 7 (formerly 1)
Original Games: 61
Past Performance: In one of the most bizarre and mystifying events of Hunger Games history, Silver drugged his allies and murdered them all in their sleep. He then spent the rest of his games surviving on his own, killing his opponents quickly and painlessly with no regard for his audience. His survival skills were incredible.
Cause of Death: Throat slit by Hatchet Kowalski after being caught in a snare.
Skills Assessed: Sword fighting, edible plants, trap building, psychological warfare.
Performance: Silver sparred the trainer. He did okay but he looked like he wasn't putting much effort in, especially compared to Mako. Then he score 100% on the edible plants test without even trying. Silver finished his session by building some snares and staring at us intensely, commenting that he'd died in a snare. It was pretty unnerving.
Mentor Investment: High. Hatchet Kowalski seems to be guilty over Silver's death and has taken his tribute under his wing.
Position in Alliance: This is just strange. Silver is in an alliance with Moss Hawkins, Katniss Everdeen and Peeta Mellark. He claims to be in love with Moss. It's hard to believe that Silver, one of the biggest loners in Hunger Games history would want to make an alliance. Even harder to believe that he has a boyfriend. Silver could potentially turn on his allies at any opportunity. Or they could turn on him before he gets the chance.
Psychological Profile: Silver is a mysterious guy who gives very little away. He probably has trust issues and his sister was murdered when he was a child so he's most likely grieving her.
Popularity: Silver never put any effort into becoming popular but it came naturally. He has a bit of a cult fandom who love him for his mysterious nature. However, a lot of fans will be disappointed in him, as he chose to ally this year.
Political Significance: Whoever's side Silver's on, he's hiding something. He doesn't have the same 'figurehead of the rebellion' presence as some of the more confident tributes but he also has the common sense that more harmless tributes like Drachma lack. If Silver wins the games and decides to rebel, he'll get results.
Final Assessment: Silver is a good fighter and a good survivalist. His alliance is bizarre but it doesn't seem to put him in any immediate danger. Just a good all-rounder who could potentially overthrow the government.

Name: Eidolon Wrack
District: 2 (formerly 4)
Original Games: 62
Past Performance: Eidolon was the strongest tribute in his arena. His incredible strength meant that it was easy for him to get kills, even in an arena with no weapons. He was even capable of strangling a fellow Elite to death.
Cause of Death: Throat torn out by Enobaria Rossetti.
Skills Assessed: Wrestling, weightlifting.
Performance: Eidolon lost a match against the trainer. He then decided to lift a few weights and seemed to gain some confidence. He returned to wrestling and won every match.
Mentor Investment: Extremely low. Enobaria Rossetti's vendetta against Eidolon means that she refuses to try at all. In fact, her very presence seems to traumatise Eidolon.
Position in Alliance: Eidolon is in an alliance with his sister, Honeydew. This means that he is safe from betrayal but he is also incredibly likely to sacrifice himself for his sister. If he were to outlast Honeydew, there is a chance that Eidolon will commit suicide, as her death may push him over the edge.
Psychological Profile: Eidolon has the most severe PTSD out of all of the tributes. He is so traumatised that he can no longer speak. This will likely lead to self-destructive behaviour in the arena.
Popularity: Eidolon has many fans for being one of the largest and most powerful tributes in Hunger Games history. His inability to speak in his interview and his clear trauma will cost him sponsors.
Political Significance: If Eidolon wins, he may blame us for the death of his sister and side with the rebellion. In that case, he will be a very effective figure. Despite his inability to make speeches, the rebellion may build a narrative around the suffering that he's been through. However, Eidolon has had no exposure to the rebellion at all and, if it can be kept that way, will be a harmless victor.
Final Assessment: Eidolon is, physically speaking, the strongest tribute in the arena. However the trauma he has been through will make him fall apart, his mentor will ensure that he never receives sponsor gifts and he is likely to sacrifice himself for his sister. He is unlikely to win.
Final Score: 7
Name: Honeydew Wrack
District: 1 (formerly 4)
Original Games: 63
Past Performance: Honeydew was able to kill other tributes with a flail in the bloodbath but then contracted malaria and was severely weakened. She spent most of the games sick and unable to do anything.
Cause of Death: Stabbed by Gloss Goré, her former ally.
Skills Assessed: Flail.
Performance: Honeydew was able to beat her sparring partner nine times out of ten. She has great grace, speed and control.
Mentor Investment: Extremely high. Gloss Goré views Honeydew as a close friend and would do anything to protect her.
Position in Alliance: Honeydew is in an alliance with her brother, Eidolon. Although she does not have her brother's self-destructive tendencies, she may still sacrifice herself for him. Unlike Eidolon, if she is the last tribute in that alliance left alive, she will continue to fight.
Psychological Profile: Honeydew suffered from a lot of grief from her brother's death. Now that he's been resurrected, she's developed a saviour complex. She will protect him even if it kills her.
Popularity: Honeydew is nowhere near as popular as her brother, especially due to her disappointing performance. It's a shame because Honeydew is a natural performer. Her bright personality might win her sponsors if people stopped comparing her to Eidolon. Given the effort that Gloss is putting in, things may turn around.
Political Significance: Like Eidolon, Honeydew may rebel out of grief and needs to be kept away from rebels at all costs. As things stand, she will make a passable victor. She will be easier to use to our advantage than Eidolon, as she will be able to perform for us.
Final Assessment: Honeydew is a confident, capable fighter who could take this Quell as an opportunity to live up to her full potential. However, Eidolon is holding her back a little. If Honeydew is going to win this Quell, she'll need to learn to let her brother go.

Name: Eros Buonafonte
District: 1 (formerly 2)
Original Games: 64
Past Performance: Eros showed great skill with the bow and arrow and achieved some impressive shots in the bloodbath. He took the position as the leader of his alliance but his leadership was never tested as his allies were separated by a cloud of hallucinogenic fog.
Cause of Death: Drowned in mud by his former ally, Cashmere Goré.
Skills Assessed: Bow and arrow.
Performance: Eros hit several bull's eyes and celebrated very loudly.
Mentor Investment: Moderate. Cashmere Goré is maintaining a professional attitude towards Eros. However, it's clear that District 1 is favouring Honeydew.
Position in Alliance: Eros is the leader of the Elites, with Splendour Rimbaud and Rusalka Darien supporting him. Ruse seems to have formed a romantic relationship with him. On the other hand, Drachma Montez seems eager to challenge Eros' leadership and she has her own supporters. It is also worth mentioning that Eros has developed a grudge against Fawkes Chau. Haven't we all?
Psychological Profile: Eros has an incredibly high level of narcissism. He has also struggled to cope with growing up without a father and absolutely despises his stepfather.
Popularity: Eros has some fans due to his good looks and skills but setting himself up against Fawkes Chau will do him no favours. There are some people (most gamemakers included) who prefer Eros but Fawkes is better at winning the crowd over and he's from a more recent games. People are more likely to side with Fawkes and against Eros. However, Eros' secret weapon is his romance with Rusalka. That'll win a few people over.
Political Significance: Eros has absolutely no chance of rebelling. He has never been exposed to any rebels and he has no motive. If he can do enough to win the people over, he could be a great victor.
Final Assessment: Eros is a good fighter but he's a little too loud and a little too stupid. He's bound to make a few too many enemies and get himself killed. He might manage to kill a few tributes in the process, though.

Name: Diana di Angelo
District: 4 (formerly 2)

Mentor Investment: High. Finnick Odair formed a bond of sorts with Diana in the arena and seems to be trying to make up for killing her. Diana seems to have forgiven Finnick and is willing to work with him.
Position in Alliance: Diana is in the best position out of all the Elites. She is closer Drachma Montez and Mako Yubeta but she is friendly to all of her allies. Diana is the glue that holds the Elites together. This will make them less likely to target her in the split.
Psychological Profile: Diana is grieving her younger brother, Diocletian, who died in the Sixty-Eighth Hunger Games. Her grief may hold her back from killing other tributes, especially the Wracks but it won't have any serious effects on her.
Popularity: Diana's popularity has increased since her death. In her games, she was overshadowed by Finnick Odair but now people are beginning to pay her attention. Her brother was incredibly popular during his games so the association with him will also increase Diana's popularity.
Political Significance: Diana has a pretty big motive to rebel. She's also being mentored by a victor who, despite showing no signs of rebellion, is from one of the most rebellious districts in Panem. So far, Diana has shown no sign of being a rebel but any rebellious behaviour could make her very dangerous.
Final Assessment: Diana is a good fighter in a strong alliance. Her biggest weaknesses are her lack of aggression and her potential to rebel.

Name: Lacquera Wake
District: 6 (formerly 7)
Original Games: 66
Past Performance: Lacquera used her speed and agility to avoid being killed. Soon she became the most interesting tribute in the arena due to her loud personality and she benefited from that with enough sponsors to keep her alive. However, she was unable to make any kills.
Cause of Death: Eaten alive by leeches.
Skills Assessed: Edible plants, fire-lighting, knot-tying.
Performance: Lacquera is sufficient at all the survival skills she attempted. However, nothing she displayed indicates that she'll be able to survive a fight.
Mentor Investment: High. Mercedes Matthews and Lacquera have a normal mentor-tribute relationship, as Mercedes hardly had any role in Lacquera's death. However, as the mentor in question is Mercedes Matthews, she is guaranteed to try far too hard.
Position in Alliance: Lacquera is in an alliance with Liberty Stringer. Lacquera seems to be very protective of the younger girl. She also tried to convince Modus Pigeon to join the alliance but he refused.
Psychological Profile: Like Mako, Lacquera was projected to have PTSD due to a mutt-related death but is yet to show any clear symptoms. It's worth noting that she chose not to swim for us, despite that being one of her greatest skills during her games.
Popularity: In any other games, Lacquera would be able to earn some sponsors with her basic competence and outgoing personality. However, in this games, she's massively out of her depth. Most other tributes have some combat skills but Lacquera is just there.
Political Significance: Lacquera has no motive to rebel. She could be a very useful victor for us because she's so bubbly and happy. We could use her to convince everyone that everything will be okay under our rule.
Final Assessment: As useful as Lacquera's victory would be for us, she's unlikely to win. Lacquera simply does not have the combat skills needed to win. She will be able to survive for a while but she won't be able to kill another tribute.

Name: Ageis Sacro
District: 8 (formerly 2)
Original Games: 67
Past Performance: Ageis was the favourite to win her games, as she was incredibly popular for being a victor's niece. She proved to be an incredibly talented fighter, able to kill multiple opponents at once with her spear, even when they were fellow Elites.
Cause of Death: Pulled off a cliff by a bolas thrown by Lumas Taffeta.
Skills Assessed: Spear.
Performance: Ageis sparred against a trainer and won every fight. She showed a great amount of grace, skill and style.
Mentor Investment: Moderate. Lumas Taffeta has somehow managed to let go of his bias against Elites and is putting some effort into mentoring Ageis. It could be due to his involvement in the rebellion or it could be because Ageis is in an alliance with Ramona Hirose's tribute. Ramona is a much better mentor than Lumas and a good influence on him.
Position in Alliance: Ageis is in an alliance with Sankie Earthash, Régine Maurin and Fawkes Chau. It's a little odd, since Ageis seems like an obvious Elite candidate but it could easily be put down to her mentor's influence over her. Ageis' closest ally is Régine Maurin, who she has formed a romantic relationship with. This could potentially shield her from betrayals within the alliance, especially from Fawkes Chau.
Psychological Profile: Ageis seems completely healthy. No disorders are present.
Popularity: Ageis is incredibly popular due to her fighting skills, good looks and status as a legacy tribute. She is one of the most popular tributes in the Quell. Her romance with Régine will make her even more beloved.
Political Significance: Ageis could be the perfect victor. Her Elite training from an early age has made her pliable and easy to lead. This will be good for us, as she has no motive to rebel and is incredibly loyal to us. Once she wins, she will do whatever we say and will likely become a good influence on District 8. The only issue with Ageis is that her mentor is a major rebel.
Final Assessment: Ageis is the most likely tribute to win this games. She is a great fighter in a strong alliance with an army of fans ready to support her. The only thing that stopped her last time was bad luck.

Name: Régine Maurin
District: 3 (formerly 1)
Original Games: 68
Past Performance: Régine proved to be one of the most vicious killers in her arena, using torture to win over audiences. Her greatest weakness was her lack of control over her emotions. Her impulsiveness and her growing feelings for one of her allies led to her death.
Cause of Death: Stabbed by her former ally, Ramona Hirose, after being poisoned.
Skills Assessed: Bow and arrow.
Performance: Régine shot some arrows at targets, hitting the bull's eye or close every time. We kept waiting for her to put the bow down and start slicing up dummies like she did last time but she didn't.
Mentor Investment: Extremely high. Ramona Hirose was a close ally to Régine and their friendship remains intact.
Position in Alliance: Régine is in an alliance with Sankie Earthash, Fawkes Chau and Ageis Sacro. She is in a romantic relationship with Ageis Sacro, which may protect her from a betrayal within the alliance.
Psychological Profile: Régine has attachment issues, which pushed her to kill people in a particularly vicious way to get attention. Now she has a close friendship with her mentor and a relationship with one of her allies, her mental health seems to be improving. This'll make her less likely to take risks.
Popularity: Régine is popular for her enthusiasm when it comes to killing her opponents and her doomed crush on Ramona Hirose. Now that she seems to have lost her flair for killing people, she'll lose a lot of fans but her romance with Ageis might salvage things. Currently, it's the only thing keeping her from fading into the background.
Political Significance: Despite having connections to one of the most rebellious districts in Panem, Régine has no motive to rebel. Her mentor, Ramona Hirose, is District 3's least openly rebellious victor. Régine is unlikely to do much damage as a victor and may help get District 3 under control. She's a little unpredictable, though, which could be a problem.
Final Assessment: Régine is a good fighter in a strong alliance. She has the skills to win but her spark is gone. She's a reliable tribute but she isn't an obvious victor.

Name: Asteraceae Croft
District: 10 (formerly 11)
Original Games: 69
Past Performance: Asteraceae was excellent at staying out of trouble. Her loyalty to us gave her enough sponsors to sustain her to second place and she couldn't be killed by a mutt because that would set a bad precedent for future tributes. Since her final opponent was an incredibly entertaining tribute to watch, Asteraceae was able to coast to the finale.
Cause of Death: Dehydration.
Skills Assessed: Manipulation, trap-building.
Performance: Asteraceae arrived, said "I'm going to kill Katniss Everdeen. Can I have a six, please?" and spent the rest of the session building a net trap. It worked well.
Mentor Investment: Surprisingly high, especially given that there is security footage of Manel Lobos kissing one of Asteraceae's opponents. Perhaps Asteraceae figured out that her mentor is in a relationship with someone she could potentially kill and used this to blackmail him.
Position in Alliance: Asteraceae is in an alliance with Houghton Field and Jiro Ethridge. While she is intelligent and charming enough to stay afloat in her alliance, her allies might figure out that she has no combat skills.
Psychological Profile: Asteraceae is incredibly narcissistic.
Popularity: When it comes to popularity, Asteraceae is massively out of her depth. Her political views will earn her some fans but she doesn't have any particularly impressive skills to back them up.
Political Significance: At first glance, Asteraceae looks like the perfect victor but she may do more harm than good. Her snobby attitude will only alienate the people we are trying to win over.
Final Assessment: Despite a lack of combat and survival skills, Asteraceae is very intelligent and manipulative. This could really help her in the arena. Also, she asked for a six, which means that she may be aiming to appear in the middle of the road.

Name: Liberty Stringer
District: 4 (formerly 8)
Original Games: 70
Past Performance: Liberty only came second for one reason. When the arena flooded, she held onto a piece of wood, which kept her afloat until she lost consciousness.
Cause of Death: Drowned.
Skills Assessed: Knot-tying.
Performance: Liberty is very good at tying knots. This may be useful in the arena but it'll be hard for her to weaponise them.
Mentor Investment: Moderate. Annalisa Cresta isn't used to mentoring but she seems to be doing a decent job with Liberty. Liberty isn't a particularly demanding tribute.
Position in Alliance: Liberty is in an alliance with Lacquera Wake. It seems to be a good alliance for Liberty, as Lacquera is slightly stronger and also kind and protective. Lacquera tried to convince Modus Pigeon to join the alliance but failed, which Liberty seems to be happy about,
Psychological Profile: Liberty was orphaned at a young age and is used to dealing with adversity. She seems to be nervous around the swimming pool which indicates that she has some PTSD, triggered by large bodies of water.
Popularity: There are some people who are fully prepared to sponsor Liberty as a joke. Apart from that, she doesn't have much appeal.
Political Significance: Liberty's parents were both executed for rebellion. It's likely that they may have passed on some rebellious views to their daughter. Sending Liberty to District 4, one of the most rebellious districts in Panem, would be disastrous.
Final Assessment: Liberty would make an incredibly dangerous victor but she is very unlikely to win. She has very few useful skills and this arena will make her weaknesses all the more apparent.

Past Performance: Rusalka's performance was mixed. Her first few kills were eager and effortless but, as her time in the arena went on, she became more and more anxious.
Cause of Death: Axed to death by Johanna Mason.
Skills Assessed: Axes, psychological warfare.
Performance: Rusalka's performance has improved significantly. She now combines her old axe skills with a newfound aggression to make a formidable warrior. Her battlecries while attacking will also likely terrify her opponents.
Mentor Investment: Low. Johanna Mason seems to be avoiding Rusalka, which is good for Rusalka, as she is absolutely terrified of her.
Position in Alliance: Rusalka is in the Elite alliance. Her closest ally is Eros Buonafonte, who she appears to be in a romantic relationship with.
Psychological Profile: Rusalka has severe PTSD from her gruesome death. The trauma seems to have manifested itself in new aggression.
Popularity: Rusalka is going to have a sudden leap in popularity. She is likely to fill Régine Maurin's spot as this year's beautiful, unhinged Elite. Her romance with Eros will also attract sponsors.
Political Significance: It's difficult to picture Rusalka rebelling. She's unpredictable but not stable enough to take any political stance. She would make a harmless victor.
Final Assessment: Rusalka is probably the tribute you'd least want to face on the battlefield this year. She is absolutely merciless. Her only weakness is that she may not be able to keep her bloodlust under control.

Name: Fawkes Chau
District: 3
Original Games: 72
Past Performance: Fawkes' games were rigged in his district's favour. He was put into an arena with plenty of electronic devices available. Did Fawkes use them? Sort of. Did Fawkes use the voodoo dolls that were only really in the arena for decoration to make the Elites freak out enough to turn on each other? Yes. He basically used every advantage the political situation forced us to give him (and a few that we hadn't even expected) and made us all look like idiots.
Cause of Death: Throat slit by his district partner and on-again-off-again ally, Binah Katayanagi. Given the effect that being poisoned by a mutt was having on him, it was somewhat of a mercy kill.
Skills Assessed: Edible plants, fire lighting... sex noises?
Performance: Fawkes scored 100% on the edible plants test. He lit a fire with very little difficulty. He then announced, rather grandly, "And now, for my final trick, I shall transform into a giant tentacle monster!" He lay down on the floor and started shuddering and... well, you get the idea. What is he even trying to achieve? Is he trying to demonstrate how sex noises can be used to intimidate opponents? Is he trying to turn us on? Is he just messing with us? Whatever it is, it worked because we can't stop thinking about him. Well played, Chau.
Mentor Investment: High. Binah Katayanagi seems to care a lot about Fawkes. It's difficult to tell exactly what the nature of their relationship, since they seemed to betray each other every five minutes during their games, but Binah always puts a lot of effort into keeping her tributes alive.
Position in Alliance: Fawkes is in an alliance with Sankie Earthash, Ageis Sacro and Régine Maurin. He seems pretty secure as the brains of his alliance, though the romance between Régine and Ageis may turn them against him as numbers dwindle. Or that might be exactly what Fawkes wants... Fawkes also kissed Moss Hawkins at some point but that was most likely because he was playing the matchmaker between Moss and Silver.
Psychological Profile: Fawkes was projected to have severe PTSD. He's much better than expected, since he's able to hold himself together, but there were a few little moments of darkness in training. Fawkes is excellent at hiding his emotions so, if there's something he can't hide, it must be very serious.
Popularity: Fawkes is scarily popular. In an arena full of muscle-bound Elites, he stands out with his slim body and puppy-dog eyes, gaining him an army of fangirls (and fanboys). His secret weapon is his geekiness. It took seventy-two years but finally someone figured out that there are a lot of people in the Capitol who are obsessed with the Hunger Games and they just want a tribute who they can relate to. Fawkes has all the most intense fans of the games on his side. A small portion of his fans are the small portion of sponsors put in the most money each year. The guy knows exactly how people work.
Political Significance: Fawkes is definitely a rebel. He's picked up his mentor's nasty habit of giving gamemakers the middle finger but he's much more subtle about it. He's the worst kind of rebel. He's not an angsty teenager with an attitude problem, who'll put people off the entire rebellion. He's a charming, intelligent young man who Seneca Crane pushed over the edge. He'll get people on the rebellion's side and he'll do it with style.
Final Assessment: There's no way to tell exactly what Fawkes is up to from his private session. There are only two things to be certain of. One is that trying to assess Fawkes Chau while drunk will give you a headache. We should've put him earlier in the evening. The second thing is that Fawkes Chau is a rebel and needs to die. To be honest, none of us have any clue what score to give him so we're just going to give him something super high because he made us scared and confused and we want him dead.

Name: Jiro Ethridge
District: 2 (formerly 10)
Original Games: 73
Past Performance: Jiro was a major dark horse in his games. He turned from a shy kid who everyone forgot about to a vicious, stealthy killer with excellent knife skills. He also had enough survival skills to survive without much sponsor support in an environment he wasn't used to. He wasn't much of a fighter but he didn't need to be, since his opponents never saw him coming.
Cause of Death: Head smashed by Tarquin Baretti.
Skills Assessed: Stealth, knives.
Performance: Jiro tried sneaking up on some trainers and succeeded every time. He attempted a few knife fights and barely won four out of five.
Mentor Investment: High. Tarquin Baretti seems to have given up on Eidolon so he views Jiro as Two's only chance at victory. Tarquin will try to keep Jiro alive.
Position in Alliance: Jiro is in an alliance with Houghton Field and Asteraceae Croft. He's probably the strongest tribute in his alliance. He doesn't have any glaring weaknesses like his allies and is unlikely to be blindsided.
Psychological Profile: In his first games, Jiro had social anxiety and low self-esteem. Now, he seems to be gaining confidence, enough to actively seek allies. This newfound confidence seems to be leading him to success.
Popularity: Jiro will stand out to a few casual viewers, as he's from a pretty recent games, but he won't put on a show for the sponsors. With his interview leaving him sandwiched between Fawkes Chau and Katniss Everdeen, its likely he'll be forgotten about. Jiro's popularity relies largely on his knife skills.
Political Significance: Jiro has displayed loyalist views throughout his two games but not to the point of being obnoxious. He is a model citizen - a boy from a lower-middle-class background who supports us. He probably will never be a great public speaker but he'll provide the underdog story that'll stop the rebellion in its tracks.
Final Assessment: Jiro is a tribute with clear strengths and clear weaknesses. He may not be very powerful or showy but he has a good set of skills which could make him a dark horse in this games. He's very cautious so a cautious score will suit him best.

Name: Peeta Mellark

Original Games: 74
Past Performance: Peeta won the crowd over with some impressive manipulation skills, which led to Seneca Crane allowing him to live. Had this rule change not happened, he would've surely died.
Cause of Death: N/A
Skills Assessed: Painting.
Performance: While Peeta's picture was technically good, there's no way that being a good painter will help him in the arena. It's also likely that he chose to depict a dead child from his games as an act of rebellion.
Mentor Investment: N/A
Position in Alliance: Peeta is in an alliance with Moss Hawkins, Silver Oberst and Katniss Everdeen. Katniss will protect Peeta, which will help him, but he has a high chance of sacrificing himself for her.
Psychological Profile: Peeta is surprisingly healthy.
Popularity: Peeta has a lot of fans because he won his games. Many of us expected for him to be around longer. He is also rather handsome and good at giving interviews. His romance with Katniss could potentially draw in more sponsors than the other three romances because people are more used to it.
Political Significance: Peeta is a symbol for the rebellion. He may not be as aggressively rebellious as Katniss but he may be able to get into people's heads.
Final Assessment: All of Peeta Mellark's skills and weaknesses must be ignored. He has to die in the arena.

Past Performance: Katniss showed some incredible archery skills, which, combined with survival skills, kept her alive. She was helped a lot by Peeta but, for most of the games, she could've won without his help. She was the one who forced Seneca Crane to change the rules, showing that she has a rebellious attitude.
Cause of Death: N/A
Skills Assessed: What?
Performance: Katniss hung a dummy and painted Seneca Crane on its chest. I think she completely outclassed Fawkes in how to make gamemakers uncomfortable.
Mentor Investment: N/A
Position in Alliance: Katniss is in an alliance with Moss Hawkins, Silver Oberst and Peeta Mellark. She is in a good position because Peeta will protect her. She may sacrifice her life for Peeta but she is less likely to die first than he is.
Psychological Profile: Katniss has some trust issues surrounding a difficult period in her childhood.
Popularity: Katniss is just as popular as Peeta. What she lacks in charm, she makes up for in skill. A lot of people love her and are willing to do rebellious things for her.
Political Significance: Katniss basically started the whole rebellion. Her victory would be absolutely catastrophic.
Final Assessment: All of Katniss Everdeen's skills and weaknesses must be ignored. She has to die in the arena.

I had a lot of fun writing this chapter. I took a lot of inspiration from the private session chapters in SYOTs because I love making little categories and filling them in. Here, we witness Plutarch Heavensbee pretending not to be a rebel. You'll notice that he correctly identified a few rebels but only because they had enough of a motive to rebel... or decided to troll the gamemakers (hello, Fawkes).
